REPORT OF THE GLOBAL WUC WORKING GROUPS MEETING

Executive Summary
On 5 May 2017, the Working Groups of the World Urban Campaign (WUC) convened for its global meeting in
Nairobi/Kenya. The meeting was held on day before the 17th WUC Steering Committee Meeting (SCM17, 6
May) and in conjunction with the 26th Session of the UN-Habitat Governing Council (GC26), which took place
from 8-12 May 2017.
Following opening remarks by WUC Chair Rose Molokoane (SDI) and Co-Chair Sandeep Chachra (ActionAid
India) as well as presentation by Christine Auclair (WUC Project Leader), the attendees focused their
deliberations on 1/ presentation of the WUC Working Groups meeting objectives and focus issues,
2/developing of a new Global WUC Roadmap and a related plan of action.
The main outcomes of the meeting were:
I. A new WUC roadmap was developed and adopted, covering the post-Habitat III era as well as the
Sustainable Development Agenda 2030 timeline (2016-2036)
II. The City We Need Campaign was reconfirmed and selected to be the slogan and outreach theme for
the World Urban Campaign in the coming years. Additionally, four global action campaigns were
defined:
a. Measuring The City We Need
b. Designing The City We Need
c. Financing The City We Need
d. Governing The City We Need
III. New tasks for the four WUC working groups were redefined:
1) Working Group 1: Urban Solutions:
- Develop a new template and guideline for “Urban Solutions”
2) Working Group 2: Implementation and Finance:
- Develop concepts for:
WUC Urban Thinkers Assembly
WUC Urban Thinkers Academy
- Incorporate the “WUC-WUF-Taskforce”
3) Working Group 3: Communication, Outreach and Mobilization:
- Adjust the WUC communication strategy proposal (add new components)
- Continue to strengthen the WUC’s communication channels and social
media.

4) Working Group 4: Monitoring and Accountability:
- Develop guidelines for a framework to monitor the implementation of
Urban Thinkers Campus roadmpas
- Develop an addition to the UTC reporting format, by adding a component on
recommendations to national governments and other partners.
IV. The Working group members recognized the Urban Thinkers Campuses (UTCs) as an implementation
mechanism for the New Urban Agenda, and confirmed their importance for the WUC and UN-
Habitat. It was furthermore agreed that Working Group 2 will develop the concept of an Urban
Thinkers Assembly as an annual event to bring together all UTC organizers and participants to
consolidate and present the outcomes of the UTCs.

MEETING OBJECTIVES The objectives of the 17th Steering Committee meeting were:
i. To review the progress of World Urban Campaign activities
ii. To exchange on WUC Working Groups’ vision and objectives
iii. To reach a consensus on the global road map and plan of action proposed by the four WUC working groups
A. INTRODUCTION Ms Rose Molokoane (World Urban Campaign Steering Committee Chair, SDI) opened the meeting and
welcomed all participants1 together with Mr Sandeep Chachra (WUC Co-Chair, ActionAid India) and Ms.
Christine Auclair (WUC Project Leader). The Global Working Group formally adopted the draft agenda2. Ms.
Molokoane primarily remarked that the World Urban Campaign is an action-oriented initiative. In the
framework of the implementation of the New Urban Agenda, she emphasized the importance to gather
collective intelligence of urban thinkers through the dissemination of Urban Solutions. Ms. Molokoane
reminded that the WUC is strengthening itself through its activities to reach out to many fields, and
mobilizing its partners to create a dedicated communication system which helps to achieve campaign
objectives. She encouraged all WUC partners to reach consensus on developing a common goal and thereby
the presenting itself as a strong entity at the 9th Session of the World Urban Forum (WUF9) in 2018. She
noted that this meeting will help the WUC to develop strategies in achieving the goals set in Quito.
B. WUC SECRETARIAT PROGRESS REPORT Starting with a warm welcome to all attendees, Ms. Christine Auclair (Project Leader of World Urban
Campaign, UN-Habitat) reported on the WUC Secretariat progress report3. Ms. Auclair summarized the
current status of the WUC by elaborating on the following subjects:
a) Urban Thinkers Campus Phase 1: 26 UTCs held in 2016 and have reached 7,847 participants from
2,137 organizations and 124 countries in total.
b) The City We Need: This partners’ manifesto has been published in six languages and has been widely
disseminated. It was developed through an inclusive participation process – the Urban Thinkers
Campuses - and contains 10 dedicated principles and drivers of change. The results of the Urban
Thinkers Campus Phase 1 (UTC 1.0) have been captured in comprehensive reports, all available on-
line on the WUC website. This work has been possible through the contributions of all UTC lead
organizations which have been extremely committed in the process.
c) Urban Solutions: In 2016, the WUC Secretariat has received 170 urban solutions and classified them
into five thematic innovation areas including financing, urban space, urban access and flows, pooling
and sharing. and environmental regeneration
d) Urban Thinkers Campus Phase 2: After Habitat III, the WUC adopted a stronger orientation towards
the implementation process. From November 2016 to February 2017, the WUC Secretariat received

