    Kashmir upsurge: Still no solution in sightThe upsurge of protests is

    not ready die down in Kashmir.The package announced by theCentre is being dubbed as 'toolittle and too late'. GivenKashmir's critical situation,prime minister Manmohan Singhhas advanced a number ofintelligent initiatives. It's importantto stay engaged and keep upthe channels of politicalcommunication, even if his ideasdon't find an immediateresponse in the Valley. The all-party meet he convened on the

    state was a good step in thisregard. He has combined aneconomy and jobs plan with apolitical package that includesdialogue with any group thatabjures violence; movingtowards better policingmethods, non-lethal means ofcrowd control and a dilution ofthe Armed Forces SpecialPowers Act; and local bodyelections to give people more ofa say in governance.

    Singh's proposals h ave hadtheir fair share of detractors inthe Valley, for whom they aretoo incremental, don't go farenough or address the root ofthe Kashmir issue. The problem,however, is that they haven'tcome up with any ideas that are

    better. Let's pick up a fewbig ones among the counter-proposals.

    First, go back to Kashmir'spre-1953 situation with respectto autonomy. This is what theNational Conference wants.The problem with that argumentis.that Kashmir is alreadyautonomous with its ownconstitution, a flag, a ban onnon-Kashmiris settling orowning property in Kashmir. Ofcourse, that autonomy hasbeen tarnished in the past, with

    the Centre manipulatingelections or otherwiseinterfering in the setting up ofstate govts.

    But returning to pre-1953arrangements, when the stategovt had autocratic, quasi-monarchical powers,particularly wh en the currentstate government is plausiblybeing blamed for Kashmir'spredicament, seemsanachronistic and absur d.Devolution of power to thedistrict, block or village levelwould give die averageKashmiri a role in governanceand seems a better way to go.

    Second, it's being mootedthat New Delhi shouldrecognise that Kashmir is an

    international d ispute. B ut whatin heaven's

    name does this mean? Indiaclaims the whole of theerstwhile princely state ofJammu & Kashmir, including PoKand Gilgit-Baltistan; so doesPakistan. Seems like aninternational dispute a ny wayyou look at it, moreover one thatIndia and Pakistan had beendiscussing till internal turmoil inPakistan and 26/11 took over.

    Third, full demilitarisation ofKashmir. But thats not possible

    so long as terror groups andcamps remain active across theLoC. Since terrorist attacks havedeclined, partial demilitarisationcan, and should, be talked aboutso that security forces assumea more humanitarian posture inthe state. However, fulldemilitarisation would have toawait the dismanding of thecamps and a comprehensivesettlement of Kashmir as aninternational dispute.

    Fourth, give independenceto Kashmir. That, according toseparatists (as well as Pakistan)is the^'root' issue. The problemis that such independence isunlikely to last even a monthbefore the Lashkar-e-Taiba'shordes roll in.

    A I.Typewriting and Shorthand Tests, 50 Marks.(a) The test will be held for 10 minutes at a speed of 40 words per minute from a printed matter

    (b) While assessing the accuracy of re-production, 5 marks will be deducted for each mistake inthe typed script. A candidate whose script reveals more than 6 mistakes will be eliminated as

    disqualified.

    II. Shorthand test-English 50 Marks.The test will comprise dictation from a printed matter (240 words approximately) for 3 minutes at

    the rate of 80 words per minute. Time allowed for transcription will be 15 minutes. The appor-tionment of marks for the evaluation of answer scripts will be as follows:-

    ( a) Dict ati on in Short hand sc ript : 2 5 Ma rk s.While asessing the ability to take down dictation in shorthand script, one mark will be deducted fo r

    each mistake.

    (b)Transcription: While assessing the ability to transcribe, one mark will be deducted for eachmistake.

    B. Typewriting and Shorthand Tests,I . Typewriting test-Oriya. 50 Marks.

    (a) The test will be held for 10 minutes at a speed of 20 words per minute from a-printed matter

    (200 words approximately)(b)While assessing the accuracy of re-production, 5 marks will be deductedfor each mistake in

    the typed script. A candidate whose script reveals mistakes more than 3 percent will beeliminated as d isqualified.

