DEAR FRIENDS,The ancient Greek philosopher Heraclitus of Ephesus (c. 500 BC) is credited with saying “change is the only constant in life.” With these words, Heraclitus has successfully influenced the way that we look at, consider, embrace, reject, and celebrate change.

The Community Foundation has been influencing change since 1986 by way of every donor’s vision and desire to transform and improve the community. In 2011, the board of trustees made an intentional decision to increase influence through strategic grantsmaking based on its Frederick County Human Needs Assessment. Now, in 2018, the Needs Assessment has been updated, and the influence for change continues as the outcomes are studied and strategic grantsmaking evolves as a result.

“Influence for change” is only possible because of “U” and the way “U” see the future of Frederick County and its residents. “U” is the most important letter in the word “Influence” because “U” are the most important driver in the Community Foundation’s efforts to address the pressing needs in the community.

The community’s efforts to influence change in FY2018 was evident by the 1,740 donors who made more than 3,400 gifts to one or more of 700 funds. Most gifts were added to our existing endowment that spends 5 percent of the annual market value in grants and scholarships. Grants benefitted more than 250 nonprofits, and nearly 300 students received scholarships for post-secondary education or trade and technical training. In addition to education, areas that were supported by grants included youth programs, elder care, historic preservation, health care, health and human services, those who were homeless or precariously housed, animal welfare, the environment, the arts, civic causes, and more.

Thank you for your support in FY2018 and the confidence you placed in us as your charitable giving partner. The year of 2019 holds some unprecedented and exciting opportunities for all of us to not only influence change but also embrace and celebrate it. We look forward to sharing more about this with “U” in the coming year. It is For Good. Forever. For Frederick County.

Influencing change in FY2018 came in the

form of nearly $4.3 million in grant

distributions. Grants were made possible

by generous donors through unrestricted,

donor-advised, designated, field of interest,

agency, and fiscal sponsorship funds.

The following pages are a sampling of the grants provided that

assisted hundreds of programs. Grants supporting health and human

services, youth programs, the arts, historic preservation, agriculture,

civic groups, and faith-based organizations, along with donors and

the staffs and volunteers of nonprofits were the influence for change

to improve lives in our community.

GRANTS1 Students at Monocacy Valley

Montessori Public Charter School participated in urban gardening activities with the help of a grant from The Franklin and Bess Gladhill Fund for Agriculture Education. They studied soil chemistry, grew seedlings and watched root systems develop, and learned to plant.

2 This senior dog, Trixie, was posted for sale on a community site with a note that she would be euthanized if no one bought her. A local person saw the ad and gave Trixie a new home. A grant from The Converse Family Endowment Fund provided to Frederick County Humane Society covered the veterinary care that Trixie needed to be successfully adopted.

3 Friends of Helen Smith, a well-known local Frederick artist, created a legacy to encourage children to explore and develop their artistic skills through The Helen L. Smith Scholarship Fund for Children and the Arts. Classes are offered through Delaplaine Visual Arts Education Center, with themes that teach about specific art styles, artists, and art periods. The classes are some of the most popular offered by the Delaplaine.

4 The Kiwanis Club of Suburban Frederick provided grants to many organizations throughout the year from The Kiwanis Club of Suburban Frederick Fund. Pictured here are representatives from SHIP, Frederick Community Action Agency, and Cub Pack 285 accepting their grants.

5 Grants from The Citizens Care & Rehabilitation Center and Montevue Assisted Living Fund and The Friends of Citizens Care & Rehabilitation Center and Montevue Assisted Living Fund provided hand railings in the Memory Garden, increasing accessibility of the garden areas for memory care residents. In addition, two new pianos were purchased to enhance the music programs.

6 The first grant from The Frederick County Business Roundtable for Education Fund provided partial funding to the Youth Apprenticeship Maryland program in Frederick County to support apprenticeships for high school juniors and seniors attending Frederick County Public Schools.

GRANTS7 Volunteers with the Chesapeake

Bay Foundation planted hundreds of trees creating a buffer between agriculture fields in Woodsboro, Maryland and Israel Creek (a tributary of the Monocacy River) to prevent harmful nitrogen, phosphorous, and sediment from moving downstream. The effort was supported with a grant from The Walter W. and Catharine Prentiss Plummer Endowment Fund.

8 A grant from The Mark and Susan Butt Saturday Mornings Fund helped Frederick County Department of Social Services Foster Care and Adoption Unit provide more than 500 foster families with toys, gift cards, holiday items, and other necessities for children and youth, seniors, and vulnerable adults.

9 A construction crew maneuvers a heavy timber piece through the door at Schifferstadt House as they work to repair a rotted beam. The new beam was joined to the existing beam for strength and reinforcement. Grants from The Friends of Schifferstadt Fund and The Frederick County Landmarks Foundation Fund supported the preservation work.

10 This new homeowner fulfilled a life-long dream by working with Habitat for Humanity of Frederick County and its Land Trust program. The home also was made wheelchair accessible for her son. Grants from The Elizabeth J. Brady Charitable Fund, The Ford/Tolman Fund, The Habitat for Humanity of Frederick County Fund, and The Dola Burkentine Nonprofit Marketing Fund supported the organization’s programs and services.

11 Children who have siblings with developmental disabilities participated in Sibshops, a program designed to help them understand their unique family life. Through art and other activities, they learned to communicate in new and different ways. A grant from The Sharon I. Hooper Fund for Children provided a grant to purchase supplies.

