PART I: CONTEXT

A. Relevance to ITTO

1. Compliance with ITTO Objectives

This project complies with the ITTO Objectives laid down in Article 1 of the 1994 International Tropical Timber Agreement (ITTA):

(c) To contribute to the process of sustainable development;

(d) To enhance the capacity of members to implement a strategy for achieving exports of tropical timber products from sustainably managed sources by the year 2000;

(I) To encourage members to develop national policies aimed at sustainable utilization and conservation of timber producing forests and their genetic resources and at maintaining the ecological balance in the regions concerned, in the context of tropical timber trade.

2. Compliance with ITTO Criteria

This project complies with the project selection criteria mentioned in Article 25, paragraph 2 of ITTA 1994:

(a) Relevance to the objectives of the ITT A Agreement;

(b) Environmental and social effects;

(d) The interests and characteristics of each of the developing producing regions.

3. Relationship to ITTO Action Plan and Priorities

This project complies with ITTO actions promoted in the fields of forestry policy, timber utilization, research, participation of local communities, in order to achieve Target 2000. In particular, it complies with the objectives of the Committee on Reforestation and Forest Management as defined in the Action Plan, which are the promotion of national policies, the support of development and the implementation of sustainable forest management systems. It complies with the priorities of the ITTO Action Plan listed below:

(b) To encourage the development of national and international policies aimed at sustainable management of tropical forests and reinforce the national institutions responsible.

(d) To demonstrate economic viability and promote long term investments in sustainable forest management.

(f) To assist in the development of a scientific basis for forest management.

(g) To develop and promote an intellectual, economic and technological basis for integrated forest systems and the optimal utilization of tropical forests, taking into account the many benefits they can provide.

(h) To promote and support the development of skills for research and the implementation of forest management operations.

U) To assist in the formulation and publication of criteria, standards and guidelines for the sustainable management and conservation of tropical forests.

(k) To support the establishment of Demonstration Areas reflecting different forest management models to facilitate the transfer of technology and scientific knowledge.

The project will allow experiments to be carried out in Gabon and to draw guidelines for the sustainable management of Gabonese forests.

B. Relevance to National Policies

1. Relationship to sectoral pOlicies affecting tropical timber

The Gabonese Authorities give forest resources an important place. The Fifth Economic and Social Development Plan (1984-1988) included in its General Principles the development of the national forest estate and the development and utilization of natural forest resources. In the same Plan, forest policy underlines the importance of improving knowledge on potential timber resources, the management of that potential and the planning of its utilization.

In May 1996, the Government outlined the general principles of a new forestry policy. In particular, it mentioned the increase and optimization of the contribution of the forestry sector to the economic and social development of the country by developing a more diversified and performing timber industry in conjunction with a significant reduction of log exports for the benefit of local processed timber products. As far as resource management is concerned, the strategy aims to maintain forest resources in the long term by introducing and consolidating sustainable forest management programmes. The main issue at stake is therefore the abandonment of a non-sustainable private forest management policy in favour of a policy taking into account the balance and interaction of the economic, social and environmental dimensions of forest management.

By this policy, Gabon confirms its adherence to international objectives, among them the ITTO Year 2000 Objective; the objectives and recommendations of the United Nations Conference on the Environment and Development, held in Rio de Janeiro in 1992; the Convention on International Trade in Wild Fauna and Flora Species threatened with Extinction (CITES), and the World Heritage Convention.

The aim of the strategy adopted by Gabon is to constitute a permanent forest estate of 12 million hectares composed of 8 million ha of productive forests and 4 million ha of protected areas.

The Master Plan for the sustainable management of Gabonese forests put forward by the Forestry Department (DGEF) define a coherent programme of co-ordinated actions aimed at this general objective. Among the priorities established in these guidelines and resulting from the participation of all parties involved in forest development in Gabon, is the on-site training of forest engineers and technicians in real forest management. On completion of the first three year phase of the Master Plan (1998-2000), members of staff at all levels, involved in forest management, will have been trained in the implementation of the forest management plan (formulation, execution).

The project presented here is one of the concrete actions taken to fulfil these commitments. Its objectives fully comply with the national policy for the sustainable management of forest resources.

