Wasco 2020 Part Time Travel Baseball Tournament Rules Inaugural Wasco Part Time Travel Summer Heat Tournament August 14-16 Entry Fee: $425 3 game guarantee 2 pool play games and then bracket play All players must be members of their respective in-house baseball organizations. Players may not be a player/member of any fulltime travel baseball team. General Rules 1. Age limits are based on the player’s age as of 4/30/2020. 2. A copy of a birth certificate should be in the possession of the manager at each game to answer any challenge to a player’s eligibility. If a birth certificate cannot be produced, the player is ineligible for that game. 3. Each team must maintain a "Certificate of Insurance" by 08/01/2020. Wasco does not carry insurance for individual teams or players. It is the responsibility of each organization to maintain adequate insurance coverage. Tournament Rules Games will be played in accordance with the most current published IHSA Rules in addition to the rules outlined herein. 1. Suspended games may be rescheduled by the tournament director from the point of suspension, at tournament director’s discretion 2. All bats must be approved for play by USA Baseball or USSSA. Banned bats or bats not bearing one of these certification marks are not allowed. Players using an illegal bat will be called out by the umpire and the bat must be removed from the dugout. 3. In the event of a game being halted due to lightning or rain, a period determined by the home team's rules, but at least 20 minutes, will be given to determine if conditions can be made safe to resume and complete the game. This decision to suspend or continue is left to the attending umpire and tournament director 4. A continuous line-up with free substitution will be used. (Exception: Once a player has pitched and been removed from pitching, he cannot reenter the game as the pitcher.) 5. If a player arrives late, he must be placed at the bottom of the batting order. 6. When a position in the batting order is vacated by (a) a player removed from the game by the umpire or (b) becomes ill or injured and is not able to take their scheduled turn at bat, an out will only be recorded for that position in the batting order if the total number of batters for that team drops to less than nine players. In the event that the injured/ill player is able to continue the game, the player may be entered back into the game only in their original position in the batting order. 7. Bunting is allowed. Batters who show bunt must either bunt or take the pitch. Any batter who fakes a bunt and swings away will be automatically out. 8. Each player will be given one warning for bat throwing (inadvertently having the bat slip out of the hands while swinging or throwing the bat after contact). A second offense is an out. Intentional throwing of a bat or a helmet is cause for the immediate ejection of the player from the game. 9. There is a mandatory slide rule. All players must slide to avoid contact. 10. Runners must avoid contact at all times. 11. All batters are expected to run the bases. 12. Seven warm-up pitches are allowed between innings. Up to 10 warm-up pitches are allowed for new pitchers. In the discretion of the umpire, the number of warm-up pitches allowed will be extended if playing conditions dictate the necessity of additional warm-up time. 13. Any player coaching a base must wear a helmet. All male players must wear a protective cup. Metal spikes are not allowed in 8U-11U games. Jewelry is not allowed on players unless the jewelry is for a medical alert. 14. Only team managers may discuss a call with an umpire. All judgment calls are final. 15. Balls and strikes may not be disputed.

  • 16. Each team's manager is responsible for the conduct of the team's fans. 17. Players may be ejected for unsportsmanlike conduct. 18. A team shall have no more than five coaches on the field/in the dugout at any time.

    8U

    1. Leadoffs are not allowed. 2. Steals are allowed at second base and third base after the pitched ball reaches the front of the plate. 3. Stolen bases may TOTAL two bases per inning per team. 4. Runners may not advance on an overthrow. 5. Balks will not be called. 6. The Dropped Third Strike Rule is not in effect. 7. No Infield Fly Rule 8. There is a five-run limit per team per inning except the sixth inning shall have no run limit. If time limit becomes an issue the umpire can declare that inning becoming the last inning and unlimited runs will take affect as if it’s the 6th inning.

    9U and 10U 1. Leadoffs are not allowed. 2. Stealing home is permitted twice per team per inning. 3. Stealing second base and third base is unlimited. 4. There is no stealing until the ball crosses home plate. Teams will receive one warning for a runner leaving the

    base early and the runner will be sent back to the base occupied prior to the pitch. A second offense is an automatic out.

    5. There is a five-run limit per team per inning except the sixth inning shall have no run limit. 6. Balks will not be called. 7. Dropped Third Strike Rule is not in effect. 8. The Infield Fly Rule is in effect.

