a particular project. All Neo Environmental employees

are members of their respective professional bodies

and the Company is registered with the Institute of

Environmental Management and Assessment (IEMA).

With significant experience in statutory and non-

statutory EIA, Neo Environmental is accustomed to

Neo Environmental can provide a range of landscape

planning and design services to help ensure the

successful consent and development of your project.

Landscape and Visual Impact Assessments are a

statutory requirement for EIA’s and as such are one

of the most important elements for consideration in

development proposals. Large scale developments such

as wind farms, major infrastructural projects and large

commercial proposals require LVIA’s, which should be

accompanied by representative visualizations and well

integrated design work.

Neo Environmental has extensive experience in

providing both practical and c`ost effective mitigation

and enhancement design measures, which can help

alleviate potential negative effects of a project. We

will often work closely with our ecologists to enhance

biodiversity and the overall environmental benefits of

Benefits of using Neo Environmental:

Our multi-disciplinary team will liaise internally to ensure

that any mitigation or enhancement measures are

optimally designed to ensure maximum environmental

benefits. Instances where this approach has been

effective include: tree planting and landscape restoration

plans for three quarry projects, where native species

and ecologically sensitive practices were proposed that

also increased biodiversity by creating habitat corridors

for bats and birds. We have also used tree planting for

screening projects while also aiding in reducing flood

risk, such as for solar farms.

Relevant Experience:

Neo Environmental have undertaken cumulative

landscape and visual assessments (CLVIAs) as standalone

reports and ES chapters. Our consultants have produced

landscape proposals, landscape restoration strategies

and plans as well as producing in-house visualisations

impact and direct impacts through effective and robust

consultation with LPA archaeologists and various

Flood Risk Assessments:

Recent legislation has created the framework for a

co-ordinated and sustainable approach to flood risk

management in Scotland. This new legislation places

an emphasis on assessing the likelihood of flooding, in

conjunction with the estimated impact on people, the

economy and the environment. They are also required

as part of the National Planning Policy Framework,

PPS25, BREEAM, and Code for Sustainable Homes. We

have produced numerous Level 1 FRA’s for developments

including solar farms, wind projects, and housing and

commercial developments. Over 95% of the projects

that we have conducted FRAs for have achieved consent

and none have been refused due to flood risks.

Relevant Experience:

Neo Environmental have designed swales and various

SuDS schemes for projects ranging from solar farm and

wind developments in flood risk areas, to residential

and commercial developments. We have been involved

in the environmental assessment and feasibility study

stage of numerous hydro-electric schemes including one

in Snowdonia National Park in Wales and another in

Dumfries and Galloway.

Relevant Experience:

We have acted as consultants in IEC61400-11 noise

assessments and provided technical advice to four

different wind turbine manufacturers trying to reduce

their noise emission figures or get MCS accreditation.

The company has conducted and coordinated noise

assessments for numerous developments and dealt

with environmental health complaints and condition

discharges across the UK. We have conducted noise

assessments as part of BREEAM project requirements

such as for a new large school in Slough.

Benefits of using Neo Environmental:

The Company has developed our own in-house ISO 9613-

2 modelling software for calculating the attenuation of

sound during propagation outdoors. This can be used to

Archaeological clerks of work experience:

Our archaeologists have been commissioned to work as

clerks of works on two solar farms of over 20 hectares,

where they monitored all the access tracks, laydown and

parking facilities, cable trenches, substation foundations

and all other ancillary development groundworks. The

project in Essex consisted of a watching brief (during

construction phase) with the other project (Canterbury)

consisting of pre-development trial trenching. Both

projects have been signed-off and were completed

ahead of schedule with no further works required.

Our archaeologists have acted as clerks of works on gas

pipelines, harbour developments (including dredging

watching briefs), housing developments (from single

one-off houses to large 40 house estates, quarries,

etc.). All projects have been completed to schedule.

