This section describes the basic tasks to be performed on BTS, BSC, and TCsites before, during and after commissioning.

1.1 From BSC Terminal
Note: Perform the following tasks with a BSC Terminal running on Windows 2000/XP.
1.1.1 Load BSS Software from BSC Terminal
Three cases apply:
C1 : Load the BSS Software with the files stored on the diskettes (quantity =
7) that were created during the complete backup from the OMC-R (DISK_A
+ DISK_B + DISK_C)
C2 : Load the BSS Software with the SDP Package and the first diskette
that was created during the partial backup from the OMC-R (DISK_A)
C3 : Load the BSS Software with the files stored using ftp during the
backup performed from the OMC-R.
To load the BSS Software from the BSC Terminal:1. Create a directory for either the B10 gzip files (C1or C3) or the SDP Package
files and the B10 gzip files from the first diskette (C2):
Create a target directory (example: C:\target_name)
Copy gzip.exe from C:\ProgramFiles\Alcatel\WinBSC\B10 to the
target directory
For C1: Copy all compressed files (gzip) from backup diskettes to
the target directory
For C2: Copy the SDP Package files and the files from the first backup
diskette in the target directory
For C3: Copy all compressed files (gzip) into the target directory (copy
the content of all the folders that were transferred using ftp)
Open a "Command Prompt" window on the BSC terminal
Select the target directory: cd C:\target_name
Uncompress the gzip files: gzip -dvN *.gz.
2. Disable the BSC.
From the BSC terminal menu bar, select:
Commands -> Equipment Handling-> SBL DisableObject Class: ’SBL’
Unit Type: ’BSC’, Unit Number: ’1’
SBL Type: ’BSC’, Nbr: ’1’, SubNbr: ’255’
WTC (Wait Traffic Clear): ’0’
Click on [ OK ].

3. Format disk A (CPRA system A, subrack 8, slot 27).
From the BSC terminal menu bar, select:
Commands -> Disk operations -> Format SSD
Directory path: C:\target_name
Available file: Select the BSS masterfile name
<cipher>MZQ xx.xxx for B6
<cipher>MZT xx.xxx for B7
<cipher>MZV xx.xxx for B8
<cipher>MZW xx.xxx for B9
<cipher> MZX xx.xxx for B10.
Destination disk: ’Disk A:’
Click on [ Go! ].
4. Load the BSS software on disk A.
From the BSC terminal menu bar, select:
Commands -> Disk operations -> File transfer from PC to BSC.
Directory path: C:\target_nameAvailable file: Select the BSS masterfilename
<cipher>MZQ xx.xxx for B6
<cipher>MZT xx.xxx for B7
<cipher>MZV xx.xxx for B8
<cipher>MZW xx.xxx for B9
<cipher> MZX xx.xxx for B10.
Destination disk: ’Disk A:’
Click on [ Go! ].
5. Format disk B (CPRA system B, subrack 8, slot 31)
From the BSC terminal menu bar, select:
Commands -> Disk operations -> Format Duplex SSD.
Source-destination-disk: from DISKA: to DISKB:
Click on [ OK ].
6. Copy the BSS software to Disk B (CPRA system B, subrack 8, slot 31).
From the BSC terminal menu bar, select:
Commands -> Disk operations -> File Transfer from BSC to BSC.
Source disk: ’Disk A:’
Destination disk: ’Disk B:’
Select ’All Files’
Click on [ OK ].
7. Wait until all the files are transferred from disk A to disk B.
When the file transfer in finished, the following message appears:
File copy completed.

