1. INTRODUCTION / WELCOME Dear participants, sports friends, partners and spectators, it is a great honor and pleasure to welcome You on behalf of Auto Club “Delta Sport” organizers of the competition "7. INA RALLY KUMROVEC 2018. ", which will once again be opening of the new rally season of Croatian Car and Karting Federation. Excellent co-operation of the club organizer and co-organizers Municipality of Kumrovec, the Tourist Board of areas Kumrovec-Desinić-Zagorska Sela, Terme Tuhelj and Krapina-Zagorje County contributed to the popularization and quality of the event which we wish in a long term to become a recognizable brand on the tourist map of Krapina-Zagorje County besides sports competition. I hereby wish to thank all the partners and sponsors who support the organization of the rally since its first edition in 2011 and without which certainly it wouldn't been possible to organize such an octane spectacle, and I'm in particular pleased that in this year also Croatian oil company INA will be our partner. Sixth consecutive year Zagorje roads around Kumrovec and Zagorska Sela will become a sports arena for Croatian but also for numerous foreign rally crews and the safety of participants and spectators is the highest priority of the organizers. The best qualified marshals of Croatian rally sport, trained in safety seminars by FIA and ASN were involved in making of the Safety plan as well as they will be in charge during the competition. With the support of numerous supporting services, with their knowledge and experience, over a hundred officials will secure the highest safety standards during the "7. INA RALLY KUMROVEC 2018". We invite the spectators and fans to enjoy the sports program, but also to comply with all instructions of marshals and stewards along the special stages. Kumrovec, which under its name first appears in written documents in 1463 year, with its cultural sights expects competitors, media representatives and spectators of sporting automotive event "7th INA RALLY KUMROVEC 2018". One of the main attractions that awaits You is the Ethnological Museum "Staro selo" Kumrovec, a unique open-air museum with originaly preserved rural homes from 19/20 century, which helds in its centar the birth house of Josip Broz Tito, one of the biggest historical figures from this area. At the entrance to the municipality Kumrovec You will find a monument to the Croatian anthem "Lijepa naša" in protected, significant landscape Zelenjak, surrounded with wooden slopes of river canyons Sutla. Let time stand still for a moment, enjoy the beauty of winter and the smell of bread ovens in the hiža, a traditional Zagorje house. Get to know springtime in the Kumrovec area while listening to bees buzzing in the apple, plum, and pear trees… Discover the pleasures of summertime lying in the shade of a linden tree or under an old grapevine trellis, and experience the lush autumn with its fruits and colors. Walk from one hiža to another, peek into the barn, the corncrib, and the well, and stroll to the end of the village, where the restored elementary school building stands. Meet „Staro selo“ (old Village) Museum, the biggest open-space ethnographic museum in the Republic of Croatia. The unique quality of the Museum are forty or so housing and farming facilities preserved situ, which house permanent exhibits of traditional Hravtsko Zagorje crafts and custom of the late 19th century. At the entrance to the Museum stands the farm of Broz cooperative family, which includes the bridge house of Josip Broz Tito, the most famous native of Kumrovec, with its historic and ethnographic exhibits. The other wooden and brick houses (hiže zidanke and hiže mezank) and the farm facilities have on display tools used by weavers, blacksmiths, potters, wainwrights, makers of traditional Croatian gingerbread and mead, coopers, makers of traditional wind instruments and children’s wooden toys, tanners… You will learn about the operation of firefighting departments, when the elementary school was founded, and may more facts. You will familiarize yourself with the life of a Kumrovec farmer, farmhand, and craftsman of the late 19th century.

The motorsport in Hrvatsko Zagorje occured for the first time in 1970’s. For almost two decades Kumrovec hosted one of the motorsport events with most numerous driver from all around ex-Yugoslavia. It was one of the biggest sporting events in the region with over 200 entrants at the start. Many of them failed to qualify for the finals. With their race finished on saturday, they cheered for their colleagues on sunday. Kumrovec was the host of heavy battles for the trophies, but also a popular gathering point for motorsport fans of all generations. More than 20 years since the last Car and Motorcycle rally Kumrovec was held, Auto Club “Delta Sport” crew decided to revive the tradition. In late 2010 the concept of sprint rally was born and just several months later with a great help of local authorithes the event was held. “First Sprint Rally Kumrovec 2011" took place on April 1st and 2nd, and it was the opening competition of the Croatian Rally Championship. Entry list had a total of 35 crews, with 30 cars at start. Beautiful spring day gathered several thousand spectators who witnessed atractive driving and historical win of Hungarian crew Janos Szilagyi and Viktoria Zejda in Mitsubishi Lancer EVO IX.

