- took note of the following documents:
the draft agenda for the April II part-session (from 26 to 27 April 2017) in Brussels,
and the draft agenda for the May I part-session (from 15 to 18 May 2017) in
Strasbourg;
a letter dated 4 April 2017 from Ms WIKSTRÖM, Chair of the Conference of
Committee Chairs, submitting a recommendation regarding the agenda of the
May I part-session (from 15 to 18 May 2017) (PE 602.128/CPG and annexes);
- held an exchange of views with the participation of Mr WEBER, Chair of EPP Group,
Mr PITTELLA, Chair of S&D Group, Ms STEVENS, acting Chair of ECR Group,
Mr VERHOFSTADT, Chair of the ALDE Group, Ms ZIMMER, Chair of the GUE/NGL,

4. Communications by the President
4.1 President’s visit to London, United Kingdom
The Conference of Presidents
- heard the President report that he had accepted an invitation from Ms MAY, Prime
Minister of the United Kingdom of Great Britain and Northern Ireland, to London, United
Kingdom, with a view to maintaining and strengthening a cooperative approach, against
the backdrop of Parliament’s resolution on negotiations with the United Kingdom
following its notification that it intended to withdraw from the European Union;
- endorsed the President’s approach.
4.2 Meeting with Ms MOGHERINI, Vice-President of the European Commission/High
Representative of the Union for Foreign Affairs and Security Policy
The Conference of Presidents
- heard the President propose that Ms MOGHERINI, Vice President of the European
Commission/High Representative of the Union for Foreign Affairs and Security Policy,
be invited to a forthcoming meeting of the Conference of Presidents to discuss current
international developments, and that Mr McALLISTER, Chair of the Committee on
Foreign Affairs, and Ms AYALA SENDER, Chair of the Conference of Delegation
Chairs, be invited to that meeting;
- endorsed the President’s proposal.
4.3 Meeting of the Conference of Presidents with the incoming Council Presidency in Tallinn, Estonia
The Conference of Presidents
- heard the President note that a meeting of the Conference of Presidents with the incoming
Estonian Council Presidency would take place on 30 May 2017, in Tallinn, Estonia, and
that the meeting would be guided by the following principles: the Conference of
Presidents, as Parliament’s political governing body, would represent Parliament’s

priorities for the term of the Council Presidency, based on a content-oriented programme
and meeting agenda, and that the programme would include an event with civil society;
- heard the President propose that the programme be discussed in more detail at a
subsequent meeting;
- endorsed the President’s approach.
4.4 Guest speakers in plenary
The Conference of Presidents
- heard the President report that Mr GUTERES, Secretary-General of the United Nations,
would speak in plenary, on 17 May 2017, and that Mr OUATTARA, President of the
Ivory Coast, would be invited to speak in plenary in June 2017, in view of the forthcoming
EU-Africa Summit in Abidjan, Ivory Coast, in November 2017;
- endorsed the President’s approach.

5. Preparation of the extraordinary meeting of the European Council on the UK withdrawal from the
EU, on 29 April 2017
The Conference of Presidents
- took note of the following documents:
a draft motion for a resolution dated 29 March 2017 to wind up the debate on
negotiations with the United Kingdom following its notification that it intends to
withdraw from the European Union (PE 620.123/CPG);
a statement by the European Council dated 29 March 2017 on the United Kingdom’s
notification of its intention to withdraw from the European Union, under Article 50
TEU (PE 602.159/CPG);
a letter dated 29 March 2017, from Ms MAY, Prime Minister of the United Kingdom
of Great Britain and Northern Ireland, to Mr TUSK, President of the European
Council, notifying the European Council of the United Kingdom’s intention to
withdraw from the European Union, under Article 50 TEU (PE 602.158/CPG);
- heard the President introduce the item by recalling Parliament’s plenary debate and its
resolution on negotiations with the United Kingdom following its notification that it
intended to withdraw from the European Union, adopted on 5 April 2017;
- heard the President propose that the resolution would serve as a basis and mandate for his
address at the extraordinary meeting of the European Council on the UK withdrawal from
the EU, on 29 April 2017; further heard him underline Parliament’s role in the
negotiations and in the consent procedure;
- heard the President note that Mr BARNIER, EU chief negotiator for the preparation and
conduct of the negotiations with the United Kingdom, had expressed his readiness to
attend subsequent meetings of the Conference of Presidents, in order to discuss the state
of play of negotiations;
- further heard the President thank Mr VERHOFSTADT, in his capacity as coordinator of
the Conference of Presidents for the negotiations on the UK withdrawal from the EU, Mr

