FWPS 2020-21 Continuous Learning 2.0Overview

Under the direction of Superintendent Dr. Tammy Campbell, FWPS convened a Continuous Learning Planning (CLP) Committee to develop recommendations to ensure all scholars have access to high quality instruction during the COVID-19 pandemic. The committee made recommendations and developed guidelines to inform the model of continuous learning that will begin in the fall. The committee met for over 14 hours and included parents/guardians, staff, teachers, principals and district leadership.

Scholars and families expressed several needs in their feedback that would help to improve continuous learning: 1) consistency in

Hello Federal Way Public Schools Families,

It’s important to us that our students, staff and families feel safe and prepared as we start the new school year.

With the launch of remote learning in the spring during the onset of the COVID-19 pandemic, we recognize that we needed to make significant improvements to our remote instruction for the fall. Over the last few months, we’ve engaged staff, scholars and parents in dozens of Zoom listening sessions, surveys, and through

our Continuous Learning Planning Committee. All of the feedback gathered has informed the plan we’ve put together, along with state guidance, research, and information from the Department of Health.

We know this year is likely to bring new challenges and will require flexibility as families, scholars and staff adapt to this new way of learning and teaching. We have developed this guide for families to help you prepare and feel ready to support your scholars.

In this guide, you’ll find detailed sample schedules for each grade level, defined roles and responsibilities, information about who to contact for common questions, tips for setting your scholar up for success, health and safety protocols and more. If you have additional questions that aren’t addressed in this guide, please don’t hesitate to reach out. Your child’s school principal and our district office are here to support.

Our partnership with our families is a key ingredient in our ability to be successful in teaching and reaching our scholars. In many ways, this school year will be unlike any other before, but even in this new environment, our focus remains on your child’s learning.

This new mode of schooling may bring new challenges to overcome and new problems to solve, but I am convinced we will come out of this stronger than ever and even more clear about how to position every scholar closer to their goals.

This feedback created the foundation of the committee as it identified the guiding principles, instructional models, schedules, and supports necessary to provide high quality instruction for our scholars. As a result, the emergency teaching that scholars and families experienced in the spring of 2020 will be replaced by a much more defined, consistent, and structured remote learning environment that will enable all scholars to experience success. Your feedback was invaluable.

The information recorded in this document comes from the work of the Continuous Learning Planning Committee with input from scholars and families through survey and focus group meetings. The content within this document reflects the requirements of OSPI and the Department of Public Health as of August 3, 2020. Additionally, content/schedules/recommendations within this document may require further adjustment and refinement that is responsive to new guidance, more information or evolving conditions etc.

Terms and Definitions

The following terms and their definitions are provided here to support understanding of the different types of learning:

Equity in Remote/Online Learning

Equity is a core value that guides all of our decisions and actions; it is embedded throughout the FWPS Strategic Plan and lives within our Race and Equity Policy. Using the Strategic Plan and Race and Equity Policy as guideposts, we grounded our remote learning in equity and identified actions that support equity in remote/online learning. Through the work of our committee and feedback from our families, we identified that consistency in structure, communication, and supports is the key to equity within our remote learning plan; we have committed to consistency in our actions as we engage in remote learning.

Some keys to equity include:

• Ensuring consistent structure for instruction and methods of communication across schools

• Outlining concrete learning goals, due dates, schedules and expectations

• Checking in with scholars regularly and determining a consistent schedule for support

• Determining how scholars and teachers will engage online: synchronous and asynchronous

• Helping families get and stay connected

• Ensuring access – not just providing but teaching how to utilize the tools

• Choosing tools that are mobile-friendly and/or can be used offline

Guiding Principles of Effective Remote Online Teaching and Learning

Through feedback from the committee, as well as the input from scholars, families, and staff, resulted in the development of 8 Guiding Principles, which serve as the foundation for the FWPS remote learning model. These Guiding Principles reflect the community feedback and are aligned to research-based best practices:

Feedback from Families

Pillar 2 of FWPS Strategic Plan, “Schools Can’t Do It Alone” and our core belief that our families are critical partners in their child’s learning, highlights our commitment to working with and engaging families, and ensuring they have the most up-to-date support and information. Throughout the year, we will provide opportunities for families to provide feedback that can help us better meet the needs of our scholars.