12 Second Chances Garage, a nonprofit providing low-cost reliable transportation and repairs to low-income families, received a grant from The Basic Human Needs Strategic Initiatives Fund supporting their mission.

GRANTS13 Each week during the 2017–2018 school year,

volunteers with Blessings in a Backpack gathered at 17 different elementary schools in Frederick County to pack bags of weekend food for 2,500 children who might otherwise go hungry. Food supplies were purchased with grants from The Children and Youth Strategic Initiatives Fund, The Frederick Keys Care Fund, and unrestricted funds.

14 The Frederick Community Action Agency’s Community Health Center and School Based Health Center received grant support from The Health Care Strategic Initiatives Fund. Both health centers focused on increasing access to primary health care for medically-underserved populations who would otherwise visit emergency departments or go without medical care.

15 Lewistown Elementary School implemented the National Archery in the Schools Program with a grant from The Davey Long and Mike Compton Memorial Fund. The program improves student motivation, attention, and focus as well as teaching outdoor skills, resulting in character and self-reliance development. The program was supported with additional funding from National Wild Turkey Federation.

16 The Frederick County Extension Office expanded its Kids Growing with Grains program for third graders to include three Title I schools in Frederick County. Through agriculture education activities, students learned about crop growing, soil, farm animals, equipment, and how food gets to their table. A grant from The AG-C.I.T.E. (Agriculture Community Interactive Teaching Experience) Fund supported the program.

17 Montego, a horse who was rescued by Days End Farm Horse Rescue in 2016 and nursed back to health, was adopted in early 2018. A grant from The Paul L. Stine Memorial Fund helped Montego receive surgery he needed for a full recovery from his neglected state. Both horse and new owner look very happy to have found each other!

18 Full and partial scholarships are provided to youth from The Robert Randall Memorial Endowment Fund for summer art camps at the Delaplaine Visual Arts Education Center. The camps offered hands-on experiences led by professional instructors in a variety of media.

GRANTS19 Centro Hispano, a local nonprofit dedicated to helping

limited English speaking residents of Frederick County fully participate in the community, received a grant from The Juana Delgado Rivas Fund for Centro Hispano de Frederick, Inc. in support of its programs. This photo is of a citizen preparation class, and they are celebrating one of its students passing the exam and becoming a United States citizen.

20 A grant from The Alice Jean Stine Fund provided more than 500 science books for students at Brunswick Elementary School.

21 Not only is higher education important to Community Foundation donors, but beautifying and maintaining attractive campuses is important, too. A grant from The Helen G. and Alfred G. Zimmerman Hood College Campus Ground Beautification Fund helped Hood look its best throughout the year.

22 The Bar Association of Frederick County Fund provided a grant to Mental Health Association of Frederick County in support of its Court Appointed Special Advocates (CASA) of Frederick County program. Advocates are trained to assist children who are abused and neglected reach safe, permanent homes. Pictured is the 37th class of volunteers following their swearing-in ceremony.

23 Heritage Frederick’s P. Newman Lecture Series featured Dr. David Hildebrand, an authority on early American music as well as musician, scholar, teacher, and author. He presented “Music of Maryland, from Colonial Times to about 1820.” The event was made possible in part by a grant from The Parsons Newman Memorial Fund.

25 United Way of Frederick County held a ribbon cutting for a client who participated in its Prosperity Savings program and was able to purchase a home. Grants from The Charles and Teresa Hoke Endowment Fund and The United Way of Frederick County Endowment Fund supported the program.

24 Goodwill Industries of Monocacy Valley provided job training through its youth program to students of Maryland School for the Deaf. This student worked in the Goodwill retail store as she prepared to transition from high school to the work force. Grants from The Bess and Frank Gladhill Fund for Goodwill Industries of Monocacy Valley, Inc. and The W. Jerome Offutt/Goodwill Fund provided training program grant support.

GRANTS26 Frederick Community Action

Agency’s Housing First program provides permanent, supportive rental housing to adults who are chronically homeless, vulnerable, and disabled. A grant from The Basic Human Needs Strategic Initiatives Fund helped provide lease funding for a rental unit.

27 A grant from The Children and Youth Strategic Initiatives Fund supported Family Partnership of Frederick County’s Bright Futures program. Activities promoted parent/child interaction and increased a child’s growth and development to ensure they were ready for kindergarten.

28 The Emergency Department Navigator Program established through Hospice of Frederick County was assisted by a grant from The Health Care Strategic Initiatives Fund. The program aimed to reduce emergency department visits by patients with chronic diseases and/or life-limiting illnesses. Three nurse navigators work with patients who have visited the emergency department more than two times in 30 days.

30 Frederick County 4-H Therapeutic Riding Program received grants that helped with farrier care such as shoeing and trimming horses in the program, hay for winter months, and prescriptions for health care. Pictured are Thumper and Griffin who received care with help from The Frederick County 4-H Therapeutic Riding Program Fund, The Animal Care Field of Interest Fund, and The Paul L. Stine Jr. Memorial Fund.

31 The Frederick Chorale’s gift of music to the community is supported in part by two funds: The Nancy Roblin Fund for The Frederick Chorale and The Frederick Chorale Fund. This group performs concerts throughout the year showcasing all musical styles and genres.

