Anup Wadhawan is an officer of the Indian Administrative Service borne on the Uttarakhand cadre, currently posted as Special Secretary, in the Department of Commerce, Government of India.

His appointments have ranged from magisterial and development administration positions in the field to development policy related and regulatory assignments in areas like education, planning, hill development, rural development, panchayati raj, cooperatives, urban development, forests & environment, revenue, home and disaster management in the States of U.P. and Uttarakhand. He was District Magistrate in Etawah and Secretary of the Uttar Pradesh Electricity Regulatory Commission.

He has served in the Government of India in the Departments of Economic Affairs, Financial Services and Commerce, and the Prime Minister’s Office.

He was a member of an African Development Bank team that evaluated its lending to the public utilities sector in Ghana and Tanzania. He has worked for the Water and Sanitation Program of the World Bank providing technical assistance for enhancing accountability in Water Supply & Sanitation service-delivery through policy, institutional and utility reform.

He holds a doctorate from Duke University, Masters degrees from the Delhi School of Economics and Duke University, and a Bachelors degree from Hindu College, University of Delhi, in the area of Economics. His doctoral thesis was on the “Time Path of Macro Variables in Alternative Structural Settings”.

Tomasz Kozlowski is the ambassador of the European Union to India and Bhutan (non-resident).

Prior to his position in New Delhi, he served as the Ambassador of the European Union to the Republic of Korea (2011-2015). During his tenure, he played a crucial role in the implementation of the EU*Korea Free Trade Agreement (FTA).

Since, 2004, he has been working for the European Union in Brussels as Head for Asia at the office of Javier Solana, EU High Representative for Foreign Affairs and Security Policy and Later as Principal Advisor for Asia and Latin America at the European Commission.

Before joining the EU, he was a member of the Polish Diplomatic Service. He was posted at the Polish Embassies in Indonesia and Malaysia. He served as the Ambassador of Poland to Pakistan (concurrently accredited to Afghanistan) in 2001 – 2003 and as Director General for Asia at the Ministry of Foreign Affairs in Warsaw in 2003-2004.

He also worked for the United Nations in Cambodia (1993) and South Africa (1994), his publications include articles and book chapters on development cooperation, security issues and WU-Asia relations.

Mrs Rajan has a Long and varied experience ranging from grass root programme implementation to macro level policy work at provincial, national and international levels. Presently, Mr. Tyagi, as Executive Director & Chairman of the Board, is heading C-DOT, which is engaged in development of various projects at the frontier of Telecom technology in the areas of Optical communications, Next Generation Networks and Wireless technologies. C-DOT is also playing important roles in ‘Make in India’ and ‘Digital India’ programs launched by Govt. of India, Department of Telecommunications. Digital communication infrastructure required for smart cities and smart buildings is also being innovated by C-DOT.

Mr. Tyagi is an innovation and Business Leader from Information Technology and Telecommunication Industry for over 35 years. He had founded and led a Company out of New Delhi for 12 years as Board Member and Global CEO. He has headed global business in India, Japan, Australia, USA and Europe. He has actively worked towards Research and Development of large systems, Organizational Development and creation of high performance teams. In October, 2009, Vipin decided to promote National level R&D and joined C-DOT.

Some of the notable projects are :

1. India’s first 100 Gigabit per wavelength commercial grade optical fiber link in 2015 while at C-DOT.

2. Innovative Access product for providing internet based services to illiterate and technology unaware rural population through a product called GYANSETU in 2015.

3. India’s first Indigenous Gigabit Passive Optical Network (G-PON) development & deployment while at C-DOT, 2010.

4. World first Broadband Network based Video on Demand System with ATM Switches, Video Servers and set-top boxes for TV sets with global delivery teams in 1997 while at Network Programs.

5. India’s biggest and most successful project for development of electronics switching systems for rural India and towns while at C-DOT. 1986 – 1993.

6. India’s first Large Scale Message Switching Systems Development, while at ECIL, 1984.

7. Development of over 50 Products in area of Enterprise and Telecommunications Industry.

Simon Hicks leads on ICT technical standards policy for the UK government and is based in the Department for Digital, Culture, Media and Sport (DCMS). He is Chairman of the General Assembly of ETSI. He is the UK representative to the European Commission Multi-Stakeholder Platform for ICT standards and is active in a range of global ICT standards and technology work, focusing on areas of concern to society and government.

