The French example

All 21 regions have an air – climate – energy regional scheme …

supposed to cover the territory

Climate – Energy action plans :

• Are compulsory by law for cities and conurbations > 50 000 inhabitants

• They consist of a territory vulnerability study, a GHG baseline and an

action plan (city / LA assets only)

• They are close to SEAPs but not identical

• And based on EEA assesments where applicable
