The Philippines has been actively promoting youth participation in the ASEAN region through the Ten Accomplished Youth Organizations, an initiative of the National Youth Commission - Philippines.

TAYO ASEAN is a three-year-old program which was inspired by the success of the Philippines’ Ten Accomplished Youth Organizations. TAYO – Philippines seeks to recognize outstanding youth and youth-serving organizations, which have served and made a difference in the lives of their communities.

Likewise, TAYO ASEAN honors youth and youth-serving organizations in the region which have exemplified the spirit of youth participation and voluntarism. It awards youth organizations in the region that have implemented programs and projects, which are sustainable and may be replicated.

TAYO ASEAN also gives weight to the organizations’ commitment to pursue the United Nations’ Millennium Development Goals. The objectives of the TAYO ASEAN Awards are the following:

To recognize outstanding efforts of youth organizations in •harnessing the potentials of the youth;To encourage maximum participation of the youth in various •aspects of development, specifically in the ASEAN region;To promote a culture of peace and understanding in the ASEAN •region and the spirit of voluntarism among the ASEAN youth; andTo inculcate the universal values for youth leaders in their •programs, projects and activities.

Since 2006, 21 youth organizations from the ASEAN were recognized in Awards Ceremonies and awarded in Hyatt Hotel in Manila (2006), Cebu International Convention Center in Cebu (2007), and Manila Hotel (2008). The following are the past winners of the TAYO ASEAN Awards:

The National Youth Commission - Philippines, together with the respective embassies of ASEAN member countries in the Philippines and the Committee for ASEAN Youth Cooperation (CAYC), gathers nominations and selects the TAYO ASEAN Awardees each year.

For the last three years, TAYO ASEAN has successfully established its presence in the region as an advocate of youth participation in promoting and achieving the UN MDGs. The Philippine Department of Foreign Affairs (DFA) signified its commitment to support TAYO ASEAN through its International Commitment Funds. For two consecutive years, DFA allocated funds in the conduct of the TAYO ASEAN Awards.

THE LOGO

In the making of the TAYO ASEAN Awards as a recognition program for outstanding accomplishments of youth

and youth-serving organizations in the region, The CAYC and youth councils of

ASEAN member countries have adopted the TAYO ASEAN Awards logo.

Inspired by the 12th ASEAN Summit theme, One Caring and Sharing Community, Ms Monica Camille Co, an NYC volunteer and student of Ateneo de Manila University designed the TAYO ASEAN logo.

The ASEAN flags at the foreground represent the united efforts of the participating countries to encourage voluntarism and wider youth participation in addressing the Millennium Development Goals. While the letters forming TAYO ASEAN were likened to a wave, depicting a continuous movement much like the boundless energy of the youth.

The yellow color dominates and captures the vibrant mood of the youth; alive, happy and enthusiastic. All smiles as it highlights the ASEAN flags, representing a synergy, interwoven, united and signifying mutual cooperation in a concerted effort to realize a dream for the ASEAN Youth.

I extend my warmest greetings to the officers and members of the National Youth Commission and the delegates to this year’s search for the Ten Accomplished Youth Organizations in ASEAN.

The TAYO ASEAN initiative of the NYC recognizes the outstanding efforts of the youth of Southeast Asia, and encourages maximum youth participation in the various

noble causes of ASEAN, consistent with its people-centered orientation under the ASEAN charter.

Through the various projects of ASEAN youth organizations – such as in environment conservation, social welfare, youth entrepreneurship, Asian culture and arts appreciation, among others – TAYO ASEAN inspires our youth to maximize their participation both in national and regional development.

I commend the NYC for organizing this laudable event for the youth of Southeast Asia.

Our national hero Jose Rizal tells the story about a father who gave each of his sons a lamp to light his way in the darkness. Addressing the young bearers of this light, Rizal said: “Let them intensify its flame, take care of it, not extinguish it to depend on the light of others, but to help one another, seek each other’s counsel in the search for the way.”

Indeed, activities such as the TAYO ASEAN bring ASEAN peoples, especially the youth, closer towards the way to finding a true caring and sharing community.

We welcome all the delegates, guests, and participants to the 14th annual meeting of the Committee for the ASEAN Youth Cooperation (CAYC) and the awardees of the 4th Ten Accomplished Youth Organizations (TAYO) in the ASEAN.

The twin activities highlight the initiatives undertaken by the Philippines through the National Youth Commission that spurred further the spirit of cooperation and voluntarism among the youth leaders in the region.

This year, the CAYC Meeting and the TAYO ASEAN Awards achieve another milestone as we have invited representatives from our dialogue partners, China, Japan, and Korea as observers.

Our initiative in the region is aimed at strengthening the participation of youth organizations in noble undertakings that may be replicated by other countries, specifically in addressing the Millennium Development Goals.

We thank the City of Puerto Princesa through the leadership of Mayor Edward Hagedorn, the Office of ASEAN Affairs of the Department of Foreign Affairs, and the Local Youth Development Council of Puerto Princesa for making this event a success.

When our national hero, Dr. Jose P. Rizal, said that the children are the country’s future, he was not engaging in empty talk. He said that based on a certain reality that adult citizens of any particular era will surely, as the sun rises in the east, pass away and will necessarily be inherited by the youth. Just like all pieces of wisdom, the truth of Dr. Rizal’s statement transcends time. It is true

today as it was in yesteryears and as it will be till eternity.

The future therefore of any and all countries, and of civilization itself, depends on the quality of today’s youth. A well-educated, disciplined, and socially-involved youth will bring in a bright future for the country and the world. On the other hand, an ignorant, undisciplined, and self-centered youth will usher in a bleak tomorrow.

In life, there are always choices and options. And most of them are simple and straight-forward, like: do we aspire for a bright future or should we be content with what is there? Some of today’s younger generation may choose to ignore this question and spend the time, energy, and dynamism that they have in abundance in going to parties or simply lazing around. But others may want to actively aspire for a bright future and do something… even now… to realize that dream.

And it is in this context that we would like to congratulate the Committee for Asean Youth Cooperation (CAYC), the International Youth Centre (IYC), and the National Youth Commission (NYC) for organizing this “Cyber Development Corps World Camp,” in line with the Cyber Development Corps flagship partnership initiative of the United Nations Global Alliance for ICT & Development.

That this momentous event is being held in our beloved City of Puerto Princesa on 06-09 October 2009 is truly an honor for us. And, in behalf of our noble people, we warmly welcome all the participants from the 10+3 countries participating in this “Cyber Development Corps World Camp”.

Committee for ASEAN Youth CooperationKuala Lumpur, Malaysia

Greetings to all ASEAN youth!

Having Malaysia as the permanent General Secretariat of Committee for ASEAN Youth Cooperation (CAYC), we are proud to share some major milestones under the Chairmanship of the Honorable Richard Alvin M. Nalupta (since 2006) with two major accomplishments; the restructuring of the organization itself and the impactful ASEAN spirit that CAYC has nurtured this term.

In effort to further strengthen its organizational structure and image, CAYC elected a competent and credible line of leaders as office bearers, in the policy making and administration areas. We also ensured representatives from National Youth Councils or youth departments or agencies from each ASEAN member state.

In promoting participation and volunteerism spirit among the ASEAN youth since year 2006, many activities have been realized such as meetings, promotions, awareness programmes, dialogues, capability and capacity building courses. Among achievements of CAYC within the past three years are the Ten Accomplished Youth Organization’s (TAYO) Award and the Cyber Development Corps (CDC) initiative.

