Welcome Delegates to the 37th SEANC Convention!

I am so happy that we could all get together once again! There were times over the last two years that I didn’t think this would ever be possible.

The COVID-19 pandemic has tested all of us. It has put a strain on every facet of life. Members have lost their lives and the lives of their loved ones to the virus, and all of us are forever changed by it.

The pandemic tested SEANC, too. I’m happy to report that we are passing that test. Even through a worldwide crisis, we still found ways to serve our mission effectively. We come to convention this year as strong as ever, determined to continue to build our membership and be a force for good in our members’ lives.

We have a lot of work ahead of us. Our members deserve a unified SEANC that fights for them. They need a strong legislative advocate to secure raises and cost-of-living adjustments, to fight for affordable health care and to stand together against job cuts and privatization efforts.

During these next several days, we will disagree at times. That is understood. Sharing your well-informed, constructive and thoughtful voices during policy platform and bylaws discussions is vital to the voting process so you can vote responsibly, keeping our members’ best interests in mind.

Even though we are meeting in person once again, the pandemic persists. We are taking every precaution to ensure your safety and ask that you wear your mask whenever you are in common areas of the hotel, including the convention hall floor.

Over the course of this weekend, be sure to tell your SEANC family that you love them, and you are happy to see them once again. Let us never take for granted getting together in Greensboro the week after Labor Day to make decisions for this great organization. We all know now that it’s not a given that we will be able to gather here.

Thank you again for coming to convention ready to work, learn and lead!

ANNOUNCED CANDIDATES FOR SEANC STATEWIDE OFFICES

Second Vice President General Treasurer

Kirk Montgomery of Burlington (District 25) has 25 years of state service and is a 24-year SEANC member. He is the Director of Information Technology for the City of Mebane. Montgomery has served at both the district and state levels including SEANC Second Vice President, General Treasurer, and Piedmont Regional Representative. He holds an associate’s degree in civil engineering, a bachelor’s degree in business administration and a master’s degree in information systems.

Fowler Montgomery

Martha Fowler of Mebane (District 19) retired from state government after 33 years and is a 37-year SEANC member. Fowler has served as a leader in many capacities at both the district and state levels including SEANC First Vice President, General Treasurer, and Insurance Board of Trustees Chairwoman. She graduated Magna Cum Laude from NC Agricultural and Technical State University with a degree in social services. She was also the recipient of SEANC’s first Distinguished Service Award.

Thomas

Chevella L. Thomas of Durham (District 27) retired from state government after 33 years and is a 36-year SEANC member. Thomas has served at both the state and district levels including SEANC General Treasurer, Second Vice President (completed resigned officer's term), Scholarship Foundation Board Treasurer, District 27 Treasurer, and District 27 By-Laws Chairwoman. She was appointed to the Supplemental Retirement Board of Trustees by Governor Cooper and holds bachelors’ degrees in accounting and management and a master’s degree in information sciences. Jones

Emily Jones of Clayton (District 41) has worked for the state for 29 years and is currently a Mental Health Probation Parole Officer II. She joined SEANC around 1995 and currently serves as District 41 Chairwoman. Jones has served SEANC in many capacities including statewide Emerging Leaders Chair and at the district level as Co-Chair, Member Discount Chair, Communications Chair, and Youth Council Chair.

LaMarr

Kemrey LaMarr of McLeansville (District 17) has worked for the state for 27 years. After hearing about SEANC in 2007, he immediately became a member. LaMarr is serving his third year as District 17 Chairman. He has also been Vice-Chairman and has served as Chairman for the following district committees: Awards, Communications and Membership.

Powell

Wendell Powell of Fayetteville (District 41) has worked in the prison system for 17 years and is a Correctional Lieutenant at Polk Correctional. He is a 16-year SEANC member. Powell has spoken at lobby days and has served on many SEANC district and state committees such as By-Laws, Prison Reform, Planning, and the Executive Board. In 2017, he served as the Fight for Fifteen Chairman.

