(1) Describe prior involvement with your ITLS Chapter(s): As a paramedic student, I first
took the BTLS course in 1999. Enjoying the course format, I became an instructor for
BTLS in 2002. After serving as an instructor for 12 years, in 2014 I was asked to help
increase the awareness of the ITLS program within my home state of Indiana. To help
accomplish this, I was nominated for and became the state coordinator, a role in
which I continue to serve.
(2) Describe your prior involvement with ITLS International (committees, teaching etc.):
While I have instructed ITLS locally for a number of years, I first began my
international involvement in 2014 when I started serving on the ITLS Chapter/TC
Support Committee Meeting teams. As part of this team, I have helped to review
numerous international ITLS policy and procedure manuals, including some from
Canada and England as well as various US states. I have also been serving on the
Conference Committee beginning in 2016 and have enjoyed working to help develop a
quality offering for ITLS members.
(3) What volunteer or leadership activities have you been involved with? Over the
years, I have volunteered in a variety of capacities including helping at local animal
shelters and volunteering to coach my children’s football, soccer, and baseball teams for a
number of years. My other passion in volunteer work is getting to serve at the Hoosier
Burn Camp, a program that helps children who have endured significant, life altering
burns. This camp provides them with a chance to be around other children with similar
experiences and to feel accepted. This camp also serves their families. At Hoosier Burn
camp I have helped organize events and also served as a camp counselor. As for
leadership opportunities, I have spent significant time serving the Indianapolis
Professional Firefighters Union from 2009-2013 as a trustee, and then as their president
from 2014-2016. Now that my term as president is complete, I continue to serve as a
trustee and assist the current president as necessary. In addition to this, I serve as a
Lieutenant at my fire department as well as a backup battalion chief. I also work for a
large teaching hospital and serve on committees focusing on leading the acute coronary
syndrome and stroke programs. I also work with the leadership team to develop protocols
for EMS agencies throughout the state of Indiana. Finally, I have the opportunity to help
this facility develop and implement instructional material for the local EMS community.
(4) Describe any previous or current experiences on other Boards: My primary Board
experience has been with the Indianapolis Professional Firefighters Union. During my
service there I served 2 years as a member of the executive board. This board helped
organize fundraisers, develop outreach opportunities, managed contracts, and networked
with local politicians.
(5) Can you regularly attend Board meetings? Yes
Regular meeting conflicts? As long as I have approximately a month’s notice, I usually
can travel without any problems, resolving any conflicts in scheduling.
(6) How many hours per month, in addition to Board meetings, could you
contribute? In addition to the Board meetings, I am willing to commit to 25 additional
hours per month.
(7) Why are you interested in serving on the ITLS Board? When I think about serving
on the ITLS board, I find myself interested for a few reasons. First, I am distinctly aware of
the profound impact that ITLS has had on my career as a paramedic. When I first took
ITLS, I was in awe of the instructors and their life experience and passion for sharing their
knowledge with students. With each ITLS course that I teach, I still reflect on this passion
and work to bring that same enthusiasm to my students. I feel that serving on the ITLS
board will help this passion to continue to grow and will help me give back to a program
that has meant so much to me.
Secondly, I think that I bring a useful skill set that can benefit ITLS. One of the biggest
skills that I feel that I can offer is on the technological side. As we are all aware,
technology is a large part of our lives now and this is not just limited to one country or age
group. By working on the Board, I hope to be able to help ITLS continue to improve its
online platform in order to provide more opportunity for student learning and to ensure
that our products are relevant and accessible, especially for the younger paramedics that
we serve.
Finally, I would enjoy the opportunity to serve on the ITLS Board to help continue to
develop methods for fostering growth in our students and instructors. As I have trained
and worked alongside multiple instructors over the years, I have noticed a continual need
for continued growth and development. Our instructors need to feel supported and
confident in both new trauma practices and appropriate teaching methods. I think that
there is a huge opportunity for this education as we move into more case based teaching
formats.
(8) What is your understanding of the mission of ITLS? I believe that the mission of ITLS is to
provide preeminent education for medical providers working with trauma patients,
particularly in the pre-hospital environment. This education should be factual and match
current research and should provide students of ITLS with the skills and confidence to
provide lifesaving care for the severely injured trauma patient.
(9) What would you hope to accomplish as a member of the ITLS Board? As a member of
the ITLS Board, I would hope to bring a fresh enthusiasm and viewpoint to the team. I feel
that I have valuable hands on experience to offer the Board. I have served, and continue
to serve, as a Paramedic for the last 17 years. During my time as a medic, I have worked
in both urban and rural settings as well as an emergency department. I have also served
as a Paramedic Instructor and have extensive experience teaching both novice and
experienced professionals in classroom, simulation, and street settings. In addition to this
experience, I also feel that I can offer a fresh approach to technology and advancing the
ITLS program. I have some background in computer coding and website design and have
worked diligently over the last two years to design impactful online education for the EMS
community. This experience will benefit the Board as I am familiar with the possible
directions for growth and can help to identify specific needs and gaps in the current
offerings. Overall, I hope to have the privilege to work alongside the other Board members
and to grow in my practice personally and professionally. I hope to bring an enthusiasm
for teaching and help to continue to develop ITLS into a program that is beneficial and
highly desired for students.