8. Activate loading of the BSC.
From the BSC terminal menu bar, select:
Commands -> System Activation -> System Initialization.
Unit Identity: ’BSC’
Unit Number: ’01’
Init Level: ’REBOOT’
Click on [ OK ].
9. Wait for the BSC to complete its startup.
10. Check that the contents of both disks are identical.
From the BSC terminal menu bar, select:
Commands -> Disk operations -> Control SSD
Action: ’DISK INFORMATION’
Involved SSD: ’Disk A’
Click on [ OK ].
From the BSC terminal menu bar, select:
Commands -> Disk operations -> Control SSD
Action: ’DISK INFORMATION’
Involved SSD: ’Disk B’
Click on [ OK ].
Compare the two results. There must be the same number of files.
1.1.2 Offline Hardware Test
Before the BSC can be tested, it must be in the idle state, with the software inall the Control Elements (CE) running in the idle mode.
1.1.2.1 Test ProcedureTo start the test procedure:
1. Reboot BSC in OFFLINE TEST Mode
2. Trigger BSC Hardware Test
3. Reboot BSC in OPERATIONAL Mode .
1.1.2.2 Reboot BSC in OFFLINE TEST Mode
To reboot the BSC in OFFLINE TEST mode:
1. Select:
Commands -> Commissioning Tests -> BSC System Test Init
2. In ’Unit identity’, select the ’BSC’ parameter.
3. In ’Unit Number’, enter the ’1’ parameter.
4. In ’Initialization level’, select the ’REBOOT’ parameter.
5. In ’Test Mode’, select the ’OFFLINE TEST’ parameter.
6. In ’Autoconfiguration’, select the ’NO AUTOCONFIGURATION’ parameter.
7. Click on [ OK ].
8. Wait approximately 10 minutes for the successful report. Check that 94CE (configuration 3) are equipped.

1.1.2.3 Trigger BSC Hardware Test
To perform a network test:
1. Select Commands -> Commissioning Tests ->Test Facilities for G2-> Network Test.
2. In ’Test’, select the ’GLOBAL NETWORK’ parameter.
3. In ’Source’, select the ’******’ parameter.
4. In ’Tunnel’, select the ’******’ parameter.
5. In ’Destination’, select the ’******’ parameter.
6. In ’Port’, select the ’******’ parameter.
7. In ’Loop’, select the ’NO’ parameter.
8. Click on [ OK ].
9. Wait for the successful report.
To perform a broadcast test:
1. Select Commands -> Commissioning Tests ->Test Facilities for G2 ->Broadcast Test.
2. In ’Test’, select the ’BROADCAST TEST’ parameter.
3. In ’All CE’s’, select the ’YES’ parameter.
4. In ’Loop’, select the ’NO’ parameter.
5. Click on [ OK ].
6. Wait for the successful report.
To perform a clock test:
1. Select Commands -> Commissioning Tests ->Test Facilities for G2
-> Clock Test.
2. In ’Test’, select the ’GLOBAL CLOCK TEST’ parameter.
3. In ’Transmission’, select the ’NO’ parameter.
4. In ’External Ref’, select the ’NO’ parameter.
5. In ’Loop’, select the ’NO’ parameter.
6. Click on [ OK ].
7. Wait for the successful report.
Note: If any hardware test fails, try to identify the problem and fix it. Repeat all thehardware tests. If a test still fails, check the inter-rack cabling between the racks.