Hunter

Nicole Hunter of Raleigh (District 43) has worked for the state for 20 years and is an 18-year member. She is serving her eighth year as Scholarship Foundation Board Treasurer. Hunter has also been District Chair and District Membership Chair. In addition, she has been a committee member on the Insurance Board of Trustees, and EMPAC .

CONVENTION2021 Convention Rules of Order

STATE EMPLOYEES ASSOCIATION OF NORTH CAROLINA

1. The convention program shall be the order of business for its meetings. However, to expedite the session proceedings or to accommodate guest speakers, the president may make changes for that session.

2. The 2021 convention shall be conducted with an option for delegates to either attend in person or attend virtually pursuant to the decision of the SEANC Board of Governors.

3. For delegates attending in person, admission to the convention hall and to facilitate identification and seating, delegates and others shall be required to wear the badge issued upon registration. For delegates attending virtually, a virtual platform will be used. All delegates attending virtually will be required to register via the virtual platform using the registration instructions that were provided in advance of the convention.

4. Recognizing the challenges of a hybrid in person and virtual event, individual connectivity issues for virtual delegates shall not be the basis of a Point of Order or a challenge to any votes.

5. In the convention hall, there shall be no use of electronic voice applications or talking on cell phones, unless expressly authorized. Texting is permitted as long as the device is set to mute or vibrate. Unauthorized videotaping, recording or transmission of the convention proceedings is prohibited. Cell phones shall be turned off or set to vibrate.

DEBATE6. Before a delegate can make a motion or address the convention, the delegate must be recognized by the presiding officer.

Upon recognition, the delegate must address the presiding officer by their title, (for example, “Mr. President,” “Madame Chairwoman,” etc.) stating that “I am” and his/her name, “delegate from” and provide the district number the delegate represents.

7. A person who has been recognized to make a motion or to debate may not use the floor for a different purpose.8. No delegate shall speak in debate more than twice on the same question on the same day, or longer than two minutes each

time, without permission of the assembly granted by a majority vote without debate.9. Total debate on any main motion and pending secondary motions, including amendments, shall not exceed a total of

BUSINESS12. Policy platform objectives receiving an unfavorable report from the statewide Policy Platform Committee shall not be

considered during regular business; however, such objectives may be considered under new business pursuant to Rule 13.13. Business items not on the convention program which a delegate wishes to be considered must be submitted to the

president in writing or via email to [email protected] by noon on Friday, September 10, 2021. 14. A substantive amendment to any item of business must be submitted either in writing to the president or via email to

[email protected]. Voting for delegates will be either via individual electronic keypads or via the virtual platform. Delegates present in person

in the convention hall will use electronic keypads to vote and virtual delegates will use the virtual platform to vote. Voting results from the keypads and the platform will then be combined, and the presiding officer will announce the results of all votes.

16. Only one vote per delegate may be cast in an election. If in any election the total number of votes cast by a district or region exceeds its number of eligible voters, that district or region alone shall vote again after remedial steps are taken to prevent an excess of votes.

SEANC is a smaller non-profit and the size doesn’t warrant a Chief Financial Officer. However, it does need a Director of Finance to oversee the daily and operational financial functions of the organization. As noted in the Executive Committee Meeting Minutes on Friday, October 11, 2019 regarding the SEANC Operations Manual revisions “Throughout the remainder of this document references to the Chief Financial Officer (CFO) need to be changed to Director of Finance. Note that a Bylaws change will need to be made accordingly.” The Operations Manual was approved at the Board of Governors Meeting on Saturday, February 22, 2020. Meetings may be conducted through use of Internet meeting services designated by the President that support anonymous voting and support visible displays identifying those participating, identifying those seeking recognition to speak, showing (or permitting the retrieval of) the text of pending motions, and showing the results of votes. These electronic meetings shall be subject to all rules adopted by SEANC, to govern them, which may include any reasonable limitations on, and requirements for, members’ participation. Any such rules adopted by SEANC shall supersede any conflicting rules in the parliamentary authority. An anonymous vote conducted through the designated Internet meeting service shall be deemed a ballot vote, fulfilling any requirement in the bylaws or rules that a vote be conducted by ballot.

