Park District Senior Games The Illinois Depart- ment of Transportation has issued formal Request for Information to assist in developing a plan to leverage private investment to build the Interstate 55 Managed Lanes Project. By contin- uing to pursue the proj- ect as a public-private partnership, IDOT is committed to exploring innovative financing solutions to invest in the state’s infrastructure, create jobs and grow the economy. Private firms are encouraged to submit their ideas by Sept. 8th on how to best deliver the managed lanes under a P3 management with the state. A forum will be held Sept. 20th at the Holiday Inn O’Hare for the public to learn more about the project. IDOT represen- tatives will hold meet- ings with potential pri- vate partners on Sept. 20th and 21st. The feedback will help IDOT in creating criteria and an overall plan to design, build, operate and maintain the man- aged lanes on I-55 if the project is pursued as a P3. The project would add a tolled express lane to the expressway’s exist- ing median between Interstate 355 and Interstate 90/94. The 25- mile stretch accommo- dates 170,000 vehicles a day, with about 15 per- cent trucks, making it one of the most impor- tant commuting and freight corridors in the state. According to statues, IDOT must receive the approval from the General Assembly to see the project through to completion. The plans for the additional capacity were approved last month by the Federal Highway Administra- tion, paves the way for IDOT to begin seeking ways to deliver the proj- ect, estimated to cost $425 million. Seliga 14th Ward Alderman Edward M. Burke will dedicate an honorary street sign at 10:30 a.m. on Thursday, Aug. 18th, at the northeast corner of 56th and Kedzie Avenue, in memory of the late Joseph A. Seliga, a long- time civic leader in the Slovak-American com- munity. The sign will be unveiled at a location where Mr. Seliga worked for much of his career. ___________________ Tuskegee Airmen At Gary Airport The 75th anniversary of the Tuskegee Airmen and 40th anniversary of the Chicago Chapter will be observed at the Gary- Chicago Airport on Saturday, Aug. 27th from 3 to 7 p.m. The U.S. Army Air Corps formed the first African-American squad- ron at Moton Field in Tuskegee, Alabama in 1941. The squadron includ- ed pilots, navigators, bombardiers, mainte- nance workers, ground crews, support staff, and other personnel who kept the plans in the air dur- ing World War II. PLETSCH When I began teach- ing, my first assignment was in Special Ed. At that time it was EMH, which meant Educably Mentally Handicapped. I am glad to say the Special Ed Department at CPS is much better prepared to help the stu- dents. I always felt I had no support and it was just a matter of stopping my kids from hurting others. More students than ever before are being diagnosed with both Autism and ADHD (Attention Deficit/Hyper- activity Disorder). There was a time people, including parents, would say that any bad boy was ADHD. Some would even go as far as saying "boys will be boys". Since there is double the number of diagnosed boys to girls. The latest record shared by The Center for Disease Control shows that for children from 4 - 17 the diagnosis has skyrocket- ed with hundreds of thousands of kids. Now that ADHD, is listed as a disability the failure of the school to respond to the student's need is classified as a Civil Rights violation. The budget problems that CPS has makes things even worse, as principals are forced to increase class size, yet more children than ever are being diagnosed in Special Ed as needing smaller class size, or extra support personnel to provide the services. Without these, the students with disabili- ties can be harmed. There is no guarantee that receiving the servic- es will give drastic results, but without the help there is little chance of improvement. Some can be helped by medica- tion, but many are helped by having less distractions and more control in their setting. The principal must be careful. These children, the last I heard from the Legal Department, could not be suspended if they acted out because their diagnosis says they can't control it. If you have a feeling your son or daughter shows signs like impul- sivity, hyperactivity, or inattentiveness, that they do not appear to have control over, see the counselor at your child's school. Remember, there is no disgrace in having a special needs child. ADHD is a neuro-biologi- cal disorder. No one is to blame. However, if you do not seek the help of the school-based pros, you should feel blame. ________________________________________________ Applications Open For After School Matters After School Matters is now accepting applica- tions for its Fall program cycle. More than 300 pro- grams in the arts, com- munications, science, sports and technology will be offered at more than 70 Chicago public high schools, Chicago Park District, Chicago Public Library and com- munity-based organiza- tion locations throughout the city as well as down- town at the Gallery 37 Center for the Arts. Appximately 7,000 paid apprenticeship and internships will be avail- able to high school teens this fall. Fall programs will meet approximately three days a week for three hours per day over the course of 10 weeks. Participating teens will be eligible to earn a stipend of between $275 and $425 (depending on the program level), and interns can earn mini- mum wage. The programs offer teens an opportunity to explore and develop their talents, which gaining critical skills for work, college and beyond. Programs are free and open to Chicago teen resi- dents who are at least 14 years of age (16 years of age for internships) and who are entering or cur- rently enrolled in high school. Teens interview with program instructors to discuss and present their skills and interests. On a return visit, the family will get a behind-the-scenes experience with the zoo’s giraffes. Brookfield Zoo opened to the public in 1934 with an estimated 58,000 people in attendance.
