PURPOSE OF MCJROTC: The purpose of the Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) program, commonly referred to as “Junior ROTC,” is to instill the value of citizenship, highlight the importance of service to the United States, develop a sense of personal/individual responsibility, and create a sense of accomplishment within the cadets. It does not seek a particular commitment to the military. The current legal basis for Junior ROTC is Section 2031 of Title 10, United States Code. The Department of Defense funds and sponsors JROTC through the Secretaries of the Military Departments. MCJROTC is funded and sponsored through the Office of the Secretary of the Navy. Legally, the JROTC program offered in a high school must be no less than three years. Each year of the program contains 180 hours of leadership instruction and application. The program may extend over four years. Your program meets these requirements. Similar programs are conducted nationwide by the other three military services.

Standards of Expected Conduct

1. The Tomball Memorial MCJROTC uses a structured environment that requires the highest standards of conduct and respect for authority. A cadet is required to obey orders and to show proper respect to all cadets and particularly to those who have a more senior rank. Additionally, cadets will give proper respect to the Marine Corps instructor staff and all Tomball ISD teachers, administrators and employed school personnel. Failure to do so could result in JROTC cadet disciplinary action in addition to school disciplinary action. 2. Honor, courage, and commitment are the core values of the U.S. Marine Corps and are the hallmark of the MCJROTC program. Knowledge of the customs and traditions of the Marine Corps are characteristics essential to the making of a successful Cadet. Cadets unable to conduct themselves at all times in a manner indicating the highest standard of honesty, integrity, and dependability may be subject to demotion and may become ineligible for future enrollment in MCJROTC.

3. Standards of conduct which may be condoned elsewhere in the school may be unacceptable within the MCJROTC Program.

4. Organized or collective resistance to authority is more serious than resistance by individuals acting alone. Therefore, no Cadet will join others in committing any act contrary to the rules of the MCJROTC program, the school, nor will any cadet endeavor to persuade others to do so.

5. Cadets must bear in mind that dishonest oral or written statements, or reports that are evasive or misleading are considered cheating. Any work submitted in class must be one’s own. The attempt to gain classroom credit for another’s work is cheating. Cheating includes any form of deceit at recitation, practical work, quizzes or examinations. Cheating includes false reports, unauthorized alteration of an attendance report, answering for another at roll call, forging names or initials on any official cadet record and similar actions. A cadet who knowingly permits the falsification of records for which they are responsible for is guilty of cheating. No cadet will initial or sign for someone else, nor will they knowingly permit another to initial or sign for themselves. This includes and specifically addresses official forms for MCJROTC. Cheating is an offense that may result in referral to the Company Honor Court and/or ultimately, suspension or dismissal from the MCJROTC program.

6. Cadets must have the courage to report all violations of MCJROTC, school regulations, policies and procedures to their Chain Of Command. They must take appropriate action to correct cadets who are in

violation. Failure to do so could result in disciplinary procedures.

MCJROTC Participation Requirements

1. Cadets are expected to attend all “mandatory” JROTC functions. A “mandatory” function requires 100% attendance, but excusal for any “mandatory” function is always permitted with a parent’s note or email to the MI/SMI. Per the Memorandum of Agreement, in particular, Cadets are expected to attend all events required by MCJROTC Instructors, to include: The City of Tomball Holiday parade, the annual Marine Corps Birthday Ceremony, the annual MCJROTC Awards Ceremony, and any other official event designated by the MCJROTC Instructors. Mandatory events are intentionally kept to a minimum.

2. Cadets are required to dress out in PT uniforms once a week to participate in physical training.

3. Cadets are required to wear their issued MCJROTC uniform on the weekly uniform day. The uniform is to be worn all day for all classes to receive the maximum grade. Cadets who fail to wear their uniform on this day can make up the missed uniform day with a reduction in their grade. If the grade is not made up, the cadet will receive a zero for that uniform inspection. It is impossible for a cadet to fail JROTC if they wear their uniform once a week when required. 4. Cadets are encouraged to volunteer for additional duties in and around MCJROTC and receive recognition and credit for such commendatory actions.