32 As part of its Home Fire Campaign, volunteers installed smoke alarms at no charge in homes where they were needed and distributed fire safety education materials in an effort to save more lives in the event of a home fire. The Frederick County Chapter of the American Red Cross received grants from The Leah D. Fleming Fund Supporting American Red Cross and The Rhema H. Fogle Memorial Endowment Fund in support of its activities.

29 Scouts from the Francis Scott Key District displayed their pinewood derby track at the George Delaplaine Distinguished Citizen Award dinner. A grant from The George J. Barthel Scouting Fund supported a wide range of activities, camping opportunities, STEM education, and more for scouts in Frederick County.

33 Students attending Saint John’s Catholic Prep received scholarships from The Mary Posta Grove Memorial Endowment Fund, The Donald B. Rice Memorial Scholarship Fund, and The Robert and Anne Fisher Scholarship Fund. The scholarships helped with tuition and education costs.

34 A Mneme therapist worked with this Homewood resident to create a painting through the practice of “directed painting.” The therapy helps engage and reorient the brain through multiple means of communication and is used with residents who suffer from Alzheimer’s disease, Parkinson’s disease, and other disorders affecting the brain. A grant from The Geraldine Virts and Jack Brady Memorial Fund for Alzheimer’s Disease and Related Disorders supported the program.

35 Maintenance of trees and shrubs in local parks is an important part of keeping public spaces enjoyable. A grant from The Friends of Waterford Park, Inc. Fund helped provide treatment of ash trees to prevent emerald ash borer from killing the trees.

36 Clients of The Arc of Frederick County learned kitchen and baking skills. The employment training program for persons with disabilities is supported with a grant from The H.B. and Thelma Duvall Fund for The Arc at Market.

37 A grant from The Robert E. Gearinger National Museum of Civil War Medicine Endowment Fund helped create this new exhibit focused on the physical hardships endured by soldiers because of continuous marching. The museum’s educational programs were supported by a grant from The Frank R. Parsons Fund for the National Museum of Civil War Medicine.

38 The Religious Coalition for Emergency Human Needs received a grant from unrestricted funds to purchase large bins, bunk bed frames, and mattresses for use at the Alan P. Linton, Jr. Emergency Shelter. Clients used the bins to store and organize their belongings during their shelter stay.

GRANTS39 Children in low-income families tend to be less ready

for kindergarten than their peers. Through the Housing Authority of the City of Frederick’s Neighborhood Support for Preschool Readiness, families in public housing were provided opportunities to engage their children in activities that increased learning opportunities and parent engagement. The program was supported with a grant from The Children and Youth Strategic Initiatives Fund.

40 Monocacy Health Partners received a grant from The Health Care Strategic Initiatives Fund to provide dental care to adult residents of Frederick County who are uninsured or underinsured. This service helped reduce Hospital Emergency Department visits for those with active infections, severe periodontal disease, and much more, and dental students have been provided a unique opportunity for training and exposure to cultural and socio-economic diversity in Frederick County.

41 The Girl Scout Council of the Nation’s Capital sponsored the Encuentro de Chicas Latinas de las Girl Scouts conference with many participants from Frederick County. The educational event included workshops on financial literacy, goal setting, budgeting, saving, philanthropy, and career exploration. The Frederick County Girl Scouts were supported with grants from The George J. Barthel Scouting Fund, The Girl Scout Council of the Nation’s Capital/Grants for Girls Fund, and The Philip and Janis Miller Wertheimer Fund.

42 The Baltimore Symphony Orchestra received a grant from The Symphonic Arts Endowment Fund in support of its work. It seeks to provide meaningful experiences of symphonic music for residents of Frederick County who attend performances.

43 Grants from The Elder/Senior Care Field of Interest Fund and unrestricted funds provided funding to the Frederick Lions Club for its vision program. Several local optometrist offices participate in the program to help seniors and those who are disabled receive vision care for minimal fees or at no charge. Longmeadow Optical was one of the participants in FY2018.

44 This student, enrolled at Frederick Community College (FCC), received a scholarship from The William H. and Marianne E. Browning Memorial Scholarship Fund to study nursing. Other scholarship funds for FCC students include The Austin and Lillian Foland Fund, The Frederick Community College Student Scholarship Fund, The Jerry Addington Sweeney II Scholarship Fund, and The Walter P. Feaga Memorial Scholarship Fund at Frederick Community College.

GRANTS45 A volunteer for Alzheimer’s Association, Western

Maryland Regional Office, shared educational and support group resources, along with information about Alzheimer’s disease and dementia at a Frederick Key’s baseball game. A grant from The H. Reese and Jeannette K. Shoemaker Charitable Fund supported this and other direct services.

46 The Maryland Room, housed at C. Burr Artz Public Library, is home to thousands of historic documents relevant to Frederick County and the State of Maryland. The Frederick News-Post was purchased on microfilm, which is the best preservation method to ensure its accessibility to future generations, with grants from The Frances Delaplaine Randall Endowment Fund for Historic Research of Frederick County, The Janet L. Michael Fund, The Randall Family’s Gift to the Maryland Room, and The Richard T. Lebherz Endowment Fund.

47 Numerous funds have been established at the Community Foundation supporting Frederick Memorial Hospital: The Alden E. Fisher Fund, The Thomas R. and Virginia T. Dashiell Fund, The Vince and Guelda Imirie Fund, The Calvin Murray Charitable Fund, The Frederick Memorial Hospital Fund, The Philip and Janis Miller Wertheimer Fund, and The J. Richard and Margaret A. Hudson Endowment Fund for Frederick Memorial Hospital’s Emergency Services. Currently, grants are used for hospital projects, programs, and areas of greatest need so that the changing healthcare demands of the community are better served.