2. Relationship to subsectoral aims and programmes

The 22nd July 1982 Forestry Policy Act No 1/82 defines two major forestry policy objectives: the industrialization and sustainable management of national forest stands. Article 1 states that the general objective of forestry policy is to "promote a rational management of resources". Article 2 adds that the general objective requires the application of "a management policy aimed at ensuring a better balance between the utilization and the renewal of resources, (. . .) of a policy of industrialization aimed at promoting the processing a greater proportion of raw materials".

The 1997 government bill reviewing this law goes one step further, with a general objective to "promote the sustainable development of forest resources" in order to "increase the contribution of the forestry sector to the economic, industrial, cultural and scientific development of the country", and to "conserve, protect and enable the regeneration of natural forest stands, in order to ensure the maintenance of biodiversity and the sustainability of production". Along with the Guidelines, this law amendment by the DGEF generalizes the sustainable management of Gabonese forests using the practical procedures.

Forest management efforts have given priority to the permanent forest estate. Objectives and actions will therefore be determined in accordance with the priority objective of each management unit. In production forests, the aim is to ensure the sustained yield of timber and non-timber products, while minimizing the environmental impact of logging. In protected areas, objectives related to the conservation of ecosystems and the maintenance of biodiversity will be given priority.

Its supervision will be carried out by the Ministry of Forestry and Fishing, in charge of Reforestation (MEFPR). The National School of Forestry (ENEF) will be the project Executing Agency. A project management unit will be established within ENEF. The Department of Inventories, Forest Management and Regeneration (DIARF) within the Forestry Department (DGEF), will be associated with the technical aspects such as forest inventories and forest management.

PART 11: THE PROJECT

1. Origin

As a Member of ITTO, Gabon is wholly committed to the achievement of Target 2000 and compliance with the Organization's Guidelines for the sustainable management of its forests.

This project proposal also represents one of the conclusions of ITTO Pre-project PPD 17/97 Rev. 2 (F) on the "Study and definition of guidelines for the implementation of strategies aimed at the sustainable management of Gabonese forests in compliance with ITTO Target 2000.". The definition of concrete technical standards for the development and implementation of forest management plans and the training of personnel involved in the concrete aspects of forest management constitute two future action priorities of the Forestry Department Master Plan for the sustainable management of Gabonese forests, to be started in the first three-year phase of the project (1998-2000) and pursued and further developed during the two following years (2nd phase of the project).

2. Project Objectives

2.1 Development Objective

The overall objective of this project is to contribute to sustainable forest management through the dissemination of knowledge and data obtained in the pilot management of a model forest.

2.2 Specific Objectives

The specific objectives are the following:

1. To obtain data on the ecological and economic potential of the forest.

2. To develop and apply reference systems in the utilization and sustainable management of forests and the conservation of biodiversity.

3. Establish a management structure for the model forest and practical training in the sustainable management of natural forests.

3. Project Justification

3.1 Problem to be addressed

The Gabonese Government is aware of the need for the integration of environmental, economic and social objectives into sustainable forest management. In order to address this challenge, clear guidelines are needed to direct the activities of timber producers and industrialists and those of professionals responsible for the development of forest management plans. The development of a model forest management area incorporating demonstration, research and development and practical training constitutes an essential tool for accelerating the adoption of sustainable forest management principles.

At this point in time, Gabon needs to resolve two serious problems in order to attain ITTO's Year 2000 Objective. Firstly, natural forest operators need to be given set logging quotas for the various forest units in order to ensure a sustainable utilization. Secondly, logging must be carried out in such a way as to limit environmental damage.

However, there does not yet exist in the country a demonstration area where the concept of sustainable forest management is implemented. Forestry personnel in both public and private sectors should have such a site available to them where they can acquire practical experience in the life-size application of sustainable forest management standards and requirements.

PART 11: THE PROJECT

1. Origin

As a Member of ITTO, Gabon is wholly committed to the achievement of Target 2000 and compliance with the Organization's Guidelines for the sustainable management of its forests.

This project proposal also represents one of the conclusions of ITTO Pre-project PPD 17/97 Rev. 2 (F) on the "Study and definition of guidelines for the implementation of strategies aimed at the sustainable management of Gabonese forests in compliance with ITTO Target 2000.". The definition of concrete technical standards for the development and implementation of forest management plans and the training of personnel involved in the concrete aspects of forest management constitute two future action priorities of the Forestry Department Master Plan for the sustainable management of Gabonese forests, to be started in the first three-year phase of the project (1998-2000) and pursued and further developed during the two following years (2nd phase of the project).

