and som e of your printed mat ter . But I ha d to meet M r. Welch personal ly

a nd read the Blue Book m yself before I c ou ld come t o some adequate judg

me nt conce r n i ng the or ganiza t io n and i ts Founder . I ca m e away f r om Bel

importa nt , I discovered tha t Mr . Welch ha s , in my perso nal opinio n, a fa r

bet ter g r a sp of t he full mea n i ng of the Commun is t con s p i r a c y t ha n a ny oth

pany of su ch w ell -known ant i -Communis ts as Victor Lasky, Eugene Lyons,

Clifford Fo r s te r , Ro y Brewer, Wi l l iam Buckley, Marvi n Liebma n, Thomas

M olnar a nd Brutus Coste , but none of them have ever quite g ra s pe d the sub

j e c t as thoroughly a s Mr. We lch, or if they hav e , none of t h em have bee n

able to c onve y i t t o me. I th i nk the reason for t h i s may be tha t i t is v i r t u

a lly impossible fo r the avera ge human being to unders ta nd or conce ive of

t h e total depravity of the Communist . As for the ex -Communist , he tends

to s t i l l think ther e i s som e va l ue in Commun ism as an ideology, but that i t

has bee n p e rve r ted by Commun ists . What th e y do no t admi t is tha t Com

I am s u r e you a r e aware of t he u n r e s e r v e d p r a i s e and a d m i r a t i o n with

whic h this alleg ed S t a t e s m a n is now being s howered by the A m e r i c a n p r e s s .

He ha s be en called a poli t ical ge n ius; one of the g r e a t e s t s t a t e s m e n of a l ltim e; a ma n of h i s to r i c visio n a nd dest iny ; t h e p e r s o n if icat io n of ho no r a nd

i nteg r i ty. To m e , howe v e r , Char les d e Gau lle is no l e s s t ha n evil in c a r nate,

o ne of th e e x t r a o r d inary l i a r s in a l l history, a t r a i t o r to h is country, a ha t e r

of hum an beings, a r uth l e s s a nd c r u e l despot , a m a s t e r of t r e a c h e r y a nd de

ce it, a d e s t r o y e r of human values, a political c r i m i n a l - - in s hort , the v e r y

wo r s t k i nd of ind ividual to whom should ha ve been e ntrusted the in s t r u m ent s

of s t a t e .

Now, of c o u r s e , hav ing made t h i s h a r s h judgment of de Gau lle , I mus t

d e m o n s t r a t e to you tha t my a s s e s s m e n t is c o r r e c t . When I use the t e r m

evil inc a r na t e I do so with the int ent of being a s p r e c i s e i n defin it ion a s p o s

sible . Hav i n g been an edito r for the l a s t te n y e a r s , I do not use words l ight ly .

I have a r e s p e c t fo r p r e c i s e definitio n. T h e r e fore whe n I s a y evi l in ca r na t e ,

I mea n that I can fi nd no b e t t e r d e s c r i p t i o n fo r the man and wha t he has done.

E vil to me is anythi ng wh i c h is a n t i - s u r v i v a l . Evi l is a l s o anything which

d e s t roys values. Values a r e those th ings which contr ibute to m a n ' s ex i s t

ence a nd happi ness , a nd we judge va l u e s by how much t hey c o n t r i bu t e to

m a n ' s life as he l ives it in a ma nn e r prop e r to him.

Now gove r nm e nt is a value to man insofar as it con t r i b u t e s to his s u r vival.

A gove r nm en t prop e r to man p r o t e c t s his r ights, p r o tects his life and h is

prop e r t y . Tha t is the only r e a s o n why ma n should jo in in co n t r a ct with other

me n to f o r m gove r nm ents and pay taxes ; to d e r ive the be nefits of a s s o c i a

tion , the safety , s e c u r i t y and m a t e r i a l adva ncement that c om e from voluntary

a s s o c i a t ion. Should this a s s o c i a t i o n , howeve r , become the i n s t r u m e nt of h i s

death, t h e r e would be no r e a s o n fo r a man to suppor t i t o r r e m a i n loyal to i t .