48 Addictions and homelessness are challenges that Frederick Rescue Mission’s Changed Life Recovery Program helped men overcome, with the goal of restoring each person back to their families and communities. A grant from The Basic Human Needs Strategic Initiatives Fund provided funding for case manager salaries.

49 Mental Health Association of Frederick County’s Healthy Families program helps ensure the cognitive, social, emotional, and physical development of vulnerable children so they are ready to learn when entering kindergarten. A grant from The Children and Youth Strategic Initiatives Fund supported the program.

50 Mission of Mercy received grants from The Health Care Strategic Initiatives Fund in support of its mobile clinic, providing access to health care and dental care for those who are uninsured and underinsured. Additional grants were provided from The Jane White Fund for Mission of Mercy, and The Peggy Waxter Fund for Mission of Mercy.

GRANTS51 Junior Achievement of Central

Maryland received a grant from The Job Training and Skills Development Field of Interest Fund for its Finance Park Virtual program aimed at eighth-grade students attending Title I middle schools in Frederick County. The online program explored careers, personal finance, and simulated a real-life budgeting situation to teach life skills.

52 Ninety children participated in the Frederick Children’s Chorus Summer Camp and received instruction in vocal skills, music reading, and learned to play various instruments. Four college music education majors also participated to gain teaching experience. A grant from The Dan Crozier Music Trust Fund supported the camp.

53 More than 130 volunteers with Literacy Council of Frederick County met weekly with students to help with English language learning, readings, and life skills. Grants from The Betty Seligmann Literacy Endowment Fund supported individualized learning plans for students and tutors.

54 A grant from The Charles V. and Louise D. Main Endowment Fund provided tuition assistance to four students at the Weekday School at Calvary United Methodist Church in downtown Frederick. The students are prepared for school through programs that promote social and emotional development, language and literacy, math, science, social studies, and more.

55 Patients of Wells House @ Gale Recovery participated in art therapy sessions as part of their counseling that helped them to explore and express their feelings in healthy and creative ways. Art supplies were provided with a grant from The Remsberg Family Fund.

56 A new program at the YMCA of Frederick County called “Reach and Rise” matched an adult with local youth in need of mentoring. A grant from The Big Brothers Big Sisters Endowment Fund provided support.

57 Advocates for Homeless Families received case manager salary support from The Basic Human Needs Strategic Initiatives Fund. The grant also supported transportation and child care assistance for clients. Other programs and services received support from The Frederick Keys Care Fund, The Advocates for Homeless Families Endowment Fund, and The Clyde and Olga Roney Fund.

GRANTS58 The Salvation Army office located in Frederick provides

many programs to the community. Youth participation in Corps (church) programs included service projects, character building classes, leadership training, and bible classes, helping them acquire skills to become active and involved members of the community. Grants from The Elizabeth J. Brady Charitable Fund, The Janet L. Michael Fund, and The Philip and Janis Wertheimer Fund for the Salvation Army/Frederick Corps supported the programs.

59 Frederick County Public Schools received a grant from The Dan Crozier Music Trust Fund to purchase music for Tuscarora High School’s Show Choir, A’Cappella Choir, Concert Choir, and Mixed Choir.

61 This Kline House patient and veteran was recognized for his U.S. Air Force military service on Veterans Day. Grants from funds supporting Hospice of Frederick County and Kline House included The Hospice of Frederick County Fund, The Peter W. Beers Memorial Fund, and The Vince and Guelda Imirie Fund.

62 Preservation Maryland received a grant from The Parks Field of Interest Fund to assist in the development of a comprehensive management field for the historic South Mountain Battlefield, fought just three days before the Battle of Antietam. The plan increased the public’s understanding of the historic Civil War events that took place in Frederick County.

63 A grant from The Human Services Field of Interest Fund helped pay for a coordinator’s position with The Housing Authority of the City of Frederick to work with young men who have lost hope that their lives will ever improve due to lack of role models and other traumas. Approximately 16 youth and young men were served during the program’s first year.

GRANTS

65 Hospice of Frederick County’s Overdose Grief Support Group helped honor each participant’s loved one lost through overdosing by making a memorial stone. The group helped individuals and families navigate through extreme grief by creating new hope and bonds with other participants. Grants from The Remsberg Family Fund and unrestricted funds supported the program.

66 Historic cemeteries can be used as places of worship, as well as celebrating the lives of those departed, depicted here as members of Graceham Moravian Church celebrated at its Easter sunrise service. A grant from The Graceham Moravian Church Cemetery Fund helped with the maintenance and preservation efforts.

67 A grant from unrestricted funds supported registration fees for Girls on the Run for 60 students at two Title I schools in Frederick County. The program taught healthy lifestyle choices, including the importance of exercise and diet and promoted teamwork, problem solving, and respect among peers.

68 A grant from The Frederick County Public Schools Gifts for Education Fund helped Tuscarora High School purchase a 3-D printer, which its Robotics Team put to good use by using their recently learned CAD skills to design and print parts for their robot.

69 The Brunswick Emergency Relief Fund (ERF), managed by Brunswick Ecumenical Assistance Committee on Needs, provides emergency financial assistance to residents of Brunswick and is supported with an annual grant from The Brunswick Emergency Relief Fund. This resident (center) needed assistance with funeral expenses for her husband and met with ERF administrators. With help from ERF, family, friends, and a local funeral home, she was able to honor her husband and their life together.

