Teknaf, Bangladesh: A refugee was arrested by camp police for repairing TVs, radio,

and mobile phones in the camp, said a relative of the victim.

The victim is Kala Meah (27), son of Zalal Hussain, MRC # 1959, Shed # 1035 and

Room # 5 of Nayapara refugee camp, Coxs Bazaar in Bangladesh. He is an

electrician and also a student. He earns some money by repairing electrical goods inthe camp.

On March 22, at about 9:30 pm, police providing security to refugees entered the

victims shed, arrested and brought him to the police barracks near the refugee camp

along with his tools. There he was tortured severely.

The police demanded Taka 5,000 for his release. But, the victim was unable to pay as

he was very poor. So, he was sent to the camp-in-charge, said a friend of the victim.

The next day morning, a group of refugee committee members went to the camp-in-

charge to get him released. The camp officer released him, after scolding the victim,telling the refugee committee members that they did not comply with the rules and

regulations of the police. But, the tools of the victim were not returned.

Besides, the police also arrest all the refugees they meet at the gate of the camp when

the refugees return to the camp after working outside without permission from the

authorities. They are released after taking Taka 500 to 1,000 per head. Refugees are

not allowed to go out of the camp to work, said a refugee committee member, who

declined to be named.

Police also enter the camp at about 9:00 pm, and arrest all the refugees they meet

outside the sheds and release them after beating them up. It is injustice to keep

refugees inside the sheds during the hot nights, said a woman refugee from the camp.

A refugee leader from the camp said, The weather is very hot and the hut is also very

small, so the refugees go out of their sheds at night and sit in front of the sheds in the

camp. Is that a crime?

A refugee committee member on condition of anonymity said, It is similar to Burma.

We are kept inside the camp and have no activity. Like Nasaka (Burmas border

security force) and army in Burma, police in Bangladesh arrest us illegally and extort

money.

A series of recent violent assaults on Chin refugees by local Indians in New Delhi has

raised heightened concerns for the safety of refugees from Burma stranded in thecapital city of India.

A Chin refugee, Mr. Zo Ram Thang, was last Wednesday hit on his head from behind

with bricks or stones by unknown locals near Sitapuri Bazaar while he was going out

with his under-six-year-old two daughters to fetch a bucket of water from a public

water bolehole around 8pm.

"He was unconscious for about 10 minutes and his two children were petrified,

crying out loud in tears. No one came out to help him even though there were many

people around. Finally, three Chin refugees passing by the street found and took them

home. He was taken to the DDU hospital at midnight and back to his house around

4am after receiving necessary medication," said Plato Van Rung Mang of CHRO

(Chin Human Rights Organisation) based in Delhi.

Zo Ram Thang and his family arrived in New Delhi in 1999 and have been recognised

as refugees by the UNHCR.

Another Chin refugee Moses Han Sein was last Monday attacked, beaten up and leftunconscious on the ground near Jeewan Park, Uttam Nagar of west Delhi while he

was on his way back from work to sleep over at his friend's house around 9pm.

The 45-year-old from Falam Township, Burma was first stopped and teased by four

local men who were later joined by about 30 locals during the attack. The local

Indians ran away after emptying his pocket, with about 200 Rupees in it.

"The next morning, he [Moses Han Sein] came to my house and told me about the

incident. I gave him 200 Rupees as he has got no money left at that time. Presently, he

has no shelter, no food and one of our friends Mr. David is temporarily looking after

him in his house. Since he cannot, after the incident, continue his work at a restaurant

where he was given accommodation, he has got no place to stay," said Ro Mawi,

President of Chin Refugee Committee in New Delhi, India.

Moses Han Sein was said to have received treatment at a hospital with the help of

UNHCR's local partner, a Delhi-based NGO called the Social and Legal Information

Centre (SLIC).

Late last month, a Chin refugee woman and mother of two small children, Sui Tin

Lem, was brutally beaten up by a group of four local Indians in New Delhi in a failed

attempt to sexually assault her. The violent beating occurred on the evening of March29 in Citapuri neighborhood of west Delhi as the 32-year-old mother was returning

home from work at around 7:00 pm local time.

Ms. Sui Tin Lem was on the way to her house after separating from two other co-

workers when four local Indians accosted her and started teasing her. When she

started resisting, two of the men grasped her hands while the other two tried to

sexually assault her. As she tried to struggle, her assailants smashed her with a rod

across the face, leaving her with severe injuries to her face.