1.1.2.4 Reboot BSC in OPERATIONAL Mode
To reboot the BSC in OPERATIONAL mode:
1. Select:
Commands -> Commissioning Tests -> BSC System Test Init.
2. In ’Unit identity’, select the ’BSC’ parameter.3. In ’Unit Number’, select the ’1’ parameter.
4. In ’Initialization level’, select the ’REBOOT’ parameter.
5. In ’Test Mode’, select the ’OPERATIONAL’ parameter.
6. In ’Autoconfiguration’, select the ’NO AUTOCONFIGURATION’ parameter.
7. Click on [ OK ].
8. Wait approximately 10 minutes for the successful report.
1.1.3 BSC Reloading Test
1.1.3.1 Disconnect/Reconnect Main Power Supply
To disconnect/reconnect the main power supply:
1. Switch OFF all the rack circuit breakers. No LED is lit.
2. Switch ON all the rack circuit breakers. All the boards run the self testand reload.
The TCU 1, DTC 1, and CPRCs 3, 4, 5, and 6 boards are loaded by
CPRC boards 1 and 2
The loaded TCU and DTC boards then load the remaining TCU and
DTC boards (cascade loading). When loading is complete, all boards
are ready to start.
The loading procedure is indicated by the LEDs on the board front
panels. Refer to Hardware Information, which describes the various
LED states for the different boards.
1.1.3.2 Check BSC Loading
Generate and print out the states of the faulty SBLs:
1. Select:
Commands -> Equipment Handling -> SBL State List
2. In ’Object Class’, enter the ’SBL’ parameter.3. In ’Unit Type’, enter the ’BSC’ parameter.
4. In ’Unit Number’, enter the ’01’ parameter.
5. Click on [ OK ].
6. Check that all the CPR, DTC, TCU, and SWITCH SBLs of the BSC are ’InTraffic’. They should not appear in the State List command report.

1.1.5 9130 BSC Evolution Backup/Restore
1.1.5.1 9130 BSC Evolution Backup from OMC-R
NEM terminal PC should be installed according to the Network ElementManager User Guide (3BK 21284 AAAA PCZZA) document.For the 9130 BSC Evolution Restore the 9130 BSC Evolution SoftwareInstallation (3BK 17430 3126 RJZZA) document is required.
To perform an 9130 BSC Evolution backup from the OMC-R:
1. Generate Complete BSS Software Package without ’Zip production’.
2. Create a tar archive of the SBPA and SBPB directories located in/alcatel/var/share/AFTR/SLD/<BssName>
cd /alcatel/var/share/AFTR/SLD/<BssName>
tar cvf <BSSName>.tar ./SBPA ./SBPB
where <BSSName> is the name of the directory.
The SBPC directory with the files according to the 9130 BSC Evolution softwareversion must be available on NEM terminal PC and located in the same placeas the tar backup archive.If SBPC directory is not available on NEM terminal PC then include it in thetar archive:
tar cvf <BSSName>.tar ./SBPA ./SBPB ./SBPC
3. Copy the tar archive to the NEM terminal PC.
You can use FileZilla ftp client software with a secure connection.
4. Free up the disk space on the OMC-R.
rm <BSSName>.tar
5. Untar the <BSSName>.tar archive located on NEM terminal PC.
6. Copy the content of SBPA, SBPB and SBPC directories in a new directory(backup directory).
7. Write the content of the backup directory on a CD to use later whenperforming 9130 BSC Evolution Restore from NEM PC ( Section 1.1.5.2 )

1.1.5.2 9130 BSC Evolution Restore from NEM PC
To perform an 9130 BSC Evolution restore from the NEM PC:
1. Insert the backup CD in the NEM PC CD-ROM drive.
2. Disable Windows XP Firewall .
3. Start the Linux from NEM .
4. From Linux NEM mount yhe CD:mount /mnt/cdrom
5. Write down filenames of the master file and descriptor file which will beused during the installation.
cd /mnt/cdrom
ls | grep ’^...M.W01.01A’
This command gives you the name of the master file.ls | grep ’MXSWDSCR’
This command gives you the name of the descriptor file.
6. Install the 9130 BSC Evolution software CD on NEMcd /mnt/cdrom/MXPF
ls |grep ’copy-to-build’
This command gives you the name of the copy script file.copy-to-build-<xxyy>.sh
xx is the project release
yy is from 01 to 99
./copy-to-build-<xxyy>.sh <BSS Master file name>
Wait until the following message appears:Copy successful
7. Run the following commands:cd /build/<BSS Master file name>/MXPF
ls |grep ’load-bsc-build’
This command gives you the name of the load script file.load-bsc-build-<xxyy>.sh
xx is the project release
yy is from 01 to 99
./load-bsc-build-<xxyy>.sh
Type the names of the master file and the descriptor file when requestmessage appears.
At the end of the installation the following message appears:Now your PC is ready to install an ATCA shelf.
Now the directory structure for MxPF platform installation part is created.
8. Stop the DHCP Server.[root@nem MXPF]# /etc/init.d/dhcpd stop
Shutting down dhcpd: OK
9. Connect the NEM PC to the 9130 BSC Evolution as described in the 9130BSC Evolution Software Installation document.
10. Continue with the software installation as described in 9130 BSC EvolutionSoftware Installation (3BK174303126RJZZA) starting with the section’OMCP, CCP & TPGSM Software Installation’.

