PATNA, MARCH 23 The Bihar government on Monday continued to crackdown on cheaters and people aiding in copying at matriculation examination by arresting more than 300 across the state and realis- ing penalty of Rs 4.16 lakh. A total of 113 examinees have been expelled for using unfair means in the state, Additional Director General of Police (Headquarters) Gupteshwar Pandey said. He said 149 examinees were arrested for copying during the day. Besides, 161 parents/guardians/rel- atives and friends of exam- inees aiding in cheating were arrested from various parts of the state in anti- copying operation. A homeguard was nabbed for abetting cheat- ing in Aurangabad, he said. Bhojpur topped the list of examinees expelled at 28. While a maximum of 31 parents/guardians were nabbed from Saharsa, he said. The ADG said that a sum of Rs 4.16 lakh was col- lected during the day by means of penalty. A maxi- mum sum of Rs 88,000 fine was collected from Vaishali followed by Rs CONTD. stabbed to death by a street vendor afterhe refused to pay him Rs. 20 for a softdrink in south Delhi's Malviya Nagararea.

The incident took place yesterdayafternoon when the victim, identified asSunil Kumar, had gone to buy soft drinkwith his friend at BTR Corridor nearChirag Dilli.

"The duo had four glasses of drink,each costing Rs. 5. However, Sunilallegedly refused to pay the vendor forthe drink. A heated argument ensued andthe vendor, identified as Deepak,whipped out a knife and stabbed Sunil inhis abdomen and fled the scene," said apolice official.

The victim's friend informed the policeby calling them on PCR (Police ControlRoom).

A police team rushed to the spot andtook Sunil to the hospital where doctors

declared him brought dead.The accused has been arrested by the

police. "Deepak (40) was arrested fromhis house at Khirki Extension. We havealso recovered the knife used in the com-

mission of the crime. A case of murderhas been registered," he added.

NEW DELHI, MARCH 23Delhi University has seen a steady rise in the num-

ber of foreign students, especially women.According to data available with DU’s Foreign

Student Registration Office (FSRO), 1,007 foreignstudents had enrolled in various courses in the 2012-13 session, the number went up to 1,184 in 2014-15.In 2011-12, 952 foreign students had enrolled in DU.The number of women students increased to 546 inthe current academic session from 492. The numberof women students in 2011-12 was 434.

The FSRO is the single-window for foreign nation-als who wish to take admission in DU.

“DU gets more students from South Asian andSouth-East Asian nations, while there are a few com-ing in from the Middle Eastern, European andAfrican countries too,” said FSRO head Amrit KaurBasra.

University officials claim that despite perceptionsabout Delhi being unsafe for women , many consid-er it a safe destination for pursuing higher education.

“During the interaction exercises conducted by ouroffice, we discovered that the perception of Delhi

being the ‘rape capital’ had not created apprehen-sions among them. They are concerned definitely,but not apprehensive,” she said.

In the current session, there are 311 students fromNepal; 55 from Afghanistan; 36 from Maldives; 23each from Sri Lanka and Vietnam; 22 from Bhutan;11 each from Iran and Nigeria; 10 each fromBangladesh, Congo and Zimbabwe; seven each fromIndonesia and Iraq; and two from Somalia.

“While quality of education and low cost of livingare the primary reasons behind the increase in thenumber of foreign students, we also have taken aseries of measures to ensure they have a pleasant stayon campus,” Ms. Basra added.

DU has five per cent seats reserved for foreign stu-dents in all its undergraduate, post-graduate andresearch programmes under the “supernumeraryquota”.

As per University rules, the seats under the quotaare not transferable to other categories in case offewer applications from foreign students.

The University has an international hostel for for-eign students and a separate bus service for them too.

NEW DELHI, MARCH 23The historic Humayun’s Tomb in

the Capital has finally got its finialback, after a storm dislodged its icon-ic ‘crown’ last May.

“The new finial was installedsometime last week,” ASI DelhiCircle Superintendent ArchaeologistAtul Kumar Bharagawa said.

Almost a replica of the previousone, the new finial is made of 99.5per cent pure copper and traditionalcraftsmen worked on it to match theperfection of the original art piece.