Simon is a Chartered Engineer and began his civil service career in the UK defence ministry. He joined the trade and industry ministry in 2002 and has been involved in ICT standards work since then. Outside of work Simon is an active member of his church and enjoys walking the family dogs.

After more than twenty years in senior management positions with Niko and the Group Legrand, Wim De Kesel is since 2010 ‘Vice-President Standardization’ of the Group Legrand. He is fully dedicated to national, regional and international standardization activities.

Wim De Kesel is a Member of the Administrative Board of the Belgian Electrotechnical Commission and is Chairman of different Belgian Technical Committees.

Mr Wim De Kesel is the CENELEC Board Member and Vice-President Policy of Cenelec till the end of 2018 and represents the European Committee of Electrical Installation Equipment Manufacturers (CECAPI) in the CENELEC Technical Board.

Wim de Kesel is also active in IEC as secretary of IEC TC 23 – Electrical Accessories, and as convenor in the international Working Group dealing with LVDC in TC 23 and SC 23B.

Since February 2017, Ms. Pamela Kumar has been appointed as the Director General of TSDSI. An alumnus of PEC Chandigarh, Rutgers University and IIM Bangalore, Pamela brings with her an experience of 30+ years in the communications, computers and semiconductor industry.

Prior to TSDSI, she has spent the first 10 years of her career at AT&T, Bell Labs in USA and at C-DOT in Bangalore. Later, she held leadership positions in Texas Instruments, IBM, Hewlett Packard Enterprise, R&D labs in India. She also did a short stint setting up the R&D centers of Network Programs and Alliance Semiconductors. She holds 3 Patents granted by USPTO and has 5 patent applications pending in the Networking Accelerators domain. She has been a Keynote/ invited speaker in 50+ Local and Global forums.

Pamela is also the Founding Chair and current Vice President of Cloud Computing Innovation Council of India (CCICI). She is on the Governing Boards of Indian Financial Technologies and Allied Services (IFTAS) and PEC University of Technology. She is the Bharti Chair for IT Research and Member Research Council, UIET, Punjab University. She also mentors Startups in the ICT space.

Pamela is currently the Chair of the IEEE Charles Steinmetz Awards Committee. She was the first ever appointee from India in the IEEE Standards Association - Board of Governors, as the Member at large for 2011-12. She has held several other leadership roles as a senior member of IEEE - such as Chair for IEEE Computer Society- Bangalore Section, Vice Chair of IEEE Bangalore section, Coordinator for IEEE R10 Industry Relations, General Chair of IEEE ANTS Conference etc.

Anupam Kaul heads and leads the standards, quality management, laboratory management, risk management and quality in governance initiatives of the CII Institute of Quality. In a career spanning more than 38 years, Anupam, has had a varied and extensive exposure to industrial quality control, management systems implementation and auditing, standards development, laboratory testing and management, business excellence, human resource management, accreditation, risk management and training.

He initiated in India, training programmes and counseling support services on Accreditation Standards and has been India’s leading coach on these subjects having trained more than 700 certification / inspection auditors and managers in the past 10 years.

He has played a key role in development of important ISO standards. He has served on the ISO Working Groups for ISO 9001, ISO 9004, ISO 37500. He is the Chair of the BIS Committee MSD 2 (Mirror Committee of ISO TC 176).

He is a Lead assessor for United Nations CDM Accreditation Scheme, Senior Assessor for CII EXIM Bank Business Excellence and HR Excellence Programmes,

In his previous engagements, Anupam headed the National Institute of Training for Standardization, Certification Policy and Overseas Certification divisions of BIS.

He has written and presented several papers/ lectures in national / international forums on Quality applications, Conformity Assessment, Mutual Recognition agreements, Accreditation, Business Continuity, Public Services, Technical Regulations, Regulatory Impact Assessment. He has developed the India Standards Portal for the government of India, a key resource for all standards related information in India and is the key developer of the Indian National Strategy for Standardization.

A BHU IT graduate in metallurgical engineering, Anupam works out of Gurgaon office of CII and lives in NOIDA.

