TO BE HELD ON 13TH FEBRUARY 2014 AT VADODARA ITEM No. 1: CONFIRMATION OF THE MINUTES

Minutes of 455TH meeting of Operation & Coordination Sub-Committee of WRPC

held on 16th JANUARY 2014 at Electricity Department, Diu, were forwarded vide letter

No. WRPC/OPN/OCC-Minutes/2013-14/887 dated 29.01.2014.

No comments have been received. OCC may confirm the same. ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF

JANUARY 2014. 2.1 Frequency Particulars

During January 2014 the system frequency was below 49.7 Hz for 0.62 % of time

against 1.93 % of time during December 2013. The system frequency was within the

IEGC range of 49.7 Hz -50.2 Hz for 89.92 % of the time against 88.51 % of time during

December 2013. The average monthly frequency was 50.03 Hz during January 2014,

whereas it was 50.02 Hz in the month of December 2013. Regarding operation in high

frequency range, frequency during the month of January 2014 was above 50.20 Hz for

9.46 % of time against 9.56 % of time during December 2013.

The detailed frequency particulars are enclosed at Annex- 2.1.

2.2 Operational Discipline

There was a net inter-regional export of 2944.00 MUs by WR against net export

schedule of 2872.00 MUs. The Sub-Committee may like to discuss.

2.3 Voltage Profile Voltage profile at some of 765/400 kV sub-stations during the month of January

2014 furnished by WRLDC is enclosed at Annex-2.3.

During the month, the deviations of voltages from the accepted limit on either

2.4 U/F Relay Operations

As per WRLDC records during January 2014 the system frequency didn’t touch 49.2

Hz. The details of UFR operation received from constituents for the month of January

2014 is enclosed at Annexure 2.4.

GETCO has reported, AUFLS on five occasions in January 2014. Matter was

discussed in 453rd & 454th OCC and Gujarat was advised to check the relay setting.

GETCO may review the relay setting to avoid unintentional operation of UFR.

As per CERC order dt 19.12.13 and dt. 23.12.2013 , petition filed by SRLDC and

NRLDC, following shall be strictly complied.

i) UFRs and df/dt relays are to be mapped on the SCADA system of each

state so that it can be monitored from RLDC.

ii) All STUs and SLDCs to map/network the UFR and df/dt on their SCADA

system within 3 months

iii) Load relief quantum shall be computed on average load.

Strict compliance of IEGC regulation of 5.2(n) and 5.4.2(e) and non-compliance of

regulation shall be reported to CERC by RLDC.

2.5 Power Cuts / Load Restrictions

Details of Power Cuts and Regulatory measures during January 2014 as furnished

by the state utilities are given in Annex. 2.5. The Sub-Committee may note.

Annex-2.6. The Sub-Committee may discuss.

2.7 Details of Generating Units under Planned outages

The details of generating units under Planned Outages during January 2014 are given in Annex-2.7

ITEM NO.3: OPERATIONAL PLANNING 3.1 Proposed Planned maintenance programme of generating units.

The proposed maintenance programme of generating units for February 2014 &

March 2014 is given in Annex 3.1. The Sub-Committee may discuss and finalize the outage schedule of

generating units for the above period. 3.2 A. Outage Programme of Transmission Lines/elements

Maintenance programme for transmission lines during the months of February

2014 & March 2014 is given in Annex 3.2 A & B. The Sub-Committee may discuss and finalise the maintenance

programme proposed above. B. Line outages planned vs. implemented:

In 455th OCC meeting it was decided that WRLDC shall submit the list of

planned transmission element outages vs. actual availed or emergency outages

during the January 2014. WRLDC had submitted the list of emergency

outages(Attached at Annexure-3.2-C1).

working day of the month as same have to be reported to MOP via GM division of

CEA. Accordingly WRLDC may kindly furnish the tripping details to WRPC for

necessary action. The tripping details during the month received from WRLDC is

enclosed at Annexure-5.

In 454th OCC meeting it was decided that PGCIL to prepare and issue guidelines for all

transmission licensees for implementation of CMP.

In 455th OCC, PGCIL had given a presentation on CMP for transmission systems.

The constituents/utilities may like to update the status.

8.3 COMMISSIONING OF 400 KV PUNE (PG)-AURANGABAD (MSETCL) D/C LINES: Vice president, WRTMPL vide letter WRTMPL/UKG/PUNE/2013 dated 02.01.2014 intimated regarding commissioning of 400 KV PUNE (PG)-AURANGABAD (MSETCL) D/C that :

• RETML had completed construction of Pune Aurangabad line on 30.11.2013

• Could not test the line on 30.11.2013 as MSETCL's 400 kV D/C-Q

Aurangabad-Babhleshwar line crossing work was in progress at our Pune-

Aurangabad line location no-98/0-98A/0.