On May 30, the ornamental and“auspicious” finial installed atop thedome of the 16th Century tomb,which is a UNESCO World HeritageSite, was damaged by a massivethunderstorm that hit the city and itsneighbouring region, after being dis-lodged from its apex position.

The 18-foot-long finial had 11 cop-per vessels covered with a gold finishand a brass crown. It had a woodenbeam inside made of sal wood.

After an initial study carried out

jointly by a team from theArchaeological Survey of India(ASI) and AKTC (Aga Khan Trustfor Culture), AKTC was asked to pre-pare the report in June.

After AKTC submitted its report onJuly 16, ASI sent samples from thebroken finial to IIT-Kanpur and ASI’sown chemical laboratory inUttarakhand to corroborate the find-

ings of AKTC. And, AKTC wasfinally given permission onDecember 31 to carry out repairwork.

The total length of the finial is 24feet, with some part going inside thedome. A makeshift lightning conduc-tor was also installed by the ASI soonafter the storm had rendered the mon-ument vulnerable.

Speaking at an event in theAssembly premises on their mar-tyrdom day, Deputy Chief MinisterManish Sisodia suggested thatMLAs should contribute fromtheir salaries towards the installa-tion of the statues.

"I have proposed all MLAs tocontribute from their salaries ininstalling the statues so that itcould infuse some sense of patriot-ism among all. It should not beinstalled using the money of com-mon tax payers.

"I have also requested Speakerand secretariat officers to ascertainthe cost of the statues and give it to

us, so that we can take furtheraction on contributing," Sisodiasaid.

Speaking on the occasion, ChiefMinister Kejriwal said the "TheSpeaker has proposed to install thestatues of the three icons insideVidhan Sabha, that we all second-ed."

He said necessary steps wouldbe taken to "inculcate" among stu-dents the ideologies of these free-dom fighters.

"I have also requested educationminister to frame syllabus ofschools in such a way that the ide-ologies of these three great souls,especially of Bhagat Singh, couldbe inculcated among students fromthe beginning of their schooldays," he said.

issue of disposal of munici-pal solid waste in the capi-tal, the National GreenTribunal has directed theDelhi government to com-plete the waste-to-energyplant at Ghazipur by Junethis year.

A bench headed by NGTChairperson JusticeSwatanter Kumar directedthe Railways andMunicipal Corporations toensure that dustbins areplaced at convenient placesin slum clusters so that theresidents do not have towalk long distance fordumping of waste.

The directions came afterthe Tribunal was informedthat the waste processing

plant at Okhla, which has acapacity of 2000 metrictonnes, was already at satu-ration level as nearly 1900MT of MSW was alreadybeing processed at the planteveryday. "We are informedthat the MSW Plant of 1350metric tonnes at Ghazipur isto become operational fromMarch 31, 2015. However,it is further informed that itis only the refused derived

fuel (RDF) section of theplant that would becomefully operational by thatdate. The power generationwould become operative bythe June, 2015.

"We direct that theauthorities shall take allsteps within their power tocomplete this project asstipulated by June, 2015.This plant should becomeoperative to deal with 1350

metric tonnes of MSWeveryday," the bench saidwhile hearing a plea alleg-ing that dumping plastic,municipal solid waste anddischarging human wasteon railway tracks wasadversely affecting theecosystem. "We had sent certain equipments forretrieval of data from the forensic sciencelab, they have retrieved the data and sentthe equipment and a detailed report back tous. It is being examined. After its examina-tion, if something of interest comes up, ifwe need to clarify it from any person thatobviously will be done. "We will ask Twitter, FB and Blackberryto expedite the process and provide us theinformation that we had sought from them.We will analyse the deleted information andsee whather it was deleted as a routineprocess or it was done with a malafideintention," said Bassi.

Delhi Police is also waiting for US' FBIto send their report on the kind of poisonwhich caused Pushkar's death.

Investigators had sent the viscera samplesto the US after AIIMS doctors had said thatIndian labs lacked facility to identify thepoison which caused her death.

The cause of death, termed "poisoning"by a panel of AIIMS doctors, has remainedthe biggest mystery of the case as theycould not specify the kind of poison and theway it reached Pushkar's body.