Now we k now tha t no man has the r ight to initiate the use of f o r c e aga i n s tany o t h e r man , and s ince no ma n has t h is r ight he c e r t a i n l y cannot del egate

i t to any government ; on the other hand we know that ev e r y man has the r i gh t

to s e l f -defense , a nd it is p r e c i s e l y this r ight which men dele gate to t h e i r

gov e rnm e n t in a f r e e, rat ional s o c i e t y . The r efore I a s k you to con s i d e r the

si tua tio n of the F ren ch ci t i ze ns in Alger ia , who a r e no t o nly being d epr ived

of thei r ba s i c r i gh t to defend t he m s e lves, but aga inst whom i s being applied

th e fu ll force of a s t a t e exerc is ing powers which were neve r l eg it ima t el y

delegated to it .

De Gaulle was brought to power a s p r e s ident of a Consti tut ional Republic,

in which his powers were s t r i c t l y l imited by the Const itu tion adopted by

the F r e n c h in 1958. This Const it ut ion was not perfect , in that i t made the

usual compromises on princ ip le and was vague enough in places to p e r m i t

a potential us u rpe r j u s t enough room fo r maneuver . Nev erth ele ss , i t of

f e r e d protect ion of l ife and p r o p e r t y fo r th ose who subscr ibed to it. I t a l s o

specifical ly defined the F r e n c h Republic a s indivisible . The t e r r i t o r y of

this Republic included a l l of the o v e r s e a s depar tments which have been a d -

m i n i s t e r e d as p a r t s of the Republic; including the depar tments in Algeria ,

the Sahara , and the is lands of Reunion, Mart in ique, Guadaloupe, etc. This

Const i tut ion s t a t e s categorical ly that i t is the duty of the P r e s i d e n t of the

F r e n c h Republic to p r e s e r v e the t e r r i t o r i a l integrity of the Republic. Anym e m b e r of the government , including the P r e s i d e n t , attempting to al ienate

any p a r t of the t e r r i t o r y of the Republic is su bject, und er the Constitution,

to punishment by imprisonment .

Somewhere in 1959, de Gaulle decided that A l g e r i a was no longer a p a r t of

the F r e n c h Republic. This decis ion was a completely p e r s o n a l and a r b i t r a r y

one going agains t the d e s i r e s of mil l ions of F r e n c h cit izens in a ll p a r ts of

the Republic 's t e r r i t o r y who had voted for the Const i tut ion. De Gaulle, by

p e r s o n a l decis ion, decided to withdraw that protect ion of l ife and p r o p e r t y

to which the ci t izens in the Alge ri an depa rtment s were en title d, an d forwhich th ey had paid taxes . They had a l s o paid for t ha t p rot ec ti on in other

ways a s well: by fighting and dying in t h r e e F r e n c h wars , by contr ibut ing

in e v e r y manner po ss ib le to the m a t e r i a l and s p i r i t u a l wealth of th e Repub

lic a s a whole. But not only did de Gaulle depr iv e t hem of the government ' s

protection; he then refused them the l ega l means where by th ey could p r o -

t e c t themselves . Now a population of t en m i lli on people who suddenly find

themselves d i s p o s s e s s e d of t h e i r Const i tut ional r ig hts , d ep riv ed of the p r o -

tect ion of t h e i r own government, and prevented from forming t h e i r own

self-defensive institutions a r e indeed in a very s e r i o u s si tuat ion, p a r t i c u -

l a r l y when they a r e under b r u t a l phys ica l a tt ack from a conspiracy of

poli t ical t e r r o r i s t s and c r i m i n a l s intent on seizing power .