• Principals will invite families to Zoom sessions two times a

month to hear input on successes, challenges and next steps for remote learning.

• Superintendent Zoom sessions will continue to hear parent feedback on remote learning – successes, challenges, and solutions.

Roles and ResponsibilitiesA strong two-way partnership between school and home is critical for the success of your scholar. The following table outlines expectations in remote learning for principals, teachers, scholars and parents:

• Visit remote lessons daily

• Provide support and feedback to teachers

• Twice-a-month meetings via Zoom with families to receive feedback and insight on remote learning

• Monthly scholar advisory meetings to get feedback and input from scholars

• Weekly Friday communication to families with timely school updates and information

• Weekly, live school-wide Zoom meetings with all scholars

• Be available by email and phone to all families and respond to all parent inquiries within 24 hours

• Ensure the school office is responsive and coordinated to support families

• Use PBIS to ensure a safe learning environment for all scholars in the hybrid and remote environments

• Deliver online learning to scholars via synchronous (live) and asynchronous learning modes

• Deliver daily lessons to support the social-emotional well-being of scholars

• Record instruction portion of lessons and upload to Canvas for scholars and families to refer back to. Recorded lessons will only show teacher; no scholars will be shown.

• Wednesdays: Teach small group lessons and assign asynchronous learning tasks

• All teachers will be available for family communication 60 minutes a day (30 minutes before and 30 minutes at the end of the school day)

• Take daily attendance during live instruction

• Send Week at a Glance through Synergy Mail on Monday

• Grades posted in ParentVUE and StudentVUE starting the third week of school on a semester system and the second week for the quarter system

Instructional Models

Models of Instruction: Face-to-Face, Hybrid and Fully Remote

In alignment to OSPI guidelines, three different models of reopening have been considered for the 2020-2021 school year: a Traditional Face-to-Face Model, with all scholars attending in-person every day, a Hybrid Model with some learning online and some learning face-to-face, and 100% Remote Learning Model with all scholars attending online. The traditional face-to-face model was eliminated for opening due to safety concerns from COVID-19.

Two different instructional models have been developed for the 2020-2021 school year. While we are beginning the year with our 100% Remote Learning Model, we are also developing our Hybrid Model to be ready for the rapidly changing conditions and guidance due to COVID-19. Regardless of the model, all remote learning will provide structured, standards-based instruction for scholars with supports for both scholars and families.

• 100% Remote Learning Model: teaching and learning is fully remote with a structured schedule of real-time lessons online with the teacher. Instruction is both synchronous and asynchronous.

• Hybrid Model: a hybrid model is composed of two components: face-to-face instruction and online instruction. In a hybrid learning model, the learning that is done online is planned and deliberate and uses digital tools and connects to the face-to-face instruction.

Set up a place for learning

• Find a space where your scholar can do their work. Having consistency in the same space when possible can be helpful.

• Have learning materials organized (for example, a pouch, a bag, a box).

• Use a sign or other visual signal that reminds the scholar that they are in their learning space (e.g. A sheet of paper that says “Scholar at Work” above their desk).

• If applicable, check to see that the Wi-Fi signal reaches the space so that online sessions are possible.

Challenge to consider: My scholar isn’t able to be in the same place every day. What can I do?

Consider having your scholar use a portable, visual signal to help remind them to be in their “school brain.” For example, they can always open the same binder and put it in front of them as they’re working to create space.

Establish routines and expectations

• Support having a regular time to wake up and go to bed, just as with traditional school.

• Set expectations for what is expected when your child is on a break or eating lunch.

• Communicate expectations for how often you will review grades together.

Challenge to consider: I’m an essential worker, and my older scholar is at home on their own.