70 The Brunswick Middle School PTO provided student enrichment activities for 529 students during the school year, including Spirit of America Day. Speakers enlightened students about life in Appalachia during the Civil War. Other events included STEM activities and Rubik’s Cube Club. The students in this photo participated in Mathcounts, a one day online math competition, held at the local and state level. A grant from The Brunswick Area Fund supported all the activities.

supported the orchestra’s mission to educate youth in Frederick County about the symphonic arts. The Dan Crozier Music Trust Fund grant helped establish a music library for chamber groups.

72 Way Station, Inc. provides compassionate and quality behavioral health care, housing, and employment services to those with mental illness, developmental disabilities, substance addictions, and veterans with service needs. This client, shown with Scott Rose, Way Station CEO (right), also serves on the board of directors. A grant from The Way Station Endowment Fund for Charitable Mental Health Services supported the organization’s work.

73 Transportation can be a big obstacle for those who are homeless. To help Faith House clients secure transportation to job interviews, work, or appointments for themselves or their children, a grant from The England Family Fund provided Transit bus passes. Faith House, part of Frederick Rescue Mission, is a safe place for homeless women and children.

74 The Women’s Giving Circle of Frederick County Fund provided 35 grants totaling $190,000 to 22 area nonprofits serving women and those who depend on them, bringing its total grants since inception to more than $1.4 million. Representatives from grantee organizations are pictured.

GRANTHOW TO APPLY FOR A

The Community Foundation conducts two annual competitive grant cycles for nonprofits working to have an impact on Frederick County. The strategic grants are currently focused on outcome-driven projects that will help accomplish our strategic goals in the areas of health care, children and youth, and basic human needs. Impact grants are for any project that will make a critical difference in Frederick County. Both of these types of grants are made possible by the Community Foundation’s funding partners, unrestricted funds, selected donor-advised funds, and field of interest funds. All applications are completed online at www.FrederickCountyGives.org/Grants. The strategic and impact grant cycle opens in the summer of each year with grant decisions announced in the fall. Other grant opportunities are available throughout the year and are referred to as “rolling grants.” Prospective grantees are

encouraged to check the website periodically for funding opportunities.

The Community Foundation’s Grants Committee carefully reviews each application for the merit of the proposal and for compliance with the funds’ criteria for grantsmaking. In addition, the Community Foundation performs due diligence on each application to ensure that organizations are in good standing at the federal and state level. Grants are limited to 501(c)(3) nonprofit organizations, existing governmental/quasi-governmental agencies, organizations applying for a project not funded by tax revenue, faith-based organizations requesting funding for non-sectarian activities, and civic groups requesting funding for a charitable cause.

All grantees are required to submit reports to the Community Foundation on the use and impact of the grants.

I’m going to Hillsdale College to pursue a double major in physics and politics, and will consider pursuing graduate studies once my undergraduate studies are complete. KIMBERLY SCRITCHFIELD-MILLER

Kimberly has followed her dream of helping others with a career firmly rooted in social work. A 2001 graduate of Middletown High School, she then graduated from Shepherd University with a bachelor’s degree in social work, followed by earning a master’s degree in the same field from West Virginia University. Kimberly currently is the Resource Home Recruiter and Trainer for the Frederick County Department of Social Services. Prior to working in Frederick County, she gained experience with the West Virginia Department of Health and Human Resources, the Children’s Home Society of West Virginia, the Family Service Foundation, and locally as a vocational counselor. Kimberly received The William Hurwitz Memorial Endowment Fund Scholarship, and for several years, The Mary E.M. and Ruth E. Smith Scholarship and said, “The scholarships allowed me to pursue a career path that I am deeply passionate about and knowing that I was receiving support from my community was a true boost to my confidence.”

DAHLIA KRONFLI

Dahlia, a 2013 graduate of Walkersville High School, earned a Bachelor of Science in the biological sciences with a specialization in physiology and neurobiology and a minor in Spanish language and culture from University of Maryland, College Park in 2017. She works as the chief medical scribe in the emergency department at Frederick Memorial Hospital, through ScribeAmerica, acting as a liaison between the two entities and managing a team of 30 scribes who document every facet of a patient’s hospital stay. She has been accepted to University of Maryland’s School of Medicine and plans to become a doctor. Dahlia received The Dr. Lawrence C. Hoyer Memorial Scholarship and The Saylor-Powell Scholarship for several years which allowed her to reduce her student loan burden and helped her save money to help pay for her medical school education.

NICK TESTER

Having earned a Bachelor of Science in Exercise and Sport Science from Coastal Carolina University while simultaneously serving in United States Marine Corps Reserves, Nick is pursuing a career as a paid firefighter as he works toward completing his master’s degree in strength and conditioning. A 2013 graduate of Catoctin High School, Nick received The Frederick Community College Graduate Scholarship, and for two years, The Catoctin Medical Center Scholarship. He plans to also continue his reserve service in the Marine Corps. Nick says the scholarships helped him focus on achieving excellence in his studies, as well as excellence in all other endeavors.

DIANA PEREZ

Diana, now a nurse at Georgetown University Hospital in the surgical intensive care unit, graduated from Oakdale High School in 2014, and Stevenson University in 2018 with a Bachelor of Science in Nursing. She says that without scholarship help from The Frank M. and Helen Elizabeth Erwin Scholarship Fund, The Frederick Medical Foundation Fund, and The Margaret E. Brust Nursing Scholarship Fund, she would not have been able to complete her degree. Diana’s future plans include becoming a certified registered nurse anesthetist.