I have seen the difference that ITLS education makes for trauma care on the streets. By
training first responders in the ITLS process, we reduce pain and suffering and give the
responders the confidence and skills to intervene appropriately. My background in EMS
education and work with various other health disciplines give me the skills and experience
to help bring ITLS to diverse groups across the world.
ILTS is an international organization, and needs to have a strong international presence
on the Board to demonstrate to the world that we are truly international.

Our Mission Statement is: To prevent death and disability from trauma through education

(1) Describe prior involvement with your ITLS Chapter(s): Currently the Chapter
Coordinator for the CAF ITLS Chapter, also an Affiliate faculty with the CAF Chapter and ITLS

I was elected to the Board of directors in 2014. Since that time I have been honored to work
diligently with not only the Board of Directors; but also the Editorial Board, Communications,
Global Development, Chapter & Training Support, Nominating and Conference Planning
Committee.
I have been working extremely hard to ensure that ITLS not only remains the Gold Standard of
trauma training; but that our courses and client base around the globe continues to increase. In
the past three years I have worked alongside a very dedicated team of individuals in each and
every committee and truly hope to remain on these committees as a board member to further all
of the hard work.
I also remain abreast and current with ITLS by coordinating and instructing ITLS courses around
the globe in a multitude of languages both on a paid and volunteer basis.
(3) What volunteer or leadership activities have you been involved with?
When I am not working on the various ITLS related projects listed below; I volunteer in Ottawa
for St John Ambulance with International program development in third world countries; teach
First Aid to under privileged youths; volunteer for Scouts Canada, the Cadet organization and the
Navy League of Canada.
(4) Describe any previous or current experiences on other Boards:
I have been the Co-Chair of the Conference planning committee for two years
I have been the chair of the Communications committee
The chair of the Military ITLS working group
The chair of the new Law Enforcement First Aid working group
I have assisted and volunteered by expertise, time and experience on a multitude of ITLS
programs and working groups. (exam review, new instructor, ITLS basic, etc)
I have volunteered by time and experience to assist with global development and have been
working with the Government of Jamaica, the Government of St Kitts-Nevis, the province of
Quebec and the Government of Saudi Arabia in creating and providing trained ITLS instructors
and instruction in those parts of the world.
Lead the team that translated the 8th Edition textbook in French. We have now completely
translated the entire 8th edition program (slides, exams, textbook and scenarios) into French

