Talent management is the most important element of the development of an organization. In

the knowledge economy of the twenty-first century, it is also the issue that has received the

most attention in both the public and private sphere as organizations strive to develop the

best possible human resources.

An Italian economist of the last century, Vilfredo Pareto, pointed out that 20% of the popula-

tion controlled 80% of the wealth. Paredo's observation was later developed by Joseph M.

Juran and others into the 80/20 rule widely used in the world of management. According to

this rule, the structure of any given organization will give rise to the phenomenon that 20%

of managers—that is, 20% of those with talent—lead 80% of the staff. This 20% make up the

key talent that will achieve the sustainable development of the organization, and it is this

group that is addressed by the true core of talent management issues. There is a vast differ-

ence between the strategic implementation of management areas, such as leadership devel-

opment, staff recruitment, training and development, and performance and efficiency evalu-

ation, for this group of leaders and such implementation for other kinds of HRM and HRD.

A Message from Dr.Tsai Bih-Hwang, Honorary Advisor of The Chinese Society for Training and Development

Since its founding in 1964, the Chinese Society for Training and Development has for over

forty years promoted the training of personnel and the development of human resources,

participation in international activities, and the active pursuit of up-to-date knowledge. The

effectiveness of its serving members has earned the CSTD high recognition from training

institutes both at home and abroad.

In 1974, the CSTD and the national training organizations of Asia-Pacific countries founded

the Asian Regional Training and Development Organization International (ARTDO Interna-

tional). Benefiting from the CSTD's recommendations and guidance, its organizational

members have had their outstanding achievements recognized by awards from international

training organizations. Among these winners are the China Productivity Center (ARTDO

HRD Award, 1995), the Civil Service Development Institute (ARTDO HRD Award 2003),

and the National Civil Service Institute (now the National Academy of Civil Service)

(ARTDO HRD Excellence Award 2008).

The presentations are not the only attractions. Although the beautiful island of Taiwan

stretches little more than 36,000 square kilometers in size, it is home to over 23 million

people known for their industriousness and friendliness. Taiwan's information technology

industry—most notably represented by its crystal wafer foundries, its IC design capabilities,

and its laptop computers—plays an important role on the world stage, as do the island's

biotechnology and creative industries. At the island's heart is the dazzling city of Taipei,

where one can enjoy a wide spectrum of sights and sounds: 24-hour bookstores, the lofty

Taipei 101 Tower, the cultural treasures of the National Palace Museum, the myriad eateries

of the Shihlin Night Market, the breathtaking scenery of the Yangmingshan National Park.

Finally, 2011 will see the 100th anniversary of the founding of the Republic of China, which

will be celebrated with many colorful activities throughout the island. With all of these

opportunities in mind, I'm very much looking forward to seeing you at the 2011 ARTDO

Dr. Maria Barrados was confirmed as President of the Public Service Commission of Canada effective May 21, 2004. From December 1993 to that date, she was Assistant Auditor General, Audit Operations, at the Office of the Auditor General of Canada.She has an MA in Sociology from McGill University (1970) and a PhD in Sociology from Carleton University (1978).Educated as a sociologist, Dr. Barrados has a wealth of knowledge of and a solid background in audit, evaluation and statistical analysis. She was responsible for many financial and valueformoney audits, including audit work related to results measurement, accountability, human resources management and public service renewal.She is a recipient of the Confederation Medal (1992).

The Public Service Commission of Canada (PSC) is an independent agency, mandated to safeguard the integrity of the public service staffing system and the political neutral-ity of the public service.