Recent incidents have sent shockwave across the refugee community, sparking

renewed fears for the safety of refugee women living in Delhi.

"The Chin are unsafe in Burma and unprotected in India, but just because these abuses

happen far from Delhi and Rangoon does not mean the Chin should remain 'forgotten

people'," said a recent report by Human Rights Watch that has called for better

treatment for the Chin and for Chin refugees who arrive in India.

"The incidents prove that so many local people are seeking the opportunity to steal,tease, assault and rob everywhere. We are in an absolute difficult situation financially

and legally. Some upper class and educated people are so kind to us, however most of

the people under poverty line are a threat to us. There is so much risk of staying even

for a short period in this city, and we are not safe here," remarked Ro Mawi.

Out of an estimated 60,000 Chin refugees currently living in India after flee ing

military-ruled Burma in search of refuge and safety, there are about 6,000

stranded only in New Delhi, with about half already registered as refugees by the

UNHCR.

On March 21, 2010, Saw Ta Doh Wah, 59, was shot dead by Burma Army soldiers,

while his daughter, Su San Na, 27, was wounded. According to FBR teams on the

ground in this area, the Burma Army troops entered the village of See Keh Der and

called the villagers to come out of their houses. Saw Ta Doh Wah stepped out from

his house and was shot immediately, without any questions asked. The soldiers then

cut off his left hand and tied a chain around his right leg. His daughter was hit in the

right leg in this same shooting and is currently receiving treatment in the brigade

hospital.

See Keh Der village is in Tantabin Township in Toungoo District of northern Karen

State. The Burma Army soldiers were from Light Infantry Battalion 427, under MOC5, commanded by Kyaw Aye.

************************************************************* Mon Refugees Arrive in Hlokhani

A group of 400 Mon refugees recently arrived at the Hlokhani Mon refugee camp on

the Thai-Burma border, the camp's first new Mon arrivals since the 1995 cease-fire

agreement between the New Mon State Party (NMSP) and the Burmese militaryregime.

Nai Banya Aein, a spokesman for the Mon Relief and Development Committee

(MRDC), told The Irrawaddy on Monday, The refugees came from different

resettlement sites in the Bee Ree area, which is near the NMSP headquarters.

The people are staying at the school and Buddhist temple in the Hlokhani camp,

Banya Aein said. Right now they have difficulties with food, water, sanitation, andaccommodation. It is especially difficult to get water in Hlokhani during this time.

Banya Aein said there will be more refugees coming to the camp if the situation in

Mon state deteriorates and additional arrivals will exacerbate the current difficulties in

housing and feeding refugees.

We're collecting data on the new arrivals to make proposals to the donors. There are

some people still comingthey are on their way, he said.

The Thai border authorities have tightened border security near the Hlokhani camp

recently blocking refugees from crossing into Thailandand have caused problemsfor relief operations being launched from the Thai side of the border.

We have a difficult time providing help to the people because we first have to ask

permission from the Thai border authorities and then wait to get travel permits to the

border, Banya Aein said. However, some NGOs were able to go and offer food to

the people yesterday.

Hlokhani, along with Bee Ree and Tavoy camps, is one of three resettlement sites

under the NMSP liberated area in Mon State. About 10,000 Mon refugees have lived

in the camps since 1995, when they were displaced by the war and never returned

home after the cease-fire.

Since the cease-fire, refugees have cultivated their own farms, including rubber and

and fruits trees, and refugees export their produce to Ye township in Mon State,

providing a main source of income.

Refugee sources said that many people do not want to leave the camp because they

don't want to abandon their farms. Some people fear, however, that if war breaks out

they will be forced to move either to Ye township or camps near the Thai-Burma

border.

Hlokhani camp is located near Three Pagodas Pass, where Burmese junta troops are

based, so it is not considered safe by the refugees. In 2004, junta troops approached

the camp, and residents believe that if war breaks out junta troops could easily invade.

This may soon become a reality, because the situation between the military regime

and the Mon people is becoming increasingly tense.

The NMSP announced on Friday that they rejected the border guard force (BGF)

proposal of the Burmese regime, and the regime reportedly will declare illegal all

ethnic cease-fire groups who fail to join the BGF by April 28.