CAYC has been given mandate by the United Nations – Global Alliances for ICT and Development (UN GAID) to execute the CDC initiative by establishing a global outreach program based on the spirit of volunteerism to help lesser-developed nations and communities benefit from global information and communication technologies, infrastructure and resources as well as enhance their national development plans towards becoming equal participants in the global information-knowledge society.

We would like to congratulate the National Youth Commission of Philippines and CDC Palawan Chapter for their effort in hosting the 4th ASEAN TAYO and the 1st CDC Camp this year.

Last but not least, CAYC pledges its commitment to explore the potentials of young people between the ages of 18 to 35 years, that make up no less than 40% of the total population in ASEAN. Let’s join hands for the future advancement of our nation!

The National Youth Commission - Philippines was established on June 30, 1995 by virtue of Republic Act 8044 or the Youth in Nation Building Act. It is the sole policymaking and coordinating body of all youth-related institutions, programs, projects and activities of the government. Its establishment was based on the provisions of Article II, Section 13 of the 1987 Philippine Constitution which states that “The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being …”

Moving force in youth development.

MISSION

Ensure the convergence of youth policies, mobilize resources for youth development, provide support to youth and youth-serving organizations, and demonstrate and advocate effective programs, projects, and practices in youth development.

CORE FUNCTIONS

1. RESEARCH, POLICY FORMULATION & ADVOCACY

The NYC undertakes research studies on the condition and development needs of the Filipino youth and government responses (in the forms of policies, programs, and projects). Identify gaps, needs, and challenges, and formulate policies and policy recommendations to address these concerns. It shall establish and maintain a databank of youth statistics, policies, programs, organizations, and youth-serving institutions.

2. MONITORING & EVALUATION OF YOUTH PROGRAMS, PROJECTS & ACTIVITIES

As the lead policy-making and coordinating body of all youth policies, programs, and activities of the government, the NYC has the responsibility to ensure that government policies, programs, and activities for the youth are aligned with the priority needs of the sector and attuned to their development needs. At the same time, it is also the responsibility of the NYC to propagate effective youth programs and projects.

3. RESOURCE MOBILIZATION, NETWORKING & PARTNERSHIP-BUILDING

NYC has also endeavors to establish networks and partnerships within and outside government to encourage support to the cause of youth development. It also mobilizes resources from other sectors, including local communities as well as the international community. These resources shall be in the form of financial support and technical assistance, among others.

4. SOCIAL MARKETING, PUBLIC & MEDIA RELATIONS

The NYC encourages and promotes public interest, participation, and support in youth development, change public perception and knowledge about youth development, change public perception and knowledge about youth development to the end that they allocate resources, develop and implement youth programs and projects, and organize entities that shall serve interest and shall address the needs of the youth.

5. EDUCATION, TRAINING & INSTITUTION BUILDING

The NYC seeks to build institutions for the youth by way of education and training of youth and youth-serving organizations through the publication and distribution of manuals and IEC materials as well as mentoring in youth development strategies.

The formulation of the Medium Term Youth Development Plan (MTYDP) which is aligned with the Medium term Philippine Development Plan (MTPDP) is the NYC’s major mandated project. The MTYDP serves as the national framework for youth development. It contains policies and strategies to address youth development concerns in education, employment, health, youth participation, values formation as well as need and concerns of specific youth groups who have experience exploitation, abuse, and its integration in society. It also identifies institutional responses, particularly those from the government sector.

NATIONAL YOUTH COMMISSION PHILIPPINES

The city within a forest, Puerto Princesa is the Philippines’ most environment-friendly city and the capital of Palawan Province. It lies at the mid-section of the long strip of Palawan island. Puerto Princesa is stretched over 106 kilometers long with the narrowest breadth of 8.5 kilometers in Barangay Bahile. Home to lush forests and pristine waters, Puerto Princesa City is considered to be the country’s last frontier.

Legend has it that there was a princess-like maiden of rare beauty who roamed around the bay during moonlit nights, enchanting fishermen and traders, hence the name Puerto Princesa.

Historically, the place was named after a Spanish princess.When the princess suffered an untimely death, her mother, the Queen changed the name of the place to Puerto de la Princesa. Eventually, the name was reduced to Puerto Princesa as it is known today.

If one’s adventurous enough, everything in Puerto Princesa can be a treat for the tummy and a feast for the eyes. Take pleasure in the bounty of Palawan seas served fresh in any of the restaurants that abound in the city. Or for a more

personal experience, try going to the city market and haggle your way for the day’s fresh catch. You can also opt for the dried variety: there’s danggit, dried squid, or dried tahong. Take a bite of the local delicacy, Tamilok, for an extra kick. Tamilok is a mangrove-boring mollusk, which after being cleaned is served raw with a vinegar dip.

For pasalubong (keepsake) to your loved ones back home, cashew nuts are the more popular choice next to rainmakers and other handicrafts from the Iwahig Prison and Penal Farm. You may also want to try Baker’s Hill’s hopia and crinkles.

If you’re into jewelries, the city market is teeming with stalls selling necklaces, bracelets, and earrings made of pearls, shells, and other semi-precious stones. A pair of freshwater pearl earrings can only cost at around 10 to 20 pesos each.

Not for the faint-hearted: Palawan’s exotic delicacy, the worm-like mollusk, or more popularly known as Tamilok is best downed with a vinegar dip and an ice-cold beer.

EXPLOREPuerto Princesa is blessed with verdant forests, white sand beaches, and crystal clear waters, a perfect getaway for nature lovers and adventurous travellers.

One shouldn’t miss the city’s historical landmarks like the Iwahig Prison and Penal Farms, famously known as the Prison Without Bars. It was established in 1904 under the American rule in the Philippines. Inmates make use of their idle time by tending vast farms and making handicrafts and women accessories like bags, which are very popular to tourists because of their intricate and elaborate designs.

Discover your wild side by visiting the Palawan Wildlife Rescue and Conservation Center - Crocodile Farm and Nature Park, a facility that helps in the conservation of the saltwater crocodile and the endemic Philippine freshwater crocodile, which are already on the brink of extinction. The nature park is also home to other endangered species like the elusive Palawan Bear Cat and the Palawan Peacock Pheasant. And if this is not enough for you, go and get enchanted by a kaleidoscope of butterflies in various stages of its life cycle at the Palawan Butterfly Garden.

Don’t forget to bring your sunblock as you go island hopping on Honda Bay. Go swimming, diving, or snorkelling at Snake Island or Pandan Island where you can find the most beautiful and colourful coral reefs. Marvel at Lu-Li - short term for Lulubog-Lilitaw (appearing-disappearing) - a tiny islet that is only visible during low tide and gets covered by seawater during high tide.

A trip to Puerto Princesa would not be complete without a visit to the Puerto Princesa Subterranean River National Park, this is after all the city’s premier ecotourism destination. The Subterranean River is listed as one of UNESCO’s World Heritage Sites for its outstanding universal value and ecological significance as a natural site. It is the longest navigable underground river and reputedly the most beautiful subterranean river in the world.

The underground river winds through an 8.2-kilometer stretch beneath a spectacular cave before emerging directly into the South China Sea. At the mouth of the cave, ancient trees grow right to the water’s edge that frames a clear lagoon. The forest near the beach is home to monkeys, large monitor lizards, and squirrels. Bird watching and mountain trekking is also available for more adventurous visitors.