77 UTC applications4. All UTCs are geared towards action, and aim to generate their own action plans
and commitments to adopt the New Urban Agenda. In the Urban Thinkers Campus Phase 2, an
online reporting format is available.
e) Four WUC working groups5: In order to be able to implement the New Urban Agenda, four working
groups were established in Quito at Habitat III. They focus on four different areas respectively:
Urban Solutions, Implementation and Financing, Communication Outreach & Mobilization,
Monitoring and Accountability.
f) Partnerships: The WUC currently has 190 official partners (5 sponsors, 48 Lead Partners, 112
Associate Partners, 20 members and 5 Media Partners).
g) Social Media: As a strong tool for the campaign, the WUC is currently running 7 social media
channels (Facebook, Twitter, Instagram, LinkedIn, Youtube, Storify, Flickr).
Following by the progress report made by Ms. Auclair, Ms. Ana Moreno (Habitat III Secretariat Coordinator)
made reflections about UN-Habitat’s past, and summarized WUC’s biennium dynamic pattern from 2010 to
2016. In the post-Habitat III era, Ms. Moreno suggested that a longer perspective should be adopted for the
WUC towards the implementation of the New Urban Agenda. She also raised the question of how the WUC
can adapt to the changes and reforms on policies, structures and implementation happening in-house at UN-
Habitat. Ms. Moreno encouraged all partners to “think big” and consider the larger United Nations
framework when deliberating about the way forward for the WUC.
C. WORKING GROUPS REPORTS The WUC Working Groups meeting aimed to bring together all four WUC working groups to propose a robust
implementation road map for the World Urban Campaign in the post-Habitat III era. During the global
meeting in Nairobi, the four groups split up into parallel meetings to deliberate on their ToRs and tasks. Ms.
Molokoane suggested that each group to also suggested 3-5 action campaigns, which should then be
presented and discussed at the Working Group Plenary Session, in order for the participants to decide on a
selection.
WORKING GROUP 1 - URBAN SOLUTIONS
Chair: Nicolas You
Participants: Joyati Das (World Vision), Marc Funda (Doppelmayr), Gregor Mews (Urban Synergies Group),
Mohammed Khamis Munyanya (UIA)
Group Task: Identify priority action areas in the New Urban Agenda. Identify initiatives, policies models and
processes that represent solution areas.
Meeting Objectives: This group will adopt an analysis on the New Urban Agenda against the 10 principles of
The City We Need, and therewith identify the key areas for an action plan. The group will also reconcile its
commitments in the New Urban Agenda. The group has proposed a few small amendments to The City We
Need 2.0, which shall be discussed during the meeting.
Meeting Results:
Mr. Nicolas You firstly introduced the objective of this working group meeting, which is collecting evidence
of changes in urban solutions, policies and project designs. As a result of the group discussion, working group
one proposed the “Solutions 2.0” which is derived from a “system approach” in the framework of the New