NMSP sources said the partys leadership is meeting in the jungle to discuss their next

moves if they are declared illegal and the regime launches a military assault,

especially how to run the party for long-term survival, where to build new bases, how

to fight the regime and how to set up an underground resistance network.

NMSP offices located inside Burma have already suspended operations and Montroops have moved back to their jungle bases and been put on high alert to guard

against what could be an immanent attack by junta troops.

About 300 Mon troops are on standby in Palanjapan village, near Three Pagodas Pass,

one of twelve main NMSP bases that junta troops are not allowed to enter under the

terms of the cease-fire agreement.

Lawi Mon, a Mon soldier based in Palanjapan village, told The Irrawaddy, Our

leader told us to fire on them [government troops] if they enter our area.

They told us to be prepared for an attack on April 28, he said.

Differences of opinion exist on whether the Mon will fight the regime.

Nai Tin Aung, a former NMSP executive member, said, The Mon people are not

interested in any fight. Poverty is their main problem. The community is getting

poorer. Many of them are going to work in Thailand.

However, Nai Kasauh Mon, the director of the Human Rights Foundation of Monland,

said, Eighty percent of Mon people support the NMSP and would fight. Only 20

percent don't want to fight.

The Burmese authorities have accused Nai Hang Thar, the NMSP secretary, of

soliciting donations from Mon living abroad to set up a Mon splinter group to fight

the regime.

Sources said that last year Mon people living inside and outside Burma gave the

NMSP millions of kyat to support any future battle against junta troops, and there are

more people willing to fund a war but waiting to see whether the NMSP decides to

fight before sending money.

Many Mon were against the 1995 cease-fire agreement, but the NMSP convinced theMon to try a political compromise with the regime.

In 2003, the NMSP joined the national convention, where it proposed that the junta

create a federal union of Burma. The junta turned down the NMSP proposal, and in

2007 the party only sent observers to the national convention.

NMSP leaders have said the new 2008 Constitution is undemocratic and contains no

ethnic rights.

New Delhi becomes unsafe for Burmese refugees

Nava Thakuria: The Indian capital city has increasingly become an unsafe place for

the Burmese refugees. In the recent past, three incidences of attack on Burmese were

reported. As the victims are identified as Chin, a major community of Burma, theChin Refugee Committee has taken the pain to lodge FIR in the local police station.

The last attack by miscreants on Chin people took place on April 23, when Fung Ling

was targeted on his way to residence at around 6.30 in the evening at Uttam Nagar of

Delhi. Mr Ling, 37, is a recognized refugee (UNHCR No.08IND01388) in India and

he was challenged by two youths on motorbike.

Mr Ling replied that he could not follow Hindi language. Meanwhile, a fellow Chin

(Burmese) refugee, Than Sang approached and tied to intervene that Ling did not

understand Hindi. But Than Sang (UNHCR No.08IND01410) received a slap from

one of the two bikers.

The situation turned worse, as the youths started beating both the refuges. Ling was

hit by a brick on his head and he got fainted. Then arrived another refugee Van Lal

Lian (UNHCR No.08C00279) and more other people at the location and it was finally

over.

We have lodged an FIR (MLC. 7715) at Bindapur police station, Uttam Nagar

regarding the assault to Fung Ling and other, informed Ro Mawi, president of

Chin Refugee Committee, India. Speaking to this writer from New Delhi, he however

expressed dissatisfaction that the doctors examining the victims had reported only

simple injuries to them.

Mentionable that Fung Ling and his family (wife and five minor children) arrived in

New Delhi in 1998. They are now working as daily wage earner to earn at the most Rs.

2,000 per month.

Similarly, Than Sang and Van Lal Lian with their families also arrived in New Delhi

in the same year.

Earlier another assault case was reported from Sitapuri in the same locality where

another Chin refugee, Zo Ram Thang (BU-491) was targeted by the unidentifiedmiscreants on April 21. Zo Ram Thang and his family arrived in New Delhi in 1999

and they are surviving with a very few amount of money earned as private factory

workers.

Teknaf, Bangladesh: On April 23, policemen providing security to the refugees ofNayapara camp seized Loudspeakers from the camp used since over the last three

years in the camp to preach religious sermons to refugee women and girls by religious

leaders, said a refugee committee member.