Supporting scholars to “own their learning” is powerful. Ask your scholar questions such as “What do you think will help you stay focused and learning?” “How can I help you even when I’m at work?” For example, you might decide that a daily, encouraging text message at agreed upon time might be helpful.

Check-in regularly • At the start and/or end of each day, ask your child what they need and how you might be able to help. This can help identify when additional communication with the teacher or school is needed.

• Ask your child about what they are learning.

• Ask your child to explain what they are asked to do during asynchronous learning time.

• Log in to ParentVUE regularly to monitor your child’s progress towards learning standards.

Challenge to consider: Because of my work schedule, I leave the house before my child wakes up. How can I do this?

This could be a challenge that you solve together with your child. You could agree to have a 5-minute meeting every evening. You could decide to chat on a weekly basis. You can connect via text. Find what works best for you and your family.

Model gratitude and celebration

• Help your child celebrate the ways in which they are facing small and large challenges. This can be in the form of you praising your child for their effort and can also be helping your child to celebrate their own efforts.

• Research shows that practicing gratitude can help counteract the effects of stress and lead to increased happiness.

Challenge to consider: I’m not used to this. This feels a bit forced.

Think through how to approach this in a way that feels natural to you. Some families keep a gratitude journal. Some fill a jar with slips of paper where each family member writes one thing they’re thankful for every Friday. It can also be as simple as asking, “What’s one good thing that happened today?” a few times a week.

Setting My Child Up for Success

Supporting your child through remote and hybrid learning is a new experience. One of the most important things that you can do for your child is to be an example of how to navigate this new experience.

The team at FWPS is committed to working with all our families to support the learning of our scholars. As the first and most important teacher of your child, we value your partnership in closely monitoring and setting your child up for success Below, please find support strategies that will help to make the remote experience more successful.

Closely Monitoring Your Child’s Progress in ParentVUE

One of the most important strategies that is critical to your child’s success is the close monitoring of their academic progress. Weekly

monitoring will help you to support and to stay connected to their progress. In FWPS, ParentVUE is one of the main tools we use to communicate about your child’s real-time academic progress and other aspects of your child’s school experience.

ParentVUE is an online web portal that can be accessed via mobile devices and laptops. Through ParentVUE, parents/guardians have access to school and scholar information including assignments, grades, and attendance. The tool also allows parents/guardians to enter scholar absences and receive important email communication from the district, school, and your child’s teacher.

It is important that you establish and activate your ParentVUE account. Please see the support tools section of this document or contact your school’s principal for guidance in setting up your account.

In addition to closely monitoring your child’s progress in ParentVUE, please find below other suggestions for setting your child up for success.

Attendance

For the 2020-21 school year, school districts are required per OSPI guidelines to take attendance as normally required by law. Scholars are expected to attend school for 180 days and 1027 hours of instruction in the year. Whether instruction is 100% remote, face-to-face, or in a hybrid model, we will be taking attendance daily in 2020-21. To do this, teachers will be responsible for marking scholar absences during synchronous learning times. During asynchronous learning times, attendance will be determined based upon the scholar logging into the Launchpad to Learning. Further details are below:

Hybrid Model (In-Person and Remote)

• If the child is absent, parent will report their child’s absence(s) in ParentVUE

• Teacher will record daily attendance for each of their class(es) in Synergy

N/A—except for targeted small group instruction

Remote Synchronous (live) Instructional Days

• Elementary scholars will be counted each day for their learning (teacher records)

• Secondary scholars will be counted each day, by period, for their 4 periods of synchronous learning (teacher records)

• Elementary scholars will be counted each day for AM or PM learning (teacher records)

• Secondary scholars will be counted each day, by period, for their 4 periods of synchronous learning (teacher records)

Remote, Daily Asynchronous Instruction-including Wednesdays

• Scholars will be counted as present when they log into the Launchpad to Learning

Attendance: what counts as present

• On face-to-face days, teacher takes class attendance as normal

• On remote days, if a scholar attends synchronous (live) instruction, they are counted as present by the teacher

