The OrganisationThe decision to form the Communities, Children and Responsible Care (CCRC) Organisation was made on 16 November 2015. This decision was based on the awareness of - and commitment to - of the founding members of the importance of the need to ensure that the holistic needs of young children are met. CCRC was officially registered as a Nonprofit Organisation on 22 April 2016 and as a Public Benefit Organisation on 21 October 2016.

Aims and ObjectivesThe Organisation’s main objectives are to:• Assist communities, organisations and individual community members to

address social challenges.• Implement developmental programmes.• Facilitate system strengthening within communities in order to provide for

the holistic development of young children.

The Organisation’s secondary objective is to: Network and cooperate with relevant public and private sector organisations for the benefit of communities and individuals requiring assistance.

Report on Organisational ActivitiesDuring the twenty three months period under review CCRC has either driven or been a partner organisation in the following programme:

Provision of Resources and Training to Early Childhood Development (ECD) Educators and Support Staff

The Westville Rotary Club secured a Global Grant through Rotary International to implement a Programme aimed at improving the quality of the ECD services being offered in the Jamaica area of Chesterville. Three ECD centres from Reservoir Hills and one from Claremont also benefitted from the Programme. The Programme was initiated in September 2014 and will end in September 2018

In May 2016 CCRC was contracted by Westville Rotary to coordinate and facilitate the skills training and to provide mentoring and monitoring to ensure and encourage the correct use of the learnings. Training covered: • Legislation guiding ECD: The Children’s Act of 2007; The ECD Policy of

2015; the ECD Guidelines of the Department of Social Development.• Administrative requirements related to the provision of an ECD service• The National Early Learning and Development Standards• The importance of Early Literacy and Numeracy• Lesson Plans and Classroom Practice

• Securing, Organising and Utilising Educational Equipment• The vital importance of utilising Positive Discipline• The importance of children been taught Protective Behaviours• Ongoing personal development of the ECD Practitioner• The Importance of Play and Parental Involvement • Inclusive Education - with specific information on Epilepsy and Sign

Language• The Observation, Recording and Reporting on children’s developmental

areas.• The Lego Foundation Six Blocks Project

Selected ECD Practitioners were also provided with the opportunity to complete accredited training; First Aid Level 1; How to Manage an ECD Service NQF Level 3; ECD NQF Level 4 and Level 5.

An additional training that was provided was the Introduction of the ‘Every Word Counts’ Programme.  This programme is covered in a series of six books that offers practical ideas for supporting young children’s language development and early learning.  The Programme cover the age range from birth to five years and uses pictures, speech bubbles, written explanations, questions and suggestions to stimulate discussion and offer practical ideas for supporting learning at the creche and in the young children's homes.

CCRC has also provided guidance and assistance to the Jamaica ECD Forum. This is an association of ECD Practitioners which builds on the proven benefits of an ECD Forum namely:- The opportunity for ongoing capacity building;- The sharing of best practices; and- The value of collective action as and when required.

59 ECD Practitioners, 12 ECD Services and an average of 600 pre-school children annually benefitted from this Programme.

There is a great need to continue working with both the formal ECD as well as the Home Based ECD Services in Jamaica, Chesterville.

Chic MamasCCRC has included the two creches that Chic Mamas supports - one in Reservoir Hills and one in Claremont in ECD training and networking opportunities. Guidance and monitoring have also been provide in respect of these two centres.

Supporting ECD in the Ufafa Valley Over the 23 months being reviewed CCRC has been involved in three projects to support children in the Ufafa Valley in the Ubuhlebezwe Local Municipality of the Harry Gwala District of KZN.

- CCRC was contracted by the Woza Moya Organisation to assist with the establishment of a computer centre and library on their premises and to assist with organising the arrangement of and equipment in their ECD Centre.

- In 2017 Woza Moya secured funding through the US Ambassadors Grant and contract CCRC to implement an ECD Programme. The programme benefited 7 ECD services, 15 ECD Practitioners and annually approximately 250 pre-school children. 

The Woza Moya ECD Programme ran over 12 months and included 10 training sessions. The Programme impacted on the quality of ECD services being provided.

The ECD Practitioners came to the Woza Moya Centre once a month to attend a full days training.  CCRC also regularly visited each of the creches.  The active participation of the Practitioners in the various training sessions as well as the visible signs of learnings being  implemented at the creches was evidence that the skills training is beneficial and relevant. 