BROK, Mr GUALTIERI, Ms HÜBNER and Mr LAMBERTS, for their work; and heard
the President propose that the Conference of Presidents retain the overall responsibility
and oversight on the UK withdrawal within Parliament, and that, on the grounds of the
successful work that had been done so far, a steering group on the UK withdrawal be
established, composed of Mr VERHOFSTADT, as coordinator of the steering group, Mr
BROK, Mr GUALTIERI, Ms ZIMMER, Mr LAMBERTS, and Ms HÜBNER, in order
to coordinate and prepare Parliament’s deliberations, considerations and resolutions on
the UK withdrawal;
- further heard the President propose that Mr VERHOFSTADT, Mr BROK, and
Mr GUALTIERI represent Parliament at Sherpa meetings in preparation of European
Council meetings on the UK withdrawal, and that Mr VERHOFSTADT attend the
relevant meetings of the General Affairs Council as well as meetings on political
stocktaking of the state of play;
- further heard the President propose, upon a suggestion from Mr WEBER, Chair of the
EPP Group, that committee travel to the UK be suspended until further notice in order to
ensure the coherence of Parliament’s position, in accordance with the principle of
sequencing as adopted by Parliament in its resolution of 5 April 2017;
- heard Mr VERHOFSTADT express his support for the President’s proposals and note
that, while the Conference of Presidents remained the body in overall control of the
process, the steering group could, inter alia, coordinate the preparation of further
resolutions on the UK withdrawal, which might include specific matters or sectorial
issues, such as citizens’ rights or the financial settlement, in the light of the progress of
the negotiations, and in close cooperation with the Conference of Committee Chairs and
the relevant committees involved;
- held an exchange of views with the participation of Mr WEBER, Chair of the EPP Group,
Mr PITTELLA, Chair of the S&D Group, Ms STEVENS, acting Chair of the ECR Group,
Ms ZIMMER, Chair of the GUE/NGL Group, Ms KELLER, Co-Chair of the Greens/EFA
Group, Mr LUNDGREN, acting Chair of the EFDD Group, Mr DE GRAAFF, Co-Chair
of the ENF Group, Ms DODDS, non-attached Member, and Ms WIKSTRÖM, Chair of

the Conference of Committee Chairs, during which broad support for the President’s
proposals were expressed, and which focussed, inter alia, on:
the strong signal sent by Parliament’s resolution on negotiations with the United
Kingdom, adopted on 5 April 2017;
the debate on 5 April 2017, during which Mr JUNCKER, President of the
European Commission, had underlined Parliament’s role in the process;
the principle of sequencing;
the working method of the European Council and the Council foreseen under
Article 50 (4) TEU;
the need for close cooperation between the Conference of Presidents, the
Conference of Committee Chairs, the steering group on the UK withdrawal, and
the committees;
- endorsed the President’s proposals.

6. Request from parliamentary committees to draw-up own-initiative reports under Rule 52, and
requests for application of Rule 54, and related requests
The Conference of Presidents, without debate
- took note of the following documents:
a letter dated 17 March 2017 from Ms WIKSTRÖM, Chair of the Conference of
Committee Chairs, submitting a list of two strategic reports authorised by the CCC
and two requests for authorisation for co-rapporteurship (PE 599.224/CPG and
annexes);
a letter dated 27 March 2017 from Mr GUALTIERI, Chair of the Committee on
Economic and Monetary Affairs, on the request from the Committee on Budget to
draw-up an own-initiative report on the reform of the EU system of Own-Resources
(PE 602.155/CPG and annexes);
an excerpt from the Minutes of the meeting of the Conference of Committee Chairs
on 14 March 2017 relating to the recommendation concerning requests for
authorisation to draw-up own-initiative reports, according to which the Chair of the
Committee on Budget (BUDG) provided assurances that in case the envisaged
report on the “Reform of the EU system of Own-Resources” should include issues
falling within the ECON Committee's competence dealt with under the joint
BUDG-ECON report on the “Budgetary capacity for the euro area
(2015/2344(INI))”, the ECON Committee's opinion would be treated pursuant to
Rule 54 of Parliament’s Rules of Procedures;
- noted and endorsed the drawing-up of two strategic reports by the Committee on Budgets
entitled “The next MFF: Preparing the Parliament’s position on the MFF post-2020” and
“Reform of the European Union’s system of own resources”;
- noted that the BUDG Committee had requested that both strategic reports be allocated to
two co-rapporteurs, in view of the importance of the matter;