Mr Akhtar said during the last two years,27 schools have been upgraded from pri-mary to upper primary level under SarvaShiksha Abhiyaan (SSA) and classes in allthese schools have started.

The minister said in the current year, 40schools have been upgraded but classeswere yet to be started.

He said 468 middle schools and 332 highschools have been upgraded under the stateplan without the approval from thePlanning and Finance departments for cre-ation of 5720 posts with financial implica-tions of Rs. 243.8 crore per annum.

Mr Akhtar said there are 95 governmentdegree colleges functional in the state, outof which 23 were sanctioned during lastfive years.

He said government equipped these exist-ing degree colleges with all necessary infra-structure facilities including buildings, lab-oratories and libraries to facilitate them tobecome fully functional.

With regard to opening of new degreecolleges in left out areas, the minister saidHigher Education Department has alreadyconstituted a committee to look into thefeasibility or other parameters and to devisea mechanism for establishment of newdegree colleges at uncovered places/areasof the State.

Mr Akhtar said the committee has submit-ted the feasibility report; however, anappropriate decision shall be taken in con-sultation with the Finance and PlanningDepartments subject to the availability ofresources.

The agreeable weather inLausanne, Switzerland, mayhave helped, but an agreement

may still elude the Iranian ForeignMinister Javad Zarif and the perma-nent members of the UN SecurityCouncil and Germany in the currentround of negotiations on Iran’snuclear capability. Israeli PrimeMinister Benjamin Netanyahu andsome Republican Senators, whocalled into question the ability ofU.S. President Barack Obama todeliver on his part of the deal even ifan agreement is reached, could sharethe responsibility for the impasse.

Mr. Netanyahu appeared at theU.S. Congress in response to an invi-tation extended to him by theRepublicans in January without theknowledge of the White House toissue a dire warning. Mr. Netanyahupresented an alarming picture: “Thisdeal will not be a farewell to arms. Itwill be a farewell to arms control.And the Middle East is criss-crossedby nuclear tripwires. A region, wheresmall skirmishes can trigger big warswould turn into a nuclear tinderbox,”he said.

Taking a cue from Mr. Netanyahu,the Republicans went over the headof the President to send a message tothe Iranians, alerting them to the pos-sibility of the Congress rejecting anyrecommendation from Mr. Obama tolift sanctions. The letter sent by 47Republicans on March 9, 2015, andaddressed to the Iranians, contendedthat while the President could reachan agreement with Iran, he had noauthority to reward them with arelaxation of sanctions.

Sticking points

For Mr. Obama, who refuses toacknowledge that he is handicappedby his loss of the House and theSenate, the unprecedented move bythe Republican Party came as noth-ing less than a shocking challenge.He compared the RepublicanSenators to the reactionary membersof Iran’s government and accusedthem of joining an unusual coalitionwith the enemies. Mr. Zarif, called

the Republican move a “propagandaploy”. He also did not mince wordsabout Mr. Netanyahu’s intervention,perhaps helping in his re-election.

The interim deal forged inNovember 2013, named Joint Plan ofAction, which needs to be shapedinto binding commitments by July2015 came after more than 10 yearsof Iran playing a cat-and-mousegame with the International AtomicEnergy Agency (IAEA). The Iranian

tactic had always been to expressreadiness to cooperate fully with theIAEA, secure applause from thegallery and then leave their questionsunanswered. Every time the IAEAreported to its Governors on Iran,there were many satisfactoryanswers, but some unanswered ones,which needed elucidation. The IAEAcould neither certify that Iran was noton a nuclear weapons path, nor couldit give it a clean chit. Even after theissue went to the UN SecurityCouncil, the ambiguity remained.The IAEA continues its investiga-tions to resolve the questions aboutpast activities, even as the politicaldialogue continues.

After extending the Joint Plan ofAction twice, the P5 and Germany,

backed by the sanctions, have beenengaged in shaping a comprehensiveresolution. At the core of the pro-posed agreement is a set of restric-tions on enrichment of uraniumbeyond the requirements of generat-ing power. Although the UN resolu-tions ban any kind of enrichment, theagreement envisages minimumenrichment for a specified period.This would entail a sizeable reduc-tion in the estimated 19,000 cen-trifuges already in operation in Iran.