• On remote days, if scholar attends asynchronous learning they will be counted as present through the Launchpad to Learning login

• If a scholar attends synchronous (live) instruction, they are counted as present by the teacher

• If a scholar attends asynchronous learning they will be counted as present through the Launchpad to Learning login

The attendance procedures above are intended to track scholar attendance in alignment with OSPI guidelines on a daily basis for both synchronous and asynchronous learning as well as provide for consistent communication with families. The expectation is that scholars attend all synchronous lessons, and log in daily to complete asynchronous work. We also acknowledge that there may sometimes be technical circumstances that prevent a scholar from attending a synchronous lesson. Families will not be penalized for technical circumstances beyond their control. To support scholars following an absence, teachers will record the direct instruction portion of their lesson and post for scholars to access. We know that through strong communication and partnership, FWPS can work with families to support scholar attendance and engagement.

100% Remote Schedule OverviewReporting and Coding Absences

• New! Parents/guardians can now enter an absence for hybrid or remote learning in ParentVUE

• If parents/guardians are unable to report the absence online in ParentVUE, for hybrid or remote learning, they can call the school office

• Data Secretaries will be able to excuse absences based upon communication with families

Remote Attendance Calls

• All absences for remote synchronous learning will be communicated to families through an evening callout. This will require that all teachers have marked synchronous absences by the end of the day and all absences will be updated in the Attendance system by the end of the day as well.

Schedule Overview

Our committee considered potential schedules at the elementary, middle school, and high school levels for recommendation. After analyzing survey data from staff and parents, the committee generated pros and cons for different possible schedules. This section provides an overview of the remote schedule for all schools. It also defines additional support time for students after the scheduled day and on Wednesdays. While the below schedules reflect the committee’s best thinking, refinements/adjustments may be required.

Mondays, Tuesdays, Thursdays, Fridays

Scholars will log in to synchronous learning time with their teacher(s); following these class sessions, scholars will then log in for asynchronous learning time every day. Teacher instruction during synchronous time will be recorded to provide scholars access to instruction when absent or when there is a need to review lessons more than once.

Wednesday Remote Days

Wednesdays will be fully remote for all scholars in our district for both hybrid and 100% remote schedules. Scholars will work on pre-assigned learning tasks, view prerecorded lessons, and use technology tools to support their learning. Some scholars will engage in small group instruction to receive additional supports.

High School

(grades 9-12)

• Scholars will have 4 synchronous (live) lessons with their teachers 4 days a week (Mon, Tue, Thu, Fri)

• Scholars will engage in daily asynchronous lessons

• In quarters 1 & 3, scholars will take their classes scheduled in periods 1, 3, 5, and 7

• In quarters 2 & 4, scholars will take their classes scheduled in periods 2, 4, 6, and 8

• On Wednesdays, scholars will engage in asynchronous learning tasks; some scholars will participate in synchronous (live) small group instruction

Middle School

(grades 6-8)

• Scholars will have 4 synchronous (live) lessons with their teachers 4 days a week (Mon, Tue, Thu, Fri)

• Scholars will engage in daily asynchronous lessons

• Classes will be offered on a semester schedule

• Scholar will take English Language Arts (ELA) and Math every semester

• Science and Social Studies will alternate semesters

• PE and electives will alternate semesters

A Day in the Life of a Scholar

The purpose of this section is to outline what a school day will “look like” for a scholar. Compared to the remote learning in the spring, scholars will have a very defined structure to their day. Just as in face-to-face instruction, scholars will attend each of their classes and meet with their teacher. Teachers will plan lessons that will require scholars to engage, discuss, and complete assignments. Scholars will be expected to complete assignments and assessments and teachers will provide feedback and grades to support scholar learning.

Instruction During Remote Learning

During a 60-minute lesson or period, the teacher will provide live instruction on an essential learning standard using Zoom. At the beginning of the lesson, all scholars log in to the Zoom. Through the beginning, middle, and end of the lesson, scholars will work in whole group, small group, and independently.