Regular meeting conflicts? Generally none, unless there is a national Emergency or an
event that requires the deployment of the disaster response team, I have no conflicts.
(6) How many hours per month, in addition to Board meetings, could you contribute?
I currently contribute around 30-40 hours per month to ITLS and see no reason why I would not
be able to contribute the same in the future.
(7) Why are you interested in serving on the ITLS Board?
I have truly loved my first tenure on the Board and must say that I truly feel that I am in the
groove and able to continuing working with the various chapters and individuals to further the
mission of ITLS. I feel as the only Military individual on the board, I bring about a Government
side that most are not fully aware of or know the ins and outs of. My master’s in Business
Administration with Specialty in Health Care Management and Disaster management can be an
added asset to the organization. I also feel that I am able to blend many of my Federal duties
and leverage further alliances with various groups and Government organizations in a positive
and beneficial manner.
If reelected, to the board I would continue my outreach programs, and further contact
International Government organizations, and further the ITLS name brand around the globe.
(8) What is your understanding of the mission of ITLS?
As a global non-profit organization; we are dedicated to preventing death and disability from
trauma through our educational programs and trauma instruction. We are the gold standard in
pre-hospital care and our Trauma Algorithm; which is based on the principles of crew resource
management saves lives. Our mission is to expand the brand in such a way as to not water down
the instruction and save lives, pure and simple. We expand by being globally focused and
allowing chapters to adjust/tweak the program in such a manner as to include local and national
differences; incorporated into our training. These differences are what makes us leaders in the
industry.
(9) What would you hope to accomplish as a member of the ITLS Board?
My hope is to continue working with all members of ITLS family to bring our organization and
programs to the forefront. I am hoping to continue working on making the annual
conference an all-inclusive multi approached conference that sees attendance by not only
medical professionals; but also law enforcement, fire, leadership and first responders
from around the globe. I hope to assist in creating new and exciting training materials
and tools that folks can easily access and refer to and to work on creating multiyear
business and contingency plans. I am hoping that my Military and Government
background will also assist us in attracting more International Military and Government
organizations.

