Dear Commissioner Eric Gertler,

As Co-Chairs of the North Country Regional Economic Development Council, it is our honor to provide an update to the North Country strategic plan. The past year has provided us a new opportunity to drive investment to the North Country and more fully realize our strategic goals.

This report is about opportunity. It’s about propelling us forward with a reinvigorated momentum that properly positions the North Country for the future. Here’s how:

• When the Canadian border fully re-opens, we stand ready to welcome the cross-border tour-ism infusion the region has missed for over a year, and are ready to roll out the red carpet for the new opportunities from foreign direct investment, onshoring and industry expansion that will follow.

• As the world adapts to a more remote workforce, we will attract them here with the contin-ued expansion of the necessary infrastructure, innovative industries, quality housing options, and the welcome environment that they seek.

• Last year saw many new travelers from the Northeast discover the North Country. We now have a chance to make them regular visitors. Our downtowns, attractions, and landscape position us to take advantage of this rediscovery. Moving forward we will continue to expand and upgrade our facilities, attracting private investment to enhance our communities and build better destinations.

• As businesses fully return and world markets open, we must ensure that a ready skilled workforce greets them. We will continue to pursue training programs, starting at the K-12 level, to ensure our residents are positioned for good jobs in our future.

• Most importantly, we’ll do it in a way that maintains the genuine character of our region by supporting homegrown businesses and provides a welcoming experience for diverse new residents and businesses that makes our sense of place, their love of place.

The past year validated our strategies and firmed up opportunities that we fully embrace. It’s an effort that we welcome. We look forward to a partnership with, and the support of, New York State and the profoundly transformational qualities of the Regional Council and CFA programs, the Downtown Revitalization Initiative and other state programs that position us for private investment.

It’s that sense of teamwork, passion and community focused drive that we’ll use to guide our priorities into the next year of opportunity.

EXECUTIVE SUMMARY It’s been a year. We’ve all said it. And every time it’s been true. In many cases, it still is. The COVID-19 pandemic impacted nearly every single aspect of the North Country economy. With incredible swiftness and agility, the region’s “essential” companies had to pivot, and in some cases, redesign the way they operate to fit this new reality. For many, that came with increased costs that grew by the day and then doubled the next. “Non-essential” businesses were either forced to shutter or reinvent the way they do business in hopes of weathering a storm completely out of their control. The playing field wasn’t level. For anyone. And on top of that, the endzone wasn’t in site.

Prior to the pandemic, the North Country average annual wage had increased by more than 18 percent since 2011, visitor and consumer spending was up, Gross Regional Product had increased year-over-year and the unemployment rate was down.

Over a year later, and with COVID-19 precautions and restrictions rescinded, the endzone is in view, and the Build Back Better resolve of the North Country contin-ues to shine.

The recovery signs are there. But only because of the hard work, ingenuity and creativity that was enhanced by the right support when and where it was needed. It’s that kind of Build Back Better effort that will continue to propel the North Country forward. It’s that kind of Build Back Better vision that in 2019 created the region’s core priorities of Tradable Sectors, Workforce, Innovation and Placemaking. And it’s that kind of Build Back Better passion that drove the North Country through something that can only be described as “a year.”

A year where the North Country, driven by those priorities, welcomed:

• The opening of the new Saranac Waterfront Resort on Lake Flower;

• The opening of the new Mid-Station Lodge at Whiteface Mountain and Mountain Coaster at Mt. Van Hoevenberg;

• Ward Lumber establishing a worker-owned cooper-ative business through succession, thereby preserv-ing a 130-year old community anchor;

• Agri-Mark Cheese Plant embarking on a $16M project to modernize its operations;

• Construction starting on a large-scale, 20-megawatt energy battery storage project in Franklin County, which is one of the largest in the nation;

• TelosAir commercializing its cutting-edge indoor air quality sensor technology securing contracts to install devices in two hospitals.

On their own, each priority is strong. But together, they define where the North Country will be years from now with a platform for growth and sustainability designed to support and complement other regions of the Empire State.

It’s a platform built to withstand and thrive. Even if, we have another “year.”

Strategic Update


Key Regional PrioritiesThe North Country Regional Economic Development Council (NCREDC) is focused on four regional priorities: Tradable Sectors, Workforce, Innovation and Placemaking. Each priority complements the other and supports the overall goal of creating a North Country environment that supports existing assets, while continuing to strengthen those platforms for continued sustainable growth.

TRADABLE SECTORSThe Tradable Sectors pillar focuses on manufacturing, aerospace, transportation equipment cluster*, defense, biotech, clean energy, agriculture, Foreign-Direct Investment and the region’s connection with Canada.

WORKFORCEFrom tourism to healthcare to advanced manufacturing, it’s critical that the North Country workforce has the necessary skills to meet employers’ modern needs.

INNOVATIONExpansion of the region’s existing culture of entrepreneurship and innovation is essential for the continued growth of organizations and companies seeking to commercialize new technologies and compete in global markets.

PLACEMAKINGTo support the other three priorities, we must establish and cultivate attractive communities where people want to visit, and when they do, begin to plan how to live and work here too.