Beginning of the lesson: When the lesson begins, the teacher will review the previous days learning and let the scholars know what they will be learning that day. The teacher will teach important vocabulary for the learning that day. The teacher will provide a 10-20 minute lesson on the learning for the day. The teacher will ask questions and have the scholars respond whole group or via chat.

Middle of the lesson: The teacher will have scholars practice through small group break out rooms or independent work. Scholars may be watching videos, reading articles/books, writing answers on a discussion board, completing pencil/paper written work, and/or working on online learning platforms. Scholars might be asked to show their work during the live Zoom or to submit their work on Canvas. Teachers will provide scholars feedback through written or video responses to scholar work. Teachers will also provide feedback in individual conferences reviewing a scholar’s work.

End of the lesson: The teacher will review the day’s learning with the scholars. Scholars will share their work or learning for the day. The teacher will review the asynchronous work that scholars will need to complete before the next lesson. Scholars will ask clarifying questions to make sure they know what to do for their assignments.

Small Group Instruction

Scholars who have a demonstrated need for additional support will receive targeted, small-group instruction in the afternoons and on Wednesdays. Identified scholars will attend small group in remote synchronous instruction offered by the teacher, a specialist, or a paraeducator. This is a time to reinforce the learning that was previously taught, identify a skill that needs additional support, and give scholars an opportunity to ask questions. This is also a time where teachers will provide additional support for scholars needing acceleration and/or extension/preparation for AP/IB course work.

Small groups of 2 – 6 scholars will meet 2 – 4 times per week. The size of the group and how often they meet are determined by the learning needs of the group. Groups will meet for approximately 4 – 6 weeks. In some cases, if remote small group work is not supporting scholar learning, small groups may meet for in-person instruction.

Grading and Feedback

Federal Way Public Schools will continue to utilize standards-based grading and reporting strategies to report scholar progress towards essential standards in the 2020-21 school year of remote/hybrid learning. Meaningful grades allow for two-way communication between the teacher, scholar, and family around scholar’s learning

and progress of grade level standards. Grades must be clear, accurate, and meaningful.

Teachers will provide feedback to scholars regularly through various methods. Scholar work will receive feedback quickly to allow them to practice their skills more effectively. Teachers will provide feedback that is specific and clear and will allow scholars to reflect upon their own learning and make adjustments. Feedback will be given during synchronous learning and for asynchronous work; Teachers will use a variety of tools to provide feedback, including, but not limited to Canvas discussion board, rubrics, email, notes on scholar work.

Scholar scores will be posted in ParentVUE and StudentVUE starting the third week of school at the latest; teachers will continue to post every three weeks. This will allow scholars and parents/guardians to keep track of grades and progress toward mastery of the essential standards.

Graduation Requirements

The graduation requirements for the class of 2019 and beyond are still in effect, and it will be important for high school scholars to be on a successful path to graduation. For the class of 2019 and beyond, scholars are required to have the following:

• minimum of 26 credits

• meet the Graduation Pathway Option

• complete the High School and Beyond Plan (HSBP) through Maia Learning, our online college and career exploration program

We are committed to working with families to ensure scholars receive the services they need to be successful in the hybrid or full remote environment. Following the State’s guidelines, we will deliver the services outlined in your scholar’s plan to the fullest extent possible. IEP services in both the hybrid and full remote model will look different than they do when we are following our typical in-building schedules.

What if my scholar is not making progress?

What about Annual IEP Meetings and Evaluations?

• There will be time in your scholar’s schedule for all service minutes in the current IEP.

• IEP service minutes will include live Zoom sessions with teachers/therapists and may also include some practice activities the scholar completes independently.

• Time spent with grade level peers will not decrease as a result of a hybrid or full remote model.

• The school team will reach out to families if they feel the scholar could benefit from more time in the general education setting, and these decisions will be made together.

• How the scholar is doing will be closely monitored as outlined in the IEP.

