The Standing committ members examined the details the 164 proposals 9 submitted so far and4 servations through them in detail. They consolidated their suggestions and actions on each proposal as given in the table enclosed.

In additi~n~they made the following observations:-

sanction of Rs 50 lakhs be made available to IIT Kanpur for this purpose. Events will include international/national workshops on e-learning and related technologies hosted by different PI'S and other eminent faculty throughout the country. The mission will support offsetting additional costs of technical workshops and conference programs as much as possible. It is proposed to have center(s) in the vicinity of PI'S where technical manpower will be available for services related to content development through ICT. The centres may employ one or more professional animators, web designers, content designers who will be available on call to faculty and PI'S in the nearby region. The number of such people in the centre initially may not exceed 5 trained professionals but can be increased depending on he requirements. The professionals will interact with the PIS in ensuring the centres encourage and train faculty and other potential coordinators to develop pilot projects for the Mission activities. The long term viability of the centre will be based on the number of

a successful mission projects emancipating from the Centre. On the issue of "guidelines for payments for honorarium/remuneration" to coordinators and permanent employees of Institutions where the projects are carried out under the national mission the committee offered its views as follows

a. Total amount payable as honorarium/remuneration to faculty and other employees of the institution in a project will not exceed 20% of the total grant received for the project. For large projects with an outlay of Rs. 10 crores or more the honoraria should be stated explicitly in the project with details and the Mission must sanction the amount explicitly. NPTEL had proposed a sum of Rs. 2. 5 lakhs total to be distributed among the faculty developing a course to about 40 lecture contents in all four quadrants as the maximum possible amount and the SC recommended that this be kept as a benchmark as the project was approved by the PAB in its first meeting in March 2009.

b. In any given year, the honorarium/remuneration to any faculty member, scientist, academia from any single project shall not exceed 3 times hislher average monthly salary.

c. In a year the total honorarium/remuneration to any faculty/scientist/academic staff from ALL the projects under the NMEICT shall not exceed 3 times his/her average monthly salary in that year.

d. Administrative staff and technical staff who have permanent employment in a government organization can be assigned to work for a project under the mission due to additional requirements. The total honorarium / remuneration payable to an individual staff member shall not exceed one month average salary.

e. Not more than 3 permanent staff members shall be paid from a single project from each institution ih a multi-institution project

f. Either the financial year or the calendar year can be used by an institution for the above calculations uniformly for all the projects.

The SC examined the proposal by Dr. Uma Kanjilal, IGNOU for seting up the Sakshat Mission Centre in IGNOU, New Delhi and upgrade the current operational facility to cater to all the proposed activities of the Mission. Since the proposal contains all the

hardware that will be integrated to provide a national network online, it recommends to the PAB that the pilot sanction of Rs 87 l abs . This will be quite different from other mission hardware required for hosting contents and for streaming them across a national grid which requires an order or magnitude or two more bigger facility that should be set up at multiple points in the country and mirrored.