CAYC +3 Meeting, National Secretaries’ Meeting& 4th TAYO ASEAN Awards

The 4th Ten Accomplished Youth Organizations in the ASEAN Awards held in Puerto Princesa City in Palawan on October 6 to 9, 2009 became a fitting tribute to the significant contribution of the youth in spearheading sustainable programs, projects, and activities that seek to respond to the realization of the United Nations’ Millennium Development Goals (MDGs), specifically in the ASEAN region.

The first group of participants to the 4th TAYO ASEAN Awards arrived in Palawan on October 6, 2009. After the Welcome Lunch, the delegates and NYC officials were invited to attend the Opening Ceremony for the Cyber Development Camp (CDC) that was spearheaded by the Local Youth Development Council of Puerto Princesa City led by the Awards Co-chairperson Councilor Rebecca Labit. 40 students from various schools in Palawan attended the CDC.

The tourism office of Puerto Princesa took the delegates to a city tour. They visited the Baybay, the city’s famous seaside walk; Baker’s Hill; one of the city’s oldest weaving factory; and the city’s garbage recycling area.

Later in the afternoon, the second batch of delegates arrived. NYC hosted a Welcome Dinner at the Asturias Hotel for the delegates, which was also attended by the Puerto Princesa City local officials and the members of the local counterpart committees.

Day 2 of the CAYC meeting was presided by Chairman Richard Alvin M. Nalupta and was attended by CAYC

officials, NYC officials, Director Indhira Banares of the Department of Foreign Affairs, and Mr. Shoichi Sugo from the Cabinet Office of Japan. During the meeting, the Accomplishment Report of the CAYC Secretariat was presented and discussed. As a result, a manifesto declaring the support of the ASEAN member

countries and Japan in mitigating the effects of climate change.

Resource speakers to the CDC were Mr. Lee Kwan Meng from the International Youth Centre, Malaysia; Ms Bibi Zaleha from the CAYC Secretariat in Kuala Lumpur, Malaysia, and Ms Phanilee Chunjitkaruna from Thailand. They presented concepts of Youth Voluntarism, Initiatives of the CAYC on ICT Development, and models on harnessing International Youth Cooperation through the utilization of information technology. The TAYO ASEAN Awardees from Indonesia, Malaysia, Philippines, Thailand, and Vietnam also attended the workshop.

After the CAYC meeting, the CAYC Meeting + Japan followed. The meeting discussed various programs and activities of youth organizations in the ASEAN countries and Japan including possible areas of partnerships.

In the same meeting, Ms Phanilee Chunjitkaruna of Thailand presented a proposal for an ASEAN-Japan Youth Parliament, an advocacy initiated by the delegates of the 35th Ship for Southeast Asian Youth Program (SSEAYP). The concept was presented to the panel to gather support and possible endorsement to the ASEAN Secretariat. The same proposal was presented during the ASEAN Ministerial Meeting on Youth held in Thailand in 2009.

The opening of the TAYO ASEAN Exhibit and the 4th TAYO ASEAN Awards were held at the Puerto Princesa CIty Coliseum. More than 2,000 students attended the event.

Mayor Edward Hagedorn welcomed the participants, dignitaries, and guests present during the event and awarded the 4th TAYO ASEAN Awards to the following:

After the awarding ceremony, the city government of Puerto Princesa led by Mayor Hagedorn hosted a dinner in honor of the awardees and participants of the TAYO ASEAN Awards and the CDC at Asturias Hotel. The delegates were treated to a cultural performance rendered by SINIKA, a local performance ensemble composed of local residents and local government employees. Another highlight of the evening is the powerpoint presentation of Mayor Hagedorn about the devastating effects of climate change and man’s disregard to nature.

On the third day, the delegates visited several schools and institutions and engaged in informal discussions on possible collaborative activities among youth organizations in the ASEAN and Japan. Students who participated in the Cyber Development Camp Workshop also presented their outputs to the representatives of the CAYC. A testimonial dinner that also served as the Closing Ceremony was held at the Asturias Hotel Ballroom.

1. Komite Nasional Pemuda Indonesia (KNPI)

The Indonesian Youth Declaration on July 23,1973 sparked the initiative to form the Dewan Pimpinan Pusat Komite Nasional Pemuda Indonesia. KNPI plays an active role in encouraging the Youth to foster unity among people of different cultures, in promoting an awareness of the importance of voluntarism, instilling a sense of social responsibility, and in raising environmental awareness among the communities in the country.

KNPI’s entry project is Environment Conservation. The organization believes that the government and the people at both individual and group level must conduct Environment Management. This is important because environment problems are not only increasing in number but is becoming more complicated, giving reasons for worry.

KNPI signed an MOU naming Bandung the site of a pilot project for environment conservation. Samples of the pilot project will be conducted in Bandung because it is a strategic area with regard to its proximity with Puncak, Bogor, Cianjur and Pantura (Java’s northern coast). KNPI, which has 33 representative offices throughout Indonesia with a total of 90 organizations, could start protecting and taking care of plants and pieces of land that are included in the conservation program.

2. Belia 4B Cawangan Kampung Paya Rumput Jaya Wawasan (PARUJAS)

PARUJAS aims to create knowledgeable youth in various fields such as information technology, entrepreneurship, education, religion, and sports. It encourages the youth to participate in agriculture industry by using modern technology and hopes to develop the village towards global information and communication technology. It also encourages the youth to participate in various beneficial activities in order to reduce social problems.

The organization’s entry project is the PARUJAS Orchard Agriculture Is Business. PARUJAS creates sales center for agricultural products by PARUJAS Youth and creates cluster projects for the villages such as goat and chicken farming under PARUJAS Youth organization’s management.

3. Dynamic Teen Company

A group of concerned young people with a mission of making a small yet significant difference in other people’s lives, particularly the small children in slum areas who have no access to education, basic hygiene and sometimes, even love from their families. Their major platform then was to cater youth awareness, projects, talent and self development activities, and community services. Today, the group holds different activities to address these issues.

The organization’s entry project is the K4 Outreach Programs: Kariton Klasrum, Klinik & Kantin (pushcart school, clinic, & canteen). K4 is Dynamic Teen Company’s effort to bring the basics of education, love for learning, food for the hungry and cure for the wounded. Some of them suffer maltreatment, abuse and abandonment. Every time they see the Kariton Klasrum, they run towards it like trucks of relief goods to a devastated and desolate community. What fill them up are not the food alone but the joy of teens telling them stories, fun learning of colors and crafts provided for them. Their healing are not merely from wounds being treated or health being restored but from the loving touch and mentoring being offered them by fellow kids who volunteered to bring back their rights as children, as human beings.

4. Pichai Sub-District Administrative Organisation (Pichai SAO)

PICHIA SAO aims at educating the youth about the ill effects of drug abuse and violence. It encourages the youth to live a healthy life through seminars on reproductive health, martial arts trainings, environmental awareness, with great emphasis on education and youth participation in community and civic works.

Their projects include:

5. Ho Chi Minh City Youth Union

In the summer of 1994, the voluntary movement started from groups of students of Ho Chi Minh City University of Pedagogy who came to rural areas to

teach illiterate children and poor people. Up to now, the movement has become a strong and large-scaled movement of the youth in the city, and

it is spreading all over Vietnam.

The voluntary activities are carried out more often and continuously, with the high time in every summer holiday (in June, July and August). The content is organized into various program in accordance with different kinds of youths in Ho Chi Minh City.

