Page 4: Acid attacks onsocial evils

MEANING Perpetrators of these attacks throw acid at their victims, usually at their faces, burning them, and damaging skin tissue, often exposing and sometimes dissolving the bones. The long-term consequences of these attacks include blindness and permanent scarring of the face and body.

Why acid attacks common in our country? The biggest reason for the high frequency rate of acid attacks in

India is that concentrated acid is cheap and easily available in the market, for as low as Rs. 16-25 per liter.

Furthermore there are no legal restrictions imposed on buying or selling acid. Anyone can legally purchase acid over the counter in pharmacies, automobile repair shops, goldsmith shops, and open-air markets. Acid is also heavily used in many households as a cleaning agent.

Why must we treat acid attacks as a grave criminal act and what should be the punishment like?

Acid attack perpetrators do not usually intend to kill their victims, but to cause long-lasting physical damage and emotional trauma.

Even if the perpetrator does not intend to cause death, the injuries sustained by the victim may still result in death.

Reasons for acid attack Acid violence reflects gender inequality and discrimination in society.

Often acid attacks are perpetrated against women because they transgress conventional norms that relegate women to subordinate positions. Indeed, a significant portion of attacks occur when a woman exercises decision-making power by rejecting a marriage or "love" proposal. Acid attackers aim for a woman’s face in an attempt to destroy what many members of society consider to be one of her most important assets—her beauty. Majority of female victims are between 13 to 35 years of age. Most acid attacks are perpetrated by the people known to the victims and the attacks are often triggered by refusal to sexual advances or marriage proposals or failure to pay dowry or by land disputes. Historically, a vast majority of attacks are against women, with 99% of the perpetrators being men. In recent years there has been an increase in crimes staged against men too, mostly related to the disputes over land and other property. One fourth of the reported victims are children. There were reports that father showered his own daughter with acid as he wanted a boy child. Sometimes, children get hurt as they stay close to the main targets (mothers).

Why acid attack is common in Muslim country ?•Acid attacks and wife burning are common in parts of Muslim countries because the victims are the most voiceless in societies : they are poor female.•Since 1994, a Pakistani activist who founded the progressive to help such women” has documented 7,800 cases of women who were deliberately burned, scalded or subjected to acid attacks, just in the Islamabad area.”* “ In only 2% of those cases was anyone convicted.”

•Because women usually don’t matter in this part of the world, their attackers are rarely prosecuted and acid sales are usually not controlled.•It’s a kind of terrorism that becomes accepted as part of the background noise in the region.

Indian Law against Acid Attacks.• In 2008, The Law Commission of India came out with a report

on “The inclusion of acid attacks as specific offenses in the Indian Penal Code and a law for compensation for victims of crime” Here is an abstract about how an additional sub- section should be added to existing Section 326 A. • (i) Hurt by acid attack- Whoever burns or maims or disfigures or disables any part or parts of the body of a person or causes grievous hurt by throwing acid on or administering acid to that person, with the intention of causing or with the knowledge that he is likely to cause such injury or hurt, shall be punishable with imprisonment of either description which shall not be less than 10 years but which may extend to life and with fine which may extend to Rs. 10 lakh. Provided that any fine levied under this section shall be given to the person on whom acid has been thrown or administered.