Several of the NCREDC’s key regional priorities mirror key statewide priorities. As the priorities have evolved over the past ten years, the North Country has continued to focus on those that align with the regional vision. We have added an Asterix where a regional priority if also a statewide priority.

Collectively, each priority is driven by discovering, harnessing and encouraging creative solutions to problems, then empowering our communities with the proper tools and funding to dig deep and build back better.

Overview of ProgressEach core priority has its challenges, many of which are related to past and continued impacts from the COVID-19 pandemic. For some, the pandemic exacer-bated issues that already existed. For others, it created new obstacles. However, as we learned, the region is resilient and adapted only to become stronger from the collective struggle that affected our communities and priorities in different ways.

The North Country is well positioned to move beyond the trials of the past year in a way that addresses these challenges with thoughtful, collaborative efforts that move these regional priorities forward.

TRADABLE SECTORSAlthough border restrictions have impacted other sectors such as tourism and retail, commercial traffic still flows in both directions, thus maintaining the vital cross-border supply chains and the ability to distribute finished goods to customers. The closure of the border has, however, impacted the region’s ability to physically showcase itself to Canadian companies looking to expand to the U.S.

In the local food sector, pandemic driven demand at value-added producers, including Hub on the Hill and North Star Food Hub, led to added income at local farms. Increased demand for value-added agricultural products has opened up potential markets for future food processing facilities in the region. Especially as more customers seek comfort and security in locally sourced food.

Access to markets remains a challenge for small farms and mid-scale manufacturers alike as communities located in the interior or on the edges of the region lack quick highway and rail connections to major metropolitan areas. Manufacturers looking to develop facilities cluster in the region’s existing centers of commerce where cellular, broadband, wastewater, transportation and redundant energy infrastructure is located. The region’s past success in tradable sectors has set the blueprint for sustainable economic devel-opment and now the NCREDC must implement tools it has already been using to attract new investment to the broader communities, while addressing the workforce availability challenges still impacting the region’s major employment centers.

Despite the challenges presented by the COVID-19 pandemic, specifically the shifting economic founda-tion, our strategies for 2021 remain unchanged.

WORKFORCE*Workforce development remains a key component to expanding every sector of the North Country economy and every regional priority for that matter. From tourism to healthcare to advanced manufacturing, workforce needs were magnified by COVID-19. To ensure the ex-pansion of the workforce and that those working have the necessary skills, the region has developed employ-ment pipelines for the healthcare industry; established and expanded apprenticeship programs in the skilled trades; built transportation networks to connect rural workers in various sectors to employment centers; and fostered collaboration between institutions of higher education and regional employers.

Additionally, childcare became a clear, significant workforce issue, as many workers lost their childcare when providers closed during the pandemic. For many, this meant they could not work. And as people who had been permitted to work from home during the pandemic were called back to their offices, the full impact of this issue became apparent. Expanding affordable childcare throughout the region will also allow more parents to enter the workforce, increasing the supply of labor.

Continued growth of all sectors of the North Country economy requires further efforts to expand and train the workforce. Local work-ready training helps augment private companies’ skills training programs, while facilitating the smooth entrance of workers into lower-skilled industries. Travelling upskilling programs also help shift workers to higher-skill, higher-wage employment, helping to fill gaps at tradable sector employers. One of the region’s largest talent pools is Fort Drum, home to the U.S. Army’s 10th Mountain Division. Each month, 200 to 300 soldiers transition out of the Army as they end their military service. This represents an ongoing group of skilled people local businesses can recruit to fill private sector openings.

While these needs and opportunities have been high-lighted in previous NCREDC plans, actions to dramati-cally expand efforts in these priority areas are critical.

INNOVATIONCOVID-19 provided an opportunity for the North Country’s innovation economy to demonstrate what it does best: develop solutions to critical and time-sensi-tive challenges. The NCREDC’s innovation goal is to establish the region as a landing spot for both innovative companies and individuals. To reach that goal, we work to attract teleworkers in innovative industries, facilitate the funding of new businesses and commercialize technologies through the development of new firms.

While the North Country is an attractive place to live, critical infrastructure investment necessary to accommodate telework must continue across the region. Access to cell-phone networks and high-speed broadband is crucial for any potential telecommuters operating in high-paying innovation jobs in fields such as finance, technology, bio-technology, marketing, design and business development to work remotely. This is particularly important when attempting to recruit people from metro areas, where this infrastructure is commonplace.

Further, we must examine the diversification of the region’s housing stock in order to attract a remote workforce, and explore incentives to businesses and teleworkers to encourage them to consider the North Country as a place to do business.

PLACEMAKING*The North Country’s downtown revitalization efforts have increased tourism and residential development in the region over the last few years. Although visitation ground to a halt in the early months of the pandemic, as the region re-opened, we experienced a surge of visitors. The abundance of outdoor activities that generally allow for appropriate social distancing and the ability to drive a relatively short distance to the Adirondacks or Thousand Islands appealed to a house-bound population. Visitors from across the Northeast, who traditionally have vacationed overseas or in other regions of the country, are now discovering or redis-covering North Country tourism centers.

