FOREWORD

The Micro, Small and Medium Enterprises Development Institute, Solan, has been

providing comprehensive support to the prospective and existing entrepreneurs of MSME sector

in the State of Himachal Pradesh. The Institute not only provides information to the

entrepreneurs but also motivates & encourages the enterprising & hardworking people to set-up

their ventures in different segments of manufacturing and servicing.

Various products, right from traditional items to highly sophisticated modern consumer &

capital goods along with significant services are being provided by the MSME sector of Himachal

Pradesh. The State industry also contributes significantly towards exports by exporting goods

and components to different countries of the world. The industry of the State is also keen to

adopt new technological development for home market & export as well.

The Institute conducted a number of quality programmes to provide appropriate platform

to the prospective entrepreneurs and to render multidimensional support to the existing

industry. Various significant activities undertaken by the Institute during the year 2013-2014

have been highlighted in this Annual Report.

I appreciate the efforts put in by EI Division in bringing out this report.

2.1 Resource Available with the Institute

2.1.1 Building

The Institute is operational from building ever since March, 2007

which has been built up on a land having a total area of 1295 Sq Meter

which was acquired on lease for 65 years in 22nd Sept., 2004 through

the sublease with Himachal Pradesh State Electronic Development

Corporation. The building has 2 floors (Ground Floor & First Floor)

with a total covered area of 1370 Sq. Meter (689.50 Sq. Meter each

Floor). The first floor comprises of Director’s Room, Rooms for

Technical/Field Officers, Administration Section, Conference Room,

SENET section, Training Hall, Food Workshop (Bakery Section) and a

Library.

ACTIVITIES PERFORMED

This Institute is providing its techno-managerial assistance to

existing as well as new industries in the State of Punjab and Union

Territory of Chandigarh. The Institute creates an environment

conducive for industrial growth by motivating the prospective

entrepreneurs and by assisting the existing entrepreneurs through its

multidimensional set-up of trade specific Divisions viz. Mechanical,

Chemical, Glass & Ceramics, Food, Electrical & Electronics, Leather,

Industrial Management Training and Economic Investigation equipped

with expert officials providing techno-managerial solutions with a

human face.

Highlights of Activities Undertaken

3.1. Human Resource Development

The importance of ‘Human Resource Development’ cannot be

overlooked for overall development of any sector, the MSE Sector in

particular. In the present world of competition trained men & women

are the real assets of any Nation. The optimal utilization of this

resource is the need of the hour. In this context, the Institute

undertook following activities during the year 2013-2014.

3.1.1 Entrepreneurship Skill Development Programmes

The MSME-DI, Solan, during the year, conducted 21

Entrepreneurship Skill Development Programmes. In these

programmes total 470 persons, including 133 males (Gen-24, SC-61,

ST-47, BC-01) and 337 females (Gen-131, SC-133, ST-71, BC-01, Min-

01) were provided training, at various places in the State. Out of these,

09 ESDPs were for Scheduled Caste, 07 ESDPs were for Scheduled

Tribe, 01 programme was exclusively for women & physically

handicapped participants and 04 ESDPs were for General participants.

3.1.2 Entrepreneurship Development Programmes

The Institute during the year

and 136 females (Gen-49, SC-54,

ST-32, OBC-01), were provided

training.

3.1.3 Management Development Programmes

The Institute conducted five MDPs during the year 2013-2014, in

which the training was provided to total 119 persons, including 52

males (Gen-14, SC-15, ST-23) and 67 females (Gen-13, SC-41, ST-13 ).

provides comprehensive inputs on

modern business practices with

focus on E-commerce so that the

candidate may have an exposure of

latest practices of modern

management especially in view of

changing scenario of global

business.

The programme was conducted in workshop manner with active

participation of each and every participant to learn about oneself by

practical approach.

e-commerce and tax management.

All the programmes were conducted in workshop manner with active

participation of each and every participant to learn about effective

family business strategies by practical approach.

The guest faculty of the programme included successful women

entrepreneurs managing their family business, behaviors experts, tax

3.1.4 Motivation Campaigns

The motivation campaigns are of

great impact to motivate the

educated unemployed youth in the

State to go for self-employment by

setting up MSE ventures.

Motivation Campaigns are prelude

to EDPs/ESDPs.

The Institute conducted 26 such

3.2 Promotional Programmes

Promotional programmes cover various activities undertaken by

the Institute, which act as catalyst in promoting the growth of MSME

sector in the region. The following paragraphs highlight the detailed

information on each activity.

3.2.1 Marketing Assistance

The Institute provides assistance and guidance in the field of

marketing to the MSME units through a number of activities like

Ancillary Development, Participation in International Trade Fairs &

Exhibition, and Registration under GSPP etc. International Trade Fairs

& Exhibition are covered.

2.2.2 Government Stores Purchases Programme

During the year the Institute recommended 38 cases of MSE

units under Government Stores Purchase Programme, thus earning

revenue of Rs. 1,82,903/-.