Urban Agenda. The group believed that this “systems approach” would refocus on the key sectorial and
institutional aspects of implementation, as well as the innovation. Speaking of the WUC stakeholders, Mr.
You brought up the idea of New Business Models, a new approach of addressing the local financing and
economic development issues, simultaneously improving the social inclusion. The group also made the
suggestion that the WUC should encourage each UTC to create its own agenda and respective action plan,
and identify synergies with and across jurisdictions, disciplines and stakeholder groups. Working group one
will develop a new template and guideline for submitting “Urban Solutions” and will work closer with
working group three and four.
WORKING GROUP 2 - IMPLEMENTATION AND FINANCE6
Chair: Eric Huybrechts (IAU-IdF)
Participants: Christine Auclair (WUC Secretariat), Didier Vancutsem (ISOCARP), Flavio Nunes (FIABCI)
Group Task: Define channels of implementation. Gather commitments from WUC partners. Prepare an
implementation work plan. Identify financing mechanisms.
Meeting Objectives: This group will focus on exploring implementation tools and channels. It will develop a
comprehensive methodology to support cities and help them to work on the projects in the framework of
the implementation of the New Urban Agenda. The group will furthermore look at national urban policies
and financing mechanism.
Meeting Results:
Mr. Eric Huybrechts began with the UN-Habitat three legged approach: urban planning and design, urban
financing and urban legislation. In the light of this approach, the group proposed three campaigns for the
next two years in the framework of The City We Need 10 principles. The first campaign is called “Design My
City” which is in line with The City We Need principle six to nine. Through this campaign, the WUC can
mobilize professionals, academics, communities and private sectors to work together on planning and
designing the city they want. The second campaign is “Changing the City Together”, which reflects the
concept of urban legislation in the approach. It is envisaged to involving civil society, grassroots, women and
youth, for them to exchange ideas on the rights to the city. The last campaign in terms of achieving financing
goal is named as “Invest for Fair Cities”. This campaign focuses on the funding and affordability issues which
are in accordance with The City We Need principle two and three. Speaking of the channels of
implementation, Mr. Huybrechts highlighted the importance of the continuation of Urban Thinkers Campus,
as well as showing support to the partners on their projects and activities. He also emphasized on building
dialogues with national and local governments. By doing so, the WUC can bring the recommendations made
by the partners to the said party and consequently influence local and national urban policies. This group has
furthermore developed an new global road map 7which defines the orientation of the WUC from 2016 to
2036.

Interim Chair: Joseph Muturi (SDI)
Participants: Sandeep Chachra (ActionAid), Devina Meinzingen (WUC Secretariat)
Group Task: Identify communication channels. Define key messages. Define media and social campaigns.
Mobilize key media partners. Engage WUC partners on the above.
Meeting Objectives: this group has worked on several communication areas, in particular the formulation of
a new slogan for the WUC. The group presented a proposed new slogan: “Collective Action towards a New
Urban Future”. The group will further work on additions to the draft communication strategy proposal to
align with the priority action areas together with all other working groups.
Meeting Results:
Mr. Joseph Muturi (interim Chair, in the absence of Pilar Balbuena and Adam Rogers) acknowledged the
existing WUC communication channels, and emphasized that the WUC should continue to strength its social
media, and boosts its communication channels especially TV channels, publications and radios in order to
engage more stakeholders. The group also discussed on how to package messages and customizing
messages for different target groups. The group also proposed four themes for global action campaigns,
which are housing, employment, public spaces and climate changes. The medium and long term goals for the
WUC were also discussed in this group meeting. In the short- to medium-term, the group aims to develop
communication strategies for the WUC global action campaigns. In the long-term, the group suggested the
WUC involves member states more in order to strengthen the campaign itself and consequently to influence
policies. The Working Group deliberated on this proposed WUC slogans, and it was then decided by the WUC
Steering Committee during the meeting on 6 May that the The City We Need shall remain the slogan of WUC.
Members felt that this has been successful, and shall be used in future to reach out to and engage urban
actors.
WORKING GROUP 4 - MONITORING AND ACCOUNTABILITY9
Chair: Jane Katz (Habitat for Humanity)
Participants: Bingqing Hu (WUC Secretariat), Sahar Attia (Habitat UNI – Cairo University), Sri.H.Sofjan
(Huairou Commission), Hubel Christian (City of Mannheim), Paul Zimmerman (Designing HongKong), Ludivine
Cornille (CSU), Judith Hermanson (IHC Global)
Group Task: Map existing monitoring frameworks for SDGs and NUA. Monitor them to ensure that key
action areas of the New Urban Agenda are addressed. Monitor results and identify gaps in order to take
action
Meeting Objectives: This group expressed their demands for further cooperation with working group 1 in
order to better map monitoring tools and integrate indicators to match priority action areas. The group aims
to ensure that key action areas of the New Urban Agenda are addressed.
Meeting Results:
Ms. Jane Katz primarily pointed out two key target elements in the framework of monitoring: 1/the priority
to monitor and 2/the party who is responsible to do so. The group came up with an overarching framework
based on the SDGs, New Urban Agenda and The City We Need, and consequently raised three crucial
questions as the framework of indicators: How is your city performing? Does your city have strategies? Does
your city have action plans? Ms. Katz mentioned that the UN-Habitat has a role in terms of integrating the
relevant projects and policies, as well as collecting the data and information to help to address the questions
as above. She also proposed to develop a toolkit which could help cities to explore their strategies in order
to achieve the goals. Ms. Katz remarked on the importance of national government and their policies in
terms of improving the visibilities in what cities are doing. Speaking of the measurement, Ms. Katz suggested