• Teams will review scholar data often and contact families to arrange a meeting quickly if the scholar is not making progress.

• Families can request a meeting if they feel their scholar is not making progress.

• To schedule a meeting contact your scholar’s special education teacher.

• The team, including families, will meet and decide what changes need to be made to instruction, services and/or supports.

• If after making changes to instruction, services and/or supports, the team has data to suggest that the remote setting is a significant barrier to progress that cannot be overcome by additional services and supports, the team will meet to discuss some small group or one-on-one, in-person services.

• In person services will only happen if it is safe to provide while following current health and safety guidelines.

• Special Education timelines like annual IEP meetings and 3-year re-evaluations will still be followed.

• Teams will continue to meet using video conferencing if families agree to this method.

• Parents/guardians who suspect their child may have a disability can still ask that the scholar be considered for special education. The same process and timelines will be followed as when we are in our traditional model.

Key Questions and Answers Regarding Special Education Services

504 Plans

We are committed to making sure that 504 plans are followed in both hybrid and full remote settings. We know that some changes may need to be made to the plans to address the scholar’s identified needs that are a result of their identified disability. Teams will collaborate with families to answer the following questions:

1. Can the current accommodations be met within the hybrid and remote model?

2. Are there changes that need to be made, based on the scholar’s needs, to make sure they can access instruction in either the hybrid or remote model?

3. Are there any new accommodations that need to be made, based on the scholar’s needs, to make sure they can access instruction in either the hybrid or remote model?

504 plan timelines like annual meetings and 3-year re-evaluations will still be followed. Parents/guardians and others who suspect a child may have a disability can still ask that the scholar be considered for a 504 plan. The same process and timelines will be followed.

Multi-Lingual Services

ELL teachers will support scholars learning English in both synchronous and asynchronous instruction. Teachers will meet with identified small groups synchronously. ELL teachers will also support general education teachers to adjust core content instruction in order to support English Language Learners understanding. Small groups will be determined based on language levels of the scholars. Teacher will prioritize direct services to scholars at the Emerging level. Teachers will also create videos and guides on how to access and support virtual work in English and home languages.

Highly Capable Services and Advanced Programs

Highly capable services will continue in a hybrid/remote setting. Teachers will differentiate and provide enrichment using the Guaranteed and Viable Curriculum at grade level.

• K-5 scholars will continue to receive Scholar Learning Plans

that outline the scholar’s individual goals and enrichment opportunities for the year.

• 6-12 scholars will have access to differentiated instruction, acceleration, and advanced programs.

• K-12 scholars’ services can be delivered through small group enrichment instruction on Wednesdays.

• Teachers of advanced programs (AVID, AP, Cambridge, Dual Credit, IB) will use Wednesdays to support scholars being prepared to earn college credit for these courses.

Technology Tools

Knowing that remote learning will be a significant part of your child’s education for the 2020-21 school year, it is important that scholars have access to a computer and internet at home. We are committed to supporting our scholars and families with technology needs. During our initial closure, we loaned laptops and Wi-Fi hotspots to families in need and will continue this practice going into fall; however, we do have limited resources. We also encourage families who are able to, to purchase laptops for use at home.

Step 1: At the top right corner of an assignment page, if your teacher wants you to submit an assignment online you will see a “Submit Assignment” button. When you are ready to submit an assignment, left click that button.

Family Supports for Instruction

FWPS will provide support to families with distance and hybrid learning throughout the year.

• To help families get started with distance learning, FWPS will provide learning on topics such as how to use technology tools, communicate with teachers, and support your child’s learning and social-emotional well-being.

• Learning opportunities will happen through live, online sessions hosted by staff as well as online resources and videos that can be accessed any time.

• Principals will also host monthly meetings with families to hear input on successes, challenges and next steps for remote learning.

• The Superintendent will also host additional opportunities for families to provide feedback and input on success, challenges, and potential solutions and supports.

• At the elementary level, family liaisons will support communication and partnership between families and the school. They will serve as a resource to support families with questions, access to resources, and the learning and social/emotional needs of their scholars.