1.2 From Transmission Terminal
1.2.1 Check Alarms on ATBX Boards
To check the alarms on the ATBX boards:
1. Connect the PC to the ATBX using the RS-232 cable.
2. Double click on the [ Transmission Terminal Program ] icon. The"Transmission Terminal Password" window appears.
3. Enter the Password (if any) and click on [ OK ]. The Alcatel Main Menuappears.
4. Select Session -> Connect
The "ATBX Connection Established" window appears.
5. Click on [ OK ]. The Main Menu appears again.
6. Select Services -> Alarm Collection
If the connection is OK, no active alarms appear.
If Alarm Collection indicates a ’Loss of CRC multiframe alignment’ alarmlocated on the MSC site, check that the CRC4 is disabled on the A-Trunk MSC.
1.2.2 Check Alarms on ASMC Boards
To check alarms on the ASMC boards:
1. Connect the PC to the ASMC using the RS-232 cable.2. Double click on the [ Transmission Terminal Program ] icon. The
"Transmission Terminal Password" window appears.
3. Enter the Password (if any) and click on [ OK ]. The Alcatel Main Menuappears.
4. Select Session -> Connect.
The "ASMC Connection Established" window appears.
5. Click on [ OK ]. The Main Menu appears again.
6. Select Services -> Alarm Collection
If the connection is OK, no active alarms appear.
If Alarm Collection indicates a ’Loss of CRC multiframe alignment’ alarmlocated on the MSC site, check that the CRC4 is disabled on the A-Trunk MSC.If Alarm Collection indicates a ’Loss of incoming 2M signal’ or an ’AIS 2M’alarm, check the PCM connection on the DDF.

1.2.3 Local Download of Generic Settings for G2TC
To perform a local download of the generic settings for a G2TC:
1. Start the LMT-CT software.

1.3.1 E1 to STM1 Configuration
1.3.1.1 Prerequisites
The following prerequisites apply:
The 9125 TC was previously configured to an 9125 TC with TC STM1 board.
A "working" STM1 configuration file is ready to be downloaded from
TC-NEM.
The STM1 links must be physically installed on the STM1 daughter board
of the TCIF board.
Note: STM1 interfaces:
The STM1 interfaces are numbered from 1 to 4, instead of 240 E1 links
The TC can be pure STM1, pure E1 or mixed
One STM1 can carry up to 63 E1 (on VC12)
One STM1 port can be shared between A and A-ter interfaces.

To move from E1 to STM1 configuration, perform the following steps:
1. If the 9125 TC with TC STM1 board was not previously declared on theOMC-R, perform the Declare an 9125 TC task.

12. Check the file.
Click on [ Check ]. If the check result is not OK, correct the errors andthen save the file again.
13. Download the configuration file from the TC-NEM to the TC STM1-IP subrack.
In the "Set" frame click on [ Candidate ].
Note: Once it is downloaded, the STM1 configuration is identified as the ‘candidate’configuration.
14. If a candidate configuration is applied for the first time, unlock and verifySTM1_TTPs.
15. Apply the candidate configuration.

