ASQA Review

• The Australian Government is investing $18.1 million to improve the regulation of Australia’s VET sector.

• On 30 October 2019, Minister Cash announced a review of ASQA.

• The rapid review will focus on ASQA’s governance, policies and culture.

• The Australian Government is accepting stakeholder feedback until 17 January 2020. For further information refer to -https://www.employment.gov.au/asqareform

AQF Review

• The Australian Government announced a review of the Australian Qualifications Framework (AQF) in the 2017-18 budget.

• The Australian Government has published the AQF Review Report, which contains recommendations and future directions on:– the AQF’s architecture and structure– the Senior Secondary Certificate of Education– qualification pathways policy and credit points– shorter form credentials.

AQF Architecture and Structure

• The Report recommends that the AQF be reduced to eight ‘bands’ to allow for greater elasticity in qualification design.

• The new AQF proposes to:– express ‘knowledge’ at eight levels, corresponding to the bands– express ‘skills’ at six levels– express ‘application’ in the context of knowledge and skills, rather

than at prescribed levels.

• The new architecture allows the AQF to broadly define how individual qualifications are designed.

• The proposed architecture may also allow for integration of ‘general capabilities’ and ‘other capabilities’.

Senior Secondary Certificate of Education (SSCE)

• The Report recommends that the SSCE should not align to an AQF band.

• Instead it should reflect in its description that the SSCE is an entry point into multiple qualifications.

Volume of learning, qualification pathways policy and credit points

• The Report recommends that volume of learning be expressed in hours, with one year being equivalent to 1200 hours.

• The Report recommends that AQF adopt a system of credit points, which would be used voluntarily by providers.

• The Report’s recommendations enable the AQF to integrate shorter form credentials, or micro-credentials.

COAG Skills Council Updates

• The COAG Skills Council was announced on 9 August 2019, • The Skills Council is chaired by the Commonwealth Minister

with portfolio responsibility for Skills.• The Skills Council focuses on major policy reforms that require

Commonwealth-State collaboration.

COAG Skills Council

• COAG has agreed a comprehensive vision for the VET system. • The vision recognises shared responsibility, with the need for

a balance between national consistency and local responsiveness.

• Skills Council has tasked SSON to develop the draft Roadmap.• The Roadmap will deliver reforms to ensure Australia’s future

is one where our people are highly skilled and our businesses are competitive.

• The final version of the Roadmap will be presented to Skills Ministers in 2020.

COAG Skills Council - VET Roadmap Future Priorities

• Relevance – actions in this area will ensure that VET is relevant and responsive to the job market, employers, industry and learners.

• Quality – actions in this area will support public confidence in the quality and value of VET for students throughout their lives and move it to parity with the higher education system.

• Accessibility – actions in this area will ensure all prospective students and employers can access suitable information and training when and where it is required, and include a specific focus on supporting access for disadvantaged Australians.

COAG Skills Council - VET Student Loans (VSL) Review

• States and Territory Ministers are being asked to agree to a review of the VSL Program and its inclusion in the Roadmap as a priority.

• The review would focus on measuring the VSL Program’s effectiveness and efficiency and its contribution to greater equity in tertiary education.

• The review could help understand whether the introduction of VSL has had a negative impact on state and territory funding for and enrolments in diploma and advanced diploma qualifications.

• The review could similarly seek to identify efficiencies in the VSL program.

Consultations for the National Skills Commission, Skills Organisations and the National Careers Institute

• The Australian Government has announced the establishment of a National Skills Commission, pilot Skills Organisations and a National Careers Institute.

• Skills Canberra is working closely with Australian governments to incorporate feedback received thought the co-design process into the VET Reform Roadmap.

What have been the outcomes?

• 37 students have completed the week of pre-employment training

• 14 students have secured work experience with another 10 students who intend on undertaking work experience.

• 3 students have so far accepted ASBA placements with partner employers.

• 10 students already booked in for 2020 training courses.

What have been the outcomes (Cont.)?

• 1300 meals produced and provided to OzHarvest for distribution to their charity network.

• 19 fully qualified chefs have participated in the ‘Cooking for a Cause’ event with a further 30 chefs pledging their support to participate.

• 6 human resource specialists involved in the mock interview sessions.

• 4 tours of hospitality facilities.

• The contracts for existing providers were extended to 31 January 2020.

• Sarina Russo, Job Access, will be the successful provider for the ACT from 1 February 2020.

• There are no out of region arrangements for ACT AASN services.

• Active records transfers will be organised in AVETARS.
