• In Due Diligence process with new MINDEF, limited changes expected

• WP15, DIIP15, DIP15 and NSP to be delivered concurrently

• But, work continues on planned Defence Estate and Platform support needs

“As I said, the Prime Minister, members of the National Security Council

and I are considering the material that has been prepared and we will be

releasing it in due course after due consideration.” MINDEF, Senator Payne, 21OCT15

Defence Structural Changes - CASG

• Reform of Defence’s relationship with industry

• Disestablished the Defence Materiel Organisation and Capability Development group

• Created the new Capability Acquisition and Sustainment Group - DEPSEC Kim Gillis: • Aligning with the Strategic centre:

• Strategy, Policy and Intelligence Group - CDIC focal, WP15, DIP15 Enterprise Managers • Finance and legal functional heads functionally engaged • Improved contestability a cornerstone of new capability development life cycle

• Aligning with needs of Service Chiefs and VCDF as Capability Managers • Transforming and streamlining acquisition and sustainment contracting processes • CEP (EDA Article 30) will become common place

• Capability acquisition and sustainment will now be conducted on a single, end-to-end basis, where

integration and interoperability will be fully and properly considered

• Creating more opportunities to be a smart buyer and tailor and fast track projects

I expect that we will start to stabilise the workforce in terms of absolute

numbers by around the middle of next year. SECDEF Dennis Richardson, Senate Estimates, 21OCT15

Defence Industry Policy 15 - A New Partnership with Industry

• Recognises the critical contribution industry will make to building and supporting the future force

• Recognises industry as the national support base, delivering logistics services, health support, fuel,

energy and other support to enable effective ADF operation

• Delivering a high technology future force depends on partnering with industry - local, USA and EU

• DIP15 re-sets the foundations for how industry engages with Defence: • Recognises Australian industry as a fundamental input to Defence capability • Mandatory for Defence to consider Australian industry in the capability development process • Ensures Defence better understands and identifies its needs for industrial support for LOT • Ensures defence is able to better advise industry on its future needs

• Industry must step up and provide improved value for money given better contracting processes

• Improved Defence Industry Capability support

However, with this White Paper, the Defence Industry Policy Statement and ten-year integrated investment plan

that will accompany it, the Government will set a new partnership with industry, and highlight the role that

industry has in helping the Government implement its reforms. Minister for Defence, Hon Kevin Andrews, August 15