Since 2012, Mr. Dinesh Chand Sharma is associated with EUROPEAN STANDARDISATION PROJECT SESEI as Director – Standards and Public Policy. In this role and as Seconded European Standardization Expert in India, Mr. Sharma acts as the focal point in India representing the European standardization model on behalf of its five Project partners: European Telecommunications Standards Institute (ETSI), European Committee for Standardization (CEN), European Committee for Electrotechnical Standardization (CENELEC), European Commission (EC) and European Free Trade Association (EFTA). The activity of the Project SESEI is focused around sectors covering Smart City, ICT, Automotive and Electrical Equipment including Consumer Electronics.

Prior to this, Mr. Sharma worked with Ericsson for 15 years, having last working profile as “Director – Regulatory Affairs & Industry Relation”. Mr. Sharma began his career in Technical Customer Support back in 1992 and has over 24 years of industry experience covering various profiles as Head of Regulatory Affairs, Head of Account Management & Commercial Management and Customer Support both in India and abroad. Mr Sharma also hold various position such as Chairman Advisory Committee for M2M+IoT Forum India, Chairman - Standards & Policy Working Group of IET IoT Panel, Member of M2M/IoT Working Group at Telecommunication Engineering Centre, Department of Telecom etc.

Adrian Scrase is CTO within ETSI with operational responsibility for all of ETSI’s standards production activities. He has more than 30 years’ experience in the telecommunications field, which includes 25 years of experience in standardization.

He played a central role in the creation of the “3rd Generation Partnership Project” (3GPP) and is responsible for the operations of the 3GPP Project Co-ordination Group. He heads 3GPPs’ Mobile Competence Centre (MCC) which is an International team of 20 experts who provide comprehensive support to the Project.

Ajoy Rajani has been a technology disrupter in the IoT and M2M space for the past 18 years– he pioneered M2M, Broadband over Powerlines & Automatic Meter Reading amongst many other things in India, and he continues to enjoy introducing disruptive products into established markets.

He has been at the forefront of innovation in Communication technologies particularly Power line and Wireless Communications.

His role at organisation has been in innovating, disrupting established prices and creating new markets. Some of his notable achievements are:

• He devised the unique architecture for CDMA IOT for which he was awarded the Global 3G industry award. This paved the way for M2M using CDMA in India.

Dr. B. K. Murthy is currently working as Senior Director (Scientist G) and Group Coordinator (R& D in IT) in the Ministry of Electronics and IT (MeitY), Government of India. He is responsible for promotion of R&D in the area of IT; implementation of the Viswesvaraya PhD Fellowship scheme; Information Technology Research Academy; Human Resources Development for IT and IoT.

During July 2012 to Feb 2016 he was holding the charge of Executive Director, C-DAC, Noida Centre, on deputation from DeitY. As the Head of the Noida Centre of C-DAC, he is responsible for policy formulation, planning, implementation and deployment of various R&D Projects.

He was awarded Ph.D. degree by IIT Delhi. He is instrumental in the initiation of e-learning activities and contributed for the incorporation of Media Lab Asia. He also served as Executive Director, NIELIT (erstwhile DOEACC). He was a member of Technical Committee & Project Approval Board of National Mission on Education through ICT (NMEICT), MHRD; He is currently member of Board of Governs Indira Gandhi Technological University for Women, Delhi.

He is presently also a consultant to DIMTS (Delhi Integrated Multi Modal Transit System Ltd) for drawing specifications for low and standard floor buses. He has been consultant to numerous other organizations including World Bank, ADB, ILFS, etc.

He is the former Director of Automotive Research Association of India, Pune an organization which is the primary Homologation Body in respect of vehicles for Ministry of Road Transport and Highways. He is also the founder Chairman of CMVR Technical Standing Committee besides heading Automotive Standards Committee (AIS) and was the Chairman of SAE Western India. He took voluntary retirement from GOI in 1999, where he was working as Dy. Director General in Dept. of Heavy Industry as head of Technical wing. Bipin Pradeep Kumar is the Co Founder and Director at Gaia Smart Cities, a start up in the IoT space aimed at city scale solutions. Gaia has deployed IoT solutions in over 105 cities in India and has recently established European presence. Gaia is part of Microsoft’s Scale Up program aimed at guiding start ups achieve scale globally. He has over 17 years of experience working with mobile and telecom companies.