On Fridays and Thursdays of every week, some of the religious leaders from the camp

preach religious sermons to women.

However, yesterday, policemen led by a sub-inspector newly appointed entered the

refugee camp and seized all Loudspeakers while preaching was on to the refugee

women and girls without any warning. They also beat up some of the refugee women

in the camp.

The police said that religious preaching with Loudspeakers is not allowed in the camp,

but it is allowed without it, said another refugee from the camp.

The camp officer was told by the refugees to resolve the problem. But, the camp

officer also said that religious preaching in the camp with Loudspeakers is not

allowed. The seized Loudspeakers were not returned.

Besides, yesterday also a sub-inspector entered the camp with arms accompanied by

some police and arrested some of the refugees whom they met outside the shed in the

camp and brought them to their police barrack. They were released after taking money.

They have never entered the camp with guns earlier, a woman refugee from the camp

said.

A refugee elder asked, How can we stay peacefully in the camp with such

harassment by police?

A Chin refugee father, Fung Ling, and his two friends who offered to assist in

speaking Hindi were battered and struck with bricks by two local Indian bikers in

Chanakya Place, Uttam Nagar of New Delhi, India around 6pm last Friday, 23 April

2010.

While walking on their way back from visiting a sick relative, Fung Ling, 37, and his

wife were stopped and talked to by the two local men on their bike. Knowing Mr.

Fung Ling has got difficulties in speaking and understanding Hindi, Than Sang who

came voluntarily to give assistance in communication was slapped on his face by the

Indian man sitting in tandem.

"The two men talked to Fung Ling and he simply replied he didn't understand Hindi.

When his Chin friend Than Sang asked if he could help at all, the man sitting behind

slapped on his face. Then, both of them got off the bike and started attacking them.

But Fung Ling and Than Sang did not fight back," said a document by Delhi-basedChin Refugee Committee (CRC).

Fung Ling, a father of five under 12 years old, was said to have been hit on the back

of his head with bricks and collapsed unconsciously while his friend Mr. Than Sang

was severely beaten up and left bleeding. Another Chin refugee, Van Lal Lian, who

emerged from the crowd that offered no help to the victims, was also attacked when

he was seen making a phone call.

One of the two Indian men, thought to be about six foot tall, grabbed Lian's mobile

phone and smashed it to pieces.

CRC's report said: "When the victims knew that the two men were not going to stop

fighting them, they fled to the nearby refugee house and locked the door. Still, the

attackers came after them up to the door and shouted at them. When they were unable

to open the door, they finally went away from the place."

Seriously injured and bleeding, the three Chin victims were after about an hour taken

to the DDU Hospital where they received treatment.

Burma Centre Prague last month sent an open letter to New Delhi-based UNHCR

following a series of recent incidents facing the Chin refugees in India, calling for

providing a safety and legal protection of Burmese refugees living in India and

immediate support for the victims.

The Chin refugee victims and their families were said to have arrived in India in 1998

after fleeing military-controlled Burma in search of safety and refuge.

No legal action has yet been taken against the offenders.

************************************************************* Hundreds of Refugees Arrested In Recent Raids In Malaysia

Malaysian authorities have recently launched a series of crackdowns on immigrants,

arresting hundreds of Chin refugees stranded in Malaysia, including children and

pregnant women.

An estimated 500 Chin refugees have remained in detention camps, with 'unknown'

numbers in locked up jail, following recent measures of cracking down on illegal

immigrants by RELA Corps, Malaysian Police and Immigration.

"Chin refugees are being arrested on a daily basis. It is difficult to know the exact

numbers. Those holding UNHCR registration card are normally released in about a

month's time, and the fates of those with no UNHCR card can not be predicted if they

can not be rescued by paying money to the authorities before further action is taken,"

said a volunteer member of Chin Refugee Committee (CRC).

The Malaysian authorities have been severely criticised for human rights abuses,

including excessive use of force, extortion of documented immigrants during raids,

and destroying the documentation of legal immigrants in order to secure more arrests.

Naing Shin, Secretary Generalof Dai Community in Malaysia said: "Mass arrests take

place day by day, with more than 200 Chin refugees arrested monthly. About 15 Dai-

Chins including two pregnant women have been detained. Some are arrested in anearly morning raid during their sleep while others at work and on the streets going to

work."