Their projects include:

1. Green Summer Voluntary Campaign for students in universities, colleges, and vocational high schools.

2. Pink Holiday Voluntary Campaign for for young workers, laborers and employees in companies and administrative

6. National Association of Cambodian Scouts (NACS)

The National Association of Cambodian Scouts (NACS) is the national Scouting organization in Cambodia. It was founded in September 2005 through the merger of the Scout Organization of Cambodia and the Cambodian Scouts and became a member of the World Organization of the Scout Movement (WOSM) on 1 July, 2008. The coeducational association serves 3,763 members (as of 2007).

To further the development of Scouting in Cambodia the association focuses on:

We, the members of the Committee for ASEAN Youth Cooperation (CAYC) and the duty bearers of the 4th TAYO ASEAN’s principles, who are gathered here today in the environment-caring community of the City of Puerto Princesa;

Embracing the energy of global, regional, and national movements for the active participation of youth in the larger economic, political, socio-cultural, and physical community development landscape;

Cultivating this development landscape through the promotion and/or implementation of regional and national activities on major areas of youth concern such as education, employment, health, juvenile delinquency, conflict & violence, participation, environment;

Directions

Organize activities resulting in the development of core messages on youth’s perspective on climate change;

Utilize existing policy tools such as the Rio Declaration on Environment and Development, the World Programme of Action on Youth 2000 and Beyond, and ASEAN initiatives on environment to ensure alignment of interventions with established guiding frameworks;

Replace hesitation with decisiveness in urging policy-makers to act on youth-led measures or recommendations;

Support the promotion of educational and training activities that instill values and provide a toolkit among youth such as those on proper disposal of solid wastes, energy conservation, and protection of endangered species;

Harbor youth-inspired ideas that present creativity and innovation in engaging their energy to promote a better and safer environment;

Arm each member of our organization/network with concepts and ideas in caring for Mother Earth;

1. Each ASEAN member country shall adopt its own selection guidelines based on the proposed criteria. Each country shall include the following as members of the Board of Jurors:

- Representative from the Ministry of Education or its equivalent- Representative from the Ministry of Foreign Affairs (who is currently in charge of ASEAN Affairs)- Representative from a nationally-recognized or accredited youth or youth-serving organization with no entries for the awards- Representative from the CAYC member organization- Representative from a religious organization- Representative from the previous year’s winning organization

2. One winner shall be selected per country. Each country is expected to send only one nominee who will receive the ASEAN TAYO Awards per country.

The winning organization should nominate a representative who will be sent to other ASEAN countries to promote their project entry for replication.

TAYO ASEAN AWARDS

COMMITTEE FOR ASEAN YOUTH COOPERATION

The Committee for ASEAN Youth Cooperation (CAYC) has been established since September 1975 in Jakarta. It was the strong determination on the part of ASEAN youth to render their contribution to the tasks of ASEAN building that culminates in the formation of CAYC.

It was envisaged that CAYC plays a leading role in establishing a firm foundation for common action to promote regional cooperation and understanding, sense of belonging to ASEAN society, equality and justice among youth and youth organization in the region.

Being a part of ASEAN structure and aspiring to the ideals of ASEAN as stipulated in the ASEAN Declaration of Bangkok, August 1967, and other Declaration of ASEAN, CAYC has a meaning and fulfilling role to play in the region.

CAYC made significant inroads into the ASEAN structure when it was recognized by ASEAN as an affiliate on 19 September 1983. Its other notable achievement was its numerous programs during International Youth Year (IYY). As an ASEAN-affiliated organization since 1981, the CAYC enjoys an interactive, working link with the ASEAN Senior Officials on Youth since the former ASEAN Sub-Committee on Youth in April 1998 agreed that CAYC could participate at meetings and projects of the ASY. This recognition continues after the elevation of the ASY into the ASEAN Senior Officials Meeting on Youth (SOMY).

The work of the CAYC as a supporting arm to the ASEAN SOMY’s efforts, will surely provide an impetus for the synergy among government agencies, the ASEAN Secretariat, and youth organizations in ASEAN, each doing its share to “promote regional cooperation in South East Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region”.

The General Secretariat of CAYC is based in the International Youth Centre, Kuala Lumpur, Malaysia. It is headed by the Secretary General to coordinate the implementation of CAYC policies, its programs, and activities of its member organizations.

CAYC members are the national youth council/organization that represent each ASEAN country. A National Secretariat is set up by each respective member, headed by the National Secretary, and shall keep the General Secretariat of CAYC regularly informed of their programs and activities. 14 - 19 May 2006International Workshop on Universal Values for Youth Leaders 2006

The workshop focused on the importance of universal values, which can be inculcated in development programs, by professionals or youth leaders. There were keynote papers, workshop, country report, and institutional visit. It was held at the International Youth Centre, Kuala Lumpur, Malaysia and was attended by 60 youth leaders from the ASEAN region. The program was officiated by the Secretary General of Ministry Youth and Sports Malaysia.

18 May 200615th National Secretaries Meeting of CAYC 2006

The 15th National Secretary Meeting of CAYC was held in conjunction with the International Workshop on Universal Values for Youth Leaders 2006, at the International Youth Centre, Kuala Lumpur, Malaysia. Election of the new committee member for Session 2006-2008 was executed.

27 May 2006Youth Development Course

The course was organized by the Ministry of Youth & Sports and was held at the Seri Malaysia Hotel, Port Dickson, Negeri Sembilan, Malaysia. Mr Sobri Ahmad, Secretary General of CAYC gave a motivational speech to 50 young leaders from Federal Territory of Kuala Lumpur.

29 - 30 May 2006The Malay and Islamic World Convention

The convention was held in Ipoh, Perak, Malaysia as continuation efforts to upkeep the Malay culture and customs, inline with the Islamic law. Mr. Sobri Ahmad was a keynote speaker on “Building the Excellence for Young Generations: Threats and Opportunities in the Globalization Era”. It was officiated by the Perak Chief Minister, Dato’ Seri Tajol Rosli Ghazali and it was attended by 400 participants from Brunei D.S, Sri Lanka, Thailand, Philippines, Cambodia, China, Singapore, and Indonesia.

15 June 2006Humanitarian Mission at DKI Yogjakarta

A humanitarian mission was sent to Yogjakarta after the province was hit by earthquake. The CAYC Secretariat joint mission was led by The Right Honorable Dato’ Seri Ali Rustam, the President of World Assembly of Youth (WAY). During the visit, a meeting with Bapak Sri Sultan Hamengku Buwono X, Governor for DKI Yogjakarta Province was held at Gedung Jene. The elegation was also brought around the affected area and Sanjito Hospital.

18 - 21 June 2006Melaka International Youth Dialogue 2006

The 6th Melaka International Youth Dialogue (MIYD) was held at the Melaka Water City Resort. The selected theme for the dialogue was “Developing Human Capital.” The theme included dialogues on

education, training, and capacity building of young people. More than 150 participants from different parts of the world attended the MIYD. The ceremony was then followed by a speech from Mr. Sobri Ahmad.

23 - 25 June 2006Award Presentation

The Treasurer of CAYC, Pengiran Suhaimi Wahid was bestowed with the highest Malaysian Youth Council (MYC) Award, by the Deputy Prime Minister of Malaysia in recognition to his contribution towards youth developments in the region. The award presentation was done during the Annual General Assembly of MYC held in Perak, Malaysia.