- recalled that Parliament’s Rules of Procedure made no provision for the appointment of
co-rapporteurs, and that the Conference of Presidents, on previous occasions, had,
therefore, only authorised the appointment of co-rapporteurs for a very limited number of
highly important reports, generally of a budgetary or institutional nature;
- authorised the requests by way of exception, in line with previous practice.

7. Request from the Committee on Constitutional Affairs to draw-up an own-initiative report under
Rule 45 entitled “Composition of the European Parliament”
The Conference of Presidents, without debate
- took note of the following documents:
a letter dated 9 February 2017 from Ms HÜBNER, Chair of the Committee on
Constitutional Affairs, on the above-mentioned subject (PE 599.091/CPG and
annex);
a letter dated 25 October 2016 from Ms HÜBNER, Chair of the Committee on
Constitutional Affairs (AFCO), on the request for authorisation to draft a non-
legislative initiative report on the “Composition of the European Parliament” as
well as the request to appoint two co-rapporteurs (PE 590.423/CPG);
a letter dated 18 October 2016 from Mr BUZEK, Chair of the Conference of
Committee Chairs, submitting a list of requests for authorisation which include one
own-initiative report under Rule 45 pursuant to Article 14 (2) TEU from the
Committee on Constitutional Affairs entitled “Composition of the European
Parliament”, with the request for authorisation to appoint two co-rapporteurs
(PE 590.342/CPG and annex);
- recalled that, at its meeting on 27 October 2016, the Conference of Presidents had
considered the AFCO requests to draw up one own-initiative report under Rule 45
pursuant to Article 14 (2) TEU entitled “Composition of the European Parliament” and
to appoint two co-rapporteurs, and that it had noted that the content of such a report had
been contingent on the state of the withdrawal process of the United Kingdom from the
EU and, in view of the complexity of the issues involved, had postponed a decision on
authorisation to a subsequent meeting;
- recalled that, at its meeting on 23 November 2016, the Conference of Presidents had held
an exchange of views on the matter and had decided that the AFCO Committee be
authorised to begin preparatory work on a non-legislative initiative report on Parliament’s

composition, on the understanding that issues pertaining to the UK withdrawal from the
EU would not be addressed, while withholding the authorisation to draw up the
own-initiative report until the United Kingdom had triggered Article 50 TEU; it had
decided, furthermore, that the appointment of two co-rapporteurs would be authorised on
the understanding that they liaised closely on the drafting of this report with
Mr VERHOFSTADT, in his capacity as coordinator of the Conference of Presidents for
the negotiations on the UK withdrawal from the EU;
- recalled that, under the current rules, the authorisation of a report under the right of
initiative conferred on Parliament by the Treaties might be withheld only on the grounds
that the conditions set out in the Treaties had not been met, and that the Conference of
Presidents would take a decision within two months;
- following the notification under Article 50 TEU by the UK Government on 29 March
2017, authorised the drawing-up of the report on the understanding that the two
co-rapporteurs liaised closely with Parliament’s coordinator for the negotiations on the
UK withdrawal from the EU.

- took note of a letter dated 22 March 2017 from Ms WIKSTRÖM, Chair of the Conference
of Committee Chairs, submitting a recommendation on the contestation by the Committee
on the Internal Market and Consumer Protection (IMCO) of the competence of the
Committee on Transport and Tourism (TRAN) regarding a legislative report entitled
“Proposal for a Regulation of the European Parliament and of the Council establishing a
Union certification system for aviation security screening equipment” (COM(2016)0491
- 2016/0236(COD)) (PE 602.121/CPG and annexes);
- noted that it had not been possible to find a solution acceptable to all the committees
concerned;
- took note of the recommendation from the Chair of the CCC that the IMCO Committee
be associated to the legislative report on a Union certification system for aviation security
screening equipment under Rule 55;
- endorsed the recommendation of the Chair of the CCC.