2. Project Objectives

2.1 Development Objective

The overall objective of this project is to contribute to sustainable forest management through the dissemination of knowledge and data obtained in the pilot management of a model forest.

2.2 Specific Objectives

The specific objectives are the following:

1. To obtain data on the ecological and economic potential of the forest.

2. To develop and apply reference systems in the utilization and sustainable management of forests and the conservation of biodiversity.

3. Establish a management structure for the model forest and practical training in the sustainable management of natural forests.

3. Project Justification

3.1 Problem to be addressed

The Gabonese Government is aware of the need for the integration of environmental, economic and social objectives into sustainable forest management. In order to address this challenge, clear guidelines are needed to direct the activities of timber producers and industrialists and those of professionals responsible for the development of forest management plans. The development of a model forest management area incorporating demonstration, research and development and practical training constitutes an essential tool for accelerating the adoption of sustainable forest management principles.

At this point in time, Gabon needs to resolve two serious problems in order to attain ITTO's Year 2000 Objective. Firstly, natural forest operators need to be given set logging quotas for the various forest units in order to ensure a sustainable utilization. Secondly, logging must be carried out in such a way as to limit environmental damage.

However, there does not yet exist in the country a demonstration area where the concept of sustainable forest management is implemented. Forestry personnel in both public and private sectors should have such a site available to them where they can acquire practical experience in the life-size application of sustainable forest management standards and requirements.

3.2 Characteristics of region where project will be located

The site initially planned for the project was to be located in the Second Forest Zone. The Gabonese Government revised the project in order to take into account ENEF training policies.

The project will be executed in the reserved forest of Mondah (figure 1). This area occupies a special place among Gabon's forests. A number of factors have motivated the selection of this forest as a demonstration site:

• Because it has always been rich in Okoume, it has the longest tradition of silvicultural management and contains the oldest man-made Okoume plantations;

• Its suburban Libreville location, easy access, coastal location and presence of natural forest give it a whole range of potential uses, in particular a high potential for tourism;

• As this forest has been placed at the disposal of ENEF for training, research and experimental purposes, it should be the subject of model management by highly trained personnel;

• Since 1990, several seminars and technical studies have been carried out on the problems and management of the Mondah Reserved Forest;

• A Management Plan has been drawn up for the reserved part of the Mondah Forest within the framework of the Gabonese-German technical cooperation project "Rehabilitation of the National School of Forestry 1 Cap Esterial" (ENEF/GTZ). This Management Plan covers the period 1997 to 2006.

3.3 Other pertinent aspects of the "pre-project situation"

This proposal constitutes one of the conclusions of ITTO pre-project PPD 17/97 Rev.2 (F), and a priority action for Phase I of the DGEF Master Plan for sustainable management of Gabonese forests. An initial feasibility study has been carried out by the DIARF and discussed with other parties participating in the forest management strategy.

3.4 Intended situation after project completion

After project completion:

• The ENEF will have at its disposal a model of a sustainable forest management plan enabling the implementation of ITTO Guidelines for the sustainable management of natural tropical forests. It will also have at its disposal an information system integrating geo-referenced multiple resources.

• The Gabonese Forestry Departments and decision-makers will have a model on which to base the regulation of forest management programmes.

• ENEF and other public and private educational, research and conservation institutions will have at their disposal a model for sustainable forest management.

• Gabon will benefit from an infrastructure for the practical training of forestry personnel from the public and private sectors and NGOs, in the sustainable management of natural forests.

• Personnel responsible for the development of forest management plans will be given on-site practical training.

• Permanent observation plots for the collection of data for multiple resource management will be in place.

3.5 Target beneficiaries and others affected

The project will benefit the entire Gabonese forestry sector. It will contribute to the awareness of decision­makers and foresters of sustainable forest management issues in their threefold dimension: ecological, economic and social sustainability.

The training of specialized staff in the criteria and indicators for the sustainable management of tropical forests established by ITTO constitutes a crucial preliminary stage for guaranteeing the success of sustainable forest management plans. Such trained personnel is still lacking in forest enterprises, specialized NGOs and public services.