23 - 27 July 2006Humanitarian Mission at DKI Yogjakarta 2

The 2nd CAYC Secretariat humanitarian joint-mission was led by The Right Honorable Dato’ Seri Mohd Khir Toyo, President of Asia Youth Council (AYC), in cooperation with Komite Nasional Pemuda Indonesia.

2 - 3 September 2006Workshop for Volunteers

The program was held at the International Youth Centre, Kuala Lumpur, Malaysia in collaboration with the Malaysian Youth Council and was participated by 40 volunteers. The main objective of the program was to accommodate theoretical and practical knowledge to the participants and to develop a youth working system based on youth inspiration, community, and country.

10 - 16 September 2006Workshop on the Advancement of Professionalism in Youth Work

The workshop was held at the International Youth Centre, Kuala Lumpur in collaboration with CAYC, AYC, MYC, and the Ministry of Youth & Sports Malaysia. The theme was “Improving Youth Work Professionally”. The purpose was to explore and confront issues on professionalism of youth work, which need the collaborative network and sharing of experience and ideas for great achievements in this field. 35 participants from ASEAN countries took part in the program and 5 paper presentations, which range from defining volunteerism to enhancement of youth work in one’s country, were presented. There was also field placement according to groups for practical experience.

10 - 15 September 2006Tun Hussien Onn Renewal Award Course

CAYC Secretariat participated in program which focused on Universal Values and Wisdom of Ages organized by the Malaysian Institute of Management. The program was jointly organized with the Konrad Adenauer Foundation at the Flamingo Hotel, Kuala Lumpur, Malaysia. It is an open program for all ASEAN member countries.

11 - 14 October 2006Asian Youth Forum 2006

The forum was held in Batam, Indonesia by the Asia Youth Council. More than 118 participants from 25 countries joined the forum and came up with the Batam Resolution, which focused on strategies for youth organizations to achieve the eight Millennium Development Goals set by the United Nation. CAYC Chairman, Mr. Richard Alvin Nalupta was one of the key paper presenters and four CAYC Volunteers took part in the forum.

14 November 2006Open Forum: Universal Values for ASEAN Youth

The open forum was held at the Legend Hotel, Kuala Lumpur Malaysia. It was held in conjunction with the 13th ASEAN Youth Day Meeting. Three youth leaders from the Philippines, Singapore, and Asia Youth Council presented their papers on “Universal Values for ASEAN Youth”. 200 young leaders participated in the forum. The outcome of the forum is the “Kuala Lumpur Pledge”, which was recited by all participants and witnessed by government officials and the ASEAN Secretariat.

24 November 200611th CAYC Management Meeting

The 11th CAYC Management Meeting was held at the Malacañang Palace, Manila, Philippines. It was attended by eight ASEAN countries, namely the Philippines, Cambodia, Malaysia, Vietnam, Singapore, Cambodia, Brunei, and Indonesia. Among discussed matters were Adoption of Amended Statutes, General Secretariat report, 1st TAYO ASEAN Awards, and other proposed programs by all affiliate countries.

3 – 10 December 2006Symposium on Developing Young Volunteers

The symposium was organized by the International Youth Centre in cooperation with the Malaysian Youth Council, CAYC, and Asian Youth Council, held at the International Youth Centre, Kuala Lumpur, Malaysia. The theme was “Repositioning Volunteerism Among Young People”. The purpose was to identify strategies on mobilizing the resources from the pool of young volunteers, explore ways for their development and formulate a framework for their volunteer service. There were paper presentations, agency reports, panel discussion/forum. It was attended by 50 participants (3 from each country).

8 January -14 February 2007The Excellence of Science in Islamic Civilization Showcase

The showcase started from the 8 January until 14 February at the Kuala Lumpur Convention Centre, Malaysia and continued with the “On-Wheel Concept” (by bus) throughout the whole Malaysia until 4 April 2007. The exhibition was officiated by the Honorable Prime Minister of Malaysia, His Excellency Dato’ Seri Abdullah Hj Ahmad Badawi. The showcase involved 148 artifacts, replicas, posters, models, manuscripts, and exhibitions. Most of them were imported from the Institute for History of Arab-Islamic Science, Johann Wolfgang Goethe University, Frankfurt, Germany; organized by the Ministry of Science, Technology and Innovation, Malaysia headed by the Honorable Dato’ Sri Dr. Jamaludin Mohd Jarjis. The Secretary General of CAYC was one of Head of Secretariats responsible for the nationwide and worldwide visits, which were attended by more than 250,000 people, including the youth of ASEAN.

14 - 17 January 2007ASEAN Youth Leader’s Forum

The forum was held in conjunction with the 12th ASEAN Summit in

Cebu City, Philippines. The forum was officiated by Ms. Luli Arroyo, the daughter of President Gloria Macapagal-Arroyo, who is also the Chairman of the ASEAN. The objective of the Forum was to share countries’ initiatives on sustainable youth employment or youth entrepreneurship based on the Manila Declaration signed during the Fourth ASEAN Ministerial Meeting on Youth (AMMY IV), Manila, Philippines held on 3-4 September 2003. One representative from each ASEAN countries presented their paper, exchanged views, and approved a resolution of carrying out plans and programs in their respective countries.

3 March 2007Launch of Entrepreneur Community’s Platform BIZCOM KIOSK

CAYC was one of the secretariats for the launch, which was attended by more than 200 strategic partners & entrepreneurs. The objective is to create business kiosk that has all the facilities and consultation for entrepreneurs’ development (a one-stop center facility for all entrepreneurs) in Malaysia. The launch was officiated by the Hon. Minister of Entrepreneur & Cooperation Development, Malaysia, YB Dato’ Seri Mohamed Khaled Nordin.

18 - 25 March 2007International Workshop on Youth Values Development

CAYC was one of the co-organizer for the program with the International Youth Centre, Ministry of Youth and Sports Malaysia, University Putra Malaysia, Asian Youth Council, and Malaysian Youth Council; officiated by the Hon. Deputy Minister of Youth & Sports Malaysia. The objective was to determine approaches and methods to develop and instill positive values among young people. The program is the extension of the 2006 workshop, which identified eight universal core values relevant for youth and they are: Patriotism, Justice, Volunteerism, Integrity, Ethnic Sensitivity, Professionalism, Morality, and Passion.

24 - 30 March 2007ASEAN Youth Leadership Development Program

Three CAYC volunteers attended the program organized by the Ministry of Youth and Sports Malaysia, with the objective of acknowledging the focus of programs for youth leadership development. It was held at Port Dickson, Malaysia and youth officials from 10 countries attended the program and shared their views and experience in youth leadership development. The Director General of Ministry of Youth and Sports Malaysia officiated the program.

21 - 22 March 2007National Young Leader’s Convention

The Deputy Prime Minister of Malaysia, the Right Honorable Dato’ Sri Mohd Najib Tun Abdul Razak officiated the program at the Legend Hotel, Kuala Lumpur along with the launch of the series of training for young leaders of the Malaysian Youth Council. Attendance of the Minister of Youth and Sports Malaysia, Minister of Perak State Government, Minister of Selangor State Government (who is also the President of Asian Youth Council), Deputy Minister of Education and the Secretary General of CAYC shows the strong support given towards this program. More than 500 youth leaders from different races and religion gathered with a common goal and that is to strengthen the youth leadership skills for a better future in Malaysia.

