3815 October 16, 2017 Minutes October 16, 2017 The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at 7:00 P.M. in the Commissioner’s Conference Room located in the County Administration Building with the following Commissioners present: Chairman Cedric K. Jones, Vice-Chairman Sidney E. Dunston, Commissioners Michael S. Schriver, David T. Bunn, Mark Speed, Harry L. Foy, Jr. and Shelley L. Dickerson. Chairman Jones called the meeting to order and asked the Board to consider an addendum to the consent agenda. The item would be considered as Item 1-C (Completion of Upset Bid Process on Parcel 014147). Commissioner Schriver made the motion to amend the agenda, seconded by Commissioner Bunn. The motion duly carried approval with all present voting “AYE.” Chairman Jones the asked the Board to consider approval of the consent agenda. RESOLUTION SUPPORTING AN AGREEMENT WITH NC DEPARTMENT OF ENVIRONMENTAL QUALITY TO ADDRESS POTABLE WATER SUPPLY NEEDS The county’s potable water supply capacity has limitations that restrict the allocation of water for future developments. The county has explored other options and is at a point where they are looking to collaborate with the State in locating additional water supply resources, water storage projects, assist with water supply studies, environmental evaluations, planning and budget estimation for projects. The process was approved by the General Assembly in Session Law 2011-374 which authorizes the State to work with localities and water authorities to identify water needs and sources, plan and budget for proposed new water supply projects, and apply for governmental permits for appropriate regional water supply. Adam Kiker, LKC Engineering, offered the following PowerPoint presentation. The second portion of the presentation continues into the update provided in Item 4.

The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at

Commissioner Speed made a motion to approve the resolution, seconded by Commissioner Foy. The motion duly carried approval with all present voting “AYE.”

RESOLUTION SUPPORTING AN AGREEMENT WITH THE NORTH CAROLINA DEPARTMENT OF ENVIRONMENTAL QUALITY TO ADDRESS POTABLE WATER SUPPLY NEEDS

WHEREAS, Franklin County has a need to address potable water supply sources and storage alternatives, given anticipated water supply demands on water and current capacity limitations; and WHEREAS, regional water supply planning can best address the needs of Franklin County and its customers; and WHEREAS, projected system demand indicates the region's needs are approaching the current system supply; and WHEREAS, the General Assembly in Session Law 2011-374 (House Bill 609) authorizes the State to work with localities and water authorities to identify water needs and sources, plan and budget for proposed new water supply projects, and apply for governmental permits for appropriate regional water supplies; and WHEREAS, the scope of assistance requested by Franklin County currently would not require payment to the State. NOW, THEREFORE, BE IT RESOLVED, that Franklin County requests that the Department of Environmental Quality enter into an agreement with Franklin County for the identification of water supply needs and appropriate water supply sources and water storage projects to meet these needs and to assist with associated studies, environmental evaluations, planning and budget estimates for such new water supply project(s).

4. PUBLIC UTILITIES PROJECT UPDATES Public Utilities Director Chris Doherty and LKC Engineering representatives will provide an update on public utilities projects. Adam Kiker, LKC Engineering, continued his PowerPoint presentation below.

Chris Doherty, Public Utilities Director provided the following PowerPoint to the Board. Within the presentation, he informed the Board another change order is forthcoming as the current condition of pipe (sewer line at NC Highway 56 at Hillsborough Street) will not allow for CIPP as it is designed. He provided three options for repair but stated bore replacement would be effective, least expensive and would cause little interruption to traffic flow. The change order will be brought before the Board at later date for consideration.

5. TRIANGLE NORTH FRANKLIN, CONTRACT 2 – LIFT STATION AND FORCE MAIN BID AWARD

The Triangle North Franklin project consists of the installation of 14,500 linear feet of 8” sewer force main and a duplex submersible pump sewage lift station. Six bids were received. The lowest and most responsive bidder was ELJ, Inc. of Jacksonville, NC in the amount of $1,329,100. Chris Doherty, Public Utilities Director provided the following PowerPoint to the Board.

Commissioner Dunston made the motion to award the bid to ELJ, Inc. in the amount of $1,329,100. The motion was seconded by Commissioner Speed and duly carried approval with all present voting “AYE.” 6. APPOINTMENTS

Library Board

Commissioner Speed nominated Vickie Hight for reappointment as his representative on

the Library Board. The nomination was seconded by Commissioner Bunn and duly

carried approval with all present voting “AYE.”

7. OTHER BUSINESS Commissioner Foy referenced Senate Bill 155, also known as the Brunch Bill that proposes to allow each municipality/county to decide if it wishes to sell beer and alcohol beginning at 10:00 a.m. on Sundays. Currently it cannot be sold until noon on Sundays. Commissioner Foy suggested the public vote on the matter. The Board instructed staff to look into the matter. 8. BOARD, MANAGER AND CLERK’S COMMENTS

This was the time set aside for the Board of County Commissioners, the County Manager, and

the Clerk to the Board to report on various activities. The Board may also discuss other items of

interest.

County Clerk Kristen G. King: No comments were offered. Commissioner Foy: Commissioner Foy attended the annual Franklin County Firemen’s Association banquet. Commissioner Bunn: No comments were offered.

Commissioner Jones: Commissioner Jones reminded the Board of the Farm-City Week

luncheon scheduled for October 20, 2017.

Commissioner Schriver: Commissioner Schriver suggested the Board examine how it wishes to

operate Triangle North Executive Airport relative to building/leasing hangars.

Commissioner Dunston: No comments were offered.

Commissioner Dickerson: Commissioner Dickerson recently attended the Tar River Festival,

Gold Sand Car and Tractor show and Firemen’s Association Banquet.

Commissioner Speed: No comments were offered.

County Manager Angela L. Harris: Mrs. Harris mentioned the following:

Mrs. Harris informed about an upcoming opioid forum scheduled in Henderson, NC.

Mrs. Harris noted a new sign is forthcoming for use at the hospital.

At approximately 7:42 P.M., Commissioner Bunn made a motion to adjourn, seconded by

Commissioner Speed. The motion duly carried approval with all present voting “AYE.”
