On Saturdays and Sundays throughout 2009, citizens can get involved witha series of Cynwyd Heritage Trail workdays. “Each workday will take

place from 9 a.m. - 1 p.m.,though our starting pointmay vary based on the workto be accomplished eachday,” remarked ChristopherLeswing, Assistant Directorof Building and Planning.“We encourage volunteersto visit the Facebook page ofthe ‘Friends of the CynwydTrail,” at www.facebook.comfor ongoing updates.”

The first round ofPreserve America

Grants for 2009 hasbeen announced and among the 31projects in 17 states to receive fundingis interpretive signage andmaterials for the Cynwyd HeritageTrail. The Township will receive a$20,000 grant.

“Not only is the Trail intended toprovide recreational opportunitiesfor citizens, but also to educateusers about the rich railroadheritage of the area,” remarkedChristopher Leswing, AssistantDirector of Building and Planning.“These funds will allow us tocreate supporting print andweb-based materials to foster anappreciation for the Trail’s history.”

Preserve America is a White Houseinitiative that encourages and supportscommunity efforts to preserve and enjoyour nation’s heritage. The Preserve

America Grant Program is administeredby the Department of the Interior’sNational Park Service in partnership withthe Advisory Council on HistoricalPreservation (ACHP). Over the course

of seven competitive rounds since 2006,just over $20 million in Preserve Americagrants have been awarded. Each projectrequires a 50/50 match leveraging over$40 million for heritage tourism andrelated work at the local level.

was named a Preserve Americacommunity in 2007.

The Cynwyd Heritage Trail is aplanned two-mile trail corridorrunning from the Cynwyd Stationto the Manayunk viaduct. In thefirst quarter of 2009, a publicprocess is planned to commencefor the proposed design of theTrail. In addition, a “Friends”group is forming and working onestablishing a 501(C)3 to supportthe Trail.

The Lower Merion TownshipPublic Works Department was

awarded the “Diamond HonorAward” from the AmericanCouncil of Engineering Companiesof Pennsylvania for the GlanraffanCreek Remediation Project. Theaward was presented to theTownship and its engineering firm,Pennoni Associates, at an awardsbanquet on February 5, 2009 at theHotel Hershey.

“Our remediation efforts atGlanraffan Creek exemplifyenvironmentally sound andcost-efficient practices,” remarkedDon Cannon, Director of Public

Works. When the Department ofEnvironmental Protection (DEP)advised the Township that groundwaterfrom the long-closed landfill at theKoegel Public Works Complex wascontaminating Glanraffan Creek withmoderate levels of iron leachate, theonly available solution at the time wasfor the creation of a “treatment plant” atsubstantial cost.

After further investigation, PennoniAssociates discovered that thecontamination issues at Glanraffan werenot unlike similar issues with stripmines in Western Pennsylvania. “Inworking with the DEP we determinedthat a similar solution could be used

instead of a treatment plant,” added EdPlucciennik, Township Engineer.“Detention basins capture metalcontaminants as the water flows to awetlands area. The wetlands furtherclean the water through vegetation,resulting in significant cost savings.”

In addition, the iron pigment thatcollects in the basin can later beextracted and sold to paint companies.“The metal is the same substance usedin the production of red paint,” addedCannon. “We are delighted to receivethis prestigious award and itsacknowledgement of Townshipingenuity, environmental sensitivity andfiscal responsibility.”

In an effort to raise environmentalawareness throughout Lower Merion

Township and to highlightenvironmental achievements, theEnvironmental Advisory Council (EAC)will sponsor the 2nd Annual “Go for theGreen” awards to recognize residents,businesses, organizations and schoolslocated in the Township or who conductbusiness in the Township.

“Eligible candidates will have takenactions resulting in improvement orprotection of the environment,”remarked one EAC member. “Examplesinclude conservation, recycling, stormwater management, pest management,alternative energy source usage, greenbuilding technology, education andother initiatives that display sensitivityto the environment.”

