Activities of C-PEC in 2017-18 1. Training Centre UP Sahkari Gram Vikas Bank Ltd, Lucknow, U.P. b) Working Group Meeting for revision of accreditation Validation Format: The meeting of working group to bring objectivity in the validation visit formats was held on 8 th & 9 th February 2018, at BIRD, Lucknow. Revised format is suggested by the working group, once approved by the Accreditation Board, the same will be used in the forthcoming validation visits for the accreditation/re-accreditation of CTIs in 2018-19. 3. Certification of Trainers/ Staff of CCS (Cooperative Credit Structure): Following 04 Certificate Courses of C-PEC were announced in April 2017 for FY 2017-18 and examinations of all the courses have been successfully conducted. Activities of C-PEC in 2017-18

1. Membership of C-PEC: The details of membership of C-PEC are as under:

2. Accreditation:

a) So far, C-PEC has accredited 43 Cooperative Training Institutions (CTIs). In the 15th Accreditation Board Meeting held on 24th October 2017 at BIRD, Lucknow, the following 09 CTI’s were accredited by C-PEC, BIRD, Lucknow:

3. Certification of Trainers/ Staff of CCS (Cooperative Credit Structure):

Following 04 Certificate Courses of C-PEC were announced in April 2017 for FY 2017-18 and examinations of all the courses have been successfully conducted. Course-wise details along with enrollment & passing is as below:

I) CTFC (Certified Trainer for Financial Cooperatives): 9th batch of CTFC Course was successfully completed in 2017-18. The result was processed and e-mailed to candidates on 23.03.2018. A total of 08 candidates passed, 03 candidate’s result is with-held and 04 have to re-appear the examination in 2017-18.

02 contact class for CTFC candidates were also conducted on two occasions viz. 28th August 2017 to 02nd September 2017 and 20th November 2017 to 25th November 2017 at BIRD Lucknow. The Final Examination & Viva was also conducted at BIRD, Lucknow from 05 to 07 February 2018.

So far, 195 trainers have been certified since starting of the course in FY 2009-10.

II) Certified Professionals in Cooperative Banking (CPCB) Level-I: 03rd Batch of CBCB-Level-I course was launched in April 2017. 284 candidates have been enrolled for the course and course material has been supplied on 29th June 2017. The result for certification course CPCB Level-I was processed and uploaded on website on 06.03.2018. A total of 69 candidates passed the examination in 2017-18 out of the appeared 206 candidates.

So far, 146 employees have been certified since starting of the course in FY 2015-16.

III) Certified Professionals in Cooperative Banking (CPCB) Level-II: Enrollments for the 02nd batch of CPCB-Level-II course was announced in April 2017. A total of 54 candidates applied for the course and study material has been supplied on 18th July 2017. The result for certification course CPCB Level-II was processed and uploaded on website on 23.03.2018. A total of 26 candidates passed the examination in 2017-18 out of the appeared 38 candidates.

So far, 33 employees have been certified since starting of the course in FY 2016-17.

IV) CPS (Certified PACS Secretary): CPS course was launched on pilot basis for the first time in April 2016 in the state of Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Telangana and Andhra Pradesh in 03 languages viz. Hindi, English and Telugu. This year (2017-18) one more state i.e. Gujarat has been added and 2nd batch of CPS course has been announced in April 2017. A total of 96 candidates enrolled and study material was supplied on 31 July 2017. The result was processed and uploaded on website on 20.03.2018. A total of 24 candidates passed the examination in 2017-18 out of the appeared 87 candidates.

So far, 156 PACS Secretaries have been certified since starting of the course in FY 2016-17.

4. Standardization of Training Programmes: This year we have approved/standardized 20 programmes. (02 for ACSTI, UP; 11 for RICEM, Jaipur; 04 for Shikhar, Vashi; 01 each for ACSTI, Bangalore; TSCAB, Telengana and ICM Dehradun.)

5. Annual Conference of Principals/Directors of Cooperative Training Institutes (CTIs) (8th Conference) was organized at Kerala on 23rd and 24th February 2018 in collaboration with NCCT, New Delhi.

