O
n the cover is a color rendering of theproposed redevelopment of the formerHoneywell corporate headquarters lo-cated at the intersection of Park Avenue
and Columbia Road in the Township of Morris. Be-fore redevelopment, the 147 acre Honeywell site con-tained 1,156,182-square feet in multiple buildingsthat were used for office, laboratory and research.
The approved general development plan subdi-vided the site into five parcels. Excluding an ex-isting building to be retained by Honeywell, all ofthe existing structures on the site will be demol-ished. Two of the proposed parcels are limitedto residential use only and will contain up to 235townhomes of which 24 will be designated for af-fordable housing. Approximately 15 acres will bededicated for open space (southwest area of thesite). The remaining two parcels will contain up to900,000-square feet of non-residential uses (office/lab/research). The Honeywell Corporation willretain 185,000 square feet of existing buildings onone of these parcels and up to 715,000 square feetof new commercial Class A office or lab space willbe constructed on the other remaining parcel. K.Hovnanian will be developing the residential por-tion of the redevelopment while the RockefellerGroup will be developing the commercial portion.
The close proximity to mass transit options as wellas the proximity to Routes 24 and 287 add to theappeal of this site. The property is less than a milefrom the New Jersey Transit Convent Station railstation (Morris & Essex Line) which provides railservice to New York City. A New Jersey Transitbus route services the site as well. The project willalso provide a non-vehicular path that will inter-connect with the Morris County Traction Line trail.
This project is a continuation of the redevelopmentof the Park Avenue corridor. Along with the newlycompleted Realogy building The Green at FlorhamPark is located less than a mile south on Park Av-enue from the Honeywell site. The Green at Flo-rham Park redevelopment contains the new NorthAmerican headquarters of the BASF Corporation,Summit Medical Group, New York Jets TrainingFacility, single family and multi-family housing,an extended-stay corporate suites style hotel, res-taurants, a 161 room full service hotel (Archer’s)and an additional 400,000 sf of class A office space.

Introduction
T
he New Jersey County Planning Act pro-vides for the review and approval of manytypes of development applications by theCounty Planning Board. Most develop-
ment applications that come before municipal
planning boards and boards of adjustment in Mor-ris County are forwarded to the County for review.All subdivision applications must be submitted tothe County for review and approval. In addition,all site plans which front on County roads and/orhave impervious areas of one acre or more must besubmitted to the County for review and approval.
The Land Development Review Section of theMorris County Planning Board is responsible forreviewing all development applications, whichconsist of subdivision plans and site plans submit-
ted to the Morris County Planning Board in ac-cordance with the New Jersey County PlanningAct (N.J.S.A 40:27-6.1 through 6.8). The Land De-velopment Review Committee meets monthly toreview the development applications processedby the staff. At each regularly scheduled monthlyCounty Planning Board meeting, the full CountyPlanning Board votes on the “Report of ActionsTaken on Development Plans”, which containsthe recommendations of the Committee, as wellas a complete summary of all development ac-
tivity processed through the offi
ce each month.
Sketch
A sketch represents a conceptual layout of a sub-division or site plan. Submission of sketches,while not required by all municipalities, are help-ful to the County review process by providing apreview of formal plans that are likely to be sub-mitted in the future. They also provide an op-portunity for possible design changes to be sug-gested before detailed engineering is undertaken.
Site Plan
A site plan is the construction drawing for the de-velopment and improvement of one or more lotsor parcels, usually for single uses as office, retailstore or higher intensity residential. Most rede-velopment projects are reviewed as site plans.
Minor Subdivision Plat
A minor subdivision plat is generally definedas having no more than three lots which does
not require an extension of municipal facilitiessuch as roads, public water or sewer services
Preliminary Plat
Preliminary plat is a set of detailed drawingsshowing lot lines, road alignments, dimensionscontours, drainage systems, water lines, sanitarysewers and other details as applicable. Approvalof the preliminary plat is a prelude to construction
Final PlatA final plat follows the preliminary plat approvaland becomes a legal record of the subdivision. Itis a map of the subdivision which shows the exactdimension and direction of each lot line. The ap-proved final plat is filed at the Office of the CountyClerk where it remains a permanent legal recordThe lots can be sold after recording. There can bea delay of up to two or more years from the timeof municipal and County approval and the actualfiling of the plat at the Office of the County Clerk
Exempt
Site plans of less than one acre of impervious areaare deemed exempt from formal review if they donot front on a County road or affect County drainagestructures. In Morris County, minor subdivisionswhich do not front on County roads, are deemedexempt from formal review if it is determined theywill not adversely affect County drainage structures