(1) Describe prior involvement with your ITLS Chapter(s):
China 120 chapter established in 2011 . It was set up by Chinese hospital association, and medical coordinate department of China's health and family planning commission, with the permission of the ITLS . The Head office is located in the emergency medical center in Beijing. Up to now ,we have 87 instructors certified by ITLS in china ,and held the 37 period training courses, a total of 684 students received ITLS certificates. Now ,The China 120 chapter have 8trainning center of ITLS belong to our chapter in 7 city of China :1 Beijing Emergency Medical Center in Beijing .2 .Wuhan Emergency Medical Center in Hubei Province.3. Hangzhou Emergency Medical Center in Anhui Province.4.Shenzhen Emergency Medical Center in Guangzhou Province.5.Haerbin Emergency Medical Center in Heilongjiang Province.6.Haikou Emergency Medical Center in Hainan Procince.7.China's civil airport hospital in Beijing.8.Tantai Emergency Medical Center in Shandong Province. 8.Yantai Emergency Medical Center in Shandong Province.9.Dalian center hospital in Shenyang povince10.Yinchuan Emergency Medical Center in Ningxia Province11.Wenzhou emergency medical center in Zhejiang Province12 Ningbo emergency medical center in Zhejiang Province. 13. The chapter has quite strong a teaching team and also keeps a database of the Emergency Medicine Instructors in china. The 87 instructing team comprises of experts and professors working in various EMS and hospitals of china. The core staff all form EMS of china (120). They have been accredited by either American Heart Association or St John Ambulance. This dedicated group of emergency physicians、nurses 、EMT recognized the influence ITLS training had made in
improving the care of the severely injured trauma patient and aspired to spread this knowledge through the world.
(2) Describe your prior involvement with ITLS International (committees, teaching etc.):
I served on the Medical Directors of China 120 chapter. I have been involved in the provision of ITLS courses since2010. I was responsible for setting up the very first Chapter in Chinese Mainland in 2011 .I design and operate China 120 chapter ITLS work and course management.I took part in ITLS international conference in2012-2016.
(3) What volunteer or leadership activities have you been involved with?
I was chairman for the youth first aid volunteers of Beijing Olympic Games in 2008. Then ,I
work in the medical and health office of Beijing Olympic Games organizing committee. Now, I am
coordinator of City Youth First Aid Volunteers Organization of Beijing .I set up The public
emergency rescue service team of china at 2016.
(4) Describe any previous or current experiences on other Boards:
I did more ITLS works involved in the development of global business, since been chosen as a member of board director2014.
I work in the national training coordination office of China Emergency Medical Center Branch of China hospital association form 2009 .I served academic committee of CMA (China Medical Association) form 2011。
(5) Can you regularly attend Board meetings?
Regular meeting conflicts?
Yes ,I can attend Board meetings per years. There are not conflicts with my present
position.
(6) How many hours per month, in addition to Board meetings, could you contribute?
I can work more 32 hours (1days/week) for Board of ITLS per month and join Board
meetings per year. Because ITLS is one of my main tasks of work in Beijing Emergency Medical
Center .
(7) Why are you interested in serving on the ITLS Board?
In China, every year, nearly 100000 people died in a car accident. Millions of people were injured in the unexpected event. Emergency medical system and technology in many cities and rural areas in china are still very backward. There is a lot of space to be improved. ITLS technology can help save more lives. The world standard is beneficial to China, China's experience and feedback is beneficial to the world. With a population of one billion three hundred million, Chinese Mainland has not candidate of the ITLS Board of Directors . I want to do more to promote ITLS in China and the world. Especially developing country .
(8) What is your understanding of the mission of ITLS?
Save every life with technology standard. Do best by concentrate the power of the
emergency professionals. Promotion of emergency culture change social to more safe.
(9) What would you hope to accomplish as a member of the ITLS Board?
A. Comply with the policy and rule of ITLS, Perform mine duties. To protect the ITLS core interests, serve ITLS family members.
B. Promote the communication between China and the world's about ITLS. For example, host academic conference, do scientific research collaboration with international . 21% of the world's people use Chinese language. Popularization of ITLS ideas and technology to Chinese around the world, let ITLS service better for the Chinese around the world.
C. Promote ITLS promotion in the South Asia and west Asia, such as Vietnam, Thailand, etc. D. Continue to conduct ITLS textbooks in Chinese translation work, include Military 2nd Ed
and Access. E.Let ITLS skills become training standardized of EMT and Paramedic of china.

Dr Chen graduated from the University of Peking University Health Science Center . He
specializes in emergency medicine, disaster medicine, and medical simulation training .He published
26 Medical research papers in Chinese and international Core medicine journals and was editor in
chief of four professional emergency medical book。He was awarded the title of "national emergency
medical technology champions" by the Chinese ministry of health due to winner of national
emergency skills competition in 2006. His is main designer of the Olympic Games in Beijing 2008
emergency medical service system, and wrote " first-aid specification manual of the Olympic and
par-0lympic Games in Beijing 2008 ". He took the lead to carry out the ITLS /BLS/ACLS technical
training and promotion in the mainland of china. He created the First Aid Four Steps Methods in the
scene to become one of the basic principles of popularizing first-aid training. He teach 4774 high
school students to learn children CPR at the same time, become a new Guinness World Record.
The Dr Chen serve on the Medical Directors of China 120 chapter of ITLS. He have been let ITLS
courses into china since2010. He was responsible for setting up the very first Chapter in Chinese
Mainland in 2011 . In that role I was always actively involved in introducing ITLS throughout Beijing
and other city of china. As a result of his hard work, so far, China 120 chapter had 87 instructors
certified by ITLS, The China 120 chapter have 14 training center of ITLS in 13 city of China. In 2018,
is likely to increase to 20.There are 2000 students obtain ITLS certificate since 2010 in china EMS. He
did more ITLS works involved in the development of global business, since been chosen as a
member of board director2015.