    11U

    1. Lead-offs are allowed. 2. Stealing home is permitted. 3. Balks will be called only after a pitcher has received a warning. 4. The Dropped Third Strike Rule is in effect. 5. The Infield Fly Rule is in effect.

    Pitching Rules for 8U Players:

    1. A pitcher must be removed after hitting two batters in one inning or three batters in a game. 2. Pitchers are limited to 2 innings per game. One pitch constitutes an inning 3. The manager may take 1 free visit to the mound per pitcher per inning. On the second visit, the pitcher must be

    removed. Visits to the mound due to injury are not counted. 4. No balks

    Pitching Rules for 9U and 10U Players: 1. There will be no “quick pitch.” The batter will be allowed to get set in the batter’s box and the

    pitcher will come to a set position before he pitches the ball. 2. Pitchers are limited to 2 innings per game. One pitch constitutes an inning 3. The manager may make one (1) visit to the mound per pitcher per inning. On the second visit, the pitcher must

    be removed. Visits to the mound due to injury do not count toward the two-visit maximum. 4. No balks 5. A pitcher must be removed after hitting two (2) batters in one inning or three batters in a game.

    be removed. Visits to the mound due to injury do not count toward the two-visit maximum. 2. Balks will be called in 11U games after the pitcher receives one warning. 3. A pitcher must be removed after hitting two (2) batters in one inning or three batters in a game.

    Policies and Procedures 1. Please check-in 45 minutes prior to your first game. 2. Team and Individual awards for 1st and 2nd place. 3. Teams may start and finish games with eight (8) uniformed and roster players. If a team plays with eight (8)

    players, the ninth spot in the batting order is an automatic out. If the ninth uniformed and roster player arrives, that player may be inserted into the ninth spot of the batting order and the automatic out shall stop. If a team has seven (7) or less uniformed and roster players to start a game, or at any point during the game, the game shall be declared a forfeit and scored 8-0 for seeding purposes.

    4. Teams should fill first and third base dugouts on a first come, first served basis, irrespective of home and away

    designation. 5. The home team for pool games shall be determined by a coin flip, and will keep the official scorebook. Either an

    umpire or a member of the tournament staff must be present for the flip. For bracket play the higher seeded team will be the home team.

    6. No infield practice will be allowed. Teams are allowed to play catch in the outfield and take ground balls in foul

    territory, if time allows. No team shall do hitting warm up/practice into the fences. 7. The Tournament Director may modify the number or length of games when necessary due to weather, field

    conditions, or scheduling issues. This includes modifying the time limit if games get backed up. 8. If a tiebreaker is needed to determine seedings (wildcards, etc.) the following criteria shall be used:

    a. Overall win-loss record (for the tournament) b. Head-to-head (only applies when two teams are involved) c. Runs Allowed – Fewest to Most d. Run Differential (max of +8 or -8) e. Runs Scored – Most to Fewest f. Coin Flip

    9. All teams are required to adhere to local park policies, rules and ordinances. Alcohol, tobacco, and coolers shall

    not be brought into the confines of the tournament venue. Personal water jugs for players is acceptable. The Head Coach shall be ultimately responsible and accountable for the conduct of the team’s players, assistant coaches and spectators.

    10. Length of Game

    a. Ages 8U-11U will be six (6) innings.

  • 11. Batting Order

    a. Straight Nine: Nine (9) players in the batting order and listed on the lineup card with or without a DH. All player substitutes, subject to NFHS substitution rules (Starter can re-enter into his original spot once, etc.)

    b. Extra Hitter: Ten (10) players in the batting order and listed on the lineup card. A DH can be used. Free substitution (defensive players) among the ten (10) players listed on the batting order. All player substitutes, subject to NFHS substitution rules (Starter can re-enter into his original spot once, etc.)

    c. Continuous batting order: All players in uniform (unless injured) in the batting order and listed on

    the lineup card. If a late player arrives after the lineup cards are exchanged, the player must be entered into the last spot in the batting order (The player must be listed on the official tournament roster). Free defensive substitution for all players throughout the game.

    d. The Head Coach shall declare his lineup choice to the opposing coach and the umpire(s) during

    the plate meeting prior to each game. Once a declaration is made, it cannot be changed for that game.

    e. If a team drops below the number of players in the batting order as determined by the Head Coach

    and no substitution is available, that spot in the batting order will be determined an out. (Example: Injury, ejection, player having to leave, etc).