The Secretary General officiated the closing ceremony of the “Career

Day 2007” program organized by the Department of Youth and Sports Kuala Lumpur, which was held at the Kuala Lumpur Youth and Sports complex. The objective of the program was to inform the youth on opportunities and skill trainings offered by the government for school-leavers especially on those offered by the National Skill Development Institute (IKBN).

5 - 7 April 2007MARA Retail Entrepreneurs’ Program

This program was officiated by the Honorable Prime Minister of Malaysia at the Putra World Trade Centre. CAYC was one of the secretariats for the launch and nationwide visits which was attended by more than 5,000 entrepreneurs, including the ASEAN youth. The objective was to create awareness on the business opportunities, growth and facilities offered by the government and experienced companies.

6 - 8 April 2007Dunia Melayu Dunia Islam: Islam Hadhari – Generating Excellence of the Malay Minds

The convention was held in Terengganu, Malaysia as continuation efforts to abreast the Malay culture and customs, in line with the Islamic law. The theme was “Islam Hadhari – Generating Excellence of the Malay Minds”. It was officiated by the Terengganu Chief Minister, the Right Honorable Dato’ Seri Idris Jusoh and it was attended by 400 participants including ASEAN Youth from Brunei Darulsalam, Thailand, the Philippines, Cambodia, Singapore, and Indonesia. There were also participants from Sri Lanka, China, Madagascar, South Africa, Australia, and the United Kingdom.

Singapore hosted the 5th ASEAN Ministerial Meeting on Youth from 24 – 27 April 2007. Preceding the meeting was the ASEAN Preparatory Senior Officials Meeting on Youth (Prep-SOM), where all high level officials from all ASEAN Countries gather, and CAYC officials attended the meeting as representative of the ten ASEAN countries’ youth.

23 - 26 August 2007Executive Dialogue on ASEAN Youth Development Programs

Program was organized by CAYC and Kuala Lumpur International Youth Centre, in collaboration with MIMOS Berhad and hosted by the Ministry of Science, Technology & Innovation, and the Ministry of Youth and Sports Malaysia. It was also supported by the Ministry of Information and the Ministry of Tourism. More than 120 youth leaders from ASEAN participated in the program. The program successfully engaged the 1st badge of Volunteers for the Cyber Development Corps – a flagship under the United Nations Global Alliances for ICT and Development. The establishment of CDC ASEAN and CDC International level, sponsored by CAYC and IYC also took place. The formation of two CDC Pro-tem Committee (CDC ASEAN and CDC International) to activate the CDC flagship were formed and hosted by CAYC and IYC, with a resolution from all delegates.

The Secretary General gave a talk to 60 lecturers of the MARA Banting College, one of the world’s best International Baccalaureate College, touching on matters related to transforming the youth of today in their social lives. He reminded the lecturers of their strength in influencing the students of the college, who are among the best students in Malaysia, focusing on volunteerism.

2 - 4 September 2007Youth Development Convention: Exploring the Youth of Year 2057

The program was organized at the Putrajaya Marriot Hotel IOI Resort Putrajaya, with the objective of determining the philosophy and strategy towards developing progressive youthof year 2057, outlining the mechanism, preparing the ethic codes of youth organizations under the Youth and Youth Development Act and lastly outlining its new frontiers.

The Secretary General was the VIP with the Honorable Dato’ Azalina Othman Said - Minister of Youth and Sports Malaysia and five CAYC General Secretariat volunteers participated in the Malaysian Youth Plan.

5 September 2007National Youth Dialogue Council (XXVI Term 2007)

The Secretary General co-chaired the National Youth Dialogue Council with the Honorable Datuk Liow Tiong Lai, Deputy Minister of Youth and Sports Malaysia at the Putrajaya JW Marriot Hotel, Putrajaya. The council acted as a platform like a Parliament, consisting of the High Councils of Affiliated Youth Organizations and government officers representing their ministry.

11 September 2007The Launch of Astro Technologenius

The Secretary General was invited to the launch which was held at the Kuala Lumpur, Malaysia. Astro promoted the search for innovative youth that uses ICT to help improve education, health, entrepreneurship, and governance. They turn the ICT project into an Incredibly Creative TechnoloGenius Festival and sends the TechnoloGeniuses to the UN GAID’s Global Youth Forum In Geneva to showcase their innovativeness through ICT ideas along with their prototypes. The search included the physically challenged youth TechnoloGeniuses who will begin to revolutionize the world. The Astro TechnoloGeniuses program seizes opportunity to improve the life of the youth and the community.

This year’s Global Youth Forum, co-hosted by the Global Alliance for ICT and Development (GAID) and the International Telecommunications Union (ITU), was attended by more than 500 youth representatives from around the world including policymakers, high-ranking government officials, representatives from the private sector and civil society, UN agencies, other stakeholders, and ASEAN youths.

Some of the guests included Dr. Hamadoun Toure, secretary general of the International Telecommunication Union; H.E. Mrs Suzanne Mubarak, First Lady of the Arab Republic of Egypt; H.E. Mr Adolf Ogi, Former President of Switzerland; and H.E. Hsu King Bee, the Ambassador and Permanent, Representative of Malaysia to the United

Nations together with Yang Berhormat, Mr. S.A Vigneswaran, Malaysia’s Parliament Secretary from the Ministry of Youth & Sports Malaysia.

Mr. Sobri Ahmad gave the closing remarks in the forum. He successfully informed and convinced delegates to come to the UN-GAID CDC Strategic Alliances program, which was held on 18 - 23 May 2008 in conjunction with the World ICT Week 2008 in Kuala Lumpur, Malaysia.

The CAYC General Secretariat Volunteers were part of the technical and event team for the program organized by the Ministry of Science, Technology & Innovation Malaysia and officiated by The Excellency, YAB Dato’ Seri Abdullah Hj Ahmad Badawi, the Prime Minister of Malaysia at the Kuala Lumpur Convention Centre. The program included the live telecast of Dr. Sheikh Muzaffar Syed Shukor’s journey, being launched from earth to space on the Soyuz Spaceship. His success as the first Malaysian to travel in space has proven to the world that ASEAN youth like him can create a change towards glorious achievements.

14 October 2007Live Hamm Radio Communication between CAYC and Malaysia’s Angkasawan

CAYC was proud to have the Secretary General, Mr. Sobri Ahmad communicating lively from the National Planetarium Centre, Kuala Lumpur, with Dr. Sheikh Muzaffar Syed Shukor, the Malaysian Angkasawan, when he was still on board the International Space Station (ISS). The communication was established using the hamm radio technology and the whole session lasted for nine minutes, as the ISS was moving on top of Malaysia’s space. Mr. Sobri Ahmad conveyed the message that all ASEAN Youth were proud of his achievements and hopes that he can share his experience with all ASEAN Youth.

The program was organized at the Titiwangsa Parliamentary Youth Centre, Kuala Lumpur by the Federal Territory Youth Council and MIMOS Berhad, where the Liaison Officer was the Program Director. The Former NASA Astronaut, Captain Robert Hoot Gibson gave an enlightening and motivating talk for more than 100 youth that gathered with dreams of becoming astronauts. He emphasized the importance of Mathematics, Science, and Physics and the experiences he has had as an astronaut.

The Secretary General gave a welcoming speech to all 80 youth from non-ASEAN region involved in the Youth Intercultural Exchange Program organized by AFS at an EidulFitri celebration in Kuala Lumpur. The CAYC representative attended the meeting in Beijing, China and received the award bestowed upon CAYC for its contribution towards

And in aspiration, motivation and action, nurtures and inculcates a sense of belonging for ASEAN youths by serving as a dynamic platform to articulate and address issues and challenges of mutual ASEAN interest.