5. Cadets are expected to adhere to MCJROTC Grooming Standards. Cadets will NOT go unshaven NOR allow hair length to exceed MCJROTC haircut standards. Cadets will not dye their hair unnatural colors (with the single exception of school spirit days).

6. Cadets are not allowed to have any unauthorized piercing during any MCJROTC uniformed activity, function, or event on or off campus. Examples of unauthorized piercings may include, but are not limited to, the following:● Lip● Tongue● Nose● Cartilage● Eyebrow

7. Cadets who fail to participate as expected and explained above, will receive disciplinary action in accordance with MCJROTC rules and regulations.

UNIFORM WEAR

1. Cadets are responsible for the care and maintenance of loaned uniforms.

2. Cadets may only wear MCJROTC uniforms for official functions and for assigned uniform inspection days to/from school for MCJROTC.

3. Cadets will wear complete uniforms at all times. Covers (headgear) are to be worn to/from school.

5

Page 6: 4.files.edl.io  · Web view2019-09-10 · - In 1775, commissioned a Captain and charged with raising two battalions of Continental Marines to form part of the naval service. Remained

4. Cadets may NOT modify how the uniform is to be worn. They may also NOT take off any part of the uniform nor wear any non-JROTC jacket/sweater or outerwear over the uniform.

5. Cadets will be on their absolute best behavior and conduct themselves properly at all times in uniform as it not only represents themselves, but also the entire Tomball Memorial MCJROTC program, Tomball Memorial High School and the United States Marine Corps.

6. No vaping, public displays of affection, or misconduct of any kind are tolerated. Disciplinary action will be initiated for those found guilty.

7. Earbuds, headphones, and airpods will not be worn in uniform and moving about. They may be used while sitting down and not under instruction. They may be worn on the bus or while being transported in a vehicle. 8. The green on green physical training (PT) outfit is a uniform. It is therefore important to dress in the official physical training uniform on physical training days. The t-shirt will be worn tucked into the shorts. If a Cadet is temporarily medically exempt for any reason, a note must be provided by parent/guardian or medical authority. This paperwork will be on file in the MCJROTC office.

Following that, the class leader will give the command “REPORT…..”. The cadet squad leaders will verbally report in a military manner the accountability of their squads (ex: “all present or accounted for”). The next commands given will be “READY, SEATS, ADJUST”. When the leader gives the command “READY, SEATS”, the cadets will sit down in their chairs. When the leader gives the command “ADJUST”, the cadets will adjust into their desks without slouching and sit in a professional manner ready for classroom instruction. The class leader will ensure accuracy of the class accountability report. MCJROTC Instructors will verify accuracy and submit attendance.

10. When the ending class bell rings, the class leader or his/her designate will give the command “Class Attention.” The class will then come to the position of attention. Then the class leader will say, “Class/platoon, dis-missed!” Cadets will respond “Dismissed, Aye Aye Sir/Ma’am (Or rank)!” The class will execute a motivation yell “Ooh Rah!” and then depart.

11. Cadets are not allowed in any Office, Armory, or Uniform Room without specific approval of the instructors or Cadet Company Staff permission for entry.

Cadet Discipline

13

Page 14: 4.files.edl.io  · Web view2019-09-10 · - In 1775, commissioned a Captain and charged with raising two battalions of Continental Marines to form part of the naval service. Remained

Cadet discipline occurs through the Honor Court System. The Honor Court system is established to assist cadet leaders in maintaining good order and conduct in the classroom. All actions conducted to correct the deficient behavior of a cadet is in support of the Honor Court System. Cadets are generally held to higher standards of conduct than other students at TMHS.

The following are all disciplinary options leading up to Honor Court: (1) Informal Counseling, (2) Formal Counseling, and (3) Honor Court proceedings.