Finally, a concerted forest management process with all partners in the sector should be encouraged as soon as they have endorsed all national sustainable forest management criteria on a social, economic and ecological level. It is from this point of view that forest operators need to be associated with the development of sustainable forest management demonstration areas. One of the first tasks of the project will be to identify the organization most suited for that purpose.

3.6.2 Lessons drawn from past evaluation

Vocational training profiles for forest managers have placed little emphasis on the specializaton of field personnel. In the past, training dispensed at the "Institut National d'Etudes Forestieres" and at the "Ecole Nationale des Eaux et Forets" has tended to concentrate on the general teaching of forestry disciplines (Systematic Botany, Logging, Fish-farming). As a result, the Gabonese forestry administrative personnel has evolved in the form of an inverted pyramid, with little qualified field staff and a plethora of forestry technical engineers without specialization.

Such a policy has not encouraged the development of qualified field staff able to take on the monitoring and evaluation of forestry and sustainable forest management activities. This project should remedy this problem on a permanent basis.

3.6.3 Technical and scientific aspects

The aim of sustainable management is the conservation of forest ecosystems. This task requires proven scientific tools for the prediction of results of operations to be carried out. The complexity of the tropical forest environment requires the use of computer models that are effective tools for dialogue between planners and decision-makers because they enable the results of different management scenarios to be evaluated.

The management plan will therefore have to be based on biophysical data (geology, relief, geomorphology, climate, soils, hydrography, vegetation, fauna), a forest inventory and socio-economic data. Existing data will be processed and non-existent data will be the subject of research.

The project will carry out an inventory of resources that will provide basic information for the formulation of a multiple resource forest management plan. Standards for the forest management inventory have already been set by the DIARF (Sampling type and intenSity, data to be collected). Flora and fauna studies will be carried out in order to determine and map out the ecosystems of the project regions and incorporate the data into a geographically referenced database.

With regard to the inventory, the DIARF has established a forest inventory data processing centre with all the necessary eqUipment for the capture, processing and production of reports. The project will benefit from the services offered by this centre for the processing of its inventory data and the training of ENEF students in this field.

The implementation of a sustainable forest management model requires the availability of data on biodiversity. Where flora is concerned, data will be collected in sub-plots of forest inventory sampling plots.

3.6.4 Economic aspects

Studies within the project will be carried out on the costs of forestry management, taking into account the constraints of environmental sustainability.

3.6.5 Environmental aspects

The project, which has as its aim the sustainable management of forests, will take into account ITTO Guidelines on the protection of the environment, primarily:

• ITTO Guidelines on the conservation of biodiversity in productive tropical forests

• ITTO Guidelines aimed at taking into account the effects of projects on the environment.

3.6.6 Social aspects

In view of the pressure of bordering populations on natural forests, the project will take into account their specific needs. A socio-economic study will be undertaken with the aim of identifying those needs and suggesting ways and means of integrating them into the sustainable management plan.

3.6.7 Managerial aspects

The project will be managed by a management structure established within ENEF. The Head of Project will benefit as a result from a delegation of power in the technical, administrative and financial management of the project. However, the Director of the National School of Forestry (ENEF) shall be responsible for the project before ITTO and for his own budget at national level. In this capacity, he shall be responsible for the appropriateness of expenditure in relation to planned activities.

3.7 Reasons for ITTO support

3.7.1 ITTO aspects

Gabon is making efforts to achieve ITTO Target 2000, in accordance with the objectives of the Organization, which has already financed other well managed projects in this country. The aim of this project is to provide Gabon with a reference model for sustainable project management, enabling it to generalize a management plan based on well tested methods. ITTO support for an action aimed at extending the results to other Gabonese forests is therefore justified on the basis of its expected multiplier effect at national level.

3.7.2 Relationship to relevant actions supported by other donors

To date, several experiments have been carried out for the development of management plans and the different forest areas of the country. The World Bank through its Forest and Environment Project (FEP), the Gabonese National Timber Company through the Gabonese Timber Foundation, and a number of economic operators keen to become involved in the sustainable management of forest resources have achieved partial results in parallel with ITTO. This project proposal would produce a summary of the different results, which could serve as a guide for the extension of sustainable management to the whole country, and as a reference framework for the training of future foresters and representatives who will work in the public and private sector.

3.8 Ri sks

To make it fully operational in Gabon will require methodical collection and interpretation of relevant data that will form the basis of proposals for models for the management of ecosystems. There is a risk of failure if good national and international experts are not chosen, or if the concession holders were unwilling to adopt logging methods in line with sustainable forest management.