• However after completion of MSETCL's crossing work on 01.12.2013, we

completed final testing of line on the same day. Line was handed over to

PGCIL for commissioning on 01.12.2013

• Due to testing of PGCIL Bays at 400kV MSETCL substation at Waluj

Aurangabad, the Pune Aurangabad line circuit-II was commissioned on

04.12.2013 & Circuit-I on 05.12.2013.

In 455th OCC, the matter was discussed & suggested to call a separate meeting

among MSETCL(STU-Aurangabad), SLDC Kalwa, WRTS-I(PGCIL), WRLDC,

WRPC & WRTMPL in second week of February, 2014. Subsequently a meeting

was held on 07.02.2014 at REMI Mumbai. Minutes of the meeting is enclosed at

Annexure – 8.3.

The Sub-Committee may like to note/discuss. ITEMS FROM WRLDC: ITEM NO. 9.1: IMPLEMENTATION OF THE REVISED AUFLS IN GOA, DD AND DNH During the 455th OCC meeting held on 16-17 January 2014 and 25th WRPC meeting held on 03-04th February 2014 it was decided that Goa, DD and DNH shall complete the implementation of the revised AUFLS in Goa, DD and DNH with assistance from respective STU-Maharashtra / STU-Gujarat. Representatives from the respective Electricity departments may apprise the status of the progress. The Sub-Committee may like to discuss the same.

ITEM NO 9.3: STATUS OF LINE AND BUS REACTORS AT 765 KV SASAN

The line reactors of 765 kV Sasan-Satna ckt-1 and ckt-2 as well as the 765 kV bus reactors of 765 kV Sasan bus are yet to be commissioned at Sasan end. In the absence of these reactors, high voltage is experienced at Sasan and nearby stations. Often one circuit of 765 kV Sasan-Satna is required to be opened for voltage regulation. Consequently the reliability of evacuation of generation from two units of Sasan is affected. During 454th OCC meeting, the revised schedule of the above elements as informed by M/s Reliance was as under:

Representative from Reliance may apprise the OCC-members on the progress of commissioning of reactors at 765 kV Sasan. OCC members may also be apprised of the tap position of the generator transformer # 2 and 3.

ITEM NO 9.4 : CONTRIBUTION OF GENERATORS IN VOLTAGE CONTROL

The contribution of generators in WR in voltage control was analyzed for December 2013. Following units were injecting reactive power even during high voltage

1. 210 MW units of Khaparkheda, Koradi and Chandrapur (Maharashtra) 2. 210 MW units of Satpura and Birsinghpur (Madhya Pradesh) 3. 210 MW unit # 2,3 of Korba West (Chattisgarh) 4. 200 MW unit # 3,4 of Ukai (T) in (Gujarat) 5. 660 MW unit #1 and #3 of Sipat, 500 MW unit # 10 of Vindhyachal (NTPC)

Message was sent from WRLDC to respective utilities to take up with the concerned generating stations to review the AVR / GT tap setting for enhancing the contribution of the generating stations in controlling high voltage in Western Region. Respective utilities may apprise the status.


ITEM NO. 9.5 : RGMO / FGMO OF MANDATED GENERATORS IN WR

As per the information available at WRLDC/WRPC, there are 245 number of units with a total capacity of 55827 MW in Western Region that are mandated to operate in Restricted / Free Governor Mode. The need for compliance to the IEGC regulations w.r.t RGMO/FGMO was emphasized in the 455th OCC meeting as well as during the 25th TCC/WRPC meeting.

During January 2014, the response of generators, as observed SCADA data available at WRLDC, during three events in January 2014, is summarized below. It is seen that the primary response of generators in frequency control is inadequate. ITEM NO. 9.6 :STATUS OF COMPLETION OF DIA AT 400 KV CHANDRAPUR 2 STATION OF MSETCL

A bus fault occurred at 400 kV Chandrapur2 on 21st January 2014, 18:53 hrs resulting in tripping of multiple transmission elements at 400 kV Chandrapur2. During analysis it was learnt that there few of the tie / main bays were yet to be completed at the time of the event. Further the telemetry of the 400 kV Chandrapur2 was also not available. MSETCL representative may apprise OCC regarding the following:

• Status of integration of 400 kV Chandrapur2 in SCADA system of WR and the availability of telemetry from Chandrapur2

• Status of tie bay (at Chandrapur2) of the 400 kV Warora-Chandrapur2 D/C and 400 kV Dhariwal-Chandrapur2 ckt at 400 kV Chandrapur2 S/S

• Status of main bay of 400 kV Chandrapur2-Chandrapur_old ckt-1 • Status of the SPS for automatic generation reduction of 600 MW

consequent to tripping of either / both 400 kV Warora-Chandrapur2 ckts. • Status of healthiness of PLCC link between Wardha-Warora ckts (false DT

signal was generated during the event causing tripping of 400 kV Wardha-Warora one ckt.