The nature and number of cen-trifuges, the period for which restric-tions would be imposed and the ques-tion of one of the Iranian reactors atArak, which was allegedly producingplutonium, are some of the majorpoints on which agreement is yet tobe reached.

Republicans and Obama

For the Americans, the alternativeto an agreement is war and that is thereason why Mr. Obama accused theRepublicans of rushing to war, asadvocated by Mr. Netanyahu. Mr.Obama had exercised great restraintin the long negotiations, keeping inmind the objective of ensuring thatIran did not make nuclear weapons.

He did not rule out enrichment ofuranium, even though the SecurityCouncil had demanded it. As long asIran did not cross the threshold, a cer-tain amount of enrichment undersafeguards would be admissible.Mercifully, even Mr. Netanyahu didnot demand zero enrichment.

The possibility of a comprehensiveagreement with Iran is particularlyobjectionable to the Republicansbecause of reports that Mr. Obama

had given an assurance to the author-ities in Iran even before he becamePresident that he would be more gen-erous with Iran than former U.S.President George Bush. The prom-ised concession was specifically onthe issue of a permissible amount ofenrichment even during the period ofrestrictions. Iran, on its part, hasmaintained that the limited amount ofplutonium produced at some of itsreactors cannot be used for weaponswithout a reprocessing plant and thatIran has no intention to acquirereprocessing capability. Mr. Obama,it appears, is inclined to accept termsthat would allow Iran to enrich urani-um as long as it kept nuclearweapons out of reach for Iran.

The negotiations have completed

13 rounds after the Joint Plan ofAction was approved and indicationsare that a comprehensive agreementis within reach. The new Republicanposition has cast a shadow on thecurrent round even though Iran itselfhas dismissed it as being inconse-quential. Iran points out that itsleader, Ali Khamenei, has gone to theextent of issuing a fatwa againstnuclear weapons, which is thestrongest guarantee that Iran has notembarked on the nuclear weapons

path.

Separately, discussions havealready begun in New York amongthe permanent members to preparethe ground for removal of UN sanc-tions if an agreement is reached inGeneva. The sanctions unilaterallyimposed by the U.S. and theEuropean Union (EU) in the energyand banking sectors, and which havehurt Iran even more, are also underdiscussion. These measures areaimed at countering the threat posedby the Republicans to block the lift-ing of sanctions authorised by theCongress.

Indian angle

In the earlier years in Vienna, Iran

had banked on the chorus of supportit received from the nonaligned coun-tries for its right to develop nuclearenergy for peaceful purposes. Butwhen it got the sense that the non-aligned support was a double-edgedweapon, it found that direct negotia-tions with the P5 and Germany couldbe more beneficial. For its part, Indiawas always apprehensive about anIranian bomb. On one occasion, Iranissued a démarche in Delhi when theIndian delegation in Vienna refusedto endorse a set of amendments to theIAEA resolution, which went beyondthe Indian position. Our vote infavour of referring the entire matterto the Security Council angered theIranians even more as it was per-ceived to be under American pres-sure.

India would naturally be relieved ifthere is an agreement, which will pre-vent war on the one hand and theemergence of a nuclear weaponpower in its neighbourhood on theother.

It is still touch and go in theLausanne negotiations. An altogethernew element is the way theRepublicans and Mr. Obama areappealing directly to the Iranians.“This moment may not come againsoon,” Mr. Obama said in his mes-sage to the people of Iran on theoccasion of Nowruz, the Iranian NewYear. “I believe that our nations havea historic opportunity to resolve thisissue peacefully — an opportunitywe should not miss.”

The end result will depend on howmany centrifuges can sustain thedevelopment of nuclear technologyin Iran without being subjected tocrippling sanctions. Unless thatmagic figure emanates soon, thespring in Lausanne may well endwithout a flowering of peace.

The Union Budget 2015paved way for the launchof a much-awaited

National Skills Mission to com-plement Prime MinisterNarendra Modi’s ‘Skill India’and ‘Make in India’ exhorta-tions. However, much workneeds to be done on the groundfor the government to prove thatthis step is a departure from rhet-oric lip service.