to corporate the Urban Thinkers Campus results into the monitoring framework. For the future, the group
proposed a possibility to target 100 cities and examine their figures which including national policy
evaluation based on the information provided by the Cities Prosperity. Last but not least, the group
proposed four global action campaign themes which are: 1/Measuring the City 2/ Livable and lovable 3/ Our
city, Our Home 4/ Our City, Our Responsibility.
D. GLOBAL ROAD MAP AND ACTION PLAN DISCUSSION (PLENARY)
Ms. Rose Molokoane reminded participants of the mission of this session, which was to come up with a
concrete action plan linked to a new global road map.
During this plenary session, Ms. Christine Auclair summarized the proposed action campaigns and
emphasized that the UTC outcomes and commitments to the future should be adopted to influence the
national and local policies. This can be done by: 1. involving local and national governments in the campaign
activities 2. each UTC should prepare their recommendations to national and local government based the
campaign result. She additionally remarked that the WUC will inform the UN-Habitat Committee of
Permanent Representatives of the UTC Phase 2. Ms. Auclair also explained the newly developed global
roadmap10, introducing the expected WUC activities and relevant milestones, covering the post Habitat III
era in the timeframe from 2016 to 2036. She highlighted the importance to incorporate the proposed Urban
Thinkers Assembly, which is set to take place every year, at the World Urban Forums and the UN-Habitat
Governing Councils respectively.
Attendees discussed on the proposed themes for the global action campaigns as well as the UN-Habitat
three legged approach. Mr. Paul Zimmerman raised a question about the linkage between one of the
proposed action campaigns “Changing the City Together” and urban policy and legislation. Mr. Sandeep
Chachra shared his thoughts on this. He said given the comprehensiveness and sophistication of urban
policy, citizens are entitled to express their thoughts on city they own, and the campaign is a platform which
is providing the opportunity for them to do so. Ms. Judith Hermanson also asked how the global action
campaigns can be reflected in the global action plan. Mr. Chachra also commented further on this, stating
tangibility is important to citizens, and the campaign was envisaged to provide the opportunities for them to
share and exchange views. The issue of whether the global action campaigns should focus on“safety” and
“housing” was also discussed.
Mr. Paul Zimmerman reiterated the three critical questions drawn out by Working Group 4. He said every
UTC should liaise with national governments on concrete actions in order to improve the monitioring
process. And he also suggested that the WUC should adopt a consolidated reporting mechanism which can
reflect the questions and indicators.. Ms. Christine Auclair agreed that such data can be a driving force for
the WUC and the global action campaign. She then reminded the attendees that the SDGs and The City We
Need principles are already defined and can be used to monitor implementation nprocesses. She said the
Urban Thinkers Campuses can be seen as a tool to measure implementation processes, and can inspire
people to get involved in monitoring and accountability discussions. Mr. Sandeep Chachra confirmed this