The Single Points Registration Scheme being operated by

National Small Industries Corporation Ltd. helps the MSE units

marketing their products to Government Departments, Corporations,

Autonomous Bodies, Agencies, etc. The registration under the scheme

is considered at par with DGS&D.

The units registered under the scheme are eligible to avail of

various incentives like supply of Tender Application Forms free of any

charges, exemption from depositing earnest money and guarantee

money limited to the registered monetary capacity.

The units desirous of getting registration under the scheme apply

to the NSIC Ltd. in the prescribed application forms, in turn, the

applications after preliminary scrutiny by them are forwarded to

MSMEDI for assessing the technical capability of the units. The units

are visited and operation-wise capability to produce quality goods are

assessed by the Officers and based on the merit of the cases, are

recommended to NSIC Ltd.

3.2.3 National Awards 2012

The Government of India, Ministry of MSME has established the

following National Awards to honor and commemorate the MSE

entrepreneurs for their outstanding achievements:

During the year the Institute received 17 applications under

various categories of National Award from whole State of Himachal

Pradesh. Out of which 08 application were for outstanding efforts in

entrepreneurship (manufacturing), 02 applications were for products/

process innovation, 4 applications were for quality products and 3 no.

of applications were for lean manufacturing techniques.

All above 17 applications were put to the State Level Selection

Committee headed by the Principal Secretary (Industry) Government of

Himachal Pradesh. Out of these 13 applications were recommended by

the Committee under various categories of National Award 2012.

During the year only one units of Himachal Pradesh i.e M/s

Imperial Home Appetence, Jabali, Solan has awarded National Award-

2012 under category of ‘Quality Products’.

3.2.4 ISO-9001/14001

The Institute motivated the MSME units of the state to adopt

quality management systems by obtaining ISO certification. Under the

Incentive Scheme for ISO-900/14001/HACCP certification, the

Institute disbursed an amount of Rs. 6, 65, 319/- as one time re-

3.2.5.1 Intellectual Property Rights

In the changing global scenario, the issues of IPR have gained

special importance for the Micro, Small & Medium Enterprise (MSME)

sector. IPR protection play a key role in gaining competitive advantage

in terms of technological gains for achieving higher economic growth in

the market driven economy. It is felt that IPR requires greater

understanding and attention by the industries, particularly the MSME

sector in India. The Indian MSME sector needs more information,

orientation and facilities for protecting their intellectual properties.

3.3 Industrial Potential Survey

Industrial Potential Survey of district Chamba & district Una

have been conducted to analyze the different resources, infrastructure,

and present status of the industrial set up and future prospects of

industry. It contains information on different aspects related to

industrial development of the area. The information will be valuable for

policy makers, planners, developmental agencies involved in the

development of industry and other economic activities in the district

and state as well. The report shall also be of much use to prospective

entrepreneurs, existing industries, associations and the concerned

organisations. An action plan for accelerating the pace of industrial

development explaining strengths and constraints for the industries

has also been suggested.

2.4 Consultancy Services

This is one of the important activities being carried-out by the

Institute. Consultancy services include not only providing guidance to

set-up new units but also to the existing MSME units pertaining to

techno-managerial-cum-marketing assistance.

The prospective entrepreneurs are guided in identifying the viable

products/projects, selection of appropriate technology, manufacturing

processes and techniques, selection of machinery & equipment, raw

materials, standardization and specifications and quality control

techniques. Information is also provided about various facilities being

provided by other Organisations like DIC, HPKVIC/KVIB, NSIC etc.

While providing consultancy services to existing units,

developments taking place in various fields like technology,

manufacturing processes, market trends, environmental protection,

energy conservation etc. were taken care of. These factors lead to

improve the quality of their products vis-a-vis to improve their overall

productivity.

2.5 Co-ordination with Central and State Government Organizations

Under this activity, officers of the Institute participate in various

meetings of the Committees constituted by different Central & State

Government Organisations to help them in implementing Government

policies for the development of MSME sector in the region.

The Officers of the Institute attended various task force

committee meetings to identify the beneficiaries and recommend them

to financial Institutions for disbursement of loan under PMEGP.

2.6 Promotion of Rajbhasha (Hindi)

The Institute organized second meeting of members of TOLIC

(Town Official Language Implementation Committee) in the meeting

in the office premises on 21.05.2013. In the meeting 17 member of

TOLIC participated.

The officers and staff members of this Institute made all

preparations for the visit of Drafting and Evidence Sub-committee

of the committee of Parliament on Official Language for discussions

with the Chairman of Town Official Language at Solan on

31.05.2013. The Director of this Institute is the Chairman of above

committee at Solan. The meeting of said committee was organized

at Hotel Pinewood, Barog on 31.05.2013.

A meeting of NARAKAS of Solan was organized in the office

premises on 28.11.2013 in which representative of Central Govt.
