Call to return radar Katie Weiss Mark Nash with fellow protesters Picture: KATIE WEISS BARKLY Shire Council and community members have of- fered to pay for operation costs to switch the Tennant Creek weather radar back on after an onslaught of flooding in the Barkly caused chaos and un- certainty. Tennant Creek electrician Mike Nash said the group made the proposal with the NT Cattlemen’s Association (NTCA) on the weekend, days after heavy floodwaters cre- ated road blocks on the Stuart Hwy 70km south of the town. Mr Nash, a spokesman for the weather radar campaign, said a Tennant Creek woman travelling to the Alice Springs Hospital had to make a detour to Camooweal Queensland, 470km away, to avoid floods. He said the woman could have travelled the shorter route earlier, before flood- waters blocked traffic, if the radar was still operational. The radar provided updated information about rain and severe storms online in real time every 10 minutes. Mr Nash said road workers at Gilbert Swamp on the Stuart Hwy were also bogged in the floods because they had no way of knowing they needed to pack up their equipment in time without the radar. ‘‘Even Father Christmas was in strife because he had no idea what to expect. He found it very difficult to navigate,’’ he said. Mr Nash said the group inter- ested in running or leasing out operations of the weather radar would also consider mak- ing a bid to purchase the fa- cility. ‘‘It is an asset for us but it’s (the bureau’s) liability, so they should be happy to get rid of it.’’ He was unsure how much operations would cost but said ‘‘we don’t believe it’s that much’’. NTCA executive director Luke Bowen said that switch- ing off the radar had created a black hole in the 250,000sq km stretch of land across the Barkly Shire. Alice Springs’s Arid Lands Environment Centre co-ordinator Jimmy Cocking said Coca- Cola Amatil, Schweppes Australia and Lion Pty Ltd were using the legal challenge as ‘‘an example’’ to stop other states from rolling the scheme out. The Federal Court hear- ing in Sydney in February 2013 will determine whether the scheme, which offers a 10c incen- tive to deposit empty con- tainers at a deposit centre, is legally valid. The scheme could be seen as illegal to run once the NT Government’s exemption from laws that prevent governments from mandating package label requirements expires on January 3, 2013. The NT Government is currently applying for a permanent exemption from the Common- wealth’s Mutual Recog- nition Act 1992, which could take at least three months. Mr Cocking said Coca- Cola Amatil, which in- itially launched the court application, was taking ad- vantage of the small timeframe between the exemption expiry date and reapplication. Chief Minister Terry Mills said the Australian Food and Grocery Council assured him that manu- facturers would reduce consumer prices on bever- ages if the scheme gets scrapped. He said this price re- duction would reflect a cut to costs that were passed on to consumers by bever- age companies under the scheme. Mr Mills said the Gov- ernment would dismantle the scheme if the court deemed it invalid. But Greens Senator Scott Ludlam said the Act would not prevent a state or territory-based con- tainer deposit system from continuing to run. ‘‘The company is acting out of cynical self-interest and drawing an extremely long bow here,’’ he said. More than 18.6 million containers have been recycled in the Territory under the scheme since it came into effect on Janu- ary 3, 2012. Coca-Cola Amatil did not respond to requests for comment.
