1. I INTRODUCTION The 6th KUSA Games 2017 shall be run as per the rules and regulations that

have been agreed on by the HODs on behalf of the Kenya University Sports

Association at their meeting held on Friday 28th July 2017.

2. SECTION ONE – GENERAL RULES

2.1 GENERAL ORGANIZATION AND ADMINISTRATION

2.1.1 The 6th KUSA Games 2017 shall be held under the auspices and

administration of the Kenya University Sports Association (KUSA)

represented by the Executive Committee, and hosted by Dedan Kimathi

University of Technology (DeKUT), represented by the Local Organising

Committee .

2.1.2 The 6th KUSA Games 2017s are intended to provide a medium of high–level

competition and participation for the national talented University students

for health expression of excellence in performance and in fulfilment of the

Constitution of KUSA.

2.1.3 The games shall be organized by the Local Organizing Committee (Dedan

Kimathi University) and directly supervised and administered by the

Technical Committee of the Kenya Universities Sports Association

2.1.4 The sporting events shall be organized in the Olympic Spirit by which no

discrimination is allowed against any University or person on grounds of race,

religion and political or cultural affiliation.

I. For the athletes emphasis should be placed on fair play, safety,

honour of team mates, opponents, acceptance of victory with humility

and defeat with grace. Competing by unfair means is not permitted.

II. The coaches, although doing the utmost within the rules to enable

their teams win, must place honour, team welfare and respect for the

officials and fellow coaches above victory.

III. All officials should be just, objective and courteous but also firm in

enforcing the rules.

2.2 COMPETITION EVENTS 2.2.1 The following disciplines shall be hosted during the competition:

2.2.2 Each discipline shall ideally be run under the current rules of the game as

set out by the respective International Federations with modifications that

will be made prior to the games by the Technical Committee of the LOC. The

final Interpretation of these rules will however lay with the Chairman of the

Technical Committee.

2.2.3 For a discipline to count as official whose participation will win official

medals and score for the team. It must:-

I. Have a minimum of 5 (five) Universities participating for category one,

and 4(four) Universities for category two.

II. Be amongst those approved in the regulations and confirmed at the

pre- games technical meeting.

2.3 GENERAL SCORING AND AWARDS

2.3.1 Each team shall be credited with the total Gold, Silver or Bronze medals it

earns from each of the events. In any case the Gold shall be placed higher

than Silver and Silver higher than Bronze. Therefore, a team with a single

Gold medal shall be placed higher than a team with a lot of silver medals if

such a team has no gold at all.

2.3.2 Awards shall include certificates (Merit & participation), trophies and

medals.

2.3.3 Trophies shall be issued to over-all winners and runners –up i.e. men, women

and combined according to the medal tally.

2.3.4 Medals (Gold, Silver and Bronze) shall be given out to the top three

teams/individuals per event at the site of the event immediately after the

respective final match to avoid congestion at the closing ceremony.

2.3.5 A Certificate of merit shall be awarded to a medal winning athlete, while the

rest shall be awarded with Certificates of Participation.

2.4 ELIGIBILITY

2.4.1 The competition is open to all full-fledged Degree awarding Universities and

University Colleges in Kenya as duly registered with the Council for

University Education.

2.4.2 All participating institutions must be bona-fide members of KUSA. The

institution should be up-to-date with the subscription and affiliation fees

payments; and must adhere to the rules and regulation of KUSA including

that of deadlines.

2.4.3 All participants shall be bona fide students who are registered in the

respective universities that they are representing; and actively pursuing a

Diploma/Degree course lasting at least 2(two) years.

2.4.4 The maximum age limit for competitors shall not be more than twenty-five

years (25) by 31st December 2017. i.e must be born 1st January 1992 and

after.

2.4.5 Official proof of student’s status and age must be provided as per KUSA

Eligibility Subcommittee requirements for accreditation.

I. Either the Original birth certificate for those under 18years;

National ID (for all Kenyan nationals 18years +) and passport/Alien

Identity (for foreign students) shall be used to confirm age.

II. A form for each individual competitor shall be dully signed by the

Registrar of the competitor’s university and the sports officer.

III. A fees statement for the current academic year will be necessary to

indicate academic eligibility of the student. It shall be duly signed and

stamped by the relevant finance/registry and sports officer. A letter

from the accounts office may be used to clear students on sports

scholarship/bursary.

