Chure Railroad Line, an alternate line nest of Tokyo. to the Tokkaido Railroad.
Kofu is situateda_pproximately 20 miles northuest of Mount Fuji and 35 o.i1e3nOrth of Suruga llay" Xofu is the capitol of Tomanashi Prei"ecture and has a
popuf.at ion. of 102,0.00 (1940 census). It is the largest of 7 som.eahat similar
mountains basin cities in central Honshu ilMre lack of available land limits
§griculture. Koru, primarily a silk center, was revealed by photo coverage to
contain in addition to it s slik industry, same light industry of the'cachine-
snope type.. The city covers an area of approximately 3 square miles, of ~hich
1square milesis compact and congested. On the northrrest portion of the ci~
is the area. of tne 49th Infantry Regiment, a replacement unit. It is also the
site of many schools, ranging from grade schools to a technical coll~e.
(5) Mission :M.unbel"255: The Maruzen Oil Refinery is located nearthe south entrance to O s a k a B a y , 4 1 miles southeast of Kainan and 3 miles nort
east 'of Minoslilima. An important refinety and oil storagt'.l center tOr the Japlme
N a v y , this target produces aviation gas, lubrioation oil, gasoline, and fuel
oil. There are facilities located here for storage of both crude oil and re -fined products. A unit of the plant may be engaged in the manufacture o£ steel
drums.

(4) Radar Mission Plann,ins:
(a) Mission NUmber 251: Chiba is located on the eastern coas
Of Tokyo Bay. giving an excellent radar return.. The approach to the city is
gOVcl'ned by the flak defenses and by the difficulty of choosing initial points.
A good approach would be from the Bouth~est, utilizing check points along the
eastern peninsula in Tokyo Bay., This axis runs the gauntlet of heavy antiair
craft and searchlight def ense s 8 The only other run is from t he southeast, usin
331830N- 14 02500E as the initial po'i rrt and \7 aS selected because this point is
distinctive and had been used successfully on previous strikes in the Tokyo ar
Radar winds could he obtainedf'rom the island chain betrreen 1"0 Jima and OShima
and the point at 34 5~13951E~ Direct synchronous bombing Yas to be employed.
The cross wind run was not expected to cause great cross- trail errors in the
incendiary clusters bacaase the estimated altitude winds ~uld not be strong.
(b) Mission ~ber 2,2: :lkashi is a familiax target area an
the plan was to be simi lar to the one used on the Empire Plan to target 154 7(Kauasaki :drcraft Plant at .\kashi). The bust axis 'ilOuld be fl"om the southeast
striking tho city perpendicular to the longitudinal axis. In this rray all azi
muth errors rrould be in the target area. MQst of tbe present bombing errors
axo in deflection due to poor radar uinds or poor refinement of drift. The ci
is along the coast and can be identified very easily.. The initial point.
341930N-!344130E, is a' prominent' coastal checkpoint on ••waji-Shim9.. Using an
altitudeef 7,000 to 7,800. feet, the bombing was to be by direct synchronous
methode. The maQY peninsulasprior to the initial point offer excellent points
mW(ing radar wind runs.
(c) Mission Number 253: Shimizu is another coastal city rrhcan be easily identified. ~he route to the initial point has'many ideal isl3D
checkpOints for establishing a radar wind. The initial point, 345830N-139073oE
is on the peninsula in the Sagami-Nada. The westorly axis lTas to be perpen-
dicular to the long axis of the city. .1 . distinctive referanee point is the
curved peninsula in the harbor area. The city is built along the coast and si
past errors were greater in deflection, this axis lTas recommended as the best.
(d) Mission Number 2 5 4 : Kofu is ono of the first inland
cities to be attacked by incendiaries at night. With'MOunt Fuji at 12.]88 feet
and a mountain of 10.000 feet to the rrost of the city, it ~ aS felt that the
mission altitude should be higho For this reason, an altituda of 13,200 to
14,000 i'eet was specified.. Most lTings wer-o in favor of a higher alti tude in. o
to accomplish good synchronous release'.. Thit target rrould be an excellent Cl.ty
to compare final results becauso, heretofore, 10,000 - 10,800 feet has been the
highost altitude usedin night incendiary attacks. Tho best axis is from.34 36~
138148 which is the landfall point and also the initial point., MOunt FuJi use
considered to be an idoal referenoe point for loacating the oity signal. From
radar reconnaissance photos, the city stands out as a ~ell defined signal. KDt
has bewn used as an initial :point on most of the missions into the Tokyo aroa.
Direct synchronous release Was to be used.
(0) Mission lfumber 255: This mission to the Maruzon 011 Re -
finory was planned to give the opt imum approach for the . > F Q - 7 equipment. Tho r