9. Recommendation from the Committee on Environment, Public Health and Food Safety
concerning a proposal to appoint representatives from patients’ and health professionals’
organisations to the Paediatric Committee of the European Medicines Agency

on the Environment, Public Health and Food Safety, submitting a proposal to appoint
representatives from patients’ and healthcare professionals’ organisations to the
Paediatric Committee (PDCO) of the European Medicines Agency (EMA)
(PE 599.238/CPG and annexes);
- recalled that, under Article 4 of Regulation (EC) No 1901/2006 on medical products for
paediatric use, the European Parliament was consulted by the Commission regarding the
appointment of three members and alternates to represent “patient associations” and three
members and alternates to represent “healthcare professionals“ for a
three-year term;
- recalled its decision of 6 March 2014 to endorse the recommendation of the ENVI
Committee Coordinators on the appointment of three members and alternates to represent
“patients associations” and three members and alternates to represent “healthcare
professionals”;
- noted that the mandate of the current representatives of the PDCO would expire on 30
June 2017;
- noted that the Commission had submitted its proposal to the European Parliament on
21 February 2017, with a list of 18 candidates, their CVs, application forms, motivation
letters and declarations of interests following the public call of expression of interest;
- took note that, on 21 March 2017, the ENVI Committee Coordinators, after examination
of the competence and expertise of the shortlisted candidates, had recommended that the
following candidates be appointed as full members and alternates within the PDCO:

European Political Parties and European Political Foundations, on the

- recalled that, at its meeting on 12 January 2017, it had noted that the Authority for
European Political Parties and European Political Foundations had invited Parliament to
appoint two members to the committee of independent eminent persons;
- recalled that, under Parliament’s Rules of Procedure, Rule 223a, the Conference of
Presidents would appoint two members to the committee of independent eminent
persons, on the basis of a proposal from the responsible parliamentary committee;

Ms HÜBNER, Chair of the Committee on Constitutional Affairs, requesting authorisation
to hold an in-depth workshop entitled ‘EU Transparency Register - Lobbying, Parliament
and Public Trust’, in Brussels, on 10 May 2017 (PE 602.161/CPG, annex and financial
statement);
- recalled that, at its meeting on 27 October 2016, it had decided that Ms GUILLAUME,
Vice-President responsible for the Transparency Register, and Ms HÜBNER, Chair of
the Committee on Constitutional Affairs, be nominated as Parliament's lead negotiators
on the Commission proposal for an Inter-institutional Agreement establishing a
mandatory transparency register covering the Parliament, Council and Commission, and
that each political group nominate one Member to a contact group chaired by the lead
negotiators;
- further recalled that, at that meeting, it had agreed that the lead negotiators draft a
negotiation mandate for endorsement by the contact group and subsequent adoption by
the Conference of Presidents, and that the lead negotiators, in the course of the
negotiations, consult and report back to the contact group, and to the Conference of
Presidents as appropriate;
- recalled that, under Parliament’s Rules on Public Hearings, Parliament’s governing
bodies or one of their working groups might organise hearings of experts in connection
with their work, if authorised by the respective governing body;

- recalled that the Bureau, at its meeting on 21 November 2016, on the basis of the
Conference of Presidents recommendations and in the framework of the draft six-month
programme of committee missions for the first half of 2017, had authorised the LIBE
mission, and, furthermore, had authorised its extension by one day, at its meeting on
3 April 2017, on an exceptional basis, after the Conference of Presidents had issued a
positive recommendation, at its meeting on 29 March 2017;

requesting authorisation to send a twelve Member ad hoc delegation to the 23rd
Conference of the Parties to the United Nations Framework Convention on Climate
Change (COP23) in Bonn, Germany, from 14 to 18 November 2017

- recalled its decision of 5 May 2016 to send a twelve Member ad hoc delegation to the
Conferences of the Parties to the United Nations Framework Convention on Climate
Change;
- noted that no interpretation had been requested for the mission;
- further noted that the dates of the mission coincided with the November I 2017 part-
session in Strasbourg (Tuesday to Thursday), and two days without parliamentary
activities (Friday and Saturday);
- nevertheless, authorised, on an exceptional basis, the sending of an ad hoc delegation