IV. A Student’s valid I.D/Admission letter will also be required.

2.4.6 Any false information given by an institution shall lead to disqualification of

the affected team.

2.5 ACCREDITATION AND TEAM ENTRIES

2.5.1 All sports participants and officials will have to be accredited in order to

gain access to the Games.

2.5.2 In all cases, the organizers shall request for identification of the students

and prior to the start of each event, players shall be required to produce

their accreditation cards.

2.5.3 The accreditation should be done well in advance and in liaison with KUSA.

2.5.4 Online registration and games accreditation shall be used, with all persons

required to submit requirements through the provided portal. Each

institution shall provide details from every participant giving biographic and

affiliation details and endorsed as well as stamped by the respective

Academic Registrar.

2.5.5 All individual entries shall be submitted not later than 30 days before the

date of the opening ceremony

2.5.6 All participants shall to produce actual documents, as may be required for

proof on arrival, to facilitate the issuance of an accreditation card.

2.5.7 Accreditation shall be card carried around campus and all related areas for

security reasons.

2.5.8 Data required from participating.

2.6 MEDICAL

2.6.1 Note that organizers will facilitate first aid services during matches as well

as evacuation, in case of emergencies.

2.6.2 It is the responsibility of the respective participating intuitions to pay for

any outpatient and inpatient medical expenses. Each institution should thus

make provision for medical care related expenses.

2.6.3 The hosts shall endeavour to avail information pertaining to the available

medical facilities to be used for inpatients or outpatients care such as costs

for consultations, admission etc.

2.6.4 All institutions are advised to carry their own first aid kits

2.8 TECHNICAL SET UP AND REGULATIONS

2.8.1 A Technical Committee (TC) to oversee and ensure the right implementation

and interpretation of the rules of the games and competition regulation is

set up and will exercise its mandate from the start of the games to the

completion of the games. This shall consist of a Chairman, Secretary and 5

other members, selected on the strength of their technical exercise and

experience.

2.8.2 The Technical Committee (TC) shall ensure the smooth running of the games

according to each discipline and in conformity with the general regulation

governing the games.

2.8.3 For each discipline on an ad hoc basis, the Technical Committee shall

constitute Technical Sub –Committees (TSC) to which all matter technical

shall be referred. The TSC will consist of:

Chairman who will also act as Secretary

One member from each of the participating University (where possible)

In case of dispute, representatives of the teams involved.

2.8.4 The TSC will have their meeting on the eve of the games.

2.8.5 The TSC shall take charge of the day-to-day running of each discipline. The

technical committee shall be constituted during the delegates meeting.

2.8.6 The duties of the Technical Sub-Committee (TSCs) shall be:

I. To ensure that the respective discipline is run in strict adherence to

the rules of the games of the respective discipline.

II. To appoint and take charge of match/game referees and other

officials for all matches.

III. To collect and compute the results of all the matches played and

ascertain they are forwarded to the Chairman Technical Committee as

soonest possible but in any case no later than the end of the material

day when the game(s) was/were played.

IV. Handle, as a first step, all complaints that come up in the discipline. In

case the dispute is not resolved, the TSC shall refer it to the Games

Jury whose decision shall be final.

V. Reschedule fixtures after consolation with the Technical Committee.

2.9 PROTEST, APPEAL AND THE GAMES JURY

2.9.1 All protests shall be given in writing to the coordinator TSC not more than

Thirty (30) minutes after the ending of the affected match. The

coordinator of the TSC shall if necessary, call the committee. The ruling by

the committee shall be given within one (1) hour after official receipt of the

protest

2.9.2 Such a protest must be accompanied by an appeal fee of Kshs 5,000. This

money will be refunded if the appeal is successful and forfeited if

unsuccessful.

2.9.3 A Games Jury shall be constituted and approved on the pre-games Technical

meeting. It shall consist of the following:

Chairman- A Senior Sports Personality.

Secretary –Local Organizing Committee Chairman.

Three (3) members from universities other than the chairman’s University.

2.9.4 All appeals must be made within 30 minutes after communication from the

coordinator of the TSC, to the Secretary of the appeals committee who

shall then call the Jury of Appeal.

2.9.5 The Jury of Appeal shall consist of;-

I. Chairman- Technical Committee (has a casting vote)

II. Four members elected during the 1st meeting of the games.

III. Secretary of the Technical committee (Recording)

IV. The coordinator of the TSC of the concerned disciplined or any

person the jury feels is necessary in solving the impasse.