The magnitude of the problemhas been analysed by numerousexperts: for a country that adds12 million people to its work-force every year, less than 4 percent have ever received any for-mal training. Our workforcereadiness is one of the lowest inthe world and a large chunk ofexisting training infrastructure isirrelevant to industry needs.

This is not as much due to lackof monetary investment as it is apredicament about grossly inef-ficient execution. The govern-ment already spends severalthousand crores every year onskill development schemesthrough over 18 differentCentral government Ministriesand State governments. Theneed of the hour is to improveresource utilisation and findsolutions that can address thesystemic and institutional bottle-necks constraining the sector.

Keeping in mind the revisedNational Skill DevelopmentPolicy due to be announced in afew months that will also outlinethe contours of the NationalSkills Mission, we present ananalysis of three priority areasthat the government needs toaddress.

Coordination of skillingefforts

Currently, there are at least 20different government bodies inIndia running skill developmentprogrammes with no synergiesand considerable duplication of

work. For instance, both theMinistry of Labour andEmployment (MoLE) and theMinistry of Human ResourceDevelopment (MHRD) createdtheir own sector skill councils

last year to identify skill devel-opment needs in the country,even as the National SkillDevelopment Corporation(NSDC) has been setting upSector Skill Councils since2011. A Labour MarketInformation System (LMIS) thatshould have been one cen-tralised resource has been devel-oped in different forms by atleast five government agencies.

The presence of multiplestakeholders coupled with a lackof coordinated policies hasresulted in no standardisation ofprocedures or outcomes. Thegovernment today does not evenhave a unified definition of“skill.” A 2013 paper of theInstitute of Applied ManpowerResearch (IAMR) questionedthe basis of government’s targetof skilling 500 million people by2022 without this definition.Skill development efforts todaycover everything from personal-ity development, 40-hour long“outreach and awareness pro-grammes” conducted for farm-ers by the Ministry ofAgriculture, 3-6 month coursesencouraged by the NSDC andthe National Skill DevelopmentAgency (NSDA), as well as two-

year programmes in IndustrialTraining Institutes (ITIs).

The Ministry of SkillDevelopment andEntrepreneurship (MSDE) was

created as the aggregator in thesector, but the duplication ofroles and policy confusion haspersisted. Tasks allocated toMSDE in the official gazettenotification, such as “frame poli-cies for soft skills”, “computereducation”, and “work relatingto Industrial Training Institutes”are ambiguously crafted, andhave large overlaps with thework allocation of existingCentral ministries.

It is imperative that MSDEperforms the difficult role of“coordination relating to skilldevelopment” assigned to it. Tobegin with, the delivery of atleast 70 per cent of the total skilldevelopment targets should restsolely with the MSDE. Largescale training delivery systems,such as the Directorate Generalof Employment & Training(DGE&T) of MoLE should beintegrated with MSDE, whileministries working on skills inspecific sectors (such as Textilesand Tourism) should closelycoordinate with it. In addition,overarching roles such asapprenticeship system, LMISimplementation, private sectorcoordination, etc., should behoused exclusively within one

agency to reduce policy confu-sion. Finally, the MSDE mustexplicitly be made responsiblefor coordination with the Statesand their Skill DevelopmentMissions.

Scientific approach to policies

Skill development is a trickyfield for the government to chan-nel resources into. To justifyinvestments, policies must begrounded in hard data. Schemedesign parameters, such as sec-tor and beneficiary targeting,curriculum, delivery methods,etc., need to incorporate authen-tic market signals. Existing skillgap studies fail to provide agile,actionable data and are rarelyused in scheme designs. A goodfirst step will be the develop-ment of a fully functional LMISthat can provide an accurate sta-tistical base for formulating andmonitoring vocational trainingpolicies and programmes.

Technology can also play agreat role in ensuring quality ofdelivery at scale. Businessprocesses associated with plan-ning and delivery can be man-aged better with the use of tech-nology, as the experience of MISportals developed by severalministries show. In addition, sci-entific monitoring and evalua-tion methods need to be incorpo-rated in every programme toensure just utilisation of

resources.