14. Request from the Committee of Inquiry into Money Laundering, Tax Avoidance and Tax
Evasion to send two ad hoc delegations to Portugal, from 22 to 23 June 2017

- noted a letter dated 22 March 2017 from Mr LANGEN, Chair of the Committee of
Inquiry into Money Laundering, Tax Avoidance and Tax Evasion requesting
authorisation to send a delegation of ten Members (2 EPP, 2 S&D, and 1 Member from
each of the other six political groups), plus the Chair out of quota, to Lisbon, Portugal,
from 22 to 23 June 2017 (PE 602.120/CPG, and financial statement);
- recalled that a first three month extension of the PANA Committee of Inquiry mandate
had been agreed by Parliament on 16 March 2017, to enable the committee to
implement its mandate fully and correctly, as adopted by Parliament on 8 June 2016,
given the number of documents that had remained to be examined, the analyses
requested, and the various stakeholders still to be heard;
- noted that, in his letter, the Chair had requested authorisation for two other missions
of eleven Members, to Switzerland, from 6 to 7 July 2017, and to Cyprus, from 7 to 8
September 2017, that would be dealt with within the framework of the second half of
2017 draft six-month programme of committee missions outside and within the EU
respectively;
- further noted that the annual quota would already be exceeded with this request for an
eleven Member delegation to Lisbon and that it would require an authorisation to go
beyond the annual quota by three seats, with the Chair being out of quota;
- noted that the dates proposed for the mission coincided with one day set aside for
parliamentary committee activities and one day without parliamentary activities, and
that interpretation was requested into three languages;
- recommended, nevertheless to authorise the request, on an exceptional basis and above
the available annual quota, provided that the interpretation regime would be limited to
one language only, and forwarded its recommendation to the Bureau for final decision.

16. Request from the Delegation for relations with the Korean Peninsula to allow a one-day stopover
in Tokyo during their mission to South Korea in week 21, 2017

relations with the Korean Peninsula, requesting authorisation to allow a one-day

- recalled that, at its meeting on 17 November 2016, it had authorised the visit to South
Korea, provided that it did not exceed five days, including travel time, and, in view of
the current political situation in North Korea, had withheld a decision on the request
to travel to that country at that juncture;
- further recalled that, at the same meeting, it had authorised the sending of a seven
Member ad hoc delegation of the Subcommittee on Security and Defence to Tokyo,
Japan, in the same week 21, provided that SEDE liaised with the Delegation

17. Request from the Democracy Support and Election Coordination Group to authorise one Member
to travel to Ukraine, from 18 to 20 April 2017

- took note of a letter dated 23 March 2017 from Mr McALLISTER and Ms McAVAN,
Co-Chairs of the Democracy Support and Election Coordination Group, on the
above-mentioned subject (DEG), requesting authorisation to send Mr BROK, in his
capacity as lead Member guiding Parliament's democracy support activities for
Ukraine as a priority country, to participate in a seminar near Kiev, Ukraine, from 18
to 20 April 2017;
- noted that the seminar would be organised by the European Parliament and the
Verkhovna Rada of Ukraine in the framework of the second “Jean Monnet Dialogue”,
and that Parliament’s lead Member, Mr BROK, appointed on 16 March 2017, after
Mr PLENKOVIC, first appointed lead Member in 2016, had left the European
Parliament to take up his duties as Prime Minister of Croatia, would guide Parliament’s
democracy support activities during that seminar;
- recalled that the first dialogue had been launched at the premises of the historic Jean
Monnet House, near Paris, France, in October 2016;
- further recalled that a memorandum of understanding on a joint framework for
parliamentary support and capacity building had been signed between the European
Parliament and the Verkhovna Rada of Ukraine;

- noted that the requested delegation to Kenya and Tanzania would combine CDSA
activities in two neighbouring priority countries, focussing on parliamentary round
tables promoting a peaceful electoral campaign and on parliamentary support activities,
respectively;
- further noted that, in view of the focus of the scheduled CDSA activities, the delegation
should have the appropriate democracy support experience, be gender-balanced and
include young parliamentarians;
- noted that the mission proposed coincided with a day set aside for parliamentary

and Wednesday) and a day set aside for both parliamentary committee and political
group activities (Thursday);

the World Trade Organisation (PCWTO) was scheduled to take place on the margins
of the WTO Public Forum;

body of the PCWTO;