Emily Doney has a passion for agriculture. After graduating from Middletown High School in 2014, she earned a Bachelor of Science in horticulture, with a specialization in commercial crop production from Delaware Valley University in 2016. Emily works for Cumberland Valley Analytical Services invitro department as a lab and farm technician testing cow feeds and forages for digestibility. She received multiple scholarships during her college years: The Maryland Master Farmers Scholarship, The J. Wilmer “Pete” and Margaret Holter House Memorial Scholarship, The Robert and Ann Miller Family Fund Scholarship, The Dudrow Scholarship Fund, The Grossnickle Family Scholarship, and The George and Ruth Dredden Scholarship. In the future, Emily wants to expand her family’s farming operation and one day own a beef and produce farm.

KIMBERLY GRANINGER

The Bob Boyer and Elizabeth Boyer Reeder Fund that provides scholarships to students enrolled in the University of Maryland’s School of Nursing helped Kimberly Graninger earn her Bachelor of Nursing in May 2018. During her nursing training, she traveled to Gaborone, Botswana to participate in a research study collecting data on a new antiretroviral HIV therapy. Kimberly is now employed with Johns Hopkins Hospital in the pediatric oncology unit, which she describes as her “dream job.” She plans to earn a Masters of Public Health in the future, and then pursue a doctor of nursing practice degree. Kimberly is grateful for this scholarship assistance as it allowed her to travel and gain experience in global nursing.

ADEOLA ADEOYE

Adeola is a 2014 graduate of Governor Thomas Johnson High School and a 2018 graduate of University of Maryland. She earned a Bachelor of Science in nutritional science, with a double minor in sustainability and global poverty. Adeola received a scholarship from The William E. Colliver Memorial Fund, giving her time to pursue leadership and research opportunities. Her future plans include participating in a fellowship through Blue Ridge Fellows in Roanoke, Virginia, and then attending graduate school to study international nutrition and aid developing countries in creating programs and policies that help reduce hunger in their populations.

FY2018 Professional Advisor Council Event Participants

The Frederick County Professional Advisor Council is comprised of attorneys, accountants, trust officers, financial planners, certified life underwriters, investment advisors, and other certified, licensed and degreed professionals who advise on financial and legal decisions that may include charitable giving. Each professional influences change in the community by sharing their expertise and helping donors create maximum return on their charitable investment. These investments benefit future generations with scholarships for students and grants for nonprofits.

Formed in 2009, the Frederick County Professional Advisor Council acts as a resource that supports a multi-disciplinary approach to current and planned charitable giving, combined with collegial networking. Professional advisors are invited to educational meetings that cover a variety of topics related to philanthropy. As our partnership grows and membership in the Council expands, we look forward to continuing our work with the Council and invite other professional advisors who would like to become involved to contact the Community Foundation.

Every new Community Foundation fund created and every gift to an existing fund is an influence for change. The Community Foundation was one of ten organizations in Frederick County who sponsored the events.

Outdoor lighting has long been a way to celebrate the holiday season, and lighting of the trees that line Market and Patrick Streets in Downtown Frederick is no exception. Campbell established The Major Dan Campbell Veteran Services Fund to support veteran mentoring and Mission of Mercy’s medical and dental programs, and RaeAnn E. Butler created The Butler Collins Community Impact Fund to provide grants supporting elder care and historic preservation and education.

• WHAT ARE YOUR GOALS?Do you want to make your gift now, or establish your fund with a planned gift? Do you want to provide grants and/or scholarships now or after your passing? Either way, establishing a fund with the Community Foundation is a wonderful way to sustain a cause that is near and dear to you, support specific areas of education, honor loved ones or establish a legacy. Once you’ve decided on your goals, the Community Foundation staff can help you determine the type of fund that will ensure your charitable goals are met.

• NEXT, DETERMINE A SUITABLE NAME FOR THE FUND.There are many ways to name a fund. Many funds include the donor’s name or name(s) of those being honored by the fund. Some fund names reference the specific cause or organization they benefit.

• WHAT TYPE OF GIFT WOULD YOU LIKE TO USE TO START THE FUND?While many funds are started with gifts of cash totaling $25,000 or more, non-cash gifts such as real estate, securities or life insurance are also options. For gifts of $500,000 or more, you may recommend an investment professional outside of the Community Foundation’s investment pool, pending certain criteria. Your financial advisors can help you determine what type of gift to use, and the Community Foundation encourages you to consult with them prior to making your gift.

• HOW INVOLVED DO YOU WANT TO BE WITH THE FUND? Do you want to review grant applications? Do you want to sit on a scholarship selection committee? Do you want the comfort of knowing that a check is sent to your favorite cause each year? Do you want your family to be involved with the fund after your passing? Your intended involvement helps to determine the type of fund that you choose.

• IF YOU’D LIKE TO CONTRIBUTE LESS THAN $25,000, DON’T WORRY. You can “plant a seed” by starting a fund and becoming a member of the Acorn Society. Simply select a name for the fund and agree to grow the fund to at least $25,000 within two years or less. Once your fund reaches $25,000, disbursements can be made. Other ways to create impact include contributing to a field of interest fund or any of our other funds, or establishing your legacy by deciding on a planned gift. No matter how much you decide to contribute, the Community Foundation makes the act of giving easy.