Bipin is also the Chairman of the Smart City Group for TEC Department of Telecom, Ministry of Communication, Government of India and was the Co-Chair for the IoT for Smart Cities Task Force under MeitY (Ministry of Electronics and IT). Christophe Colinet joined the City of Bordeaux in 2005 as head of operational maintenance for infrastructure City’s servers before creating, in 2008, a new R&D service dedicated to innovative technical solutions adapted to the context of the City’s information system, and then in 2012 to take over the digital territory management.

Since January 2016, teams in charge of digital activities within the City of Bordeaux and the Bordeaux Urban Community merged into a single branch in charge of digital for Bordeaux metropole.

Christophe became the Smart City project manager for this new directorate, coordinating European projects and more specifically “Sharing Cities”, a 2015 H2020 SCC1 lighthouse project, for the metropolis.

Otherwise, since 2013, Christophe is the Bordeaux representative within the Eurocities KSF forum. Since the beginning of 2016, he chairs the “Standards and interoperability working group” for this forum.

He is the EG4U secretary (EG4U: The European non-governmental organisation (NGO) of Information and Communication Technology (ICT) Users). This NGO, dedicated to energy management & waste monitoring, has been created early December, 2015, by ICT(Information & communications technologies) users, members of ETSI Industry Specification Group (ISG) called Operational energy Efficiency for Users (OEU), based in Sophia Antipolis (France)

Since the 9th June 2016, he chairs an ETSI ATTM SDMC (Sustainable Digital Multiservice for Cities) working group dedicated to provide technical specifications for the industry in accordance with city’s needs. Emilio Dávila has worked since 2013 in the Unit dealing with Innovation within Directorate General for Communication Networks, Content and Technology (DG CONNECT). He is responsible of coordinating ICT standardisation strategies, and in particular building bridges between research and standardisation and how standardisation contributes to innovation.

Prior to this, Mr. Dávila was research project officer in the field of Intelligent Transport Systems (Connected Vehicles, eCall).

Dr. Rahul Tongia is a scholar and researcher in areas of technology and policy, especially for sustainable development, and a Fellow at Brookings India (and the Brookings Institution), where he leads energy and sustainability studies. He was the founding Advisor to the Smart Grid Task Force, Govt. of India, and the India Smart Grid Forum, bodies he was instrumental in setting up. He was previously Principal Research Scientist/Program Director at the Center for Study of Science, Technology, and Policy (CSTEP), a Bangalore-based not-for-profit where he was involved at the initiation stage. She had a distinguished honor of serving as Vice Chair of Working Party on Pollution and Energy (GRPE) at the Global Forum under UN-ECE at Geneva during period 2014-2017.

Mrs. Urdhwareshe is the Chairman of AISC (Automotive Industry Standards Committee), which formulates Safety Standards in India. Mrs. Urdhwareshe is also Vice-Chairman SAE-India.

She has made significant contributions in establishing Integrated Quality Management, development And successful deployment of Balance Score Card based business excellence model for ARAI and is Co-author of Book on Total Quality Management.

She is a recipient of Woman Excellence Award 2015, given by Rotary International. She is also recipient of “Distinguished Alumnus” award.

Reji is the President of India Smart Grid Forum (www.indiasmartgrid.org) since its inception in 2011 and is also the Chairman of Global Smart Grid Federation presently. He is an internationally renowned expert with over three decades of experience in the electricity sector in diverse functions covering the entire value chain and across continents.

He is spearheading a mission to leverage technology to transform the electric grid in India and light every home at affordable cost through sustainable developmental models. Reji played the pivotal role in formulation of the Smart Grid Vision and Roadmap for India (August 2013) and the launch of a National Smart Grid Mission (March 2015) by Government of India, issue of Model Smart Grid Regulations (June 2015) by Forum of Regulators; and issue of Standards for Smart Meters (IS 16444 -2015 and IS 15959 Part 2) by Bureau of Indian Standards. Mr. Sajid Mubashir is Scientist G in Department of Science & Technology. He is currently engaged in developing a technology program to support the electric mobility mission, and he also chairs the committee of the Bureau of Indian Standards (BIS) that is developing the EV Charging Standards for the country.