Engaging the private sector

While the government itself isa large employer, the primaryfocus of skill development isessentially towards private sec-tor employment and entrepre-neurship. So far, private sectoritself has not geared up for thechallenge. The World BankEnterprise Surveys 2014 revealthat the percentage of firmsoffering formal training pro-grammes for its permanent, full-time employees in India is just35.9, compared to China’s 79.2.S. Ramadorai, Chairman ofNSDA and NSDC, describes thesituation as a “market failure”where the employers are notinvesting to skill employees, andemployees do not have the abili-ty and willingness to pay forskilling.

It is necessary to catalyseinvestments from the industryand support candidates in raisingresources for training. Thiswould need a functioning creditmarket with collateral guaran-tees for students, as well asplanned coordination with theprivate sector.

For any skill developmenteffort to succeed, markets andindustry need to play a large rolein determining courses, curricu-lum and relevance. For this,employers need to be put in thedriving seat, with the govern-ment acting as a regulator andnot the implementer.

The government has its taskcut out. What is needed is a will-ingness to act, and to take thedifficult decisions that can helprealise the ‘Skill India’ dream.

When Union Finance Minister Arun Jaitleydefended the Central Statistical Office (CSO)strongly last week in the Rajya Sabha, he was

essentially responding to the incredulity with whichpoliticians and economists alike have in recent timesreacted to India’s reworked growth numbers. A newmethodology, unveiled toward the end of January by theCSO, presented a rosier picture of the Indian economythan previously imagined. It, for instance, indicated agrowth in gross domestic product of 6.9 per cent in 2013-14, quite a jump from the 4.7 per cent estimated earlier.Growth rates for earlier years were upgraded too. To befair, a lot has changed from the old framework, and it isno minor tweak. One change made relates to the base year,on which comparisons are made. Two, there is now anattempt to capture value addition, rather than growththrough volumes, in the calculation of the Gross DomesticProduct (GDP). Three, data from newer, more sophisticat-ed corporate databases have been used. Four, GDP will bemeasured at market prices, by adding taxes to and reduc-ing subsidies from what used to be the main measure tillnow, GDP at factor cost. All these changes, many expertsacknowledge, are important for Indian metrics to matchinternational ones. Still, there is something discordantabout the rosy numbers, on the one hand, and the econom-ic lethargy on the ground, on the other. The high growthprojection of 7.4 per cent for 2014-15 somehow seems outof sync with low industrial production, poor corporateperformance and less-than-expected tax collections.That’s why even economists were stumped by the extentof the changes. In the Economic Survey, preceding theBudget, Chief Economic Adviser Arvind Subramaniannoted that the numbers were “puzzling”. He cautionedagainst interpreting it as evidence of a surging economy.The controversy also quickly acquired a political colour,unsurprising because it did now seem that the final yearsof the United Progressive Alliance government saw farhealthier growth than it was thought then. Also, the cam-paign of Narendra Modi in the run-up to the 2014 parlia-mentary elections focussed a good deal on what he calledthe mismanagement of the economy. Then, there werecommentators who compared India with China, not onlyon the point of growth but also less generously on theissue of disputed official data, which the latter is so oftenaccused of fudging. It is in this context that Mr. Jaitley’sdefence of the CSO needs to be seen. Yes, it may do littleto ease the doubts of experts who feel there are discrepan-cies in data. But by calling the statistical body a “credible”and independent organisation, which needed to be reiter-ated, the Finance Minister has, at the least, sent the rightpolitical message.

The chief minister said so far the Uniongovernment has released Rs 1,000 croreunder 'Prime Minister's Package forFloods' for restoration of damage to publicassets over and above around Rs 1,100crore already available with the state gov-ernment under NDRF for emergencyrelief and temporary restoration.

An amount of Rs 820 crore, he said,stands spent under SDRF.

"The work on commencement of perma-nent restoration has already begun. We areseparately pursuing the release of aSpecial Package that would cater to therequirements of the affected people," headded.

Zero-value tickets would alsobe issued to children under 15years of age, ASI SuperintendingArchaeologist NK Pathak said.