1.4.1 Call Test
Note: In the case of an extended cell, tests must be performed at a distance of
approximately 30Km from the BTS site.
1.4.1.1 Identify Signaling Using BTS Terminal
To identify signalling using the BTS terminal:
1. Connect and start the BTS Terminal.
2. Select:
BTS Terminal Window -> Show -> Logical Configuration -> RadioChannel Configuration.
3. The "BTS_LOG_CONFIG_REQUEST" window appears.
4. Check that the radio channels are assigned as signaling links and traffic
channels (FCCH, SCH, BCCH, CCCH, SDCCH, SACCH, TCH).
1.4.1.2 Unlock Cell Under Test
Unlock the cell under test:
1. At the BTS Terminal, unlock the impacted cell. Select:
BTS Terminal Window -> Commands -> SBL Management
2. Select ’BTS_TEL’ for ’SBL ID’.
3. Click on [ Init ].
4. Wait for the successful ’SBL Init report’.
1.4.1.3 Activate Mobile Trace Function
Check the handling of radio calls in the timeslots of each FU:
Make radio calls on all the timeslots (RTS) of each FU
Make one incoming call on each BTS from a fixed station (ask somebody to
call you)
Check speech quality in both directions (subjectively)
Make calls to the voice mailbox for all the remaining timeslots.
For each call:
1. Check on the trace mobile that the call is handled by the BTS.2. Check the cell number (hexadecimal).
3. Check the used BCCH frequency.
4. Check the used radio resource radio channel (ARFCN).
5. Check the timeslot (TN).
Note the result of each call.

To download the BTS from the BTS terminal:
1. Start the BTS Terminal:
Connect the PC to the SUM board (between COM1 or COM2 and the
’BTS TERMINAL’ connector) using the BTS terminal cable
Launch the BTS Terminal:Start -> Programs -> BTS-Terminal release B10 -> BTS-Terminalrelease B10

1. Locate the Alcatel-Lucent Digital Distribution Frame (DDF).
2. Use the labels on the DDF to find the two positions, Emission and Reception,of the Abis link (link A) of the BTS.
3. If the BTS is:
First on the chain: Connect the PCM from the first Abis link (link A) of the
BTS in the DDF according to the correct position of the BTS
In the middle of the chain: In the DDF, connect the PCM from the first
Abis link (link A) of the BTS to the second Abis link (link B) of the previous
BTS. Ensure that the jumper connection between the two Abis links of
the BTSs is done according to the following rule:
The emission of the Abis link A is connected to the reception of the
Abis link B
The reception of the Abis link A is connected to the emission of
the Abis link B.
1.6.4 Disconnect BTS
To disconnect the BTS:
1. Locate the Alcatel-Lucent Digital Distribution Frame (DDF).
2. Use the labels on the DDF to find the two positions, Emission and Reception,of the Abis link (link A) for the BTS.
3. If the BTS is:
First on the chain: Disconnect the PCM from the first Abis link (link A) of
the BTS from the DDF

2.1.1 ALCATEL 3000 Failure Report
During the process:
Any faulty components, supplies, or replacement parts must be returned
with an ALCATEL 3000 FRD failure report form to the ALCATEL person
responsible for the operation
The ALCATEL 3000 number must be entered in the ’Title’ column of the
Faults reports/Actions form section of the CCL
If a module from the replacement kit is used to replace a faulty module
unrelated to the operation, the replacement must be noted in the
’Manufacturers comments’ section of the CCL.
2.1.2 Fault ReportsBugs found when preparing and carrying out work must be reported bycompleting and sending a fault report to the Alcatel-Lucent person responsiblefor the operation on the site.

