• Three fairs with confirmed swine influenza (SI) • Seven fairs reported sick swine; three had SI• No human illnesses following the fairs• Encourage shorter exhibition time (72 hrs.)• Clean and disinfect equipment• Keep pigs comfortable

Requirement Reminders

• Access to hand-cleansing facilities or hand-sanitizing methods shall be available in close proximity to each building that houses animals.

• Not just a suggestion anymore! It’s the Law!

• Most fairs are doing a good job with this already.

New in PA 466-Animal Industry Act

• Provide shipping arrangements for all exhibited livestock that are to be removed from the fair for movement to slaughter or to a market for livestock auction.

• An animal shall not be used as a prize at a carnival or a midway activity unless approved by thedirector

Requirement Reminders

• Provide sufficient space for separation of livestock

• Adequate food and water to animals

• Bedding used by livestock, feed waste, shipping containers, and other animal-associated waste shall be removed from the animal area and disposed of in a timely and responsible manner

• All facilities and equipment…• Constructed of material that can be cleaned and disinfected• Clean and disinfect prior to animal arrival and after the

animals leave

Requirement Reminders

4 Golden Rules when using Disinfectants

1. ALWAYS remove dirt first

2. NEVER mix disinfectants

3. ALWAYS follow the label

4. USE personal protection equipment

Common disinfectants:• Virkon-S and accelerated hydrogen peroxide (AHP),

commonly known as Accel, Intervention or Rescue

• Bleach (such as Clorox) at a rate of 1:32 which is ½ cup (4 oz.) to one gallon of water

• Dish or laundry soap can be added to the mixture• Do NOT add ammonia to bleach/water mixture

• For poultry: disinfect with a phenolic disinfectant (like Pine-Sol) solution

• Notify exhibitors of all health requirements

• Official identification• Tests• Importation requirements

• Examine and approve paperwork BEFORE the animal(s) unloaded, stabled or commingled with other animals

Requirement Reminders

• Cattle, sheep, goats and farmed deer must have official USDA identification (ID) before leaving their home

• Additional movement requirements for Alcona, Alpena, Montmorency, Oscoda, and Presque Isle counties.

• No longer in Otsego and Cheboygan

• Swine must have official ID before being exhibited

Official Identification

• Official ID must not be removed

• Official ID has a US shield

• Removing tags is punishable by law as felony and fines up to $1100 for first time offenders

• Must not double tag animals with official tags

Requirements for Official Ear Tags

• Interstate Certificate of Veterinary Inspection (CVI = health papers)

• Needed for ALL animals crossing state lines

• Required by people showing animals from other states

• All importation requirements can be found at www.mi.gov/animalimport

Animals from Out-of-State

POULTRY

• There is no longer a shortage of pullorum testing antigen.

• Testing will be required for all poultry except waterfowl, pigeons, and doves shown at public exhibitions in Michigan.

• Birds can be tested up to 90 days before the event if they are separated from untested or positive birds, OR tested at the fair prior to being moved into the barn OR come from a NPIP certified flock with documentation

• Find pullorum testers list at www.michigan.gov/mdard-exhibitinfo under resources

Pullorum Testing For 2021

• To prevent disease spread among exhibited poultry, feed and water containers shall not be removed from the coop except for the purpose of cleaning.

• Feed and water containers provided for exhibition coops shall be new or properly cleaned and disinfected.

• An exhibition coop shall be thoroughly cleaned and disinfected before and after each exhibition.

• A bird should not be handled except by the exhibitor, attendant, fair veterinarian, MDARD staff member, or judge after the bird is placed in an exhibition coop.

Poultry

• Fairs and exhibitions are responsible for notifying exhibitors if poultry vaccinated against ILT are allowed into their event

• This includes in-state and out-of-state poultry.

• If your event allows ILT vaccination and an exhibitor says their bird is vaccinated ask for proof:

• If they cannot provide it, they shouldn’t exhibit• Vectormune®FP LT or Vectormune®FP LT+AE are accepted• Any ILT vaccine given as a droplet in the eye is not acceptable

Infectious Laryngotracheitis (ILT)

• Avian surveillance testing may take place at fairs this summer

• No fee and voluntary; appreciate those that test

• Helps protect the health of Michigan poultry

• Call MDARD at 800-292-3939 to reserve your spot

Avian Influenza Testing

SWINE

• Swine at exhibition with fever > 105º F

• Recommend terminal show

• Recommend reducing time pigs at show =72hrs

• Swine must have an official ear tag and don’t double tag with official tags!

• Importation requirements for swine-interstate certificate of veterinary inspection (CVI)

SHEEP AND GOATS

• Official U.S. Department of Agriculture (USDA) Scrapie Flock ID

• Required for all sheep and goats before leaving any Michigan premises

• Sheep must now have a scrapie tag for exhibition in Michigan• Tattoos are no longer accepted as

official ID at fairs

• RFID tags designed for other species cannot be used for sheep and goats-do not use cattle RFID

Goats at Exhibition

Collars

• The USDA does not support earless goats to be tagged using the tail web. In place of tail web tagging, exhibitors can either use a collar, or neck chain. • Collar placed in a way that does not allow it to

be removed over the head in adults. • For younger goats, the collar

must have room for growth. • Collar and neck chain tagging is

only allowed in sheep or goats who are earless or have ears too injured to tag.

EQUINE

Equine Infectious Anemia (EIA) test requirements (aka Coggins test):

• Proof of negative test within 12 mos.

• Nursing foals less than 6 months of age are exempt

• Description or picture of the horse on Coggins test must match the animal being exhibited-Category II USDA Accredited Veterinarian

• Recommend fair keep copy of EIA test results

CATTLE

Bovine TB testing Requirements

Bovine TB Free Zone: RFID (840 tag);

• Cheboygan and Otsego have no special requirements anymore as the Wildlife Risk Mitigation Program (WRM) has been discontinued-still encouraged

• WRM required in P.I. County since September 1, 2018; Movement permits have been required since 7/1/2020

MAZ & Presque Isle (P.I.) County

MAZ=Alpena, Alcona, Oscoda Montmorency, Presque Isle

Bovine TB testing Requirements

• Verified WRM/EWB is required.

• RFID and approved secondary tag

• TB Testing: Must have WHT within the last 12 months and individuals tested within last 60 days

• animals 59 days or younger must come from herd with a whole herd test (WHT) in the last 12 mos.

• Must have a movement permit

VENDORS

• Pony Rides: Coggins

• Rodeos: RFID, Coggins, CVIs

• Petting Zoos: RFID, Scrapie ID, CVIs, Coggins

• Circus/Zoo Animals: CVIs, ID

• Open Classes: subject to same rules as youth

• Superintendent’s animals!

Don’t overlook these!

• Some elephants have been diagnosed with tuberculosis in recent years

• Had an article in the MAFE newsletter last year• Category A elephants are allowed if they have the

proper testing and an Interstate Certificate of Veterinary Inspection if from out-of-state

• Category B and C elephants are not allowed in Michigan

Remember to have plenty of handwashing stations

• Helps protect the public after touching the animals or animal pens

• Helps protect the exhibitors as well

• Helps protect the animals from exposure to human germs

• Now in P.A. 466 as a requirement=law
