As I contemplate my last mes-
sage as the president of the
Utah section, I am reminded of
our obligation as engineers. I
should hope that in an effort to
satisfy our clients and custom-
ers we are not losing sight of
our duties and responsibilities
of integrity and fair dealing.
Sometimes it may be easier to
base our decisions from what a
customer wishes, without con-
sidering the ethical conse-
quences. I would like to share a
sample from the Order of the
Engineer ceremony address,
which illustrates our profes-
sional engineering obligations.
It states,
I am an engineer
I have an obligation
My obligation has become
my desire
My desire is to apply the
Golden Rule, our code of
ethics, to the technical
knowledge of the world by
persuasion

Representative Jim Matheson was our presenter for last month's luncheon. He was able to talk about civil engi-neering concerns and how they are currently being addressed in Washington. As he stated, some items are for the States to address and some are of National concern mostly energy and the transportation infra-structure. After talking he spent time answering ques-tions from engineers. I believe it is important for us to be in-volved with government rela-tions so we can inform them of items that they may not be aware of but are of a concern to us engineers. As a reminder to this, ASCE has a program called Key Contact. Key Con-tact is a grassroots advocacy
program of ASCE. Through the program, members can learn about public policy issues im-portant to the civil engineering profession, and will provide ways for members to get in-volved with the community. If you are interested please visit asce.org/keycontacts for more information.
We thank everyone for their support for the Branch activi-ties with include scholarship fundraising.
I would like to thank Bronson Smart of the NRCS for his pres-entation in April. We had a good turnout with quite a few new faces. It was good that we could learn more about the recent EIS developed for the Logan Canal Reconstruction Project. This is an important project for our area, and it will likely be a vital part of the wa-ter resource infrastructure of Cache Valley for many years into the future. If you are inter-ested in getting more informa-tion, you can find the full draft EIS and other documents linked at ut.nrcs.usda.gov.
We are planning a Closing So-cial Picnic/Tour for the North-ern Branch for Thursday, May 5th. It's a little bit earlier this
year, so hopefully some of the members of the USU student chapter can join us. We are trying to arrange a tour of the new Energy Dynamics Lab at the USU Research Park along with a picnic lunch if the weather is good. The Branch will be supplying the food as usual, so it's as close to a free lunch as you will find. Plus, you can see the work on bio-fuel production that Shaun Dustin described to us back in Febru-ary. We'll get the details of time and location out to everyone by Monday, May 2nd before the social. Make sure to mark it in your calendar and plan to be there with us.

The ASCE Central Utah Branch would like to thank the Brigham Young University Student Chap-ter for sponsoring the branch luncheon meeting in April. The meeting included presentations on several of the student pro-jects that were completed this year, and a presentation by Dr. James Nelson on service pro-jects that have been completed in Mexico and the Dominican Republic. The students have been involved with some great opportunities that were intrigu-ing to learn about.
We are nearing the end of an-other ASCE service year. The month of May give us the op-portunity to elect new leaders for our section and branches. Please take the time to vote for new leadership in your branch and section, and consider offer-ing your own talents and abili-ties to serve in ASCE. I have enjoyed my time working with the members of the Southern Utah Branch and I am grateful to be associated with a profes-sion that continues to uphold the ideals of professional eth-ics, community involvement, and continued professional development. Thanks to each of you that I have worked with for your efforts in your profes-sion and this organization. I look forward to many more

largest food drive of the year and is
of great benefit to the Utah Food
Bank. We appreciate your willing-

ASCE will be moving the food from
the carrier’s trucks into Food Bank
trailers. We will also be providing
snacks and drinks to keep our
energy up. We need 15 additional
people to help out, if you are inter-
ested in helping a good cause,
eating snacks and hanging out
with fellow do-gooder engineers,

is one case where RSVPs are
needed.
While the Civil Source takes well
deserved hiatus over the summer,
we at the YMF like to keep going.