The following year the rally was recognized by national and international crews as one with the most demanding special stages. "Second Rally Kumrovec 2012" was held on March 30th and 31st with 40 crews from five countries at start. Once again Janos Szilagyi

and his Lancer EVO IX were to fast for the competition. Navigated by the new co-driver Botond Csanyi, Szilagy managed to win with more than 20 seconds ahead of ex-European hill climb champion Niko Pulić with navigator Sasa Bitterman. Once again weather was fine and even more spectators than year earlier came to see exciting fight for the podium places. The AC Delta Sport set a new standard for organizing of rallies and Second Rally Kumrovec was declared best Croatian rally in 2012 by Croatian Car and Carting Federation.

Great expectations for the "Third Rally Kumrovec 2013" were heavy cross for the organizers who once again did a good job. The decision was made to go even further than previous year. Promotional driving and VIP tent on the special stage were introduced as well as rally party with live concert by Euro Art Band. Due to very cold weather attendance was less than expected, but again fair. Start list had a total of 45 crews, with Szilagyi/Csanyi justifying their role of favourites. Unfortunately they had to withdraw at half of the rally due to co-driver illnes. Daniel Šaškin and Damir Bruner in Mitsubishi Lancer EVO X took advantage of Szilagyi/Csanyi bad luck and won their third overall victory in career. For the second consecutive year Rally Kumrovec was chosen as the best organized in Croatia.

1.5. Motorsport in Kumrovec from seventies till today

Year 2014 was the one of the most difficult in AC “Delta Sport” history and due to financial troubles Rally Kumrovec was canceled. A negotiation with couple of potential general sponsors failed, and it was impossible to meet the standard set in previous years. The decision was hard, but it had to be made, since the organizer didn't want to set an average event. Despite bitter taste in the mouth, the plans for next year were made immediately as the words of comfort were arriving from all sides. With one year off a new challenge was in front of AC “Delta Sport” crew – "Fourth Rally Kumrovec 2015". Still consolidating the budget another high standard event was held with 42 crews from four countries participating. The tightest fight for the overall win was fought by previous winners Szilagyi/Csanyi and Šaškin/Bruner. Last special stage was decisive. Szilagyi and Csanyi were 6,6 seconds faster for their third win in Kumrovec. Lovely weather brought many spectators to the first rally of the season. Once again the organizer got good grades from Croatian Car and Carting Federation.

Well positioned on Croatian motorsport map, Rally Kumrovec appealed new partners prior to it's fifth edition. Croatian oil company has become a sponsor and the part oft he name of the competition “Fifth INA Rally Kumrovec 2016”. The concept of the competition was the same as a year earlier which attracted the crews, 75 in total entered for the rally, and 73 actually arrived in Kumrovec. On Friday, the prologue at Terme Tuhelj Antal Kovacs and Gergo Istovics, as well as Zoltan Lencse and Tamas Hofbauer in Ford Fiestas R5 announced the fight for the top order. Saturday brought a huge invasion of spectators who enjoyed the fight oft he crews on the muddy special stages. Tradition oft he wins of the Mitsubishi Lancers was continued by Krisztian Hideg and Istvan Kerek in the Evolution IX. Kovacs and Istovics were second-placed with a whole second behind, and Daniel Šaškin and Saša Bitterman in Evolution X were third with 16 seconds behind the winner.

Many years of organizational experience have been sublimated into the new concept of special stages. Spectators could enjoy more than 500 passing of the rally cars in just a few hours, on a location that already enjoys the cult status among the motorsport fans. A total of 59 crews from six countries appeared at the start of the 6. INA Rally Kumrovec 2017. The organizer has confirmed it’s innovator status with the record number of R5 cars at the start list with six, for Croatian opportunities until then unseen crews, with such 200.000 euro worth vehicles . Two attractive super special stages at Terme Tuhelj were won on Friday by the Austrians Niki Mayr-Melnhof and Poldi Welsersheimb (Ford Fiesta R5), who later on, on Saturday, March 4, debuted at the Kumrovec stages and gain the victory. Weather was once again good with above average temperature for the first weekend in March. A couple of thousand spectators attended the event during both days.