Informal CounselingThis is a verbal correction to a cadet about his/her deficient behavior. This is normally used only for minor offenses. If a cadet has done something minor they will be pulled aside by someone senior (in rank) to them and be told what they are doing wrong and what they need to do in order to fix it. As part of the teach, train, help philosophy, they will also be shown how to fix it if they do not know how. They will also be given a timeframe to show improvement. If those improvements are not seen by the required timeframe, that cadet will be processed for the next level of discipline.

Formal CounselingIf a cadet has already been informally counseled, or the offense is severe enough, the cadet’s situation could then be dealt with by using a Formal Counseling. At this level of discipline, a documented and signed record of a cadet’s deficient conduct is established. This document may be referenced for future submissions to higher headquarters, for court proceedings or to cite for non-promotion consideration. All counseling, both formal and informal, occurs at the platoon level.

Honor CourtShould cadets fail to make appropriate adjustments to their conduct as a result of excessive/repetitive informal or formal counseling sessions, or if they commit serious infractions as determined by the cadet leadership and chain of command, they may be referred to their Company Commander. Here the Company Commander can impose discipline/sanctions above and beyond those at the platoon level. Honor Court is regulated and governed by the cadet Company Commander. A trial may consist of a jury, the Commanding Officer only or be handled by the Marine Instructors.

MCJROTC Grading Criterion

Based on Tomball ISD policy, all cadets will be evaluated for academic credit utilizing the following grading scale:

A - 90-100%B - 80-89%C - 75-79%D - 70-74%F - < 70%

Further, cadets always have the opportunity to receive “extra credit” through awarding of merits. Conversely, cadets with excessive demerits may jeopardize their otherwise acceptable academic performance. It must be understood conduct is a major learning objective of MCJROTC.

Grade AssignmentsCadets will be graded twice a week, one will be based on the camouflage uniform inspection (normally on Friday) and the other will be during the physical training day (normally on Wednesday). We base our grades on these events because we are evaluating the cadet’s attention to detail, discipline, and ability to accept responsibility. If at anytime that a cadet loses an issued uniform item then they can pay the instructors for the cost of the uniform item and then will be reissued another. Specific details for each graded event are identified below:

Uniform & Personnel InspectionsEach uniform inspection is considered a major grade. During the inspection, cadets will be asked three knowledge questions that are commensurate with their rank and Leadership Education (LE) level. Failure to answer correctly will result in removal of points. Cadets will also be deducted points for poor personal hygiene (i.e. improper shave and haircut), as well as the cleanliness and proper wear of the uniform. Cadets are required to wear their uniform to/from campus (no changing at school) unless they have a before or after school approved activity in which they participate and they have briefed either the SMI or MI.

Cadets are required to wear a complete uniform correctly during the entire school day . Cadets who decide to violate this policy forfeit the 100 point inspection and are required to make it up as soon as possible by wearing the uniform on the next day.

If a cadet fails to wear their uniform on the prescribed day, then they have an opportunity to make it up on the next school day for a max credit of 85 points. If this fails to happen on the next available school day after the inspection, the Cadet must make up the uniform during the reporting period for a max credit of 70 points. Failure to make it up before the end of the reporting period will result in a grade of zero for that uniform inspection date.

If a cadet is absent on the uniform day then they must wear the uniform on the next available school day that they are at school in order to get a full grade, and the Marine Instructors must have either a note or an email from the cadet’s parents explaining the absence.

Physical Training (PT) Day

15

Page 16: 4.files.edl.io  · Web view2019-09-10 · - In 1775, commissioned a Captain and charged with raising two battalions of Continental Marines to form part of the naval service. Remained

The PT day grade will be considered a minor grade. On PT day, all cadets are expected to bring their issued green t-shirt and green shorts (or green sweats for cold weather) to school in order to participate in JROTC PT. They will be afforded time at the beginning of class to change into the uniform. Appropriate athletic footwear is expected to be worn. Grades will be assigned based on both having the proper uniform and the cadets participation in the PT.

