Background
UIDAI requested a meeting with Secretary (SE&L).
Emerged that the Aadhaar enabled database would help in
improving data quality and reliability.
Could also be used to identify the CWSN, teacher attendance
& monitoring and tracking of migrating children.
The Joint Working Group was constituted by Secretary (SE&L)
to recommend utilization of Aadhaar in SSA and MDM
database.
It was also decided that the same could be piloted in three
States viz. Kerala, Madhya Pradesh and West Bengal.

Background
First meeting of the Joint Working Group was held on 15.02.11
UIDAI made a detailed presentation on how the Aadhaarnumbers are given and scope of including this in educationaldatabase.
The existing system of data collection (DISE) was discussed.
Clarified that the DISE does not collect child-wise information.
It was also decided to discuss the same with the MISCoordinators in quarterly workshop.
States have Aadhaar enrolling agencies:

Background
States Experience
KYR+ data will be added by the States while giving Aadhaar numbersto the children
The District Food / Supply Officer held meeting with DEO/DPCregarding UID registration process. The DEO/DPC can in-turn issuedirectives to all Principal/Head Masters to prepare for the UID
Camps.
The advertisement and Publicity campaign being carried out.
VER Code, School DISE Code and Class fields have been added to thedata capturing module of the UID software.
The School education data has already been shared with NIC thenodal agency for creating and maintaining the state database.
Necessary modifications in the data entry module have been done.
Other States to retrofit the Aadhaar numbers in existing database.

Background
The Aadhaar enabled DISE was discussed in the Workshop on22nd February, 2011 and following points emerged:
1. TSG will develop the revised DCF to include child-wise dataand share it with the Joint Working Group in the next meeting.
2. The revised DCF will be piloted in Madhya Pradesh, Kerala andWest Bengal
3. The pilot will be conducted in 2 Districts of each of theseStates.
4. The pilot will be carried out parallel to the existing DISE
5. TSG will conduct training of all the District and Block MISCoordinators on revised DCF.

BackgroundThe 2nd meeting of the Joint Working Group was held on 4th May and
following discussions were held:
1. State MIS Coordinators were also requested to attend the meeting.
2. TSG made a presentation on revised child-wise DCF.
3. It was presented that the following tables from the existing DCFcould be removed: New Admission and Transfers, New Admissions
(Grade-I), Enrolment by Social Category, Enrolment by Age,
Enrolment by Medium of Instruction, Repeaters, Incentives Primary
level, Incentives Upper Primary level, Children With Special Needs,
Facilities to CWSN and Attendance would become redundant
4. Also proposed to include information on migrating children, special
training and mother tongue as pre the RTE Act.
5. A few other States also expressed keen interest in piloting the same
viz. Orissa, Tamil Nadu, H.P. and Rajasthan;

Background Following Districts were selected for pilot:
West Bengal (Hugli, Bankura)
Madhya Pradesh (Hoshangabad, Dewas)
Kerala (Idukki, Kasaragod)
Tamil Nadu (Tiruchirapalli, Kancheepuram)
Orissa (Dhenkanal, Jagatsingpur)
Himachal Pradesh (Bilaspur, Hamirpur) Rajasthan (Dausa, Bundi)
The existing data collection of DISE shall be continued.
Therefore, there will be a duplicate data collection in above
mentioned districts.
TSG will prepare a Calendar of Activities and ensure
implementation of child-wise DCF during the year 2011-12.
NUEPA will provide the modified DISE Software to enter child-
wise data only to above mentioned States and Districts.

The Changes in the DCF
Under DISE, SSA is not collecting child-wiseinformation.
To ensure linkage with the Aadhaar it is essential to do
so.
Resulting in simplified annual data collection format
Help us in eliminating the fake and dual enrollments
The existing tables in DISE DCF relating to school
particulars, infrastructure and teachers will remain the
same.

Future course of action
1. The revised Aadhaar enabled Data Capture Format (DCF) is ready.2. Comprehensive instructions to fill up the data capture format will be part of
the DCF.
3. A comprehensive tentative calendar of activities is being prepared by the
TSG.
4. Capacity building workshops for District and Block MIS Coordinators beingconducted by TSG. (13th, 25th and 29th July, 2011)
5. NUEPA shall provide software training.
6. Provisions to be made to retrofit Aadhaar numbers, collect and maintain
information on Out of School Children in the same database, at a later stage.
7. Software will have the provision of printing list of all children as mandated in
the RTE Act to form children record.
8. Eventually, it should serve as DISE, Child Tracking System and Migration
mapping tool therefore, reducing the multiplicity in data collection and
management of information.