What de Gaulle has done, in other words , is completely to p e r v e r t the

function of gove rnment f rom a protect ive value to a r e p r e s s i v e evil . This

is the f i r s t and f o r e m o s t of his c r i m e s . This a c t a l s o indicates what de

Gaulle 's philosophy of government is : to de Gaulle, government has no

l im i ted p rot ec ti v e functions; to de Gaulle, government m e r e l y m eans "m y

w i l l . " Now you and I know tha t no man who believes in l im i ted p rot ec ti v e

government would o r could s ign any s o r t of a cont rac t with a man who bel ieves in government a s my will. Government of "my will" is the oldes t

form of tyranny known to man; a s a government it r e q u i r e s no Constitution,

only guns and enough poli t ical hoodlums to point them. I t is the government

of Genghis Khan, Atti la , Stalin, Hitler and Khrushchev . I t is the govern

ment of poli t ical g a n g s t e r s , a form of tyranny which t ook centur ies to e l i m -

inate and which our Founding F a t h e r s optimist ical ly thought they had f inally

vanquished.

Now, what de Gaulle did with the government functions in A l g e r i a was to

t r a n s f o r m them from a protect ive function into a persecut ive one. This

persecut ive function is now being e x e r c i s e d against one whole segment

of F r e n c h ci t izenry: those residing in the Alger ian depar tments . Now it

would be different if d e Gau lle were doing ' this in o r d e r to t r a n s f e r the

protect ive function of the F r e n c h government to the protect ive function ofanother government of home rule . But what he is actually doing is t r a n s -

f e r r i n g the p e r s e c u t i v e function from h im self to a local group of gangsters

who wil l m e r e l y continue the p e r s e c u t i o n de Gau lle h as in i t ia ted.

De Gaulle 's High Commiss ioner in Alger ia , M. Fouchet , r e c e n t l y com-

p la in ed t ha t the ci t izenry in A lg eria w ere refusing to pay taxes any longer

to the government. Can you imagine the population of a country paying

taxes to a government which has abdicated i ts legi t imate f un ctio ns a nd has

become its p e r s e c u t o r s ? T h a t ' s like the si tuation in which the Nazis r e -

quired the Jews to pay the t r a i n f a r e to the gas c h a m b e r s .

Incidentally, t h e r e is a st r iking p a r a l l e l between H i t l e r ' s p e r s e c u t i o n of

the German Jews and de Gaul le ' s persecut ion of the F r e n c h Alger ians . The

German Jew s w ere f i r s t deprived of t h e i r ci t izenship, then t h e i r proper ty ,

and f inal ly handed over to the Ges ta po f or disposal . The F r e n c h Alger ians

too a r e being deprived of t h e i r cit izenship in t h e i r native land, and a r e being

manacled by the F r e n c h government, which is handing them over to the FLN

for f inal disposi t ion. The FLN will f i r s t take t h e i r p r o p e r t y and perhaps

t h e i r l ives. We can c a l l this s o r t of thingakind of "mixed genocide,

"in

whic h th e victim can get out al ive i f he decides to give up everything he owns.

I IDe Gaul le ' s f i r s t and f o r e m o s t c ri m e , t h e r e f o r e , is his violation of the

government contract , the C onsti tutio n, and his p e r v e r s i o n of the govern-

m e n t ' s legi t imate functions.

Now the iron y of the si tuation is that de Gaulle owes his r e t u r n to power

to the very people he is dispossess ing: the F r e n c h of Alger ia . He gained

t h e i r confidence through the b a s e s t deception e v e r p r a c t i c e d by a poli t icall e a d e r over a people . Hitler was a paragon of honesty compared to de

Gaulle. Hit ler never hid his h a t r e d of the Jew s and his d e s i r e to d e s t r o y

them. De Gaulle , on the other hand, not only hid his intentions, but de-

ceived the F r e n c h Alger ians i nt o t hi nk ing that he alone was the man who

could give them what they wanted: s e c u r i t y a s F re n ch m e n within the F r e n c h

Republic. Now I do not believe that when a man lies and cheats an e n t i r e

people one can say that he is a model of honor and int eg ri ty . An honorable

man is one you can t r u s t , whose word is a s good as gold. A man of in teg-

rity is one in whom impeccable honesty is the c o r n e r s t o n e of his c h a r a c t e r .