Nominations for the 2009 awards arenow being accepted in the followingcategories:

• Lifetime Achievement/Joseph M.Manko, Esq. Award - Presented to anindividual or group who makes along-term significant impact onenvironmental issues such asimprovement, protection, andawareness of the environment. Thisaward was named for former LowerMerion Township Board President andWard 9 Commissioner Joseph M.Manko, Esq., whose environmentalendeavors as both an attorney and acommunity leader have impacted thequality of life in Lower Merion nowand for future generations

• Residential: Homeowners andtenants in the Township

• Commercial: Businesses located in orproviding services in the Township

• Organization: Nonprofit entities orcitizens’ groups

• Educational: Schools and universitiesand affiliated student organizations oryouth organizations

The Lower Merion Township PublicWorks Department has announced

that phase one construction of theMontgomery Avenue closed-loop trafficsignal system is underway. This phase,which began in mid-January, involvesthe western portion of MontgomeryAvenue from Matsons Ford Road inVillanova to Merion Avenue in BrynMawr. Construction vehicles occupythe curb lane from 8 a.m. - 3 p.m.

A closed-loop system connects aseries of traffic signals providingcommunications between the individualintersections. Real-time traffic volumeand vehicle speed data can be relayed tothe master controller. Using this data,the system can select a predetermined

timing plan to best suitprevailing conditions. Theend results are decreasedtravel time, vehicle stops anddelays, as well as decreasedfuel consumption and

emissions.

Construction ofthe entireclosed-loop project isestimated to take 12 -16 months tocomplete. Optimalcapability of thesystem will not be achieved until theproject’s completion, which maytemporarily worsen timing issues forcommuters.

In the months since a capacity crowd filledthe Board Room of the Township

Administration Building on Wednesday,January 7th for the swearing-in ceremony, theLower Merion Police Department has enjoyeda smooth transition as Michael J. McGrathassumed the duties of Superintendent.

McGrath, a 29-year veteran of the LowerMerion Police Department was second incommand of the Department and nominatedto succeed retiring Superintendent Joseph J.Daly by Township Manager Doug Cleland.

“Michael McGrath possesses the uniquemix of qualities and experience that willmake him successful in leading ourcommunity in police protection for manyyears to come,” remarked Cleland.

McGrath is a Criminal Justice graduate ofWest Chester University and has earned postgraduate credits from the University ofVirginia. The Township sponsored hisparticipation in the prestigious FBI NationalAcademy from which he graduated in 1998.

“Superintendent McGrath is an excellentexample of a career law enforcementprofessional who has worked his way upthrough the ranks and has earned the respectof his peers, the Board of Commissioners andour community,” added Bruce D. Reed, BoardPresident. “His track record of outstandingperformance on a broad spectrum of dutieswithin both the Staff Services and OperationsDivisions has contributed to a smoothleadership transition for the Township’s PoliceDepartment.”

For years, visitors to the TownshipAdministration Building (TAB) have

lingered to get a closer look at thetopographic map displayed in the lobby,which was created as part of the federalgovernment’s Work Progress Administration(WPA) in the 1930’s.

A goal since the completion of the TABaddition has been to install appropriatepublic art that is both interesting andeducational. A year-long process to createmurals that illustrate the Township’s

history culminated with anofficial unveiling ceremonyearlier this year.

The idea for the muralsfollowed the outstandingresponse to the 325thAnniversary Booklet, whichgarnered national acclaim. “Notonly was the publicationeducational, it was a beautifuldisplay of our Township’shistory,” noted Brenda Viola,Public Information Officer.

“It occurred to us that these imagescould—and should be displayed publically forposterity. We are so fortunate that Jerry Francis,President of the Lower Merion Historical Society,was willing to give of his time, expertise andresources once again to make this vision areality.”

“Jerry spent countless hours choosing theimages that would best demonstrate the diversityof Lower Merion’s communities and its Townshipservices,” added Doug Cleland, TownshipManager. “We are delighted to unveil this legacyproject, which is another lasting contribution bythe Township and the Lower Merion HistoricalSociety to our community.”

John Maki and Jesse Spacco of Acquire Visualof Narberth are credited with the design of themurals; Jeff and Christie Kwait of Gould Framingin Ardmore completed the project utilizing aunique wallpaper installation.