statement by highlighting the importance of being able to show tangible change – people on the ground
require seeing and experiencing benefits that come through the implementation of proposed actions.
Following a discussion on how to operationalize the roadmap in order to incorporate the proposed global
action campaigns, Ms. Christine Auclair suggested that the campaign should focus on the UTC results, as well
as partners’ activities, and adopt a 4-year reporting cycle. Finally, the Working Groups Meeting attendees
came to the conclusion that the following four global action campaigns shall be adopted, and brought in line
with the WUC roadmap (2016-2036) as follows:
1) Measuring The City We Need (2016-2019)
2) Designing The City We Need (2020-2023)
3) Financing The City We Need (2024-2027)
4) Governing The City We Need (2028-2031)
D. CONCLUSION & WAY FORWARD Ms. Molokoane closed the meeting by summarizing what was discussed, and thanking all participants for
their attendance, reiterating the important to act as one entity, the unified World Urban Campaign. All
attendees recognized that the World Urban Campaign is an action oriented initiative, and acknowledged the
new WUC global roadmap as the way forward. The attendees furthermore agreed that all proposals made
during this meeting will be presented formally to the WUC Steering Committee at its 17th Meeting on 6 May
for review and approval.

GLOBAL WORKING GROUPS MEETING

CONCEPT NOTE
BACKGROUND
Launched in Rio de Janeiro in March 2010, the World Urban Campaign (WUC) is one of the largest global advocacy platforms for cities, lead by UN-Habitat, and driven by 170 organizations around the world committed to bringing cities at the heart of the battle for sustainable development. The Campaign has played a key role in advocating and lobbying towards an urban Sustainable Development Goal since its establishment in 2010 by UN-Habitat. In 2012, Partners of the World Urban Campaign have called for a new urban paradigm based on a critical review of current urbanization patterns and practices: To make sure we have the city we need in the 21st century cities our new urban paradigm will have to be guided by a set of principles preliminarily articulated in the Manifesto for Cities (…). We will have to translate these principles into policy action areas tailored to local conditions. On the road towards Habitat III, the WUC has been instrumental in mobilizing Urban Thinkers and elaborating a new urban paradigm towards Habitat III. Together they have produced The City We Need, a ground-breaking manifesto defining a set of principles and drivers of change that describe a new paradigm, as well as a set of implementable and tangible urban solutions to deliver better cities. This has been possible through a series of Urban Thinkers Campuses held in 2015-16 and attended by 7,800 people from 2,100 organizations in 124 different countries and 25 cities around the world. Between July 2015 and Feb 2015, in six months, we have gathered in Stockholm, Kampala, Hong Kong, New Delhi, Palerme, Nairobi, New York, Geneva, Dhaka, Omaha (USA), Barcelone, Mexico, Recife, Dubaï, Paris, Vancouver, Kuching, Chitungwiza, Melbourne, Mannheim and Alghero (Italy). This has been an inclusive journey, centred around the 10 principles of The City We Need, a logical framework that all campuses have used to structure the global decentralized conversation. The City We Need 2.0 encompasses ten principles:
1. The City We Need is socially inclusive and engaging 2. The City We Need is affordable, accessible and equitable 3. The City We Need is economically vibrant and inclusive 4. The City We Need is collectively managed and democratically governed 5. The City We Need fosters cohesive territorial development 6. The City We Need is regenerative and resilient 7. The City We Need has shared identities and a sense of place

8. The City We Need is well-planned, walkable and transit-friendly 9. The City We Need is safe, healthy and promotes well-being 10. The City We Need learns and innovates
It also includes ten drivers of change to achieve the above principles:
1. Governance and Partnerships 2. Planning and Design 3. Finance 4. Land, Housing and Services 5. Environment 6. Health and Safety 7. Economy and Livelihoods 8. Education 9. Technology 10. Monitoring and Evaluation
Urban Thinkers Campuses have generated a series of urban solutions before the Habitat III Conference. Those implementable urban solutions are meant to be innovative, stimulating, inspiring, ambitious and grounded in the reality of communities and practice. In the post-Habitat III era the solutions were meant to be subject to further scrutiny and commitment to action. For the WUC Urban Thinkers, urban solutions have been conceived as initiatives, practices, policies and models that address urban challenges. They should range from projects to strategies that have been implemented or are in the course of being implemented, meant to have a proven impact on people’s lives, to be economically feasible, replicable and scalable, influencing transformation. From principles to drivers of changes and urban solutions, the next step is geared to action in order to
implement the New Urban Agenda defined for the next twenty years.
On 15 and 16 October 2016, the WUC Steering Committee convened for its 16th meeting (SCM16) in Quito/Ecuador prior to the Habitat III Conference and recommended intensifying its work in the post-Habitat III era on:
1) The implementation of The City We Need and The New Urban Agenda.
2) A new series of action-oriented Urban Thinkers Campuses in 2017, to contribute to the implementation of New Urban Agenda towards The City We Need, in preparation for World Urban Forum 9 (2018).
3) Continued identification and dissemination of Urban Solutions to gather the collective intelligence of urban stakeholders
4) Continued strengthening of joint communication and outreach activities as well as mobilization of WUC partners.
In view of the upcoming implementation of the New Urban Agenda, four WUC working groups were constituted, meant to engage partners towards action:

Working Group 3 - COMMUNICATION, OUTREACH AND MOBILIZATION
Working Group 4 - MONITORING AND ACCOUNTABILITY

The above working groups will start mapping their action in the Post-Habitat III era. Slum Dwellers International, Lead Partner of the World Urban Campaign, also chairing the Steering Committee since October 2016 through its Deputy President Rose Molokoane, has proposed to host this meeting of the World Urban Campaign. This strategic meeting is the first post-Habitat III decision making event of the WUC that is meant to give the future direction for the coming years in order to contribute to and deliver the New Urban Agenda through partnerships. Hosted in South Africa, it will be an opportunity for SDI and its Partners to demonstrate ways to move to
action after the Quito implementation plan has been approved.
Exemplary projects will be shared with international WUC partners and UN-Habitat team.

OBJECTIVES OF THE MEETING
The objectives of the Global WUC Working Groups Meeting will be:
To exchange and agree on the objectives, activities and work plan of each of the four working
groups in order to contribute to the implementation of the New Urban Agenda:
- Working Group 1 - URBAN SOLUTIONS: o Identify priority action areas in the New Urban Agenda o Identify initiatives, policies, models and processes that represent solution areas
- Working Group 2 - IMPLEMENTATION AND FINANCING: o Define channels of implementation o Gather commitments from WUC Partners o Prepare an implementation workplan o Identify financing mechanisms
- Working Group 3 - COMMUNICATION, OUTREACH AND MOBILIZATION: o Identify communication channels o Define key messages o Define media and social campaigns o Mobilize key media partners o Engage WUC partners on the above
- Working Group 4 - MONITORING AND ACCOUNTABILITY: o Map existing monitoring frameworks for SDGs and NUA o Monitor them to ensure that key action areas of the New Urban Agenda are addressed o Monitor results and identify gaps in order to take action
To jointly agree on a global road map for the World Urban Campaign 3.0, combining the work
plans of the four working groups.
PARTICIPANTS
The meeting will comprise national and international participants belonging to the WUC Partner
organizations, as well as representatives from UN-Habitat and its WUC Secretariat.
UN-Habitat will be represented by its Deputy Executive Director, Aisa Kacira Kirabo (to be confirmed).
A total of 80 participants is expected. This optimum number is meant to facilitate exchanges in the
working groups and ensure quality outputs.

Background, Objectives and expected outputs
When the World Urban Campaign partners started to envision the Habitat III Conference as a new opportunity
to elaborate the content of a new urban paradigm for the 21st century, they had in mind a set of principles and
drivers of change in order to define the ingredients of the paradigm shift for cities. They also started to put
forward a set of urban implementable and tangible urban solutions. This has been the essence of The City We
Need process initiated in end 2015 at their first Urban Thinkers Campus.
Since the finalization and adoption of The City We Need 2.0 by the World Urban Campaign Steering Committee
(WUC SC) on 16 March 2016 in Prague/Czech Republic (DOWNLOAD ADOPTED VERSION HERE) and following the
decisions made in the 14th and 15th WUC Steering Committee Meetings (Prague/Czech Republic and
Surabaya/Indonesia respectively), this working group was tasked to peer-review the more than 160 Urban
Solutions which were submitted to the World Urban Campaign following 3 calls to submit solutions.
The partners submitted a first sample of 164 Urban Solutions, meant to illustrate how the drivers of change can
be implemented towards The City We Need, either locally or in multiple contexts, globally. In preparation for the
Habitat III conference, this corpus of solutions was analyzed and a sample list developed, which aimed to inspire
all Stakeholders at the Habitat III Conference. Urban Solutions are initiatives, practices, policies and models that
address urban challenges. They range from projects to strategies that have been implemented or are in the
course of being implemented, meant to have a proven impact on people’s lives, are economically feasible,
replicable and scalable, influence transformation. Finally, Urban Solutions are practical suggestions for the
implementation the New Urban Agenda, which was adopted by Member States at the Habitat III Conference
(17-21 October 2016, Quito/Ecuador).
At its 16th Steering Committee Meeting (15-16 October 2016 in Quito/Ecuador) the WUC SC has decided that
this Working Group should continue to focus its efforts on Urban Solutions.
As a result, the objectives and outputs of this working group will include the following:
Identify priority action areas in the New Urban Agenda.
Identify initiatives, policies, models and processes that represent solution areas.
Continue identifying new and existing localized urban solutions.
Promotion of key solutions through the WUC & all Partner outreach channels (in relation with the Working Group 3)