HOW TO START YOUR OWN FUNDTypes of FundsThe Community Foundation of Frederick County holds two categories of funds: permanent funds and pass through funds. Permanent funds generally never spend the initial gift and subsequent gifts, with a portion of the fund supporting the charitable purpose defined by the fund’s founding donor. Permanent funds include endowed funds and quasi-endowed funds. Endowed funds distribute 5 percent of the annual market value, never invading gift principal. Quasi-endowed funds distribute 5 percent of the fund’s annual market value each year. Pass through funds may distribute all gifts as well as the investment return for the charitable purpose. Permanent funds and pass through funds may be any of the following types of funds: designated, unrestricted, donor-advised, scholarship, field of interest, agency, or fiscal sponsorship. For more information about types of funds, please see page 78.

Property You Can Use to Create Your FundSome people have asked if the Community Foundation accepts only cash contributions. The answer is no. There are many ways to establish a fund. Some ideas you may wish to consider are listed here.

• CASHYou may establish your fund by giving a check to the Community Foundation. You receive the maximum tax deduction for your contribution in the year you make it. Any unused deduction can ordinarily be used over the five succeeding years.

• SECURITIESYou may donate securities to your fund. You get the maximum tax deduction, equal to the current value of the securities. If that deduction is larger than what you can use in the year of your gift, the excess amount may ordinarily be deducted over the five succeeding years.

If the securities are appreciated, you pay no capital gains tax. If you own depreciated securities, it may be best if you sell them, take the loss for personal income tax purposes, and contribute the proceeds to the Community Foundation.

• REAL ESTATEYour real estate holdings can also benefit charity. Gifts of long-term appreciated real estate offer advantages similar to gifts of appreciated securities. Real estate will be accepted by the Community Foundation if it is readily saleable and does not require long-term management. You are required to obtain an appraisal to establish the value of the real estate for your tax deduction.

• LIFE INSURANCEYou may donate your life insurance policy to your fund. You receive an immediate tax deduction, usually in an amount equal to the cash surrender value. If you wish to keep the policy in force, your continued premium payments are tax deductible if the Community Foundation is the owner of the policy. If you don’t want to give up the policy, you can name the Community Foundation as a full or partial beneficiary.

• ART AND OTHER TANGIBLE PERSONAL PROPERTYYou may use your paintings, sculptures, jewelry, etc. to establish a charitable fund as long as the property can be sold easily. You will be responsible for obtaining an appraisal to establish the value of the personal property for your tax deduction. You can start a named fund for as little as $25,000—using cash, securities, real estate, life insurance, art, or other assets.

Gifts to any fund are gladly accepted throughout the year, in any amount.

Some Examples of Ways You Can Establish or Expand Your Fund

• OUTRIGHT GIFT DURING YOUR LIFETIMEAn outright gift is the simplest of all gifts to make and can be made now. It provides the greatest and most immediate support. The most common way to make an outright gift is a gift of cash, which can be used to establish your own fund, or can be added to an existing fund. In addition to a gift of cash, outright gifts can be in the form of publicly-traded securities or by transferring other assets directly to the Community Foundation.

• BEQUESTPerhaps you are making decisions on a new will. You have taken care of all the usual details, assigned sentimental possessions, and provided for relatives.

You can stipulate that all remaining assets go to create your fund or to add to an existing fund, possibly significantly reducing the taxes payable by your estate. Your fund will support community needs in your name permanently.

Or, you simply write a codicil (amendment) to your existing will. You state that in addition to or instead of certain provisions of that will, you would like to leave the remaining assets, or a specific dollar amount, to the Community Foundation for whatever purpose you determine. Your lawyer can assist you in making this change. The Community Foundation also has suggested language for making provisions in your will.

• LIFE INCOME (CHARITABLE REMAINDER) TRUSTYou may have achieved a fairly comfortable accumulation of assets, but would like an income for yourself, your spouse, or other beneficiaries for the rest of your lives. Ultimately you want charity to benefit from your estate.

You can establish a charitable remainder trust that pays you and/or your designees for your lifetimes, with the remainder of the trust going to your fund. You receive a substantial income tax deduction and estate taxes will be reduced upon your death. If you prefer, you can establish a charitable remainder trust in your will, providing a life income for surviving beneficiaries. Because of the charitable estate tax deduction, the surviving beneficiaries may receive a larger income than would otherwise be possible.

Two Types of Charitable Remainder Trusts:

Annuity Trust–A fixed income trust from which you or your beneficiaries will receive a set amount each year.

Unitrust–A variable income trust from which you or your beneficiaries will receive a percentage of the trust’s assets. Changes in the asset value of the trust will affect the level of your income each year.

The minimum amount recommended for a charitable remainder trust is $100,000.

In honor and memory of Virginia Draper—wife, mother, grandmother, educator, author and historian—Mark and Frances Draper and daughter Sadie Wiles established The Virginia K. Draper Memorial Scholarship Fund. Mrs. Draper was a well-known and beloved teacher with Frederick County Public Schools from 1939 until 1980, teaching at schools in Sabillasville, Wolfsville, Middletown, and Black’s School.

Richard and Betsy Reinders have made improving the welfare and quality of life for others a priority, and to help carry out their wish, they established The Richard and Betsy Reinders Fund to support various charities.