 The topics for the monthly training sessions addressed the holistic needs of the child - physical, emotional, social and cognitive.  Topics covered were: Nutritional Needs of the Young Child; The Importance of the Road to Health Booklet; the Importance of Environmental Health Standards; Identifying Developmental Delays in the Young Child; Managing HIV/AIDS in an ECD Centre; The Early Detection of Childhood Illnesses and How to Respond to these; Recognising and Reporting Abuse; and Ensuring Children are Safe.  An Accredited Level 1 First Aid course was also run and was attended by a representative of each of the 7 creches.  It is a requirement of the Department of Social Development that there is an ECD practitioner in each ECD centre with this qualification. 

Practical guidance and assistance is also offered to the ECD Practitioners regarding Management and Administrative requirements.

The ‘Every Word Counts’ Programme was also introduced to these ECD Practitioners. 

Four of the ECD Centres Tholulwazi Creche, Masithandane Day Care, Isiqalo Creche and Siyazama Creche have very little equipment.  These centres were adopted by TopTots who providing flooring, tables and chairs and important education equipment.  

 Five of the ECD Practitioners are enrolled with Asifunde Sonke an ECD Training Organisation to study towards there NQF Level 4 ECD qualification. CCRC provided a mentoring service to these learners.

- The third element has been based on an MOU entered in to between Woza Moya and CCRC after CCRC managed to secure funding from the Robin Hamilton Trust to continue to work with the ECD services in

the Ufafa Valley. This element will run from September 2017 to August 2018 and focuses on improving the quality of the ECD

Programme being provided by the ECD Practitioners to the young children attending their centers. Training topics have included; developmental areas of the young child, planning and implementing

activities that address specific developmental areas; the daily programme, use of themes, use of educational materials and making of educational materials, and classroom set up. CCRC has also been able to provide the creches with certain educational equipment.

Visits are paid to the centres to observe and assist with the implementation of the skills and learnings.

CCRC has also identified a potential sponsor for the provision of a building for one of the creches that currently operates from a totally unsuitable wattle and daub structure.

Once again in this community there is a very real need to continue with skills training, monitoring and mentoring of the ECD services.

Umduduzi Hospice Care for ChildrenCCRC has been contracted by Umduduzi Hospice Care for Children to:- Assist with administration and fund raising. This has included:

organising two Annual General Meetings; various marketing activities; liaising with supporters of Umduduzi; funding appeals and events; and assisting at the International Children’s Palliative Care Conference held in Durban in May 2018.

- Develop their ECD/Child Care Centre and Programme benefiting children with terminal and life threatening illnesses as well as long stay hospitalised children in hospitals within the Ethekweni Region:

The longest running of these was at Clairwood Hospital but this was closed in May 2018 when the hospital stopped receiving children.

In 2016 CCRC assisted with the establishment an ECD Centre for the pre-school children in the Multi Drug Resistant TB Ward at King Dinizulu Hospital and continues to be involved with the ongoing running of this centre. Average attendance at the centre is 13 young children who may be hospitalised for anything from 6 months to 2 years. The Umduduzi ECD centre addresses the intellectual, emotional and social needs of the children.

In June 2018 Umduduzi established a play centre to serve the Paediatric Wards at the Prince Mshyieni Hospital in Umlazi. CCRC is involved in the ongoing development of this centre.

CCRC has responsibility for addressing the quality of the care and stimulation programme being provided for the children at these two centre.

Christelike Maatskaplike Dienste (CM)CCRC was contracted by Merle Brown - Fund Raising to assist with securing support for CMD an organisation benefitting children and the elderly. CCRC contributed to the submission of funding proposals as well as the facilitation of fund raising training for staff of CMD

Networking and AdvocacyOne of the principles on which CCRC operates is the need to cooperate and partner with all sectors of the community in order to address the holistic needs of children. CCRC has therefore utilised and benefitted from the networking opportunities that it has been able to create as well as those that it has been able to participate in. CCRC is particularly concerned with ensuring that public and private sector organisations that have a mandated responsibility for young children meet their responsibilities.

Support for CCRCSupport for CCRC comes from two forms:Cash: Currently the work of CCRC is dependent on the contacting of its services based on the knowledge and expertise available through the Organisation and a financial contribution from a Trust. We are most grateful to those Organisations who have utilised our services as well as to the Robin Hamilton Trust.In-Kind: CCRC received in-kind donations that benefited our programmes. In particular we wish to acknowledge: The Future Life Foundation; the Staff and Pupils of Atholl Heights Primary School and TopTots.