2.10 CONDUCT OF PARTICIPANTS

2.10.1 All participants and officials must conduct themselves with decorum and in a

manner that will not negate the Kenya University Sports Associations

standing regulations, regulations and common guidelines on harmonious

grouping and existence.

2.10.2 Any person infringing these norms will be excluded from the venues through

an order of the Local Organizing Committee and consequently fore-go any

stakes and further participation in the Games. The Games Jury will however

have the last say in this.

2.11 GENERAL DISCIPLINE DURING THE GAMES

2.11.1 All players and spectators are expected to keep discipline during the

matches. Each University will be expected to cooperate with the organizers

for the smooth running of the Games. Each University will be held

accountable for the behaviour of their teams and fans.

2.11.2 If a team wilfully refuses to play or abandons a match in progress without

prior consent of the match referee, then, subject to confirmation by the

disputed committee, the team will be sanctioned accordingly.

2.11.3 A team may play under protest

2.11.4 If a team has been expelled from the tournament for whatever reasons,

then the team shall be deemed to have been awarded no pool competition

table points.

2.11.5 For the purpose of determining standing s in the pool competition table, all

match results against such a team shall be deemed null and void. This means

that all pool competitions table points awarded in matches against expelled

teams and points scored or conceded in matches against the team will not be

taken into account in determining standing in the pool competitions table.

2.11.6 A team listed first in a fixture will be designated the home team and the

2nd listed the away team. In case of clash in the colour of uniforms, the

away team shall be called upon to change their uniform.

2.12 HONOUR OF FIXTURES

2.12.1 All registered competitions (team/individuals) must honour a fixture unless

informed in writing of its cancellations by the coordinator of the discipline.

2.12.2 All teams must report to the competition venues, and report to the officials

twenty minutes before scheduled kick of time.

2.12.3 Only the Technical Committee Chairman on recommendation of the relevant

TSC shall give a walk over.

2.13 MODE OF PLAY

The mode of play for each discipline shall be done in advance by the co-

ordinators of each sport. The team that won the previous edition shall be

seeded on top

2.14 RIGHTS AND REGULATIONS OF THE ORGANIZING

COMMITTEE

2.14.1 A member of KUSA awarded to organize the Games shall be directly

responsible to KUSA and will report to the Executive Committee. The Local

Organizing Committee is responsible for and must make all necessary

arrangements for the Games subject to the approval of KUSA

2.14.2 The organizing Committee must ensure that all member Universities are kept

fully informed of all necessary technical and other arrangements. Entry

forms shall be supplied in good time to be completed and returned by closing

date.

2.14.3 The Local Organizing Committee must maintain close liaison with the

delegates of KUSA Executive at all times.

2.14.4 The Local Organizing Committee shall have the right to:

I. Nominate a representative to attend the meetings of the Executive

Committee before and during the Games.

II. Nominate a representative who will act as a liaison officer to the

games. (Technical Secretary)

III. Nominate representatives to attend the meeting of Technical

Committees.

2.15 OBLIGATIONS TOWARDS PARTICIPANTS, COMPETITORS

AND OFFICIALS

2.15.1 The Local Organizing Committee shall provide and is responsible for, at a

cost determined by the Executive Committee of KUSA provide the following:

I. Venues, facilities, materials and equipment officially recognized by

the appropriate International Federation, for the smooth running of

the games events. Every team must carry playable equipment e.g

(ball, protective gear, racquets, hockey sticks) etc .

II. Provide the necessary referees, judges etc for running of

competitions according to the regulations of KUSA except where

special regulations determine otherwise.

III. An efficient information system to keep the participants duly

informed about the program and the results of the events.

IV. All the necessary cards for KUSA to accredit the participants

V. All necessary medals, merit and participation certificates

VI. Seats at venues for members of KUSA Executive and other VIPS

VII. Sufficient seats at the sports venues for competitors and accredited

officials of each sport.

VIII. Offices with the necessary secretarial staff, and equipment for use

by KUSA Executive Committee

IX. Reasonable places for the press, journalists, radio and television

personnel.

X. A room to act as the jury of appeals headquarter that will be

accessible for all teams.

II. All matches shall be best of THREE (unless the TSC decides otherwise

at the beginning of the championships).

