Qns around liability and compliance: Who are the “data controllers”? Businesses who use data services, the data vendor, the data protection officer? What is “sensitive data”? Who “owns” the data? V expensive to comply across jurisdictions
ACCA’s recommendations for better cross-border data flow and trade policy
Recommendation 1: To align DPP frameworks (across the region) – SG/Asia could lead this effort – eg through presentation via APEC, WEF, WTO, ASEAN etc
Recommendation 2: Call for classification for different types od data – eg non-strategic data, non-security-sensitive – while still recognising that there is national security data that should be protected
Recommendation 3: Bonded warehousing of data model could be considered; “quarantine zone”

Multidisciplinary nature - consideration for technology as platform for development and not just sectoral development
Well-rounded policy is a group goal, not just government policymakers – all must play a part in the dialogue – businesses and government
Government policymakers must make a concerted and sustained effort to engage and include interaction with stakeholders – such as representatives from business community

Business community members should look for platforms to have their views heard, such as via focus group discussions, or industry organisations– such as the ACCA.