Communication with FWPS families reflects the linguistic and cultural assets that our families bring to our community. Using tools such as the Remind app, FWPS sends communication to families in multiple languages. Translation tools make our website and Canvas pages accessible for families in their primary language. In addition, FWPS has translators available to support families to communicate and partner with the district in their native language.

Orientation to Remote Learning

To support scholars and families as we return to school in September, we will be hosting orientation events with a mix of in-person and remote activities. Scholars and families will have the opportunity to meet their teachers, engage in learning sessions around remote instruction from using technology tools (navigating online learning – Canvas, Zoom, Remind) to how to engage in remote learning effectively. During these orientation events, school supplies, instructional materials, and technology devices will be handed out.

Learning About Technology Tools: Course Descriptions

To support families in engaging in remote learning, the following courses will be offered:

How to Navigate Online Learning with Technology and Communication Tools and partnering with teachers

In this course you will become familiar with the structures and tools teachers and scholars will be using in daily learning as well as how to stay connected with the classroom teacher. Examples of the training include the following:

• The Canvas portion of the training walks scholars and families through how to navigate the home page and lesson page. It will describe to you what sections mean and the picture that identifies it. For scholars, there are additional steps provided on how to complete an assignment a teacher has put in a lesson. For parents, there are directions on how to become a Parent Observer to view your child’s Canvas course so you can monitor and share in their online success. • The Zoom portion of the training shows how to enter a teacher Zoom meeting, how to turn on and off the microphone and camera, and how to participate successfully. Focus will be on student access to Zoom links in their Teacher Canvas Course and parent access to Zoom links from the teacher communication in Synergy Mail or Remind. Social Emotional Learning Supports

SEL Classroom Instruction

Social emotional learning (SEL) is how we support scholars to apply the knowledge, attitude, and skills necessary to understand and manage their emotions, set and achieve positive goals, feel and show empathy for others, and establish and maintain positive behaviors. It is an important part of the overall learning experience that goes hand-in-hand with academic learning. As FWPS teachers and staff partner with families through the challenges of remote and hybrid learning, SEL will be an important way to prioritize the social and emotional wellness of our scholars.

Scholars will receive instruction in Social Emotional Learning (SEL) four days a week during 100% Full Remote Learning. In all grades, they will address topics such as establishing relationships, coping strategies, and problem solving.

• Grades PK-5:

• Scholars receive weekly lessons in Second Step, our SEL curriculum

• Teachers hold regular, morning meetings to welcome all scholars to the virtual classroom and support their connections with peers

• Grades 6-12:

• Scholars receive SEL lessons during daily SEL/College and Career Readiness Focus time

• Learning will be reinforced through in their content classes

We will have resources available for families online and in live sessions to help you support your child’s social and emotional learning.

Counseling Services

Virtual and telecounseling services will be available for individuals and groups of scholars regardless of the instructional model in which they are enrolled. In addition, mental health referrals will continue to be offered to help parents/guardians and educators promote the social and emotional development of scholars and children in their care. Counselors will work in partnership with staff and administrators to provide lessons and activities related to academic success strategies, social emotional learning and career and college readiness.

Other Supports

School Supplies

In response to the financial challenges that many of our families are facing with COVID-19, we are purchasing school supplies to offer at a reduced price or no cost to families. Families who qualify for Free and Reduced Lunch (FRL) will receive the school supplies at no cost. For all others, the will be a small fee of $20. Pick up of supplies will occur in the back-to-school orientations held at each site. More details around dates and times to come.

Childcare

Childcare will be offered at multiple elementary sites through our partnership with Right At School. Right At School will provide childcare for scholars in K-6th grade. Scholars will have access to FWPS remote learning while in Right At School care.

Meal Service

At the time of publication, FWPS Nutrition Services has served over 650,000 meals since school closure in March 2020. Meal service will continue during remote learning with weekly meal service in the fall. Times and locations are to be determined; more information will be coming soon. Please check district website frequently for updates.