III. The matches will be singles and doubles.

IV. Each institution may enter a maximum of 3 players for the singles and

one pair for the doubles event.

V. These events shall run parallel so institutions are encouraged to enter

different player for the different events.

VI. Each team will be composed of two singles and one doubles. Each seed

shall play the corresponding seed.

VII. All matches shall be best of three.

VIII. The team winning most games shall be the winner. In the event of a tie

in a game the team winning most sets will be awarded the match. If a

tie still

IX. exists the team with the least point’s score against it will be awarded

the match.

X. For league or pool league, a tie in position may happen. In this case the

team which won the most sets shall be placed higher.

XI. This is a team event that requires a minimum of TWO players to

participate

3.3.3 Basketball

I. FIBA rules will apply.

II. In the case of a disqualifying foul, the concerned player shall be

suspended for the next match. However, incase of extreme

indiscipline, the TSC may recommend a longer suspension from the

matches.

III. Each match shall last 32 minutes, with each quarter lasting 8 minutes

running, unless agreed by the meeting held on the first day of the

games.

IV. At the semi finals and finals the match will be played forty (40)

minutes stopping time unless agreed by the meeting held on the first

day of the games.

3.3.4 Chess

I. The F.I.D.E rules shall apply Scoring as team

III. There shall be eight rounds of play in line with the Swiss system of

IV. Players shall be seeded 1-4. The seeding shall be handed to the

organizers immediately after the first TSC meeting.

game shall be allowed one and a half hours for the whole game.

3.3.8 Hockey

I. International Hockey Federation (FIH) rules shall apply

II. Preliminary matches will be played for fifteen (15) minutes per

quarter, unless agreed upon on the first day of the games.

III. Semi finals and finals shall be played for thirty (1) minutes per half

with an interval of five (5) minutes, unless agreed upon on the first

day of the games.

IV. If there is a tie in position the team with the favourable differences:-

i. Between goals for and goals against shall be considered the

winner.

ii. If a tie still persists, the team with the highest number of

goals shall be considered the winner.

3.3.9 Karate

I. The Japanese Karate Association(JKA) rules and regulations shall

3.3.14 Soccer

I. FIFA laws of the game shall apply except, for the duration of matches

which shall be agreed upon on the first day of the games.

II. Unless agreed upon, each pool Quarter and matches shall be played

for 20 minutes each half. , semi-final and final matches shall be 30,

minutes each half respectively. In case of a draw, post match penalty

shootouts shall be used to determine the winner.

III. If there is a tie in position the team with the favourable differences:-

i. Between goals for and goals against shall be considered the

winner.

ii. If a tie still persists, the team with the highest number of

goals shall be considered the winner.

iii. Further, the ‘head to head’ shall be considered

I. International Table Tennis Federation rules shall apply save for the

number of players that will be determined by TC.

II. Each match will be the best of three sets.

III. Single services alternates between opponents every two points until a

player reaches eleven points with at least two points lead. If both

reach ten points, then service alternate after each point until one

player gains a two-point advantage.

IV. Double service alternates every two points between sides. At the end

of every two points the receiving player becomes the server and the

partner of the receiving player becomes the receiver. The matches

will be singles and doubles.

V. Each institution may enter a maximum of 3 players for the singles and

one pair for the doubles event.

VI. These events shall run parallel so institutions are encouraged to enter

different player for the different events.

3.3.17 Tae Kwon Do

I. The World Tae Kwon Do federation rules and regulations shall apply.

II. This will be a weight category contest with each institution allowed

only one competitor per weight category) weighing in shall be done on

the day(just before the game) of competition.

The duration of the contest shall be three rounds of three minutes

with one Minute of rest between rounds in male and female divisions.

However, the duration of the contest may be shortened to three

rounds of two minutes with one minute of rest between rounds.

XII. Legal scoring areas

XIII. Mid –section of the trunk: The abdomen and both sides of the flank

XIV. Face: The permitted parts of the face.

XV. Points shall be awarded when permitted techniques are delivered

accurately and powerfully to the legal scoring areas of the body.

However, when a contestant is knocked down as a result of the

opponent’s attack on a part of the trunk protector which is not part of

a legal scoring area, such a technique shall be regarded as a point.

Each scoring technique shall earn 1 (plus one) point. Match score shall

be the sum of points of the three rounds.
