21APR vs Data and Benchmarking Tool

21APR

• 21APR (Annual Performance Report) is the official name of the federal data collection system for the 21st CCLC program. All 50 states and US territories use this system.

• Data is reported to Congress.

Data and Benchmarking Tool

• The Data Center is a component of the 21st CCLC Illinois Data and Benchmarking Tool, which is available through the Illinois Report Card website.

• Only 21st CCCLC grantees in Illinois use this site.

Why do I enter the data into two different systems?

The State of Illinois is currently in the process of working towards automation.

Automation will allow the Data and Benchmarking Tool to send your 21st CCLC data automatically to 21APR.

This process will send your data for Activities, Staffing, Participation, and Outcomes directly to the 21APR database without manual entry.

How do I create a 21APR account?

Only one (1) representative per organization is allowed an account. Only ISBE staff (Shayla Grantham) have the ability to create accounts for users.

How do I reset my forgotten 21APR password?

• If you need to reset your password, please go to the following url: https://21apr.ed.gov/forgot

• You will need to answer your challenge questions you had set when activating your account.

• If you are unable to answer your challenge questions correctly, you will need to contact Shayla Grantham for an account reset.

When do I report my data?

The Spring 2019 21APR reporting window is currently open and will close on November 29.

Dates for Summer 2019, Fall 2019, and Spring 2020 are to be determined.

• The goal is to have 100% of grantees report by the specified deadline. Funds will be frozen if data is not entered.

Activities

• Choose the primary goal of the activity.

• For example, if an activity is a literacy activity and at the same time an art activity, report it as a literacy activity.

• If an activity does not clearly fit into one of the 12 types, select the activity type that most closely fits.

Staffing

Include the people who work in either a paid or unpaid capacity in direct support of the program and

those that provided support for any activity for any amount of time in

the term.

The number of students who were enrolled and attended programming at the 21st CCLC center during the term.

Choose the grade the students are currently enrolled in or, if summer, the grade level for the just completed school year.

What happens once I enter my data?

ISBE staff reviews that data is complete and accurate.

Data for all 143 grantees must be reviewed individually. If data is not complete or accurate, grantees are contacted to correct.

ISBE staff then creates a narrative about the activities, staffing, participation, and outcomes for that reporting term.

Data is used by US Department of Education and presented to Congress.