But o u of the mouth of de G aulle has come such a steady s t r e a m of l i e s

that I c anno t f or the life of me under sta nd how anyone can judge this man

a s anything than what he is: a l i a r .

Having gained power by deception, de Gaulle m u s t maintain i t by force .

Thus we now have in F r a n c e concent ra ti on camps for a c t i v i s t s and F r e n c h

Alger ian sympa th i ze rs ; we have governmenta l t e r r o r organizat ions which

int imidate opponents whom they dar e not imprison ; we find the use of

adm in i s t ra t ive a r re s t , that i s , a r r es t without charges ; we have the use

of tor ture to ext rac t c onfe s s i o n s , censorsh ip of the press , confiscation

of newspapers ; we hav e phony t r ia l s with hand-pi cked go v e r nm e n t judges

guarante e ing tha t the regim e w il l ge t i ts ve r d ic t; in shor t we have all of

the t rappings of th e police state . I t i s the he ight of irony that , in a l l ofthis, the OAS should be accused of t rying to bring fasc ism to France when

i t is a l read y the r e and i n full operation.

B es ides ha v ing p e r ver ted the f unc t i o n s of gove rn m e n t , de ceived and be

t ra y ed h is followers , d e Gaulle has comm i t ted other c r im e s which will

have the i r long te rm il l effe cts on the Wes te rn c au se .

The s i ng l e mos t h ideous c r ime he has c om m itte d is the tota l destruct ion

of the best an t i -Communis t a rmy in the f ree world. Up to 1958, the French

Arm y th r o ugh i t s exp e r ie nce s in Indo china and Alger ia had dev eloped te ch

nique s of g ue r r i l la a nd psycholo gical wa r f a r e wh ich made it the mo s t ef

f e ctiv e an t i -Communis t c om ba t ive force developed s inc e the Communis t

tak e o v e r of Russia in 1917. At l a st, with th is French Army we we r e on

the road to developing a t ru ly an ti -Commun i st mil i ta ry force, commanded

by bril l iant knowledgeable off i c ers , equipped wi t h excel lent mate r ial,

m anned by we l l - t r a ined ca d re s of p rofess ionals wit h a legendary espr i t de

corps and a morale that wa s g r o w ing as their v i c t o r i e s over the Communis ts

in Alger ia multipl ied .

What has happened to this A rmy s in ce de Gau lle to ok power ? All of i ts

highes t offic e r s have been imprisoned ; i t s psy chological se c t ions have

been disman t led ; i ts profess ional ca d r e s broken up and dispe rsed among

differen t c on sc r i p t units in France and West Germany ; its v ac an t p ositio ns

filled with Communis t office rs and its un i ts sprinkled with cel ls of Commu

nis t d raftees . Th is new a rmy i s now consor t ing with France ' s fo rme r ene

m ies and t r a ining thos e enemi e s to d es t roy the French cit izenry In Alger ia .

Th i s c r ime alone a gains t the Army wou l d be enough to wa r ran t sending d e

Gaulle to th e gallows.

The next c r ime c o m m it te d by de Gaulle is his betrayal of the lo yal French

Moslems , h is d i sarming them and turning them over to the i r execut ioners .