A companion booklet, also authored by JerryFrancis, explains the 70 images featured in themurals and is available at the TownshipAdministration Building.

Township residents with an interestin serving a three-year appointment

to the Cable Television AdvisoryCommittee (CTAC) are being sought.

This eight-member Committee meetson the fourth Thursday of each monthat 7 p.m. in the TownshipAdministration Building. A fulldescription of the duties andresponsibilities can be found on theTownship’s website,www.lowermerion.org.

Candidates are expected to have apersonal interest in cable television orin the fields of information,communications or entertainment.Knowledge of television engineering isnot necessary. Applications can also befound on the Township website byfollowing the prompt for “AdvisoryBoards.”

Lower Merion Township residentswho would like to take advantage

of the new designated off-leash dogareas available at Rolling Hill and WestMill Creek Parks may purchase permitsat both the Parks and Recreation andPolice Departments.

“In order to receive a permit, whichcosts $25 per dog, residents must

provide proof thattheir dogs are

licensed and up to date onall shots, including rabies,”noted Lindsay Taylor,Director of Parks and

Recreation. “In addition,applicants must provide

a copy of theDeclaration page of

their Homeowner’s or Renter’sInsurance policy with their applicationand keep it current for the duration ofthe permit.”

Other requirements include acurrent photo of each dog with theapplication, and the current yearMontgomery County Dog LicenseNumber. “We also encourage that avalid e-mail address be provided,

because our Department will use e-mailto distribute information regarding theprogram and to elicit feedback.”

The Lower Merion Township FireDepartment is reminding citizens

that safeguarding their homes from fireshould be a year-round priority. Thefollowing reminders will help:

• Make certain thatyou have workingsmoke detectorsor a fire alarmsystem in yourhome. “A working detector should beinstalled on each level of your home,outside of each sleeping area and ineach bedroom,” notes Chief Charles J.McGarvey, Chief Fire Officer.

• A carbon monoxide detector isrecommended if you have fuelburning appliances in your home,including oil or natural gas heaters, agas range or oven or a fireplace orwood stove.

• Having and practicing a home escapeplan will ensure that you and yourfamily can safely exit your house inthe event of a fire. “Everyone in yourhome must be familiar with the planand understand their role in makingit successful,” added Chief McGarvey.“The plan should include exit routes

for escape and a place outside thehome for everyone to meet so adultscan make certain everyone has madeit out safely.”

Many fires that occur in private homesare preventable! The Lower MerionFire Department recommends thefollowing:

• Prior to and during winter months,have your heater serviced andinspected to keep it running properlyand safely.

• Combustible storage must be kept aminimum of three feet from anyheating appliance.

• Electric cords and appliances shouldbe inspected regularly and only usedif they are free of any damage ordefects.

• Do not overload extension cords andoutlets, which causes overheating,and make certain that cords areproperly sized.

• Matches, lighters and candles shouldbe kept out of the reach of youngchildren. Many fires have occurredwhen unsupervised children haveaccess to these items. Candles should

always be placed on proper,nonflammable holders with a widebase for stability and when leaving aroom or retiring for the evening, anylighted candles should beextinguished.

Kitchen fires account forapproximately 40% of all home fires.Take extra care when using any cookingappliance, whether a stove, microwaveoven or even a toaster. Keeping all ofthese units clean and using them in aproper manner will minimize thechance of a fire. Never leave anythingunattended while cooking and if youmust leave the room, turn the applianceoff or have a responsible person watchwhile you are out of the kitchen.

The Ardmore Library will presentits 4th Annual Kitchen Tour on

Sunday, April 26th from 1 - 4 p.m. “Inthe vicinity surrounding the Ardmorelibrary are charming, older homes thathave been greatly improved by creativekitchen renovations,” remarked PeggyNewman, Ardmore Head Librarian.“Once again, several of the Library’sneighbors have graciously agreed toopen their homes in order to raisemoney for the Ardmore Library’sprograms and to give the communitythe benefit of their experiences inrenovation.”