These works often coincided with the ecological clerks

of works we had to undertake (e.g. ground nesting

surveys, dormice, etc. – see ecological clerks of works)

Ecological Clerks of works experience:

Neo Environmental have been commissioned to act

as ecological clerks of works for a school development

at Slough, where training of staff and monitoring of

groundworks was required as part of the planning

conditions and BREEAM compliance. All hedgerows,

trees and sensitive habitats had to be protected. The

project was signed-off and the school is now open.

We have also acted as clerks of works for a wind energy

development in Cornwall where all hedgerows were

protected and we had to monitor construction works

as well as undertake nesting bird and dormice surveys.

We advised the clients on hedge trimming regimes to

reduce the potential of nesting birds in the specific areas

of development (prior to the breeding bird season) in

the months leading up to the project. We have also

undertaken Great Crested Newt, reptile, badger, otter,

water vole and bat surveys for construction phases of

developments.

Our in-house multi-disciplinary team ensures that we can identify mitigation measures that could provide additional

environmental benefits therefore justifying impacts. For example we have justified the removal of ancient hedgerows

and re-planting elsewhere through proving the landscape and visual mitigation will outweigh the potential ecological

and archaeological disturbance. We have been able to remove trees by filling gaps in tree lines and hedgerows (with

the input of our landscape architect and ecologist); therefore creating a habitat corridor rather than an isolated

fragmented habitat and a full visual screen. Our landscape architect produced 3D visualisations showing the visual

impact reduction through tree growth over the lifespan of the project.

CASE STUDIES

Three Quarry EIAs on behalf of clients including

Mortimer Quarries (3.5ha) and McTigue Quarries

(5ha)

These projects involved undertaking the scoping opinion

request and consulting with all the relevant consultees

and stakeholders. Our in-house staff produced the

Ecology, Cultural Heritage, Landscape, Socio-Economic,

Design and Access and Natura Impact Assessments

(NIA). We also produced habitat management plans and

landscape restoration proposals for the projects.

Haybrook College redevelopment BREEAM

assessments

Neo Environmental acted as ecological clerks of work

for the construction phase (see Clerks of works section),

while also undertook a post installation background noise

assessment including plant measurements to ensure

compliance with BREEAM 2011 Pol 5 requirements.

15MW Molehill solar farm, Canterbury

Neo Environmental completed all of the environmental

assessments required for consent of this 21ha

development. The site had some major constraints

that were mitigated, including its adjacent location

to a substantial area of ancient woodland and the

site also encompassed a flood risk area. The project

will provide some significant ecological benefits to

the area with the development of hibernacula and

the planting of species rich hedgerows. A habitat

management regime is also being implemented as part

of the project. Neo Environmental conducted all of the

environmental assessments in-house, including the

Landscape and Visual Impact Assessment, Ecological

Surveys and Habitat Management Plan, Archaeology

and Built Heritage Assessment, Construction and Traffic

Management Plan and 3D visualisations. We also

undertook the pre-development archaeological trial

trenching involving a 10 strong team of archaeologists.

The works involved over 1km of access tracks and 3km

of cabling, as well as the foundations for numerous

buildings. Neo Environmental agreed the methodology

and mitigation measures with the council archaeologist

and managed to co-ordinate work around the site

development program, to ensure that the contractors

schedule was not impacted. Vogt solar, the developer

of the site, has been extremely co-operative and has

ensured that all archaeological aspects have been fully

resolved without issue.

Residential Developments

Neo environmental have completed environmental work

on a number of steading and residential developments

in Scotland and northern England. This has included

undertaking ecology, archaeology, hydrology, landscape,

construction noise and traffic and transport assessment

work for an EIA development for a 100 house residential

scheme in East Ayrshire.

Bat Surveys

We have conducted numerous bat activity and

roost surveys for steading developments and other

residential projects in Scotland and England for planning

consultants. The amount of survey effort undertaken

has varied from a single building inspection prior to the

steading development, to 3 months’ worth of surveys

for large scale residential schemes.