I know of no mo re h ea rtb reaking s i tuation than that of the loyal French Mos

l ems who , a f te r hav ing g iv en a ll f o r France, ha ving r i sked thei r l ives a -

gainst the i r fanatic Moslem bre thr en who murdered tens of thousand of

them, have been c om p le t e l y bet rayed by d e Gaul le and handed over to th ei r

wo r s t enemies . De Gaulle has done i r reparable harm to the cause of France

in North Africa . I do not see how Fran ce ca n ever expect any Moslems ever

to t rus t he r aga in . So g r ea t a bet rayal w il l not eas i ly be forgotten . N ev e r

theless , odd as i t may seem , there a re Moslems who s ti ll r ema in loyal to

France and they show i t by the i r suppor t of the OAS . At bo th th e Jo uh aud

and Salan t r ia l s Moslems tes t ified in defense of the g e n e r a l s and res ta ted

thei r lo yalty to the i r F r ench national ity . Some of these Moslems a re a ctu

ally in pr ison fo r suppo r ting th e F rench ca u s e , wh i l e t h eh FLN bre thren

a r e now be ing r el eased t o p u r s u e the i r te r r o r is t a c t ivi ti e s u nhampered by

the pol i ce .

One of the reasons why the F re nc h A rmy had a ch ie ve d suc h grea t success

in Alger ia pr ior to the de Gaulle betrayal was because the Army had en

g ag ed th e Moslem masses on the i r side . They w ere ab le to do this by con

Army was backed by every government pr ior to de Gau lle a nd was considered

as the A rmy 's sa cre d oath to the Moslem masses . When de Gaulle reneged

on this promise , he had the Army withdraw its protect ion from the Moslems.

I t was the height of hypocr is y f or de Gaulle to shed tea rs a t the sight of a

Nazi atrocity commit ted du ri ng W orld W ar , II in France , when he is causings imi la r atroc i t ies to occur in Alger ia .

De Gaulle 's betrayal of the Europeans in Algeria is an ac t without precedent

in French history. I t is an act , in fact, unique in i ts baseness and futility,

for a t no t ime was France forced to su r rende r so much to so despicable an

enemy. The French Army had won the batt le in the field; the Moslem masse s

had remained loyal to France ; and the Europeans remained solidly at tached to

the Metropole .

Nor was i t even necessary to su r rende r to the FLN in orde r to disengage

France from her responsibi l i t ies in Alger ia . Salan had indicated that the

Europeans and loyal Moslems were qui te capab le of assuming full respon

s ib ility fo r th e mil i ta ry an d e co no m ic maintenance of Alger ia . In fact, a

proposal to have Alger ia defended by only Frenchmen born in Alger ia was

made in Par l i ament and was rejected by de Gaulle. In shor t , de Gaulle

made it p la in th at he intended to hand over the country, lock, stock and bar -

re l to the FLN w ith the hands of the opposition t ied. As I said earl ier , from

one/persecutor to the other . And why not? De Gaulle being no m o ra lly b et

cer ta intha t he could join with them in destroyingthe Alger ian French.

To give an example of de Gaulle 's vindictiveness I might te l l the s tory of

Alain de Serigny which I related to M r. Welch two w ee ks ag o. Alain de

S erigny, ow ner and publ isher of w hat w as North Africa 's l a rges t newspaper,

L 'Echo d 'Alger . was one of the men mos t responsible for bringing de Gaulle

back to power. He contr ibu ted mi ll ions of f rancs to this purpose . A year

after de Gaulle was in power de Serigny was impr i soned, his newspaper

confiscated, the p la nt s hu t down. Recently de Gaulle ar ranged to have the

facili t ies of this grea t newspa pe r tu rn ed over to the FLN for the i r own publishing act ivi t ies. Hearing this, the OAS destroyed the p lan t, th us d ep riv in g

the FLN of the bes t print ing faci l i t ies in a ll North Africa.

De Serigny is now living in Par i s , a b ro ke n m an . His c ountr y is being

destroyed; his newspaper, the achievement of a long, product ive career ,

del ivered by de Gaulle as a gift to the enemy. One can cite hundreds of

s t r u m ents of state and made ex c e l le nt use of them. But the European na

t ions, West German y in p a r t icular , a r e no t under d e Gaul le ' s control . T he y