ITEM NO 9.8 :MOCK BLACK START EXERCISE

As per sec 5.8(b) of IEGC the users/STUs etc. need to conduct Black start mock

exercises in their respective systems once in every six month under intimation to

RLDC. Also the all the black start Diesel Generator (DG) sets are [as per sec 5.8(b) of

IEGC] required to be tested weekly and the test report needs to be sent to RLDC on

quarterly basis.

ITEM NO 9.9 HEALTHINESS OF MAIN CIRCUIT BREAKER OF 400 KV BIRSINGPUR

KATNI-I AT KATNI END The main CB of Birsingpur-Katni-I is under shut down since 23:50 hrs of 14th February 2013. Representatives from MPPTCL may kindly apprise on the progress and expected date of restoration of the Main CB of 400 kV Birsingpur-Katni-I at Katni end. The Sub-Committee may like to discuss the same. ITEM NO 9.10 SPS IN WESTERN REGION

1. SPS AT SIPAT WRLDC vide letter No. WRLDC/MO-I/1719/2013 dt 21.6.13 requested to take up this matter with the concerned for early implementation of the SPS.

Status of the SPS at NTPC Sipat is as under:

1 449th OCC SPS was proposed by WRLDC. It was decided to have a

separate meeting to finalize the scheme 2 450th OCC Member Secretary, WRPC intimated that the matter will be

discussed in 119th PCM on 3rd & 4th September 2013 at Tarapur. 3 451st OCC It was intimated that the issue of SPS of Sipat was discussed in

119th PCM held on 3rd & 4th September 2013 at TARAPUR. The tentative scheme were formulated which needed finer tuning.

For the new SPS scheme envisaged for the Balco CTU connection, namely the Grid Islanding and Load Management Scheme (GILMS), Balco have placed an order

ITEM NO 9.12 LOAD FORECASTING As per the amended Indian Electricity Grid Code that is effective from 17th February 2013 the SLDCs, SEB, distribution licensees shall always restrict the net drawal of the State from the grid within the drawal schedule keeping the deviations from the schedule within the limits specified in the Deviation settlement mechanism regulations. Therefore it is imperative that adequate attention may be paid towards load forecasting. The matter was discussed in the 455th OCC as well as in the 25th TCC/WRPC board meeting wherein it was decided to create a task force for exploring

development of a software for load forecasting. Members may like to deliberate further. The Sub-Committee may like to discuss the same. ITEM NO 9.13 REAL-TIME MONITORING OF FEEDERS / SUBSTATIONS THAT ARE COVERED UNDER THE AUFLS Telemetry of feeders / substations covered under the AUFLS is desirable for real-time assessment of the anticipated relief that would be available from the AUFLS scheme at any given instant of time. CERC has also directed all the constituents to for mapping of these feeders in the SCDA of SLDCs/RLDC. Members may like to deliberate further. The Sub-Committee may like to discuss the same.

ITEM NO 9.14 :COMPLIANCE OF IEGC.

(i) Compliance to IEGC clause 5.4.2 (g) w.e.f 17.02.14

The amended IEGC 5.4.2 (g) is as under : “RLDCs shall devise standard instantaneous message formats in order to give directions in case of contingencies and/or threat to the system security to reduce deviation from schedule by the bulk consumer, SLDC/State Utility/ ISGS/Regional Entity/Injecting Utility at different overdrawal/under drawal/over-injection/under-injection conditions depending upon the severity. The concerned SLDC/other regional entity shall ensure immediate compliance with these directions of RLDC and send a compliance report to the concerned RLDC." Unquote All utilities are requested to organize to send compliance report of action taken on receipt of message /instructions from WRLDC.

ii) Compliance to IEGC Clause 5.5 on Periodic Reports

As per IEGC clause 5.5.1 c) RLDC is preparing Weekly report and the same is uploading in website www.wrldc.com/www.wrldc.in regularly. One of the point of Weekly report 5.5.1 c) (h) is to report the “Non-compliance of instructions of SLDC by SEB/distribution licenses / bulk consumers, to curtail drawal resulting in non-compliance of IEGC.” All SLDCs are requested to send Noncompliance report of SLDC instructions by SEB/ distribution licenses / bulk consumers to RLDC on weekly basis. RLDC is receiving this report form Madhya Pradesh but not receiving reports from other states. The Sub-Committee may like to discuss the same.