Development Trends
A
combined total of 306 subdivisionplats and site plans (including revi-sions) were submitted to the MorrisCounty Planning Board for review
in 2015. Of these plats and plans, the MorrisCounty Planning Board reviewed and issued re-ports on 195 applications and exempted 111 ap-plications from County review and approval.
Section II of this report contains Tables I throughVII, which present specific development informa-tion for Morris County’s 39 municipalities. Theobservations and comments offered in Section Imake frequent reference to the tables of Section II.
Chart A
As shown in Chart A, 2015 returned to an expectedlow number of new residential building lots cre-ated from major subdivisions. The 27 lots createdwere generated from infill developments. Due tozoning regulations and the scarcity of availableland, there will be few new large subdivisionsproposed in Morris County on land that was notpreviously developed. However, redevelop-ment sites do have the potential to generate largelot yields. The residential portion of the Greenat Florham Park (110 lots) is an example of this
and will be discussed in the 2016 annual report.
Chart B
As shown in Chart B, over the past year, therehas been a significant increase in the number ofsingle family house lots from major subdivisionsrecorded at the Office of the Morris County Clerk.This increase resulted from the completion of theMarveland Estates and Village at Roxbury proj-ects first identified in the 2014 Development Ac-tivity Report. This number will remain inflatedover the next few years as the lots created fromthese two subdivision projects are recorded, butthe number of new single family lots recordedvia final plats in the next few years is expected tomore closely track the lower numbers recorded
between 2009 -2011 and 2013-2014, as there hasbeen no submission of new large subdivisions.
Chart C
Chart C depicts the ten years of historical data onthe number of units contained in new multi-familysite plan submittals. As shown, 2015 had the high-est unit total in the past 10 years (1,467 units). The

County Planning Board expects continued growth inthis market due to the redevelopment of vacant andunderutilized nonresidential properties and olderhousing stock into multifamily housing. Multi-fam-ily development is being driven by current marketconditions and consumer preferences. The millen-nial generation and the baby boom generation arethe key demographics that are fueling this growth.
Morristown Gateway Apartments
As depicted on Map 1 and Exhibit 1, the MorrisCounty Planning Board expects a continued in-crease in the number of proposed multi-familyunits. To date in 2016, the Morris County Plan-ning Board has received three applications thatwould generate 347 new multi-family units.
In 2015, the Morris County Planning Board re-ceived one new age-restricted adult (55 and older)housing application and no applications for an as-sisted living facility or skilled nursing facility. TheHillendale-St. John’s application in the Townshipof Mendham proposes to redevelop the former re-ligious facility into a 53-unit age restricted devel-opment. The main building on the campus will berehabilitated into a 30-unit luxury apartment build-ing. The units will range in size between 1,391 and4,032 square feet and contain between one and threebedrooms. Several new luxury townhome style
structures will be also be built on the property. Thisis a unique redevelopment and an excellent adap-tive reuse of an architecturally significant structure.
Two previously proposed projects, Hearle Villageand Roxbury Active Adult age-restricted projects,received approval in 2015 from the Morris CountyPlanning Board. The Hearle Village project datesback to 2011 and will add 35 additional units to theexisting senior complex in the Township of Pequan-nock. The Roxbury Active Adult project dates back
to 2005 and will have 230 townhome units. Mar-ket demand from aging baby boomers will mostlikely drive an increase in housing directed at therapidly maturing population in Morris County
Chart D
Non-residential site plans submitted to the MorrisCounty Planning Board can range from small build-ing additions with a minimal amount of new floorarea to new office buildings, regional retail facilitiesand industrial warehouses with several hundredthousand square feet or more of floor area. Indus-trial uses typically provide larger buildings thando commercial or office uses, especially those plansthat include flex/warehouse facilities. As shown inTable II (Section II) and Chart D, the Morris Coun-ty Planning Board received 63 new non-residentialsite plans in 2015. Table VII (Section II) provides
a list of the more signifi
cant non-residential siteplans with new floor area. Only site plans of 50,000square feet and greater are included in Table VII
Morris County leads the northern New Jerseyoffice market in the amount of office space at26,649,994 sq. ft. For 2015, the overall vacancy ratefor office space was 33.5% (Jones Lang LaSalle Of-fice Statistics by County Q4 2015). There are sev-eral factors which have contributed to the vacancyrate in Morris County. Employers have reducedtheir workforces due to upgrades in automationand technology along with several mergers and
consolidations of major corporations that havefacilities within the County. Employers have alsoreduced the amount of square footage per em-ployee due to more open and shared office layoutscombined with advances in digital record keeping
Another factor contributing to high vacancy rates isthat a significant portion of the office space in Mor-ris County is now functionally obsolete. In additionmost of this office space was constructed during the1980’s and is typically located in isolated campuses