HOW TO START YOUR OWN FUND • CHARITABLE LEAD TRUST

You may have provided for your children already or you may want to provide for your children in the future, but not now. With a charitable lead trust, you donate part of your estate to the trust now, and the income goes to your fund for a designated period of years. Your taxes are reduced and the property is not taxed to your children. After a period of time that you specify, the trust terminates and the assets go to your children. The charity benefits during all those years and your children may receive much more than they would have otherwise.

• GIFTS FROM AN ESTATE OR TRUST As the Personal Representative under a will, you are directed to allocate a certain amount of money for general charitable purposes. Some professional guidance may be helpful to you.

You may set up a fund within the Community Foundation in the name of the deceased. With the approval of the court, if necessary, you arrange to have the charitable portion of the estate paid to this fund. The Community Foundation would then assume the responsibility of carrying out the deceased’s charitable interests.

• ASSIGNMENT OF TRUST FUND INCOMEYou may be the beneficiary of a trust which pays you a regular income. Even though you may give some of this income to charity, you may not receive maximum tax benefits.

If you assign to your fund a portion of this annual income for the benefit of charity, you pay no further tax on this income. In addition, you may take an immediate income tax deduction for the value of this assignment. If this deduction is more than you can use in the year of the assignment, the excess may ordinarily be deducted over the five succeeding years.

• CORPORATE FUNDSPerhaps you are an executive in a business or corporation, responsible in part for corporate giving. How do you sift through the blizzard of charitable appeals?

You can establish a fund with the Community Foundation, either in the name of the corporation or an anonymous name. The Community Foundation then distributes the gift for you, relieving you of this burden.

The Gina M. Cumberland Memorial Scholarship Fund was established by Gina’s husband Michael Cumberland to create a legacy in memory of Gina’s love and kindness that she always had for others. The fund provides scholarships to students who have demonstrated community service or involvement.

The Mount Olivet board of directors created The Preservation and Enhancement Fund of Mt. Olivet Cemetery, Inc. to assist in the conservation of the Cemetery’s natural beauty and history, preserve the monuments and Key Memorial Chapel, and to increase public knowledge of the Cemetery’s history and its use for tourism and recreation, existing as a “museum without walls.”

At A GlanceEstablish a new fund with the minimum gift of $25,000. If your gift is less than $25,000, you may make the gift to an existing fund or become an Acorn Society Member.

• Decide whether to make your gift now or later

• Name the fund

• Select the gift to be given

• Determine the type and purpose of the fund

• Take advantage of the Community Foundation’s “$500,000 policy” to recommend an investment professional outside of the Community Foundation’s investment pool

• Decide on life income interest (if any)

Consult your professional advisor. The Community Foundation staff can provide details about each gift type, but does not give legal or tax advice. You are urged to consult with your attorney, banker, accountant, or financial planner before making a gift or establishing a fund.

• TRANSFER YOUR FOUNDATION’S ASSETS If you are a trustee of a private foundation, you may establish a fund within the Community Foundation in the name of the private foundation. After arranging to transfer all or part of the assets of the foundation to the fund, the Community Foundation takes care of all the paperwork required by the government. Investments are handled by experienced people. Taxes are no longer imposed, and the amount available for charity is increased. You are secure in knowing that the fund will be administered permanently by the Community Foundation.

• TRANSFER A CHARITABLE ORGANIZATION’S ASSETS Perhaps you are on the board of directors of a charitable organization which is terminating. You may create a fund within the Community Foundation in the name of your organization. You liquidate the assets in accordance with all laws and IRS regulations and transfer them to the fund, specifying that the income will be used only for grants in a similar field of interest. The mission of your organization is thereby continued in perpetuity.

The Linwood T. Offutt, Jr. Fund was created through Mr. Offutt’s estate and honors his lifelong farming career. Grants from the fund will support the activities of the Frederick County 4-H Camp Center.

Well-managed charitable funds benefit our community now and in perpetuity. Donors start funds with a minimum gift of $25,000 to benefit the causes that they choose. These funds are then invested, with a portion of the funds spent each year according to the spending policies that the donors choose at the time the funds are established.

Professional investment managers invest the Community Foundation’s assets in accordance with the Community Foundation’s investment policies. Investment performance is monitored and overseen by the Investment Committee, comprised of Community Foundation trustees and others with investment expertise. The Community Foundation’s financial statements, including investments, contributions, and future interests, are audited annually by an independent auditor and are available for public review.

Investment OptionsHundreds of named Community Foundation funds are invested as follows:

• IN THE GROWTH OPTIONGrowth to a certain benchmark defines this option. Almost the entire portfolio is held in equities. When the fund reaches the intended benchmark, it is transferred to another investment option to start awarding scholarships and/or grants.

• IN THE BALANCED GROWTH OPTIONGrowing the fund at an acceptable level of risk defines this option that is generally used for quasi-endowment funds. This portfolio has tiered investments, with the majority in equities and smaller amounts in other instruments.

• IN THE BALANCED INCOME OPTIONProducing income while growing the fund defines this option generally used for endowment funds. This portfolio holds tiered investments, with the majority in fixed income instruments and smaller amounts in equities and money market funds.

• IN THE MAINTENANCE OF PRINCIPAL OPTIONPreservation of principal is this option’s only objective. This portfolio is held in money market accounts and certificates of deposit.

• ALTERNATIVE INVESTMENT OPTIONDonors establishing a fund with $500,000 or more may recommend an investment manager and strategy, subject to the approval of the Community Foundation’s Board of Trustees.