4. Outputs

4.1 Specific Objective 1

4.1.1 Output 1.1: A multiple resource inventory is completed

The multiple resource inventory will cover an area of 10,000 hectares, the whole area of the Mondah Forest. The inventory will provide information about production potential in timber and non-timber products of the forest and its bio-diversity as well as descriptive information on the physical environment. A systematic sampling on the basis of a 1 % sample will be carried out as an inventory device. The area of the sample plot will be 0.5 ha. Information gathering on bio-diversity will be carried out in SUb-plots of the sample plots and will be used for the study outlined under Output 1.2 below.

Before carrying out this inventory, the project will carry out a study on forest enterprises in Gabon in order to identify the company best suited to develop a demonstration area. The company will be selected on the basis of the following criteria:

• Willingness to become involved in the process of sustainable management of forest resources; • Possession of adequate technical eqUipment; • Employment of local staff who are adequately trained and experienced in forestry management

operations.

4.1.2 Output 1.2: Study on biodiversity is completed

The objectives of this study will be to accumUlate knowledge about ecosystems in order to measure the negative impact of forest management on the environment and to ensure that the bio-diversity is maintained. Botanical sampling will be carried out as well as studies on the fauna.

4.1.3 Output 1.3: Socio-economic studies are completed

The economic potential of the forest will be studied as well as the opportunities for optimizing this potential within the national context. Forest management related costs will also be studied in detail with a view to making recommendations about the equitable division of responsibility between the State and other parties concerned. A sociological study will provide information on the social context of the region as well as on the direct and indirect effects of the project.

4.2 Specific Objective 2

4.2.1 Output 2.1: Permanent observation system for a multiple resource forest management plan is established

The results achieved over time will enable a comparison of the effects on biodiversity and the sustainability of production of different levels of forest logging and treatment.

4.2.2 Output 2.2: Sustainable forest management plan is developed

A workshop will be held to approve the plan and initiate the distribution project results to other forest management units.

4.3 Specific Objective 3

4.3.1: Output 3.1: Establishment of a project management structure and practical training in sustainable forest management.

A technical and administrative team for the model forest will be established. An infrastructure to enable the implementation of the project's objectives will also be established, consisting of a small training infrastructure taking up to 30 people for training on the project's experiments, and a demonstration of the application of ITTO's Guidelines, Criteria and Indicators. The project will also finance training schemes in remote sensing and GIS, photointerpretation and mapping, forest management and forest inventories, information technology and forestry statistics for 4 forestry technical engineers.

4.3.2: Output 3.2: Practical training for forest management staff developed and implemented

A practical training scheme for DGEF staff at all levels and also available to staff of other parties concerned (private operators, NGOs) will be developed and implemented. It will be managed by the project staff. Furthermore, field trips in other regions of the country will be organized to introduce staff to the diversity of forest situations.

4.3 Specific Objective 3

4.3.1: Output 3.1: Establishment of a project management structure and practical training in sustainable forest management.

A technical and administrative team for the model forest will be established. An infrastructure to enable the implementation of the project's objectives will also be established, consisting of a small training infrastructure taking up to 30 people for training on the project's experiments, and a demonstration of the application of ITTO's Guidelines, Criteria and Indicators. A practical training scheme for DGEF staff at all levels and also available to staff of other parties concerned (private operators, NGOs) will be developed and implemented. It will be managed by the project staff. Furthermore, field trips in other regions of the country will be organized to introduce staff to the diversity of forest situations.

The role of the Committee is to steer the project, monitor its progress, approve annual operational plans, examine annual reports and propose adjustments to ITTO.

8.2 Future operation and maintenance

On project completion, the competent Gabonese Departments will pursue research and development activities and demonstration activities initiated, as well as the management of the model forest. Established facilities will continue to be used for training in sustainable management and the demonstration of the application of ITTO Guidelines and Criteria and Indicators for the sustainable management of natural tropical forests. Observation work in permanent plots will be continued and new data will be used to update forest management models. Appropriate management approaches and tools will be extended to other natural forests in the country.

Prior to the launching of the project, the Gabonese Government will designate the national training personnel planned. Regarding the selection of a site, the Government will have concluded an agreement with a logging company prior to the implementation of the project.