    12. Time Limits:

    a. The game start time shall begin at the plate meeting. The home plate umpire or base umpire will be the official game time. If the game time is not announced, it is recommended that the Head Coach ask for the official start time.

    b. Official Time Limits i. 8U Player Pitch will be 1:40

    ii. 9U-11U will be 1:40 c. Expiration of the time limit shall be ruled upon at the moment the final out in a half inning is

    recorded. d. An inning may be finished, but a new inning cannot be started after the time limit expires. If the

    home team is ahead when the time limit is reached, the game is over (a) immediately after the top half of the inning is finished or (b) at the moment the time limit is reached and the home team is ahead in the bottom half of the inning.

    e. Games may start up to 30 minutes early. Please have your team ready to play 30 minutes prior to the scheduled start time. Please check in to see where you field is at.

    f. The Tournament Director reserves the right to modify the time limits in the event of weather or other unforeseen circumstances.

    13. Mercy Rules:

    Mercy Rules shall be twelve (12) runs after 4 innings and (10) runs after 5 innings. Mercy rules shall be in effect for all games, including championship game.

    15. Intentional Walks

    There will be no pitches thrown to intentionally walk a batter. Notify the umpire, and the batter will be awarded 1st base.

    16. Courtesy Runners Courtesy runners are optional any time for pitcher and catcher with less than two outs. The courtesy runner shall be a player not currently in the lineup or the last batted out. The pitcher or catcher for this rule is the pitcher or catcher of record (previous inning). If the situation arises in the first inning and no outs have been recorded, the last batter in the lineup can run. No out given if runner on base comes up to hit.

    17. Ejections

    If a coach is ejected from a game, he/she will be suspended for the remainder of the game. If a player is ejected during the game, he/she will be suspended for the remainder of the game. Note: If a team is batting their entire lineup and/or no substitutes are available, the name of the ejected player will remain in the batting order and count as an out when the batting order reaches that player. Any fan that is ejected must leave the park immediately for the remainder of the day and is subject being banned for the tournament. Head Coaches are ultimately responsible for their fans and can face ejections for fan behavior. Suspensions: If a coach/player is ejected, they’re subject to a suspension. Suspensions will be determined by the Tournament Director and will be determined on a case-by-case basis. The Tournament Directors ruling is final.

    18. Game Protest Formal protests are not allowed. However, Head Coaches are allowed to request a rules interpretation by the Tournament and/or Site Director. The procedure for getting a rules interpretation is to ask for time, prior to another pitch being thrown and informing he Home Plate Umpire that you would like a rules interpretation by the Tournament and/or Site Director. The Tournament and/or Site Director will come to the field to discuss the ruling. The game clock will NOT be stopped for rule interpretation. Head Coaches may NOT request to stop play for judgment calls. Our primary goal is to make sure that rules enforced properly, if you have a question please ask a Director.

    19. Game Called Due to Weather or Field Conditions

    6-inning game is considered completed after 3 innings or 2.5 if the home team is leading. 7-inning game is considered completed after 4 innings or 3.5 if the home team is leading.

  • If the game is not official as described above, the Tournament Director will either (a) suspend the game and arrange to have it resumed where it left off, or (b) cancel the game such that it does not count toward tournament standings. Should a Championship game be interrupted by weather, darkness, or unplayable field conditions, and is not an official game per the above Rule, then the Championship team will be determined by the score at the end of the last full completed inning. If score was tied at the end of the last completed inning or if the first inning of the game is not completed, the higher seed shall be named Champion.

    20. Refund Policy a. Tournament Withdrawal Policy

    i. Wasco will provide a full refund minus a $75 withdrawal fee for any team withdrawing from tournaments up to 14 days prior to the scheduled start of the event.

    ii. Tournament withdrawals inside of two weeks from the start date forfeit all tournament fees.

    b. Rainout Policy i. 0 games started = Full refund

    ii. 1 game started = 50% refund of tournament entry iii. 2 games started = No refunds.
