Honourable CERC vide order no 009jSMj2015 dated 05.08.2015, has directed RPCs tobring out a protocol for ,checking the relay settings, ensuring health of the existingprotection system and peroidicity of carrying out this exercise. A copy of relevantextracts of the above order is enclosed herewith for ready reference.
Also, NLDCvide letter dated 07.09.2015(copy enclosed), has proposed m'difications inthe existing Agra Gwalior SPS in view of commissioning of double circuit 765kV Gwalior_ Jaipur(Phagi) and 765kV Phagi- Bhiwani circuit.

The Central Advisory Committee (CAC) had in its meeting held on 12.5.2014
decided to constitute a sub-committee from amongst the Members of the CAC to
examine issues connected with congestion in transmission. The Sub-Committee on
Congestion in Transmission was constituted by CERC vide letter dated 11.7.2014,
with the foliowing:

Modifications Suggested in SPS settings on WR-NR Corridor in view of
2 * 765kV Gwalior – Phagi S/C and 765kV Phagi-Bhiwani S/C

Prior to August 2015, Northern Region (NR) and Western Region (WR) were connected
through two 765 kV lines, two 400 kV lines, four 220 kV lines and two HVDCs. Considering
the weak AC interconnection between WR-NR corridor in case of tripping of both the 765kV
Gwalior-Agra circuits, System Protection Schemes (SPS) were installed on 2 * 765kV
Gwalior – Agra S/C for smooth transfer of power from Western Region to Northern Region.
Transfer capability of WR- NR corridor had been limited by 1250 MW SPS setting on 765kV
Gwalior-Agra S/C and the same has been revised to 1400 MW recently. Both the circuits of
765kV Gwalior-Jaipur (Phagi) have been recently commissioned along with 765kV Phagi-
Bhiwani circuit. Considering the commissioning of above 765kV lines, Power flow studies
have been carried to assess the WR-NR corridor transfer capability.
Assumptions in Base-case Power flow study are as follows:
Western Region
a. Generation: 47129 MW
b. Demand: 39774 MW
Northern Region
a. Generation: 37655 MW
b. Demand: 41504 MW
Power flow on Mundra-Mohindergarh HVDC: 2000 MW.
Power flow on Vindhyachal BTB HVDC is considered as 250 MW from WR to NR.
Vindhyachal Unit-12 (1x500 MW) is considered as connected to Northern Region.
Maximum permissible loading considered for 765 kV lines is 2750 MW under (n-1)
contingency.
Maximum permissible loading considered for 400 kV lines under (n-1) contingency is
thermal limit.

Assessment of WR-NR Transfer capability:
Procedure given in the CERC congestion charge regulations are followed for the
assessment of transfer capability i.e., loads in Northern Region are increased and
generation in Western region is increased. Before increasing the load in NR, the drawal of
Punjab and drawal of Uttar Pradesh are taken as follows:
As declared on NLDC website, Punjab drawal is considered as 6200 MW.
As declared by UPPTCL on its website, UP drawal is considered as 7100 MW.
However, it appears to be on higher side as constraints are faced at many places
mentioned below:
a. (n-1) loading limit violation at Agra(UP) ICTs etc.
b. (n-1-1) contingency of 400kV Agra (PG)-Agra (UP) D/C leads to less than
the Emergency voltage mentioned in CEA Transmission Planning Criteria
(TPC) 2013 at Agra (UP).
Based on the above assumptions, the load flow studies has been carried out. It has been
observed that with the present load-generation balance, WR-NR transfer capability comes out
to be 7700 MW and the limiting constraint would be 2750 MW loading on 765kV Gwalior-
Agra line under (n-1) contingency of second 765kV Gwalior-Agra line. Depending on
different Load-generation balance and network topology, transfer capability figure would
vary from 7500 MW to 8000 MW. Flow on WR-NR inter-regional lines in 7700 MW
limiting case is as follows:

The flow on 2*765kV Gwalior-Agra S/C would be in the range of 3300 MW to 3500 MW
under 7900 MW limiting case. Considering the above, certain modifications would be
required in the existing SPS. The table below gives the modifications required in the existing
SPS.
It is important that the relief indicated in the SPS is available considering the huge quantum
of power flows from WR to NR. The present inadequate relief from this SPS is also the
subject matter of petition no 008/SM/2015 before the Hon’ble Commission.
Further, all the four 765 kV lines from Western Region to Northern Region are emanating
from Gwalior substation in Western Region. This necessitates a high level of reliability of
765/400/220 kV Gwalior substation. All the equipment and protective systems at this
substation needs to be checked thoroughly to avoid any mis-operations which could be
catastrophic under heavy power flow scenario. The TTC between WR and NR would
undergo a sharp downward revision whenever the transmission lines involved are under
planned or forced outage.
WRPC and NRPC are requested to approve the modifications in SPS and have the same
implemented and tested. Only after confirmation of the same, it is possible for NLDC/RLDCs
to enhance the TTC between WR and NR suitably.