Athletics and Extracurricular Activities

Resuming athletics will be based on recommendations from the Washington Interscholastic Activities Association (WIAA) and the Washington State Department of Health. Most recently the Department of Health in partnership with the Governor has released 3 Level Framework as well as a decision-making tree (See Health and Safety Section). We will also continue to monitor the latest from the WIAA and make decisions based on what is in the best interest of our scholars and staff, based on guidance from the Department of Health and Washington State Framework/Decision Making Tree.

Extracurricular activities will be held remotely for safety and will be determined by individual school sites. These plans are still being made, and information will be shared around extracurricular opportunities in the fall. Please check with your building principal for more information.

Health and Safety Operations

Overview

The health and safety of our scholars is one of the most important considerations in our district. Our protocols and procedures are based upon recommendations from the CDC and Department of Health. Our procedures are grounded in the following:

• Promoting behaviors that reduce spread

• Maintaining healthy environments

Our Operations Team has been working this summer to develop procedures and protocols that address these areas. Detailed plans and training were developed to maximize safety upon our return. When returning to face-to-face instruction, we will maintain recommended social distancing, wearing of cloth face coverings, hand-washing, and disinfecting cleaning protocols. For more information regarding our specific health and safety protocols, please refer to our district website.

Washington State Phase Guidelines and Decision Tree

On Wednesday, August 5, 2020, Governor Jay Inslee in partnership with Washington State Department of Health, released educational recommendations related to schools reopening for in-person learning. This framework outlines and defines three categories that inform that decision: COVID-19 Activity Levels (High Risk, Moderate Risk and Low Risk), Educational Modality and Extracurricular Activities. The framework further details the risk of COVID-19 being introduced into the school being dependent on the level of COVID-19 spread in the community and the health and safety measures taken by schools.

FWPS will utilize the DOH decision tree to inform decisions related to reopening for in-person learning.

Social Distancing • Always maintain 6-foot Social Distancing between staff and scholars, including:

• Meals, drop off and pickup, and transitions.

• Appropriate signage will be placed throughout the buildings to promote social distancing in the building and classrooms with flow.

Face Mask Covering and PPE • All scholars and staff must always wear a cloth face covering *unless a physician’s note indicates otherwise. For scholars receiving special education, see specific guidance.

• The use of face coverings/PPE will follow the DOH guidance.

Arrival and Dismissal • Parent and bus arrivals and dismissals staggered to minimize the number of scholars entering at one time.

• Scholars will enter through pre-identified multiple entrances.

• Scholars will maintain social distancing upon entrance with marked spots (6ft apart) on the ground indicating where to stand.

• Parents and guardians will remain in their vehicle during arrival and dismissal.

Daily Symptom Checking • Parents/guardians will complete and electronically sign a symptom check questionnaire (attestation) for their children at home prior to sending scholars on the bus or bringing them to school. If the answer to any question is “yes”, the scholar must stay home.

• If a scholar arrives at school without a daily attestation completed, the scholar will be isolated until symptom check completed.

• Once at school, scholars will walk through a temperature scanner at a designated entrance.

• If a scholar or a family member is exposed to COVID-19, you should plan to self-isolate for 14 days and notify the school immediately.

• If a scholar has contracted COVID-19, the scholar must remain at home for 14 days following the cessation of symptoms.

• Notify the school immediately if your scholar has been diagnosed with COVID-19.

Hand-washing and Hygiene • Hand-washing will be taught directly and encouraged throughout the day.

• Hand sanitizer and hand sanitizer stations are provided throughout the school building and frequent use will be encouraged with scholars washing hands/sanitizing hands at arrival and before and after lunch.

• Materials will be disinfected between scholar use.

Cleaning and Disinfecting • Cleaning procedures will follow the Department of Health guidelines and utilized EPA approved disinfectant.

• High touch-points (counters, desks, tables, door handles, etc.) cleaned and disinfected every night and once during the day.

• Buses will be disinfected in between routes.