    I I. Shorthand test -Oriya 50M arks

    The test will comprise dictation from a printed matter (120 words approximately) for 3 minutes atthe rate of 40 words per minute. Time allowed for transcription shall be 10 words per minute by

    type writer. A candidate whose script reveals errors more than 10 percent of the wordsdictated will be eliminated as disqualified. The apportionment of marks for the evaluation of

    answer scripts will be as follows:

    Preference for Best Apprentice/Runner up Apprentice of all India Apprentices Com-petitions: The candidates who were selected as Best Apprentice and Runner up Apprentice in

    the All India Trade Test conducted by the Directorate G eneral of Employment and Training in theTrade Apprenticeship are nit required to appear for Written Test. They will be directly called or

    An additional 10 years for Physically Challenged Candidates (Locomotor Disability & Hearing

    Upper age is further relaxable up to 84 months for candidates possessing relevant workexperience (excluding apprentice training) working directly or through contractor in a Public

    Sector or Private Sector Organisation and engaged in the manufacture of Power generationequipments. The relaxation in age will be extended according to the number of completed

    months of experience up to a maximum of 84 months for experience of 50 months and on pro

    rata basis for less experience. Such candidates will have to compete with other eligible candi-dates in Written Test/ Interview etc.

    Selection Process : The selection process will consist of written t est and personal interview.All the eligible candidates will be invited for objective type written test tentatively scheduled to be

    held on 05.12.2010 at Chennai on their own expense. The question booklet will be available in

    English, Tamil and Hindi.All eligible ex- servicemen candidates who possess the pass certificate of NTC and NAC (% of

    marks not mandatory) in the relevant trade from armed forces will be called for written test.After written test, candidates will be rated in the merit order of written test marks for interview.

    For this purpose, initially all unreserved candidates in each trade along with such reserved

    category candidates of that trade who have not availed the marks / age relaxation prescribedfor the respective category will be g rouped together, and then arranged in the descending order

    of marks obtained in the written test and only the required number starting from the top will becalled for the interview in each trade in the ratio of 1:3 to the number of vacancies. In case of a

    tie at cut-off marks, all the candidates scoring cut-off marks will be called for the interview.

    Reserved category candidates who are initially considered in the Unreserved Category and whodo not make it to the interview short-list will be re-grouped with their respective categories for

    further consideration and will be called for interview in the prescribed ratio of 1:3 to the numberof vacancies in that category and trade. Later, at the time of final selection, the same method will

    be followed for all those Reserved Category candidates considered so far under Unreserved

    Category. The interview for the short listed candidates is tentatively scheduled to be held from06.12.2010 to 09.12.2010 at Chennai and the candidates are advised to prepare themselves

    accordingly. The short listed candidates in the Interview will be required to appear for medical

    Employees for a period of one year. During this period they will be paid daily wages as per

    notification of the Government of Tamil Nadu for six months, (current rate of wages is Rs.5214p.m.) and consolidated wages for the next six months @ Rs. 5500 p.m. In addition, they will be

    entitled to free medical benefits for self and dependent family members as per Company rulesand will also be eligible for subsidised company accommodation, if available. On successful

    will be subject to being found medically fit by the Authorised Medical Authority in BHEL.Health Standards : Applicants should have sound health befitting a heavy fabrication industry.

    Before joining, selected candidates will have to undergo med ical examination by the CompanysAuthorized Medical Officer and the appointment will be subject to meeting the health standards

    prescribed by the Company. The candidates are advised in their own interest that they should get

    themselves thoroughly examined by a competent Medical Officer before applying against theadvertisement. The definition o f Locomotor Disability (Orthopaedically handicapped) and Hearing

    Manufacturing Process

    Dal seeds are cleared, sintered and then these are polished, so that any foreign materialdeposited on its upper sur face are removed. They then charged to pulverizer and then screened.

    Then flour spices and other ingredients are mixed together along with 'water to form a thindough. The thin dough is then passed through a siever having desired aperture and fried in

    edible oil contained in a pan by using a furnace. The frying temperature is kept around 100-

    180C. The fried material is then cut into desired shape and size. It is finally packed into polythenebags and marketed.