The convention was held in Holiday Inn, Melacca, Malaysia as continuation efforts to upkeep the Malay economics and development, in line with the Islamic law. The theme was “Cemerlang, Gemilang, Terbilang”. It was officiated by the Honorable Prime Minister of Malaysia, His Excellency Dato’ Seri Abdullah Hj Ahmad Badawi and he was awarded the highest award called The Mansur Shah Award. The convention was attended by 1, 300 participants including ASEAN Youth from Brunei Darulsalam, Thailand, the Philippines, Cambodia, Singapore, and Indonesia. Delegates from Sri Lanka, China, Madagascar, South Africa, and Australia also participated in the convention. The Liaison Officer, Ms Ida Harlina Ikhwan Nasir and Head of CAYC General Secretariat Volunteer, Ms Norhaiza Kamaruzaman were involved as secretariat and support staff to this outstanding program.

16 November 2007Peace Corps Meeting with The Palestinian Ambassador

The meeting was held at the Palestinian Embassy in Kuala Lumpur with other international youth bodies and international youth serving organizations. His Excellency Abdelaziz Aboughosh, Ambassador Extraordinary and Plenipotentiary, explained about their fight for freedom of their own land which not only constituted Muslims but also Christians and other religion. He also wished to get some helping hand for their youth to have the freedom of education and social life, to live in harmony and without fear, and receive the basic needs of life like clean water and food. The meeting ended with the agreement to enroll Palestinian Youth as CDC Volunteers under CDC International, sharing the hardship of their lives thru the CDC Portal, and hoping to learn from the best practices of other harmonious countries like the ASEAN region.

The meeting was attended by Mr. Dwi Fajar Kodri, the Assistant Secretary General of CAYC and KNPI leaders, in Shah Alam, Malaysia. They understand the importance of ICT among youth in their countries and offered to operate the Cyber Centers, as long as there is support from the government and private sector. Among the youth leaders are those ICT Entrepreneurs who have potentials of doing online education systems for youth development.

CAYC volunteers joined the program which was organized in Chiang Rai, by the Office of Narcotics Control Board (ONCB) Thailand. Program included the setup of Drug Abuse Prevention Exhibition carried out in ASEAN and China, Youth and Drug presentations, team building exercises, leadership skills, visit to Hall of Opium and lastly organizing a Drug Abuse Prevention Festival for the locals.

16 - 19 May 2008Cyber Development Corps Meeting & Workshop: Earth ITernity

It was held in conjunction with the 16th World Congress on ICT 2008, which was supported by Ministry of Science, Technology and Innovation Malaysia (MoSTI) & Ministry of Youth and Sports Malaysia (MoYS). The program themed “Earth ITernity” was participated by 154 delegates and 46 trained volunteers from 30 countries, with the effort to create awareness of ICT and its impact on the environment. Resolutions were forwarded to UN GAID’s Steering Committee Meeting. Keynote address was given by UN GAID Executive Coordinator, Mr. Sarbulan Khan and closing ceremony was done by Minister of Youth and Sports Malaysia.

Three volunteers from the CAYC Secretariat were involved as CDC Volunteers with Ministry of Science, Technology and Information Malaysia in the InfoSTI@MOSTI project, during the Corn Festival in the rural Kota Marudu district, Sabah, Malaysia. The strategic intent of the community project is to stimulate local capacities for informed decisionmaking for the enhancement of personal, institutional and community development in the areas of agriculture and youth development through one stop applied STI information dissemination and application. It is also to build the capacity of youth as partners in community building and development. More than 5,000 people ranging from folkmen, women, children and youth were educated with ICT opportunities and benefits for life; through the awareness campaign and free IT class registration.

The project’s strategic intents are aimed at stimulating local capacities for informed decision-making and enhancement of personal, institutional and community development in the areas of agriculture, youth development, and socio-economic progress through one stop applied STI information dissemination and application. It also places youth as partners in community building and development programs. The objective of the project is to have an IT/STI literate population among the youth sector of remote and rural population. It provides unlimited opportunities and knowledge base in the areas of agriculture, ICT and industrial solutions, funding opportunities, youth and ICT for development, S&T awareness, internal and external social communication of the communities. One flagship being mounted is the agri-bazaar where people can buy and sell products through the internet.

The CAYC General Secretariat’s office, which also acts as the CDC ASEAN General Secretariat’s office, manages the voluntarism and community class functions, weekly in line with the Cyber Development Corps (CDC) initiative. Besides the ICT outreach execution in Sabah and Sarawak state, more is coming up for the Pahang, Johor, and Perak state. Since its operation, the centres have accommodated ICT community classes for more than 1000 peoples, ranging from basic ICT literacy to advanced applications. Subjects offered are Basic Computing and Internet, Agri-bazaar, Microsoft applications (Word, Excel, and Powerpoint), Telecenters, awareness on cyber treats, and volunteerism

outreach programs. The projects was launched on 22 February 2009 through Webcast in Kota Marudu, Sabah led by YB Minister MOSTI, Datuk Dr. Maximus Johnity Ongkili and in Petra Jaya, Sarawak lead by YB Tn. Hj. Fadillah Yusof.

The session for Sabah took place at the Kolej Yayasan Sabah and successfully certified 28 skilled CDC Volunteers. Two cybercentres have been setup, at Kota Marudu and Kolej Yayasan Sabah, Kota Kinabalu. More than 700 local people, ranging from 6 to 60 years of age have undergone free ICT community classes.

The session for Sarawak took place at the Kampung Semariang Batu and successfully certified 24 skilled CDC Volunteers. The National Youth Commission Philippines, in partnership with the Committee for ASEAN Youth Cooperation hosted the 13th CAYC Meeting at the Hotel Indah on December 2, 2008 and the 3rd TAYO ASEAN Awards at the Manila Hotel also on December 2, 2008.

2 December 200813th CAYC MEETING and 17th National Secretaries’ Meeting

The 13th CAYC Meeting and the 17th National Secretaries’ Meeting were simultaneously held at the Hotel Indah on December 2, 2008. The twin meetings were attended by the CAYC Office Bearers and representatives of the national youth councils from the ASEAN countries. National Youth Commission – Philippines Chairman Richard Alvin M. Nalupta who is concurrently the Chairman of the CAYC presided the meeting. The following major agreements were discussed: the designation of CAYC Deputy Chairmen, Mr. Hor Samnang of Cambodia and Mr. Jackie Goh of Singapore and the retention of the NYC as the TAYO ASEAN Awards Secretariat for 2009. It was also agreed that the 4th TAYO ASEAN Awards and the 14th CAYC Meeting and the 17th National Secretaries’ Meeting will be held in Puerto Princesa City, Philippines in 2009 and a suggestion was made to include the dialogue partners, China, Japan, and Korea as observers.

CAYC Secretary General Sobri bin Ahmad reported on the accomplishments of the CAYC and its current and future engagements especially on the campaign to establish Cyber Development Corps (CDC) a flagship program under the United Nations – Global Alliances for ICT and Development (UN GAID) to bridge the digital divide. In support of this initiative:

1. The Local Youth Development Council of Puerto Princesa City is hosting the World CDC Camp from October 1- 4, 2009 (coinciding with the TAYO ASEAN Awards) where about 50 participants are expected to attend.

