If you look at the chart, the grid of lines are boxes made with a dcs along left and right edges, with neighboring boxes sharing the dc that makes their shared edge. The top of each box is made by either 1 ch (in a white box), or the top of a dc (in a blue box). The bottom of each box is formed by the ch or st from the row below. In the chart, 1 blue box is made of 3 dc, but it shares the 2 outside dc with the boxes next to it. 1 white box is made of [dc, ch 1, dc], skipping the st or ch underneath the ch 1, but it shares each of its dc with the boxes next to it. This means that, for example, 3 blue boxes, would be made with 7 dc. A pattern of [blue, white, blue] would be [3 dc, ch 1, 3 dc], skipping the st or ch underneath the ch 1.
