ACTIVE AGEING INDEX
French Agglomeration Grand Annecy Experiment
17 june 2019
CONTEXT EXPLANATION
Grand Annecy Agglomeration
A NEW TERRITORY CREATED IN 2017
• Grand Annecy Agglomeration : 34 towns and more than 200 000 inhabitants (since 2017)
• A Social needs analysis driven in 2018 => Aim : identify the needs of the elderlypopulation and provide a picture of the territory population
Result : Territory getting older, like the French national demographic evolution
Wish : Make policies to face ageing the best way
• « Imagine the Grand Annecy » => Innovating approach to think
and shape the new territory with citizens
How to live together on our territory in 2050 ? How to build policies by solicitingcitizens ? …
How to consider ageing as a strenght for the territory ?
PROCESS OF THE STUDY
Study driven by a consultant =>
A CONSULTANT RECRUITED TO LEAD SOCIAL ANALYSIS + AAI
• Determine indicators that can be calculated (available data)
• Determine indicators that need additionnal survey
• Solution to collect non-available data
• Determine relevant (or not) indicators at local scale
A part of the specification dedicated to AAI before recruiting consultant
Data coming from 3 sources
• INSEE
• Pension funds
• Special survey (social analysis) : 2600 people answered
Four main domains preserved, but some adjustments inside
each
ADJUSTMENTS
• 2 indicators instead of 4
• Care to children / Care to older adults => Grouped in 1 indicator
• Political participation : difficult to obtain at the local scale
=> Was replaced by another indicator which makes sense according to the territory project (the will to share the knowledge with young people)
• Material deprevation for elderly people => deleted
• Lifelong learning => deleted
• Mental well-being : indicator felt as invasive by people => Replaced by another indicator (feeling of isolation)
RESULTS AND FUTURE CALCULATING
SUMMARY OF RESULTS
Without any weight Applying weight on « isolation and poverty » indicators
28,34 40,97
39,33 39,33
85,42 87,25
58,63 68,18
AAI 52,93 58,93
FUTURE PROSPECTS
A STUDY TO RE-CONDUCT IN A FEW YEARS
2 KINDS OF UPDATES
PARTIAL UPDATING EACH 1-2 YEARS
Population : small representative sampleof elderly people
Who could do it ? Students / Partnershipwith university
What ? Only few indicators to update each time
GLOBAL UPDATING EACH 5-10 YEARS
Population : representative sample of elderly people (like the survey conducted in 2018)
Who could do it ? Grand Annecy Agglomeration, in the framework of a new social analysis
What ? All indicators needed to update AAI
Which weight ? Political choice will have to determine it