If a cadet has a medical excuse then proper documentation (doctor’s or parents note) needs to be presented to the Marine Instructors prior to the PT session in order to be excused from participation. A cadet is still expected to dress out in the PT uniform even if they have an excuse.

MCJROTC Physical Fitness TestsALL cadets are required to take a Physical Fitness Test consisting of the following events each category worth 100 points: Pull ups, Crunches, 1 mile run. Grading Scales are posted in the MCJROTC classrooms.

Extracurricular Teams and Activities

Cadets are strongly encouraged to become involved in MCJROTC and/or other Tomball Memorial High School athletic teams, activities and clubs. MCJROTC follows the school’s policies on activity/team participation. Cadets enrolled in MCJROTC Drill and Ceremonial Teams have after-school participation requirements regularly. Should any conflicts arise between in-school and out-of-school requirements, immediately notify the MCJROTC instructors. Cadets must adequately plan all activities in order to avoid conflict. Good prior planning will normally resolve any potential scheduling conflicts between school activities.

Customs & Courtesies: Saluting

1. Purpose for saluting: The salute has been a tradition in the military for centuries. It is merely a courteous exchange of greeting initiated by a Marine of lower rank to his/her senior ranking officer. It is considered to be a symbol of respect. In the Marine Corps, as in most services around the world, enlisted Marines salute all officers, and lower ranking officers salute their seniors. The lower ranking Marine initiates the salute, and the senior always returns the salute with pride and respect.

2. Saluting procedures: Cadets will be taught the proper manner of saluting and the rules which govern its use among the military services.

A. Cadet Officers will be saluted outdoors only. B. Cadets are not required to salute senior ranking cadet officers while they are in a vehicle.C. Saluting off campus when in uniform is a sign of mutual respect and is encouraged.D. Cadets when covered will salute all military officers (outside). The salute is rendered indoors only when under arms. E. Salutes are never exchanged while running. The saluting cadet will first come to a quick time (walk) and render the salute when approximately six paces from the officer, giving the appropriate greeting of the day i.e. “Good Afternoon Sir/Ma’am”F. If a cadet in uniform observes the American flag being raised or lowered from any flagstaff, they will salute until the flag has been completely raised or lowered. If the Cadet is in civilian clothes, he/she will assume the position of attention and place the right hand over the heart. If the Cadet is in civilian clothes and is wearing headgear he/she will remove it and hold it in the right hand, placed over the heart.G. If a cadet in uniform is outdoors and the National Anthem is being played, the cadet will come to attention, face the flag or music, and present arms until the music ends. If indoors, the cadet will stand at attention with right hand over heart, but will not execute a salute. Cadets in civilian clothes should stand at attention with right hand over heart when the National Anthem is played outdoors, but a salute is not required.H. During the Pledge of Allegiance, cadets in uniform stand at attention with right hand over heart but do not salute. Cadets not in uniform should also place their right hand over the heart during the pledge.I. When a cadet is saluting an officer, the cadet will execute the proper greeting while saluting, “Good morning Sir/ Ma’am” or “Good Afternoon Sir/ Ma’am”.

3. Cadet Officers and NCOs should correct saluting violations in a courteous and helpful manner, Remember. Saluting is not a humiliating act. It is a greeting and symbol of respect between juniors and seniors.

THE MARINES HYMN

From the Halls of Montezuma, to the shores of Tripoli;

We fight our country’s battles, in the air, on land and sea;

First to fight for right and freedom, and to keep our honor clean;

We are proud to claim the title of UNITED STATES MARINE.

Our flag’s unfurled to every breeze from dawn to setting sun;

We have fought in every clime and place where we could take a gun;

In the snow of far-off northern lands and in sunny tropic scenes;

You will find us always on the job THE UNITED STATES MARINES.

Here’s health to you and to our Corps which we are proud to serve;

In many a strife we’ve fought for life and never lost our nerve;

If the Army and the Navy ever look on Heaven’s scenes;

They will find the streets are guarded by UNITED STATES MARINES.
