According to The U.S. measure of poverty is an important social indicator

that affects not only public perceptions of well-being in America, but also

public policies and programs.

An indicator of the number and proportion of people with inadequate family

incomes for needed consumption of food and other goods and services. At

that time, the poverty "line" for a family of 4 had broad support. Because of

rising living standards in the United States, I am submitting this letter to you

that our neighbor, Saundra J Williams, Username:

and how according to your founding mission is to provide free refurbished

donated vehicles to assist struggling families in their transition from

dependency to self-sufficiency.

About the Charity Cars Donation Program

Charity Cars began pairing donated cars with families in 1996. Our mission is to assist disadvantaged families as they are transitioning from a life of dependency to a life of self-sufficiency. We are a 501(C) (3) non-profit organization; and we are the first car donation charity of its kind in the nation.

How Your Car HelpsWhen you donate a car to Charity Cars, running or not, 100% of your donation goes to our charity and helps us provide the gift of transportation to a family in need. Cars that do not qualify to be given to a family are sold and help fund repairs to program cars. This way, even if your car does not run, you are helping a family receive a reliable, working car.

Charity Cars’ experience with recipients is that the receipt of a vehicle donation has a profound effect upon their outlook on life. When we donate a car to these deserving people they seem to experience a rebirth of hope and self-esteem leading to renewed energy and ambition to succeed. Many individuals who have received donated vehicles have even expressed the feeling that they have been given a second chance at life. Few vehicle donation programs can impact the quality of life of the disadvantaged as immediately and dramatically as the Charity Cars donation program can.

Year after year, Charity Cars leads the nation in providing free vehicles to struggling families all across America. The relationship of the American people with their automobiles has traditionally been a deep-rooted love affair. The automobile has been and continues to be a symbol of personal freedom and self-sufficiency.

• It is the Charity Cars mission to provide as many vehicles as possible to deserving families. If you would like to be 100% certain that your vehicle will be used as a "program vehicle" which entitles you to receive the maximum "Fair Market Value" tax receipt, simply ask our donation representative about our pre-approval process (1-800-242-7489 x 2).

• Although we appreciate all vehicle donations, in any condition, running or not, the vast majority of donated vehicles do not qualify to be "program vehicles" (provided to a qualified person or entity).

• Charity Cars bases its decision on many factors including, but not limited to: year, make, model, mileage, condition, location, recipient, repair and funding limitations. Since placing a vehicle with a client is the exception rather than the rule, donors should assume that their vehicle will be sold at auction or for salvage with the proceeds returning to our charity. We will notify the donor by phone and in writing if their vehicle qualifies as a "program vehicle" and will be provided to a qualified person or entity.

• 1-800-Charity Cars, National recycled car donation charity, was recently featured on WJBK Fox 2 News in Detroit for its partnership with the National Auto Body Council’s (NABC) Recycled Rides program. Thankful donation recipients are shown receiving the keys and sitting in the driver’s seat of their very own cars at a recent vehicle giveaway. The video clip also describes the process that the recycled car donation program uses to partner with local charity affiliates, auto body shops, mechanics, and others to give people the gift of reliable transportation. • Will there be any cost to me?No. Charity Cars will pay for the cost to tow your vehicle donation.• What can I donate?Cars, vans, trucks, RV’s, boats, yachts, heavy equipment, and real estate, as long as you have clear title. In some states we may be able to accept your vehicle with just a registration.• Can I donate a vehicle that hasn’t run in years?Yes! Charity Cars accepts vehicles nationwide in any condition, running or not. (Very rare exceptions include vehicles whose value would not offset the cost of towing).

• How long does it take to get my vehicle picked up?The same day you provide our donations representative with your information, we will contact our towing service which will phone you within 24 business hours to establish a convenient time to pick up your vehicle. If you need to have your car picked up right away, in most instances, we are able to accomodateyou. Just explain the situation to our donation representative.

• How does the new tax legislation affect how I value my donation?Under the old rules, when you donated a vehicle to a charity, you could value the donation at the “fair market value.” This year, if you donate a vehicle to charity, you are limited to the sales price if the vehicle is sold, unless the charity uses the vehicle in its mission. If Charity Cars provides your vehicle to a struggling family, then you can still deduct the full “fair market value.” According to the IRS, the donor, not the recipient charity, must determine the “Fair market value” which the IRS describes as the price that a willing buyer and a willing seller would agree to if neither were pressured to do so. Assistance with vehicle values can be found at Kelly Blue Books website. (Use private party value as a guide).

• Vehicle Donations and The Tax LawShort Summary of Tax Law

Donors may deduct the fair market value up to $500, or if the vehicle sells for more, the greater amount. If the vehicle is used in the charity’s mission (provided to a qualified person or entity) the donor may deduct the “fair market value”. According to the IRS, the donor, not the recipient charity, must determine the “Fair market value” which the IRS describes as the price that a willing buyer and a willing seller would agree to if neither were pressured to do so. Assistance with vehicle values can be found at Kelly Blue Books website (use private party value as a guide). Donors valuing their donation in excess of $5000 must acquire an independent appraisal. Our customer service representatives can provide additional information concerning appraisals (1-800-242-7489 x 2).

• In-Depth Summary of Tax LawBeginning January 1, 2005, new federal tax legislation governing vehicle donations goes into effect. The following is a summary of the new legislation contained in (HR 4520).• Under the new law, allowable deductions for charitable

contributions of vehicles, boats and airplanes (collectively referred to as “assets” in this summary) for which the claimed value exceeds $500 will depend how the asset is used by the recipient charity. If the organization sells the asset without any significant intervening use or material improvement, the donor’s deduction is limited to the gross sales proceeds received by the charity.

• But, if the organization uses the asset in direct furtherance of its charitable purpose the donor may deduct the “fair market value” of the asset. (According to the IRS, the donor, not the recipient charity, must determine the “fair market value” which the IRS describes as the price that a willing buyer and willing seller would agree upon if neither were pressured to do so. Assistance with vehicle values can be found at Kelly Blue Book’s web site. Use private party value as a guide.

Examples: If a vehicle with a “fair market value” of $4000 is donated directly to the non-profit charity and the organization sells the vehicle for $1000, the donor can only deduct $1000. But, if for instance, the organization provides the vehicle to a disadvantaged person, the donor may deduct the full “fair market value” of $4000.

• Substantiation requirements when the claimed value exceeds $500 are as follows: No deduction is allowed unless the donor receives a written acknowledgement from the charity. That document must include the name and taxpayer identification number (social security number) of the donor and the vehicle identification number (or similar number) of the asset. Additional documentation is required but is dependent on how the asset is used by the charity:

• In the event the charity sells the asset without any significant intervening use or material improvement, the charity must send a written acknowledgement to the donor within 30 days of the sale certifying (1) that the asset was sold at an arms length transaction between unrelated parties, (2) the amount of the gross sales proceeds, and (3) include a warning that the donor’s deduction is limited to the sales proceeds.

If the charity intends to make significant use of the donated asset (such as providing a donated vehicle to a disadvantaged person) or make material improvements, the required written acknowledgement must be provided within 30 days of the contribution and must certify: (1) the intended use and duration of such use or the material improvements to be made and (2) that the asset will not be transferred in exchange for money, other property, or services before completion of such use or improvements.