Mr. Couts is a second generation Civil Engineer and Land Surveyor. He grew up drafting and surveying weekends with his father, a full-time City Engineer and a part-time sole proprietor. His father later opened up a full service consulting firm specializing in commercial and residential development as well as municipal support engineering. James partici-pated in numerous aspects of the engineering and surveying process, and as a project manager would perform all work on a project from start to finish. Mr. Couts also served as project engineer for several munici-palities on utility rehabilitation projects. He moved to California during the residential boom, where he served as a project manager for several 500+ lot residential developments. Mr. Couts later relocated to Utah to be closer to family. He currently serves as the Survey Manager for Electri-
cal Consultants, Inc., in Woods Cross. James has participated with many professional organizations in varying degrees, including the UCLS (Utah Council of Land Surveyors) legislative committee, and as an ASPE (American Society of Professional Estimators) Chapter 51 Board Member. His favorite quote is from George Washington, and helps explain his desire to actively serve his fellow ASCE members: "It is infinitely better to have a few good men than many indifferent ones."

Thank you very much for your interest in the CE Academy Banquet honoring those alumni who have impacted our profession, department, state, and nation.
The Banquet will be held on Thursday, May 5th at the Grand America Hotel. A social hour will be held from 6:00- 7:00pm and dinner will start at 7:00pm. This banquet will honor newly selected individuals with the CE Distinguished Alumnus Award, as well as recognize past recipients, and celebrate our graduating seniors
We all know of the need for future engineers. We are focused on developing well qualified gradu-ates to support the engineering profession and contribute to our communities’ quality of life. It is a very exciting time for our department, as our enrollment continues to increase and our accom-plishments become more widely recognized. Our program currently holds #65 in the US News & World Report rankings, and we continue to move up. Plus, we just moved into our own building – the Floyd and Jeri Meldrum Civil and Environmental Engineering Building.
CE Distinguished Alumnus Award is a restoration of an award that was initiated in the 1970’s. At that time there was an annual selection of an Outstanding Alumni – one each year. They are: John Call, Grant Borg, Harry M. Williamson, Francis Mayo, and Earl Holding .

Subject: Donations to the American Society of Civil Engineers Concrete Canoe Team
Hello! We are the 2011 Concrete Canoe Team from Utah State University. We have recently competed
in the Rocky Mountain Regional American Society of Civil Engineers (ASCE) Conference. Thanks to this
year’s sponsors and supporters, we successfully took first place at the Regional Conference. Only the
first place canoe team will be able to compete in the National Conference held in June in Evansville,
Indiana. This will be the first time that the Utah State Concrete Canoe Team has ever been invited to
the National Competition. We are very excited about our debut, and we are committed excelling in the
competition.
The concrete canoe competition is one of the oldest student ASCE competitions. This year our team has
chosen the theme of The Tribute, or a tribute to civil engineering feats throughout the world. Our canoe
is 20 feet long, 31 inches across at the widest point, is ¾” thick and weighs roughly 250 lbs. We have
placed a fiberglass mesh and steel post-tension cables as reinforcement. Each canoe is judged on the
aesthetic design and display, an oral presentation to a panel of judges, a technical paper, and a series of
races. This competition is not only an intellectual challenge throughout the design and construction
phases, but also serves as a physical challenge. The canoe races count for 25% of the overall score. The
five races include a Men’s/Women’s endurance, Men’s/Women’s Sprint and a Co-ed Sprint. Our team
has spent much time practicing our paddling and will continue to practice to compete at a national level.
This year we set goals and plans that were successfully completed in order to be a contender for the
regional title. We have set new goals to carry out to compete for the national title.
In order to safely send all the team members, make competition improvements, and ship a 20-foot long
concrete canoe across the country, we have a goal to raise $20,000. We would appreciate your support
by making a monetary contribution to the USU ASCE Concrete Canoe Team. If donations of $250 are
received, your logo will be printed on our t-shirts for the competition. For donations over $1500,
advertisement of your logo will be placed on our trailer. If you have any questions, please contact Emily