Parliamentary Conference on the WTO and to the 11th WTO Ministerial Conference in

- recalled that the implementing provisions governing the work of delegations foresaw
that, in principle, the duration of missions may not exceed five days, including travel

- recalled that, at its meeting on 2 July 2015, it had authorised, on an exceptional basis,
the sending of an ad hoc delegation to the 10th Ministerial Conference, in Nairobi,
Kenya, from 15 to 18 December 2015, consisting of 10 Members (2 Members from the

- noted that it had not been possible to find a solution acceptable to all the committees

- took note of the recommendation from the Chair of the CCC that:
- the ENVI Committee be authorised to draw-up a non-legislative own-initiative
report entitled “International ocean governance: an agenda for the future of our
oceans in the context of the 2030 SDGs”;
- the TRAN Committee be associated to the above-mentioned own-initiative report
under Rule 54 with exclusive and shared competences as set out in the relevant
letter;
- authorised the ENVI Committee to draw-up the proposed non-legislative own-initiative
report and endorsed the recommendation of the Chair of the CCC on the association of

The Conference of Presidents, without debate
- took note of a letter dated 29 March 2017 from Mr McALLISTER, Chair of the
Committee on Foreign Affairs (AFET), Ms GRIGULE, Chair of the Delegation to the
EU-Kazakhstan, EU-Kyrgyzstan, EU-Uzbekistan and EU-Tajikistan Parliamentary
Cooperation Committees (DCAS) and for relations with Turkmenistan and Mongolia,
and Mr PANZERI, Chair of the Subcommittee on Human Rights (DROI), requesting
authorisation for one DROI Member and for the AFET rapporteur in the consent
procedure on the EU-Turkmenistan Partnership and Cooperation Agreement, to attend
the 4th EU-Turkmenistan Inter-parliamentary meeting (IPM) in Ashgabat,
Turkmenistan, from 17 to 21 April 2017 (PE 602.160/CPG and financial statement);
- recalled that, at its meeting on 17 November 2016, it had authorised the 4th
EU-Turkmenistan IPM to take place in Ashgabat, Turkmenistan, from 17 to 21 April
2017, as well as the sending of a seven Member ad hoc delegation to Uzbekistan and
Turkmenistan, from 22 to 26 May 2017, provided that the DROI Subcommittee liaised
with DCAS concerning its programme in the two countries, and provided that the
mission did not exceed five days including travel time;
- noted that the DROI ad hoc delegation would be limited to Uzbekistan;
- authorised the request.

21.3 Request for association under Rule 55 by the Economic and Monetary Affairs Committee
regarding a legislative report of the Committee on Civil Liberties, Justice and Home Affairs on
countering money laundering by criminal law

- took note of a letter dated 4 April 2017 from Ms WIKSTRÖM, Chair of the Conference
of Committee Chairs (CCC), submitting a recommendation on the request for association
under Rule 55 of Parliament’s Rules of Procedures by the Committee on Economic and
Monetary Affairs (ECON) regarding a legislative report of the Committee on Civil
Liberties, Justice and Home Affairs (LIBE) entitled “Proposal for a Directive of the
European Parliament and of the Council on countering money laundering by criminal law”
(COM(2016)0826 - 2016/0414(COD)) (PE 602.173/CPG and annexes);
- noted that it had not been possible to find a solution acceptable to the committees
concerned;
- took note of the recommendation from the Chair of the CCC that:
- the ECON Committee’s request for the application of Rule 55 be dismissed;
- the ECON Committee contribute with an opinion under Rule 53 to the proposal
with the additional provisions set out in the relevant letter;
- endorsed the recommendation of the Chair of the CCC.

21.4 Change of venue of the Euro-Latin Parliamentary Assembly meeting, from 22 to 24 May 2017,
to Florence, Italy
The Conference of Presidents
- heard Mr PITTELLA, Chair of the S&D Group, note that, for organisational reasons,
the EUROLAT meeting, authorised by the Conference of Presidents on 17 November
2016, to take place in Rome, Italy, from 22 to 24 May 2017, would need to be held in
Florence, Italy, instead;
- heard the President propose that the change of venue to Florence be approved;
- agreed with the President’s proposal.