6. The National Seminar of Best Practices in Short Terms Cooperative Credit Structure was held on 05th & 06th January 2018 at BIRD Lucknow. The seminar discussed best practices adopted by the Cooperatives in different critical operational areas mainly Corporate Governance, Loan Pricing, Strategies for Improving CRAR, Business and Management of PACS, IT initiatives adopted by banks and NPA & Recovery Management pertaining to the Cooperative Banks in India.

7. Other Activities & also initiatives for canvassing the concepts of C-PEC: a. ToT Programmes: 02 TOT programmes were conducted in 2017-18.

1. Trainers Training Programme on Training Techniques was organized during 29 May to 01 June 2017 at ACSTI, Shimla, and Himachal Pradesh for 30 trainers of CTIs from all over India.

2. Trainers Training Programme on NPA Management was organized in BIRD, Lucknow from 10th January 2018- 12 January 2018 for 15 trainers of CTIs from all over India

b. Certification Course on Corporate Governance for leaders (Board of Directors of Cooperatives): The meeting of the working group was held on 6th & 7th November 2017 at BIRD, Lucknow. The group gathered and decided on the Name of course as ‘Certified Director in Cooperatives’, its course contents, modalities for conducting the examination etc. The group comprised of MD, NAFSCOB; GM, DCBR, RBI; Secretary, NCCT; GM, IDD, NABARD, HO; MD, The West Bengal & Uttar Pradesh State Coop. Bank Ltd.; Principal, ACSTI, Jalandhar; Director, Joint Director, Faculty Members & C-PEC Team from BIRD, Lucknow.

c. Study of Deposit taking PACS in Mizoram - C-PEC conducted a study of Deposit Taking PACS in Mizoram from 7th to 13th March 2018. The ToR of the study is to prepare & Manual for the PACS in Mizoram qualifying the norms for deposit taking PACS and evolve a system of supervision of such deposit taking societies.

d. Stakeholders Seminar: C-PEC along with NABARD Regional Offices organized 06 “Seminar of Stakeholders- 2017-18” in the state of Chhattisgarh, Kerala, Karnataka, West Bengal, Bihar and Haryana. The aim of the seminar was to disseminate information on C-PEC’s initiatives, to pursue the objective of excellence in Cooperatives and also on other significant issues pertaining to StCB/DCCBs/PACS/SCARDB/PCARDBs and other functional societies.

e. Addressing DDMS through VC: C-PEC addressed District Development Managers (DDMs) via Video Conferencing (VCs) in the Bi-monthly Structured Meetings of NABARD Regional Officers to canvass for the activities of C-PEC. Such VCs were conducted with the Regional Offices of Madhya Pradesh, Rajasthan, Uttrakhand, Telangana, Andhra Pradesh, Karnataka, Assam and Uttar Pradesh in 2017-18.

f. Addressing Participants of cooperatives in BIRD: Presentations about C-PEC & its activities were made in Training Programmes conducted in BIRD for Cooperative trainees.

g. Extending the C-PEC Membership to the Departments of the Cooperation /Audit Department for the State Governments.

h. Request letter for appointing Nodal Officer – A letter have been sent to BIRD Mangalore & Bolpur on 20 March 2018 for appointing Nodal Officers. In this connection, we have received the confirmation e-mail regarding identification of Nodal Officer at BIRD, Mangalore on date 23.03.2018.

i. Quarterly e-newsletter of C-PEC: 03 editions of second volume of quarterly e-newsletter have been published. Newsletter for last quarter Jan-March ’18 is already in progress.

j. Printing of C-PEC Brochures

k. Development and Maintenance of Website: To provide a technology based platform for knowledge management, the website www.bird-cpec.org.in is being

updated on regular basis.

l. Customising training programmes for RCS Office in Odisha - C-PEC has helped academic wing of BIRD in conducting 2 programmes on Corporate Governance for OCS Officers of Odisha from 19thto 21st March 2018 & 26th to 28th March 2018. A Total of 53 ARCS, DRCS & RMO’s participated in the programme.