2. The CAYC General Secretariat is to host the 1st ASEAN Cyber Volunteers Development Course based on endorsement by the Fourth ASEAN Senior Officials Meeting On Youth (SOMY IV) on 2-3 June 2008, Chiang Mai, Thailand as per Agenda Item 7.2.7 and Item 8, para 53 & 54. It is the “ASEAN Youth Volunteer Exchange Programme” re-branded as the “ASEAN Cyber Volunteers Development Course”.

25 - 31 December 2008ASEAN Youth Info & Humanitarian Mission Malaysia-Cambodia

More than 30 youth leaders went to Kandal Village Phnom Penh and Siem Reap, Cambodia. The objectives were to experience the hardship and mental strength of the Cambodian youth and relate it to the youth in other parts of the world. It was also an experience to directly understand the near history and violence of the regime that has suppressed the lives of Cambodian youths until 1993. Delegates also had a chance to donate basic necessities to the unfortunate youth in two villages in Phnom Penh, while learning and understanding their survival skills. The delegates then visited the Angkor Watt to understand the Hinduism and Buddhism history.

15 January 2009Digital Coloring Contest - Kuala Ibai, Kuala Terengganu

The Digital Coloring Contest was organized with CDC Malaysia, Fisheries Foundation of Malaysia and Ministry of Science, Technology & Innovation Malaysia. The objective was to inculcate the spirit of volunteerism among the youth in ICT literacy efforts by assisting in human capital development efforts in ICT for children from local kindergartens, in a form of coloring contest. The strategic and innovative way used was to do the coloring in a digital way on a mobile internet units/bus, provided by MIMOS Berhad.

23 January 2009Report on Youth & Climate Change To United Nations

The CAYC sent a Report on Youth & Climate Change to United Nations covering the Introduction of climate in ASEAN and findings by the ASEAN youth during the Cyber Development Corps Meeting & Workshop: Earth Iternity 2008, in context of developing Youth awareness on Climate Change and effect of ICT usage, from 16 to 19 May 2008. It was held in conjunction with the 16th World Congress on ICT 2008, which was supported by the Ministry of Science, Technology and Innovation Malaysia (MoSTI) & Ministry of Youth and Sports Malaysia (MoYS). Adding to the partnership for the program are ASTRO All Asia Network plc. (ASTRO) and Yayasan Anak Warisan Alam (YAWA).

About 154 Youth Leaders and 46 skilled volunteers from 30 countries inclusive of the physically challenged individuals and single parent, affirmed their interest, plan and commitment in executing the CDC initiatives of UN-GAID; a global outreach program based on the spirit of volunteerism to help lesser developed nations and communities; benefit from global ICT, infrastructure and resources; and help enhance their national development plans towards becoming equal participants in the global information-knowledge society; with focus on the effort of creating awareness of ICT and its impact on the environment. The findings were based on observation and sample survey, as follows:

1. Awareness - Issues on ICT and the Environment were realized positively. The ultimate outcomes were from the participants as they have shown a shift of mindset, increased level of concern and knowledge for the environment. Thus, they became more aware of the reality of ICT and its carbon footprint.

2. Efforts - The participants were able to utilize ICT facilities to fact-find within various constraints.

3. Values - The workshop has planted seeds of commitment and empowered the participants to take responsible actions on the environment.

4. Digital Gap - The objective of bridging the digital gap amongst youth was met, due to the high level of acceptance and cyber literacy of the participants.

5. Proven Outcome - The participants were equipped with meaningful knowledge and skills on climate change, thus, would be able to replicate their experiences in preserving the environment using ICT tools in their respective countries. The results of their presentations proved this outcome.

25 - 28 February 2009International Conference On Youth And Terrorism, Nikko Hotel, Kuala Lumpur, Malaysia

The conference with theme “Youth For World Peace” was held in collaboration with the National Commission of UNESCO Malaysia. The main objective was to allow youth leaders to meet, discuss, and dispel any misconception on terrorism as well as allowing them to identify real issues on the ground. It allowed the youth to have their voices heard by global decision makers in the fight against terrorism, thus contributing towards achieving global peace, stability, and harmony, and provide an opportunity for the participants to strengthen cooperation and enhance networking among them.

A total of 120 participants from 46 countries came for the conference representing young politicians, student leaders, and community youth leaders and young leaders of the NGOs. CAYC’s role was to ensure youth participations from all ASEAN countries. The conference was an excellent platform for allowing the voices of youth against terrorism to be heard and given due recognition by international and regional bodies as well as national authorities. A joint statement on the recommendations on Youth Against Terrorism was adopted and issued at the end of the conference and was to be submitted to the National Commission of UNESCO-Malaysia.

15-22 March 2009A Course-Workshop for Up-and-Coming Trainers on Imparting Noble Values, International Youth Centre

The aim of the course was to orient up-and-coming trainers on imparting noble youth values and comprised of: paper presentations, forum, group discussions, practical exercises, field visits, group deliberation, plenary presentation, and recommendation. 42 delegates from 15 countries participated in this course. The theme was “Trainers as an Agent for Development” and the objectives were as follows:1. To enable overall understanding of the process of module development2. To introduce methods and techniques of teaching and learning3. To share hands-on experience in developing and conducting modules on noble youth values4.To discuss selected noble youth values5.To evaluate the effectiveness of training conducted

11 - 13 April 2009Eco-Friendly Campaign, National Planetarium

As a continous effort of the 2007 CDC Earth Iternity program, an Eco-friendly Campaign was held to promote awareness to the young people in Kuala Lumpur, on enviroment-friendly efforts, as not only a good deed but also a vital effort for tomorrow. This is because the young people are leaders of tomorrow and they should be exposed and educated with knowledge of using technology in more enviromental friendly way. The campaign was held in conjunction with the International Year of Astronomy for year 2009 (IYA 2009) and more than 2000 youths were directly involved with the activities and contests. The Central Bank of

Malaysia also made a specially made shilling as a commemorative to the program, launched by the Deputy Minister of Science, Technology & Innovation Malaysia.

The CAYC Secretary General became the panel of the program B-Spot, a live show for Youth on TV, entitled “Bloggers”. 16 April 2009Meeting with United Nations Global Alliances for ICT and Development (UN GAID) Executive Coordinator

A very fruitful discussion was held with the Executive Coordinator of UN GAID, Mr. Sarbuland Khan from New York. He acknowledged the progress of CDC projects especially on the Report Of The Fourth ASEAN Senior Officials Meeting On Youth (SOMY IV), 2-3 June 2008, Chiang Mai, Thailand. He responded to the plan of distributing 500 computers to national cyber centers of each ASEAN country and requested CAYC to compile the list of national cyber centers and submit it to the industrial players. He also requested CAYC to ensure the receiving country sends their potential youths to the ASEAN Cyber Volunteers Development Course for the Train of Trainer session in Kuala Lumpur and to the ASEAN Cyber Camp in Palawan, Philippines.

To cultivate self-respect elements among youth

CAYC Secretary General played a role as the head of speaker in the youth parliamentary session, which more than 100 youths took part in the course.

The meeting’s theme this time is “Youth Participation in Building ASEAN Community”. The Secretary General successfully received full support from senior officials from ASEAN members, on the proposal of the ASEAN Cyber Volunteers Development Course and the CDC World Camp. The Chairman who sits in the AMMY Meeting was one of the committee to endorse the proposal.