2.2.3 Safety Requirements IEC 950 (Excerpt)
The following information is an excerpt from the IEC 950 safety requirements:
The 230 V electrical supply must be recognizable
The equipment power supply is protected by 300 mA circuit breakers
The service point power supply is protected by 30 mA circuit breakers
Do not extend the maximum load indicated at the service point
Insure a proper protective earth connection (resistance <0.1 Ohm)
The earth conductor outside the rack is one of the following:
Bare
Sleeved in green/yellow
Transparent insulation.
The protective earth connection inside the rack is terminated with a crimpcable lug
The feed line to the circuit breaker is protected against physical contact.
2.2.4 Safety Rules for Equipment Under Power
For maintenance or procedure purposes, field operators may have to workon equipment under power (-48 VDC or -60 VDC). This means that it ispossible to touch some parts under power that are only protected by heavyfuses. All activities must be carried out carefully to avoid short circuits andto prevent serious personal injury.
Remove all conductive objects from the hands, such as rings, bracelets, metallicwrist watches and so on. Use appropriate insulated tools for your activities.
2.2.5 Equipment Emitting RF Power
When working with equipment emitting FR power:
Do not enter into the compliance RF perimeter for the general public and
non-authorized persons
Switch off the RF emission if you want to enter into the compliance RF
perimeter for workers
Do not stand in the compliance RF perimeter for general public if not
necessary
People with electronic medical devices (pacemakers, hearing aids) and
pregnant women must identify themselves to Alcatel-Lucent representatives.

2.2.6 Electrostatic Precautions
2.2.6.1 Environment
Observe the following electrostatics precautions:
Ensure that work benches, stools, and floor mats have a conducting surface
connected to the ground. Before handling static-sensitive components and
assemblies, ground yourself to the conducting surface using an anti-static
wrist strap.
When handling static-sensitive components and assemblies, do not wear
or use clothes made of wool, nylon, or any other synthetic material. Such
fabrics are major sources of static build up.
When handling static-sensitive components and assemblies, do not use
gloves and finger covers, unless they are made of cotton.
2.2.6.2 ToolsObserve the following electrostatics precautions:
Ensure that all tools which come into contact with static-sensitive
components are at the same voltage level as the conducting work surfaces
and floor mats. These tools include soldering irons, oscilloscopes, power
supplies, and metal parts of tools and fixtures that are used to hold,
assemble, or test Printed Board Assemblies (PBA).
Do not use rough cleaners or erasers to clean the gold-plated contacts
on PBAs
Do not mark a PBA with lead pencil or any other writing instrument
Do not use synthetic brushes to clean equipment and do not use dry
cleaning methods.

2.2.6.3 Transportation and Storage
Observe the following electrostatics precautions:
Pack all electronic components and modules in containers used to transport
and store static-sensitive components and use aluminum container tubes
if possible. If not, insert the components terminations into electricallyconductive foam
Before shipping a PBA, wrap it in a conducting synthetic bag or in aluminum
foil. Also pack the PBA in a polyethylene transport box
Before shipping a PBA which has Metal Oxide Semiconductor (MOS)
components, ensure that an appropriate warning symbol is displayed on
the package
Store spare PBAs in their appropriate polyethylene boxes. Keep the boxes
closed except when access to their contents is required
Do not store PBAs in an area where the air is polluted with smoke, dust,dangerous gases, or other airborne particles that may cause damage
Do not stack PBAs side-by-side or on top of each other with the board
surfaces or components in contact with one another
Before cleaning a PBA, remove or disconnect the damage protection, such
as protective foam, to allow the PBA to be cleaned thoroughly. Replace the
damage protection upon completion of the task.
2.2.6.4 Components and PBAs
Observe the following electrostatics precautions:
Components and PBAs are not in protective containers, and must only be
handled by trained personnel in static-controlled work areas
Before removing a PBA from an equipment rack, discharge any static by
touching the metal frame of the rack with your hand
Always handle a PBA by the edges
Do not handle or carry a PBA by any mounted components
Do not handle a PBA by the gold-plated contact terminals and do not apply
direct pressure to the components
Do not touch PBA connection pins or conductor paths
Do not touch PBAs with wet hands
Place PBAs that have been removed during maintenance with the soldered
side down on a conductive surface
Do not scratch or rub the soldered side of a PBA with a sharp or rough object
Do not repair PBAs in the switch room
Do not handle components and assemblies by their leads
Do not use excessive force when inserting connection boards.