Reservations for the self-guided tourare $25 per person or $45 for two.

Registration forms are available at theArdmore Library located at 108Ardmore Avenue, one half block downfrom the Ardmore Post Office.Participating homes are located within athree-mile radius of the library. Eachrenovation has its own distinctcharacter, representing many decoratingstyles such as French country, arts andcrafts, cottage and contemporary.

Starting at 12:15 p.m. on the 26th,participants can pick up their tourbooklet (with map) and identificationbracelet at the Library. Cameras andvideotaping are prohibited, tourparticipants must be 12 years of age andolder and the event will be held rain or

For the 15th consecutive year, theTownship of Lower Merion has been

awarded a Certificate of Achievementfor Excellence in Financial Reporting.The award, given by the GovernmentFinance Officers Association of theUnited States and Canada (GFOA),notes the excellence of the Township’sannual comprehensive financial report(CAFR) for the year ending December31, 2007.

The Certificate of Achievement isthe highest form of recognition in thearea of governmental accounting and

financial reporting, and its attainmentrepresents a significant accomplishmentby a government and its management.“This award is a major accomplishmentfor the Township and the entire FinanceDepartment staff,” stated Dean Dortone,Chief Financial Officer.

For the 2007 fiscal year, LowerMerion achieved the distinction ofearning both of the GFOA’s financialreporting awards – the Certificate ofAchievement for Excellence and theDistinguished Budget Presentationaward. “The Township’s 15 consecutiveCAFR awards and 19 consecutiveBudget Presentation awards total thelongest running combined streak onrecord for municipalities inPennsylvania,” stated Doug Cleland,Township Manager. “Less than 1% ofthe over 2,500 municipalities in theCommonwealth are recognized withthe yearly CAFR award. We share thisdistinction of financial reporting

excellence with an elite group.”

Twelve Distributed Antenna System(DAS) node sites have been activated

in the western portion of the Township.The first carrier to become operationalon the DAS system is AT&T, with twoothers expected in the coming weeks.

A Distributed Antenna System is anetwork of spatially separated antennanodes connected to a common source viaa transport medium that provides

wireless service within ageographic area orstructure. DAS antennaelevations are generally at orbelow the clutter level andnode installations are compact.

Mad Machines & Junior Engineers: July 13 - 17Whether your child loves to build things or destroy them, thisweek of camp includes lots of both! The junior Mad Scienceengineers will design and build bridges and "skyscrapers" usingsimple tools and their imaginations. Kids will even construct ageodesic dome big enough for all the campers to sit inside!Then the machine madness starts. Children will discover howmany different machines, both simple and complex, are used intheir daily lives. Campers will have fun building their owncatapults to take home and will design simple machines usingpulleys, wedges, screws and levers. After the simple machines,participants will move on to fun with the Mad Science robotsand play robot soccer, test line-tracking robots, and help theMad Science team direct sound-activated robots around anobstacle course, all the while learning the science of robotics!

Space Camp: The Next Mission August 10 - 14Due to the popularity of the original space camp,the Mad Science team has developed a new,more advanced space program. In thisprogram students will investigate uniqueflying machines, including building balloon-copters,boomerangs and a mini hovercraft as take home projects. CancellationsThe Township reserves the right to cancel any program’sscheduled times, location and/or activities due to insufficientregistration or weather conditions. For a recorded cancellationmessage please call (610) 645-6274.

Registration InformationProgram registration is limited to residents of Lower Merion andNarberth Borough until two (2) weeks prior to the start of theprogram, when it will then be open to non-residents. Narberthresidents pay the non-resident registration rate. If a programhistorically reaches its registration limit, registration can be

limited to Lower Merion residents only. Where a fee is charged,participants cannot split sessions. No Fees are prorated andfinancial assistance maybe available.

Registration PriorityWalk-in registrations receive priority over other registrations inthe same day. Faxed and e-mailed registrations will beaccepted, but payment must be made prior to the start of theprogram.

RefundsRefunds will be given only if the request is submitted prior to theend of the program and the reason for the request meets anestablished set of standards, which can be obtained from theDepartment of Parks and Recreation.
