Zone 7 Water Agency Annual Report for the Groundwater Management Program 2016 WY July 2017 6 Groundwater Quality/Inorganics 6.1 Program Description The main purpose of monitoring groundwater quality is to assure that remediation of past groundwater degradation is proceeding and that no new degradation has occurred or is occurring. This section describes the groundwater quality of the Livermore Valley Groundwater Basin, and focuses primarily on four inorganic constituents of concern (total dissolved solids [TDS], nitrate, boron, and hexavalent chromium [CrVI]) in the Main Basin. Other (organic) contaminants (petroleum hydrocarbons, synthetic organic compounds, solvents, etc.) are discussed in Section 12 Water Quality Sustainability. The data collected in this program are used to provide data for Zone 7’s management programs addressing water supply and water quality. Management programs and tools such as the groundwater model, Salt Management Plan (SMP), and Nutrient Management Plan (NMP) are also discussed in Section 12 Water Quality Sustainability. Other than localized contamination from toxic sites (discussed in Section 12.5), the main inorganic constituents of concern for meeting the Livermore Basin groundwater quality objectives are TDS (as a surrogate for mineral salts), nitrate, boron, and CrVI. The following are Zone 7’s groundwater quality objectives for the four primary groundwater constituents of concern: TDS (Main Basin): ambient or 500 milligrams per liter (mg/L), whichever is lower TDS (Fringe Areas): ambient or 1,000 mg/L, whichever is lower Nitrate (as N): 10 mg/L (the primary MCL) Boron: 1.0 mg/L (an agricultural supply target) Hexavalent Chromium: 0.010 mg/L (the primary MCL) The TDS objectives are based on non-health related drinking water standards (secondary Maximum Contaminant Levels [MCL]), RWQCB Basin Objectives, and achieving a sustainable salt balance in the basin. 6 Groundwater Quality/Inorganics

6.1 Program Description

The main purpose of monitoring groundwater quality is to assure that remediation of past groundwater degradation is proceeding and that no new degradation has occurred or is occurring. This section describes the groundwater quality of the Livermore Valley Groundwater Basin, and focuses primarily on four inorganic constituents of concern (total dissolved solids [TDS], nitrate, boron, and hexavalent chromium [CrVI]) in the Main Basin. Other (organic) contaminants (petroleum hydrocarbons, synthetic organic compounds, solvents, etc.) are discussed in Section 12 Water Quality Sustainability. The data collected in this program are used to provide data for Zone 7’s management programs addressing water supply and water quality. Management programs and tools such as the groundwater model, Salt Management Plan (SMP), and Nutrient Management Plan (NMP) are also discussed in Section 12 Water Quality Sustainability.

Other than localized contamination from toxic sites (discussed in Section 12.5), the main inorganic constituents of concern for meeting the Livermore Basin groundwater quality objectives are TDS (as a surrogate for mineral salts), nitrate, boron, and CrVI. The following are Zone 7’s groundwater quality objectives for the four primary groundwater constituents of concern:

The TDS objectives are based on non-health related drinking water standards (secondary Maximum Contaminant Levels [MCL]), RWQCB Basin Objectives, and achieving a sustainable salt balance in the basin. The nitrate objective is based on the State’s primary MCL for drinking water, which is public health-based. Boron is a groundwater parameter of interest for the valley’s agriculture and golf communities because of its potential to negatively impact certain irrigated crops and turf. CrVI was recently added as a constituent of concern when the MCL was reduced from 0.050 mg/L to 0.010 mg/L effective July 1, 2014.

Hardness, which is closely related to TDS levels, is another groundwater parameter that influences Zone 7’s ability to meet its delivered water quality targets. In 2015, Zone 7 completed a Nutrient Management Plan (NMP) for the Livermore Valley Groundwater Basin (see Section 12.1.1). Historically (including for the NMP), Zone 7 analyzed and reported Nitrate as NO3, which has a primary MCL = 45 mg/L. However, to be consistent with other published nitrate considerations, and RWQCB use, Zone 7 converted all of its historic nitrate data previously stored as “Nitrate as NO3” to “Nitrate as Nitrogen (N),” which has a primary MCL of 10 mg/L. The conversion formula between the two nitrate results is:

Nitrate as N = Nitrate as NO3 /4.429

Going forward, including within this 2016 WY Annual Report, Zone 7 is now reporting its nitrate values as Nitrate as N (MCL = 10 mg/L).

Chromium (Cr) is a heavy metal that occurs naturally throughout the environment, including the Livermore Valley Groundwater Basin. The following description of natural sources of Chromium is taken from the State Water Resources Control Board (SWRCB) Division of Water Quality’s Groundwater Information Sheet on Hexavalent Chromium (SWRCB, 2014).

Chromium is a metal found in natural deposits of ores containing other elements, mostly as chrome-iron ore. It is also widely present in soil and plants. Under most conditions, natural chromium in the environment occurs as trivalent chromium (Cr+3). Under oxidizing conditions, alkaline pH range, presence of MnO2 and minerals containing chromium, part of it may occur as hexavalent chromium (Cr+6) dissolved in groundwater. Recent sampling of drinking water sources throughout California suggests that hexavalent chromium may occur naturally in groundwater at many locations. Naturally occurring hexavalent chromium may be associated with serpentinite-containing rock or chromium containing geologic formations.