Mr. Mubashir had made several attempts to create collaborative industrial R&D Programs.

1. For ten years during 1995 to 2005, he led the Home Grown Technology Program (HGT) to promote academia industry collaboration. Soft loans were provided to 60 small companies and 80% of them successfully demonstrated technology at pilot production plants. But many of them could not get funding for commercial operations, and this problem with the ecosystem continues in India.

2. For another 10 years, till 2015, Mr. Mubashir worked on creating Pre-Competitive Consortium Technology Projects in the Automotive Sector.

3. The first attempt was known as the Collaborative Automotive R&D Program (CAR) during 2004-2010. It led to 10 consortium projects in which major Indian automotive companies and the leading research establishments had participated. When the results came the industry was not willing to take it further or make investments. So the program was closed in 2010.

4. During 2012-14 Mr. Mubashir was Member R&D at the National Automotive Board (NAB), Department of Heavy Industry and assisted the DHI in the nucleation of the electric mobility program. He then moved back to the Department of Science & Technology and implemented a joint technology program which was funded by the Dept of Heavy Industries and managed by the Dept of Science & Technology. As a result, a dozen technology projects were created in the electric mobility topics.

He counted his failures in the automotive sector, and moved to the Advanced Manufacturing Technology Program (AMT) of DST. However, early this year the NITI Aayog requested the Department of Science & Technology to initiate a technology program to assist the large scale introduction of electric vehicles.

“T.V. Ramachandran, widely known in the telecoms industry as ‘TV’, has played a key role in Mobile Telecommunications in India since it was first introduced in 1994. He was the 1st CEO of one of the earliest cellular ventures in India - Sterling Cellular Ltd (Essar Cellphone), Delhi – the predecessor of what is today Vodafone Delhi.

TV was the first Chairman of the India Interest Group of GSM MoU Association and has been closely involved with GSM activities all through the years. TV then moved on in 1997 to establish and lead the industry body – Cellular Operators’ Association of India (COAI) and led it for 12 years – to the position of being one of the most credible and vibrant professional bodies that became accepted as the effective voice of the industry.

Since Jan 2015, TV has set up his own Consultancy firm and advises several firms as well as industry bodies. Also, currently, he is Chairman of the Telecom Committee of the European Business Group,

Vikram, is the Deputy Director General, of the COAI. This is India’s leading industry association for Telecom and Broadband issues. In his current assignment, he works extensively on telecom and broadband policy, regulatory compliance aspects.

He has close interactions with senior government officials and private sector executives to further augment mobile and broadband service business. He interacts extensively with the ICT industry leadership and senior officials at DoT, MeitY, TRAI and other government offices for regulatory and policy matters. He actively participates in the Joint Working Group on Cyber Security chaired by Deputy National Security Advisor. Mr Vimal Mahendru is the President of Legrand-India, a subsidiary of the French multi-national Legrand. In his present role, he guides strategic initiatives of the company, especially forays into new and emerging markets.

Besides this, Vimal is presently the IEC Ambassador, representing IEC in various government and stakeholder fora relevant to the electrotechnical community. He is the IEC Standardization Management Board (SMB) member from India and Chair of the IEC Systems Committee on Low Voltage Direct Current and Low Voltage Direct Current for Electricity Access (SyC-LVDC). Specifically, on Electricity Access, Vimal is representing IEC in various UN, multi-government and international fora, to drive electricity access initiatives through standardization.

He is also a member of the governing council of Indian Electrical & Electronics Manufacturers’ Association (IEEMA), the apex industry body in India. Besides this, he is also the Chair of the Bureau of Standards, Sectional Committee 39, for standardization of fuses and fuse accessories.

Based on his contributions to industry and global electrification, in 2016, Vimal was recognized by the Electrical Research and Development Association (ERDA) with its Lifetime Achievement Award. In 2017, the Control Panel and Switchgear Manufacturers’ Association conferred the COSMA Gaurav award on Vimal for his ongoing contributions to the Indian and global electrical fraternity.

Xavier Piednoir heads ETSI’s External Relations activities, working in the Director General’s team in close coordination with the ETSI Legal and Strategy Development departments. He is in charge of the partnership care and development as well as projects in foreign countries (notably SESEI in India). He also takes part in the action with European Commission.
