It is recognized that the Maritime Administration should determine the adequacy of the knowledge, qualifications,

skills and experience of the personnel assigned as OIM of each MOU. 

Key personnel or person in charge or delegated to hold responsibilities with regard to capabilities and limitations of theunit and should have a full knowledge of the organization and actions to be taken in an emergency and the need to

conduct and keep records of emergency drills and training.

Hold a Bachelor of Science or equivalent degree from a recognized school of technology andhave at least one year of service as driller.