Zone 7’s Water Quality Program has been monitoring “total Cr,” regardless of its valance, as a matter of routine along with other select metal ions. The trivalent form (CrIII) is a required nutrient with very low toxicity; however the hexavalent form (CrVI) is more toxic and has been known to cause cancer in rats. Zone 7 has a significant amount of historical monitoring data for total Cr, but not for CrVI. Recently, Zone 7’s Water Quality Laboratory determined that most (>90%) of the total Cr detected in Zone 7’s groundwater is in CrVI form, and in some supply wells, it is near the MCL. With the approval of the Division of Drinking Water, Zone 7 is allowed to blend water produced from these wells with other sources of water as needed to minimize any potential risk of exceeding the MCL. Starting with the 2015 WY Annual Report, and continuing in the 2016 WY, Zone 7 includes contour maps of total Cr for both the upper and lower aquifers (Figure 6-10 and Figure 6-11).

Figure 6-1 and Table 6-2 contain a map and list, respectively, of the wells in the Groundwater Quality Program.

Table 6-3 contains a table of groundwater quality data collected from the Groundwater Quality Program network wells during the 2016 WY.

Figure 6-4 to Figure 6-11 show maps of TDS, nitrate, boron, and total chromium concentrations for the upper and lower aquifers, respectively.

Figure 6-12 shows historical graphs of TDS concentrations in the Key Wells.

Figure 6-13 through Figure 6-16 are groundwater hydro-chemographs showing time-series trends of TDS, nitrate, and boron concentrations with respect to groundwater levels for select monitoring wells in each of the major subareas.

6.1.1 Objectives

There were a total of 222 wells in the Zone 7 groundwater quality monitoring program during the 2016 WY (shown on Figure 6-1). Each well in the program was monitored and/or sampled to fulfill one or more specific objectives. Table 6-2 lists all of the wells in the program, the objective(s) of monitoring each well, and the frequency of monitoring or sampling for each objective. The objectives are summarized below. Well construction details for each of the wells in the program are provided in Table 5-3 (Section 5).

Zone 7’s Water Quality Sampling (GQ) – Groundwater quality sampling is performed annually basinwide. Sampling is performed in some wells more frequently if required for one of the additional programs described below. In general, the samples are analyzed by Zone 7’s in-house Water Quality Laboratory for physical water parameters, inorganic minerals and select metals. No hydrocarbon or other organic chemical parameters are included in the routine analyses of these monitoring well samples. For other chemical contaminant concerns, refer to Section 12. In some cases, wells are sampled and analyzed by an outside entity. In those cases, the results are supplied to Zone 7 by the outside entity for input into the program database.

Del Valle Water Rights (WR) – Semi-annual sampling for water quality and continuous or monthly monitoring of water levels are required for certain wells to maintain Zone 7’s Arroyo Valle water rights application (see Section 5.2 for a discussion of groundwater elevation results). The laboratory analyses are the same as the analyses conducted for the routine Water Quality Sampling objective described above.

Municipal Supply Well (Mu) – Quarterly or annually sampling for water quality and drinking water operating permit compliance are conducted on the municipal supply well samples. The analyses conducted include the routine analyses of Zone 7’s Water Quality Sampling described above plus the analyses required for compliance with Title 22

Domestic Water Quality and Monitoring Regulations as established by the California Division of Drinking Water (22CCR Section 64416).

Salt/Nutrient Management Plan (SNMP) – Annual sampling and water quality analyses of monitoring wells located within and around known areas of elevated TDS and nitrate is part of the routine basinwide water quality monitoring program. The results are used to track the impacts of salt and nutrient loading and/or progress of salt and nutrient removal efforts. Occasionally, additional wells are sampled within the water year to further the delineation and characterization of the elevated concentration plumes. Information on Zone 7’s SNMP and any special study conducted in the water year is discussed in Section 12.

Dublin San Ramon Services District (DSRSD) – DSRSD provides Zone 7 with results of their semi-annual water quality monitoring of several monitoring wells located around their Regional Wastewater Treatment Facility and Dedicated Land Disposal Site in Pleasanton. Their monitoring of these wells is a permit requirement for their wastewater treatment facilities and operations. Seven of these wells are included in Zone 7’s Groundwater Quality Monitoring Program. Occasionally, at Zone 7’s request, DSRSD provides Zone 7 with “sample splits” for Zone 7 to conduct its own analysis. The seven DSRSD wells are listed in Table 6-A below. The results are included in the Upper Aquifer Zone discussions in Section 6.2.

6.1.2 Program Changes for the 2016 WY

The following changes were made to the program for the 2016 Water Year:

Monitoring wells 3S/3E 6Q3 and 3S/3E 6Q4 were installed by Zone 7 at its Patterson Pass Water Treatment Plant to facilitate the design of a capital improvement project. These wells were temporarily added to the water quality monitoring program in the 2016 WY.