Dependent on meagre incomes earned from taking any available odd jobs, Chin

refugees in Malaysia live in fears as they could lose their jobs, properties and salaries

once they are arrested and detained.

According to Global Detention Project, Rights groups have criticised the Malaysian

authorities for detaining scores of asylum seeker children, pregnant women and other

vulnerable individuals, mainly from Burma/Myanmar, at various detention camps and

prisons around the country, adding: "They have come to this country for no otherreason than to seek a safe haven from persecution and serious human rights violations

in their home country."

Malaysia has not adopted key international instruments that protect the rights of

migrants. The country is not party to the 1951 Convention relating to the Status of

Refugees or the 1967 Protocol relating to the Status of Refugees. However, refugees

who have been recognised by UNHCR and obtained UNHCR documents may

nonetheless enjoy de facto protection at the national level, according to rights groups.

It is estimated there are more than 30,000 Chin refugees stranded in Malaysia after

fleeing the military-controlled country, Burma, where they have been for decades

facing various forms of human rights abuses, repression, persecutions and brutalities

inflicted by the ruling regime.

************************************************************* IDP influx instigates Halochanee camp supply crisis

According to administrators at Halochanee resettlement camp on the Thailand-Burma

border, a recent influx of Mon internally displaced persons (IDPs), fleeing from the

threat of conflict in southern Mon States Tavoy District, has stretched camp

resources to the limit.

Tavoy residents have been fleeing from their homes to the Thailand-Burma border

since last week, after the New Mon State Party (NMSP) publicly refused to convert its

armed wing into a Burmese government-run force. The relocation of Burmese

military battalions to the border of NMSP-controlled territory in Tavoy district

instigated widespread fears of an impending invasion, and prompted a mass migration

to the already-crowded Holochanee camp.

Food, water, and other supplies for members of Holochanee camp are overseen by a

variety of non-governmental organizations, including the Mon Relief and

Development Committee (MRDC), and the Thailand Burma Border Consortium

(TBBC); however, sources inside the camp claim that such supplies are insufficient

for the needs of the numerous IDPs who arrived last week.

The food supplies will only be enough for the next 2 days. We not sure beyond then.

But The TBBC [Thailand-Burma Border Consortium] came yesterday. They said

when they arrived at their office in Thailand they would arrange for food supplies.

But we have not heard from them yet, reported a member of the Mon Relief and

Development Committee (MRDC) from Halochanee.

According to this MRDC member, the organization has been taking a count of the

Mon IDPs who have arrived in the camp from Tavoy since last week; as of today, 250

new arrivals have taken shelter in Halochanee, while another 279 are being sheltered

at nearby Balikedonbike camp.

He also explain that the new arrivals in both camps are mostly women and children;

they have fled from villages throughout the Tavoy region, including the villages of

Tapyuchoung, Palan, Hanee, Chairtike, and A nie. Both camps are reported to be

currently housing the new IDP population in schools and Buddhist temples.

A long-time Halochanee resident told IMNA that many of the new arrivals have

shared plans to return to their homes inside Mon State as soon as the current threat of

violence lessens. Besides the impending food shortage, the new IDPs in Halochanee

have reported that the camp lacks sufficient sanitation facilities and shelter to house

them properly; Halochanee camp is also reportedly suffering from a water shortage.

A woman from Tapyuchaung village, who arrived at Halochanee camp with her

children last week, informed IMNA, We dont have plans to stay in Thailand

because we have a plantation in our village. Now my husband is still at my home, we

came to the camp first, because if the Burmese army comes he can run away easily.

He will wait and [monitor] the situation.

Chin refugee assaulted, hospitalized in New Delhi28 April 2010

Mr. Zoramthang hailing from Bungkhua village in Thantlang township, Chin state

western Burma was hit on his head by unknown local persons in Sitapuri block New

Delhi at 8 pm while he was drawing water outside along with his three children, said

Mr. Ro Mawi an official of the Chin Refugee Committee.

Mr. Ro Mawia told Khonumthung News that Mr. Zoramthang was hospitalized in

DDU hospital. He reported the incident of assault to police officers at the hospital not

at the police station. Mr. Zoramthang has been shifted to his residence now but no

action has been initiated by the police.

The Zoramthang family had fled Burma to New Delhi in 1999 and got UNHCR