Pathak was responding to sug-gestions made by UnionMinister of State for HumanResources Development RamShankar Katheria to UnionTourism and Culture MinisterMahesh Sharma in a letter sentyesterday. Katheria, who is alsothe local BJP Lok Sabha mem-ber from Agra, has demandeddrastic changes in the manage-ment of the Taj Mahal, the 17thcentury Mughal monument oflove in Agra which is the coun-try's number one tourist attrac-tion. In his letter, Katheria hasasked for video surveillance ofthe world heritage monumentand the surrounding locality of

Taj Ganj, to secure the monu-ment from external threats.

The minister has suggestedinstallation of turnstile gates atthe entrances to ensure one per-son entered at a time and eachperson was recorded.

Katheria said the earlier deci-sion to introduce no value ticketsfor children below 15 years ofage and those who enter forprayers on Friday, should be

immediately implemented tokeep track of the total number ofvisitors to the Taj.

He also suggested reduction inentrance ticket rates during non-peak hours and lean days.

Katheria wanted video surveil-lance in the red, yellow andgreen zones through the 4G linesalready laid by Reliance. A cen-tral monitoring unit could keepan eye on it.

According to reports, theTransport Ministry is consider-ing limiting the use of red bea-cons for vehicles of thePresident, Vice President, PrimeMinister, Lok Sabha Speaker,and Chief Justice of India at thecentral level.

At the state level, governors,chief ministers, AssemblySpeakers, and Chief Justices ofhigh courts are being consideredfor being part of the new prunedlist after Supreme Court hadspoken about limiting the ram-pant misuse of the red beacon in

September 2013.The Shiv Sena has welcomed

the move, which it said, will endthe "struggle" amongst the polit-ical class for red beacon vehi-cles, which are looked upon as a"status symbol". The Party how-ever, is insisting that mayors ofcities like Mumbai, Delhi, andKolkata and those with "interna-tional repute" should also beincorporated in the list.

Following the Supreme Courtorder, the previous Congress-NCP government inMaharashtra had on April 4,2014, prepared a list of 34 digni-taries who would be allowed touse red beacons on their vehi-cles. These included the ChiefMinister, his deputy andPrincipal Secretary-level offi-cers. The Mayor's post thoughwas excluded.

The weatherman has forecast a clearsky for tomorrow with mist in the morn-ing. "The maximum temperature isexpected to be around 33 degreesCelsius while the minimum would be18 degrees Celsius," a MeT officialsaid.

Yesterday, the maximum temperaturewas recorded at 31.7 degrees Celsiusand the minimum at 18.2 degreesCelsius.

The auction has so fargot bids worth Rs. 1.07lakh crore, of which one-fourth is to be paid within10 days of close of sale.But with the auction enter-ing the 17th day onSunday, the cut of date forthis payment will push intoApril.

If the auction could haveended on Saturday, thegovernment would havegot over Rs. 25,000 croreas the upfront payment byMarch 31. Now, operatorswill have time until April -the next financial year - tomake the upfront payment.

At the end of 16 days ofauction, the amount of bidsstood at Rs. 1.07 lakh crore

with provisional allocationof 88 percent airwaves.

This, however, does notmean that government willnot get any upfront pay-ment. Sources in theDepartment of Telecomsaid that 10 days is themaximum limit and opera-tors can deposit the amountearlier also.

Sources said the opera-tors who are bidding musthave put in place a mecha-nism to fund their auctionpayouts and they candeposit the amount in fewdays of close of auction.

As per auction docu-ment, in case of deferredpayment option, telecomoperators are required topay an upfront payment of33 percent in case of2100MHz, 1800MHzbands and 25 percent for900MHz and 800MHzbands within 10 calendardays of the close of auc-

clash in the World Cup semi-finals atAuckland`s Eden Park on Tuesdayhoping to end years of pain and near-misses.

Both sides, who between them haveappeared in nine semi-finals withoutreaching the final, have met expecta-tions by making the last four.

Lying in wait will be the winner ofThursday`s second semi-final inSydney between India, defending thetitle they won in 2011, and Australia,who lifted the three preceding WorldCups.

New Zealand have lost all six oftheir previous World Cup semi-finals,with South Africa falling at the samehurdle on three occasions.

But New Zealand coach MikeHesson said he did not expect eitherside to be weighed down by past fail-ures.