REGISTRATION PROCEDURE / INFORMATION In accordance with the flight rules every pilot should carry out standard procedures for application of flight. There are no specific protocol for registering the arrival of the helicopter. The airport nearest to the maintenance of the rally airport “Pleso” Zagreb which is located 75 km away from the Kumrovec.

10. RECONNAISSANCE

On Friday, 2 March 2018 from 09:00 till 15:30 hours (Muncipality Kumrovec, Ulica Josipa Broza 12, HR-49295 Kumrovec) all reconnaissance material will be available for the crews. When registering for the reconnaissance, one of the crew members must be present and complete an information sheet giving details of the reconnaissance car, mobile phone number and place where the competitor is staying. The third party insurance of reconnaissance cars must be presented during the reconnaissance registration. The reconnaissance ID number must be attached to the front windscreen (top centre) and on the right and left rear side windows.They must be kept visible for the duration of the reconnaissance period.

10.2.1. Any kind of practice on the rally route is forbidden. 10.2.2. Throughout the entire reconnaissance, the crews must strictly observe the traffic laws effective in the

Republic of Croatia, which generally correspond to those in continental Europe. If not otherwise specified by traffic signs, the maximum permitted speed in built up areas is 50 km/h, outside built up areas 90 km/h, and on highways 130 km/h. Headlights must be on at all times. The use of radar detectors is forbidden.

10.2.3. Each crew will be allowed to drive each special stage during the reconnaissance as many times they can. 10.2.4. The crews are required to present their reconnaissance cards to marshals at the start of each special stage. 10.2.5. In no circumstances may crews drive in the opposite direction to that of the rally in the special stages during

reconnaissance. 10.2.6. Any member of the crew taking part or intending to take part in the 7th INA Rally Kumrovec 2018., who is

found present on the route of any special stage of the rally before 2 March 2018, and/or outside the reconnaissance schedule, will be considered to be performing illegal reconnaissance.

10.2.7. The Organizers will control the route of special stages on a regular basis. 10.2.8. Any infringement of the reconnaissance regulations and particularly reconnaissance outside the given

schedule will be considered a very serious offence and will be reported to the Stewards who may impose a penalty that may go as far as start refusal.

Friday, 2 March 2018:

09:00 - 12:00: Special stages 1, 2: Kumrovec 1, 2 12:30 - 15:30: Special stages 3, 4: Zagorska Sela 1, 2 15:45 - 16:15: Prologue 1, 2: Terme Tuhelj 1, 2 (only by foot)

Crews are strictly prohibited driving in the opposite direction from the direction established by the special stages! Any infringement of the reconnaissance regulations and particularly reconnaissance outside the given schedule will be considered a very serious offence and will be reported to the Stewards who may impose a penalty that may go as far as start refusal!

11. SCRUTINEERING

Scrutineering Scrutineering will be on Friday 2 March 2018 from 09:30 till 14:30 hours, „ŠTEFAN d.o.o.“ Razvor 24D, 49295 Kumrovec. Each crew must report to the administrative checks at its individual time given in the schedule published in the entry confirmation on Tuesday 27 February 2018. Mud flaps It is possible to fit transversal mud flaps in conformity with Appendix J Article 252.7.7. Windows/Nets The windows must be certified for road use and in conformity with Appendix J article 253.11. „Windows/nets“. Driver’s safety equipment The control of the drivers` helmets and equipment will take place at scrutineering. Helmets must be as listed in Technical List No. 25 of FIA Appendix J. It is compulsory for drivers and co-drivers to wear gloves (not mandatory for co-drivers), underwear, socks, shoes and homologated overalls, which comply with the FIA 8856-2000 Standard. Using of HANS® system which comply with the FIA 8858-2002 Standard is mandatory for all drivers according to the FIA Appendix L, CHAPTER III, Art. 3. Noise level For safety reasons, on special stages only, the possibility of bypassing the exhaust silencer is recommended, provided that the exit of the exhaust gases is in conformity with Appendix J and, for cars fitted with a catalytic converter that the gases themselves pass through this catalytic converter. At any time on the road sections, the noise level must be in conformity with Appendix J. Special national requirements Cars must be presented to the scrutineers with rally plates, competition numbers and optional advertising, if taken, affixed. Any crew reporting late at administrative checks and scrutineering (according to the time indicated in the entry confirmation) will be penalized as follows:

- up to 30 min 40 € - 30 to 60 min 80 € - over 60 min 150 € + penalty according to the decision of the Stewards of the Meeting

Installation of Safety Tracking System Safety Tracking Device will be provided during the collection of materials for reconnaissance. The Deposit of €100 shall be paid at the collection of the device and will be refunded after return of the undamaged device. Instalation instructions will be available at www.rally-kumrovec.com. The correct functioning and installation of the equipment will be checked at scrutineering. Final checks Immediately after the finish podium, cars selected by the Stewards will be taken for the final checks, which will be carried out in „Šplajt.“ Razvor 15, 49295 Kumrovec. The final checks will start on Saturday 3 March 2018 around 18:15 hours. Crews are obligated to observe the instructions of the Organisers. The competitors are obliged to ensure that at least one representative of the entrant and the relevant number of mechanics are present at the final checks.

12. START PROCEDURE

Ceremonial start procedure and order The Ceremonial start will take place on Saturday, 3rd March 2018 at 09:01 hours from Museum “Staro selo” (1st crew), HR-49295 Kumrovec, at which all crews must participate. All cars will start according to Start list. Crew and vehicle are free after the ceremonial start.

Permitted early check-in Crews are authorised to check-in early (before their target time) at the following time controls; 4C (Holding area IN) and 4D (Parc ferme IN), without incurring a penalty for early arrival. Starting system of special stages After the marshal at start gives the crew the time card with the starting time for the road section entered, he will indicate the start lights. The lights will be red. The driver has 30 seconds to get ready to start. The time to start is signaled by the light changing from red to green. The competing car must start within 5 seconds and the time keeping will begin when the car crosses the photocell line after 0.4 meter. In case of the start light not functioning; the start will be given manually with flags.

13. FINISH PROCEDURE

Rally finish with time control TC 4D „Parc ferme IN”. Prize-giving for all classification will take place in Kumrovec

(Museum “Staro selo”) at 18:00 hours in Saturday 3rd March 2018.

The ownership of Cups owergiven to winners will be confirmed after official final classification.

Climatie characteristics In the area of Krapina-Zagorje County, the general characteristics of the microclimate, prevailes humid-continental type of climate characterized with moderately warm summers, quite rainy and cold winters. The impact on climate:

o general atmospheric circulation that is characteristic for the geographical latitude o the influence of the Pannonian Basin o the impact of the mountain of the Alps o relief as the impact on local climate differences

Temperature The highest temperature exceeding 30 °C were recorded in June, July and August. Minimum annual temperature below 10 °C were recorded in January (- 20.5 °C), February (-22 °C), March (-15.5 °C) and December (-17.2 °C). Just three months (June, July, August) have negative temperatures. Icy days of the year mostly in the month of January, February and December. Precipitation Krapina-Zagorje County is an area of continental precipitation regime with frequent and abundant rains in May, June and July, ie during the vegetation period. More precipitation maximum in November while the least rainfall is in the month of February and March. Fog It is noticed that throughout the year there is the possibility of fog and only in the morning and evening periods of the day (summer season of the year) or during the day in winter. The greatest number of days with fog are September, October, November and December. Annually, a total of 56 days with fog, which represents 15.3% of the year with reduced visibility. Wind Wind flow in Zagorje is under the influence of relief. Westerly winds are most prevalent with 45% during the duration of the year. In second place were the eastern winds with 29% life, while period without wind around 6% of the time. The maximum wind force range of 6-9 Beaufort and the strongest winds occurring from late autumn to early spring. Kumrovec Kumrovec is a picturesque village in the central part of Croatia, part of the Krapina-Zagorje county, on the Sutla river, along the Croatian-Slovenian border. The Kumrovec municipality has 1,588 residents (2011 census). Today the major attraction of Kumrovec is the Ethnological Museum Staro Selo (Old Village) Kumrovec with very well preserved village houses from the turn of 19th/20th century. The reconstruction and redecoration of these houses started in 1977. So far 40-odd houses and other farm-stead facilities have been restored, which makes Staro Selo the most attractive place of this kind in Croatia. Visitors may see permanent ethnological exhibitions such as the Zagorje-style Wedding, the Life of Newly-weds, From Hemp to Linen, Blacksmith's Crafts, Cart-wright's Craft, Pottery, From Grain to Bread, etc. A special attraction of the village is the birth house of the president of former Yugoslavia - Josip Broz Tito, with a monument.