Current business location preferences tend towardmore centrally located and integrated work/live/play environments that are favored by the millen-nial workforce. . Finally, as a result of the 1980’sbuilding boom, the office market became over-saturated. Some of these buildings will be demol-ished and redeveloped into multi-family housing.

However, those qualities that attracted this abun-dance of office buildings to the County has notchanged. Those attractive qualities include thelocation of Morris County in the New York-New Jersey market, the regional access provided by theroadway network and mass transit, the availabil-ity of both single family and multi-family hous-ing, availability of a highly educated populationand high quality recreational and social amenities.
Property owners are beginning to reinvest in theirassets and are transforming the obsolete build-ings into functional, efficient and attractive workspaces. This transformation has occurred in the
Mack Cali (formerly Prudential Campus) Cam-pus in Parsippany and the Southgate Campusin Morris Township. Buildings were completelygutted to their steel framing skeletons and thenreconstructed. Additional amenities such as walk-ing trails, fitness clubs, and restaurants are beingadded to the campuses in order to retain existingtenants and to attract new tenants. With renewedinterest shown in the Morris County office mar-ket, the Morris County Planning Board believesthat the vacancy rate has stabilized and will be-gin to decrease within the next couple of years.

The overall vacancy rate for industrial andflex spacewas approximately 7% in 2015 (Transwestern). Thisslight decrease in the vacancy rate follows the sametrend as was observed in 2014. This trend is ex-pected to continue as more of the spillover marketfrom the east is absorbed in Morris County. Also,the availability of smaller facilities and their lowerrents are more attractive to smaller businesses.
Of the non-residential projects listed in Table VII,all are redevelopment sites or expansions of exist-ing facilities. Due to the scarcity of developableland and available utilities, redevelopment of ex-isting commercial/industrial sites will most likelyoutnumber new non-residential development onvacant land in the near future. Future growth in thissector will depend on financial markets recoveringto fund new projects; the availability of redevelop-able property; and, more importantly, a reductionin the supply of vacant office and industrial space.

Chart E
Chart E lists the amount of new floor area fromnew non-residential site plans reviewed in 2015.Approximately 95% of the 883,182-square feetof floor area is proposed on redevelopmentsites or existing non-residential properties. This
trend is similar to the current residential de-velopment trend in the county, where, due tothe scarcity of land, development is concentrat-ed as infill development and redevelopment.

Redevelopment in Morris County is occurringprimarily in or near central business districts.Municipalities experiencing substantial redevel-opment activity include Morristown, Madison,Morris Plains and Dover. The Borough of Whar-ton is also starting to experience redevelopmentactivity. The Port Oram Village project on NorthMain Street at the site of the former Green TentCompany will add 49 apartment units to Whar-ton’s downtown. The Morris County PlanningBoard also received several site plans for im-provements to the businesses along Main Street.

Ongoing redevelopment in Morristown continuesto progress. Construction of Phase II of the Speed-well Avenue redevelopment is expected to com-mence this summer. Construction of the CVS at theSpeedwell Avenue and Spring Street intersection iscompleted and the store is open for business. Con-struction of the Morris Street multi-family redevel-opment is underway and should be completed by
the fourth quarter of 2016. The Morris County Plan-ning Board also received plans for the first phaseof the Spring St. redevelopment and plans for thefinal buildout of the Epstein’s redevelopment areaAn additional commercial building is proposed atthe intersection of Market Street and Bank Street