Rationale: In light of the fact that many organizations are needing to conduct business using electronic meetings, due to the COVID-19 pandemic restrictions, the Robert’s Rules Association and its publisher Hachette Book Group are making available Sample Rules for Electronic Meetings, which will be included as an appendix in the forthcoming 12th edition of Robert’s Rules of Order Newly Revised (RONR). The following paragraph and the attached Rules for Electronic Meetings are quoted from that source (https://www.robertsrules.com/pdfs/electronic-meeting-sample-rules.pdf):

As noted in Robert’s Rules of Order Newly Revised, there is an increasing preference among some organizations to transact business at “electronic meetings,” in which some or all of the members communicate through electronic means such as the Internet or by telephone. Regarding the proper authorization of such meetings, and their limitations, please refer to the subsection entitled Electronic Meetings [RONR (11th ed.), pp. 97-99], wherein it is stated that when electronic meetings are authorized—which, in the case of a board or other assembly, always requires a bylaw provision—additional rules should be adopted to govern their conduct. Depending on the nature of the rules and the specific provisions of the bylaws, such additional rules may be placed in the bylaws, adopted as special rules of order or standing rules, or contained in instructions from a superior body.

Below are additional rules governing the conduct of meetings held electronically. These can be adopted and added to the SEANC Operations Manual.

Rules for Electronic Meetings

1. Login Information. The Corresponding Secretary shall send by e-mail to every member of the Board, at least [time] before each meeting, the time of the meeting, the URL and codes necessary to connect to the Internet meeting service, and, as an alternative and backup to the audio connection included within the Internet service, the phone number and access code(s) the member needs to participate aurally by telephone. The Corresponding Secretary shall also include a copy of, or a link to, these rules.

2. Login time. The Recording Secretary shall schedule Internet meeting service availability to begin at least 15 minutes before the start of each meeting.

3. Signing in and out. Members shall identify themselves as required to sign into the Internet meeting service, and shall maintain Internet and audio access throughout the meeting whenever present, but shall sign out upon any departure before adjournment.

4. Quorum calls. The presence of a quorum shall be established by audible roll call at the beginning of the meeting. Thereafter, the continued presence of a quorum shall be determined by the online list of participating members, unless any member demands a quorum count by audible roll call. Such a demand may be made following any vote for which the announced totals add to less than a quorum.

5. Technical requirements and malfunctions. Each member is responsible for his or her audio and Internet connections; no action shall be invalidated on the grounds that the loss of, or poor quality of, a member’s individual connection prevented participation in the meeting.

6. Forced disconnections. The chair may cause or direct the disconnection or muting of a member’s connection if it is causing undue interference with the meeting. The chair’s decision to do so, which is subject to an undebatable appeal that can be made by any member, shall be announced during the meeting and recorded in the minutes.

7. Assignment of the floor. To seek recognition by the chair, a member shall … [specifying the exact method appropriate to the Internet meeting service being used]. Upon assigning the floor to a member, the chair shall clear the online queue of members who had been seeking recognition. To claim preference in recognition, another member who had been seeking recognition may promptly seek recognition again, and the chair shall recognize the member for the limited purpose of determining whether that member is entitled to preference in recognition.

8. Interrupting a member. A member who intends to make a motion or request that under the rules may interrupt a speaker shall use [the designated feature] for so indicating and shall thereafter wait a reasonable time for the chair’s instructions before attempting to interrupt the speaker by voice.

9. Motions submitted in writing. A member intending to make a main motion, to offer an amendment, or to propose instructions to a committee, shall, before or after being recognized, post the motion in writing to the online area designated by the Recording Secretary for this purpose, preceded by the member’s name and a number corresponding to how many written motions the member has so far posted during the meeting (e.g., “SMITH 3:”; “FRANCES JONES 2:”). Use of the online area designated by the Recording Secretary for this purpose shall be restricted to posting the text of intended motions.