At the 14th WUC Steering Committee meeting (Prague, March 2016), the attendees decided to constitute a new
WUC Working Group to address the needs for mechanisms required for the implementation of the New Urban
Agenda, the Quito Implementation Agenda and The City We Need 2.0 after the Habitat III Conference,
articulated within the framework of the 2030 Sustainable Development Agenda.
At its 16th Steering Committee Meeting (15-16 October 2016 in Quito/Ecuador) the WUC SC has decided that
this Working Group should continue to focus its efforts implementation mechanisms, and identify as well as
secure the required financial resources for implementing activities.

Background, Objectives and expected outputs
Communication has been a key component of the World Urban Campaign since its inception. At the first
Steering Committee (Barcelona, 2009), the partners decided to form a Communication Working Group to focus
on messaging, outreach and dissemination as essential component of the Campaign. The Working Group on
communication has developed key messages over time and agreed on several modus operandi to disseminate
them. They have employed the WUC website as the main platform and the World Urban Forum as the key global
event to reach out to multiple audiences. Partners’ events and activities have been instrumental in reaching out
to larger networks in the thematic areas of the Campaign. (See http://www.worldurbancampaign.org)

At the 13th WUC Steering Committee meeting (New York City, October 2015), the WUC Secretariat presented its
various activities (new website, social media, newsletter, Urban Thinkers Campuses, National Urban Campaigns,
etc.), and the attendees decided to reconstitute the WUC Working Groups, and found that a new working group
– the Communication, Outreach and Events Group – is required. At the 14th WUC Steering Committee Meeting
(Prague, March 2016), the attendees decided that the group should continue its work. This decision was
reaffirmed at the 16th WUC Steering Committee Meeting (Quito, October 2016), and the group was tasked to
focus is efforts on Communication, Outreach and Mobilization.
As a result, the objectives and outputs of this working group will include the following:
● Define key messages in relation with action areas identified by Working Group 1.
● Identify communication channels.
● Define media and social campaigns.
● Mobilize key media partners.
● Engage WUC partners on the above.

Background, Objectives and expected outputs
Monitoring has been a key component of the World Urban Campaign since its inception. The adoption of the
United Nations Sustainable Development Agenda and the 17 Sustainable Development Goals (SDG11), presents
continuous opportunities to revisit benchmarking and assessment tools to review progress, particularly to
monitor the implementation of a SDG11. The New Urban Agenda, adopted at the Habitat III Conference in
October 2016, also presents an extraordinary opportunity to showcase the remarkable advances in urban data
analysis/benchmarking tools that have evolved over the past 20 years.
At the 13th WUC Steering Committee meeting (New York City, October 2015), the attendees decided to
reconstitute the WUC Working Groups, and found that a new working group – the Monitoring and Indicators

Group – is required. At the 14th WUC Steering Committee meeting (Prague, March 2016), the attendees decided
that the group should continue its work. This decision was reaffirmed at the 16th WUC Steering Committee
(Quito, October 2016), adding that the group should identify accountability avenues to ensure that
implementation activities are taking place, and in a meaningful way.
As a result, the objectives and outputs of this working group will include the following:
● Map existing monitoring frameworks for SDGs and NUA.
● Monitor them to ensure that key action areas of the New Urban Agenda are addressed.
● Monitor results and identify gaps in order to take action (action areas are then relayed to
Working Group 1).
The overarching goal is to ensure that the implementation of the above listed is measured and monitored
through a strengthened process. Additionally, the group will focus identifying how the implementing actors can
be held accountable.