The continued closure of the Canadian border to leisure travelers is having a significant impact on the northern parts of the region, from Plattsburgh to Massena to Alexandria Bay. Border communities depend upon a steady flow of year-round Canadian vis-itors to shop, spend the night and frequent attractions. Economies in those communities feel their absence both culturally and financially.

On the other hand, the North Country is benefiting from increased real estate investment from regular visitors who are opting to live here permanently. Residential real estate is selling briskly in tourism destinations such as Lake Placid, Saranac Lake, the Thousand Islands, Keene and Schroon Lake, presenting a significant op-portunity for residential growth in the North Country. At the same time, though, the increased interest has inten-sified the already critical shortage of affordable market rate, and workforce housing across all communities.

Both tourism and year-round population growth are dependent on continued effort to provide cellular and broadband service to every community center and major travel corridor. In addition, continued investment in downtowns including streetscape and façade improvements, anchor destination development, small business assistance, and diverse housing options will ensure more communities realize their long-term potential as visitation and residential destinations.


Assessment of Challenges

TRADABLE SECTORSDespite the massive economic foundational shift, the goals established by the North Country region’s Tradable Sectors Work Group working group prior to the COVID-19 pandemic have changed little. The region’s resources, proximity to Canada, agricultural assets, and progressive stance on being a leader in renewable energy well position our tradable sectors to move forward with the following strategies.

Strategies

1. Energize our communities by building on growth in the aerospace, transit equipment, defense, biotech, energy, and manufacturing industries.

2. Leverage our gateway to Canada, the nation’s largest trading partner, to reinvigorate cross-border commerce, increase Foreign Direct Investment in the region, and increase opportunity for North Country businesses to export goods and services into Canada.

3. Maintain, establish, and expand storage, processing, and distribution systems in the region to promote the sale of value-added agricultural products that are sold locally, regionally, and globally.

4. Harness the region’s renewable energy resources (wind, hydro, biomass, solar) to increase generation, distribution, storage capacity, and clean energy jobs, and reduce community and business costs through energy efficiency improvements.

STRATEGY 1 - ENERGIZE OUR COMMUNITIES BY BUILDING ON GROWTH IN THE AEROSPACE, TRANSIT EQUIPMENT, DEFENSE, BIOTECH, ENERGY AND MANUFACTURING INDUSTRIES

Most of the region’s manufacturers were able to remain active throughout the pandemic because they produced an essential product. They also benefitted from the fact that the flow of commercial traffic across the U.S/Canada border did not stop in either direction. As a

result, they were able to maintain cross-border supply chains and the ability to distribute finished goods.

Despite pandemic-related supply chain issues and production slowdowns due to workforce shortages, the North Country region was still able to complete a number of successful projects related to this goal.

STRATEGY 2 – LEVERAGE OUR GATEWAY TO CANADA, THE NATION’S LARGEST TRADING PARTNER, TO REINVIGORATE CROSS-BORDER COMMERCE AND INCREASE FOREIGN DIRECT INVESTMENT IN THE REGION

Although pandemic related restrictions severely impacted tourism and retail sectors, the North Country’s shared border with Canada remained a key strategic asset. Despite the inability to recreationally move between countries, U.S. and Canadian citizens listen and watch the same public radio and television stations. They both recreate on the St. Lawrence Seaway and Lake Champlain, and even work together in community and world service.

Despite pandemic restrictions, our relationship with Canada has not changed. If anything, it’s been strengthened as each nation shares the same purpose of supporting safe travel between the two nations and a desire to open the border as soon as possible.

STRATEGY 3 – MAINTAIN, ESTABLISH AND EXPAND STORAGE, PROCESSING AND DISTRIBUTION SYSTEMS IN THE REGION TO PROMOTE THE SALE OF VALUE-ADDED AGRICULTURAL PRODUCTS THAT ARE SOLD LOCALLY, REGIONALLY AND GLOBALLY.

Our vision is to invest in agriculture as we help feed the region and the world. Fortunately, our agricultural economy is incredibly diverse with small farms, large-scale dairy farms, and young entrepreneurs generating niche products and innovative solutions to increase food production.

Dairy, which took a secondary hit from the pandemic and continues to struggle with depressed milk pricing, remains the number one agricultural product across most of the region. Yet as plant shutdowns and supply chain disruptions impacted traditional farm-to-table motion, small producers of everything from meat to produce were suddenly inundated with demand for their products. Fortunately, the industry was well positioned for the demand thanks to the rise of small producers over the last few years and early assistance when the pandemic hit.

A creamery, assisted early on by CFA funding, was able to expand its bottling activity to provide the market with milk from local farms. Local meat processors were suddenly at full capacity, and local greenhouse operations were able to supply food to market, while also donating product to needy families through local food distribution events.

It’s because of these successes that we continue to focus on promoting agriculture: advancing high-tech year-round food production, expanding value-added food production, and fostering a new generation of farms.

STRATEGY 4 – HARNESS THE REGION’S RENEWABLE ENERGY RESOURCES TO INCREASE GENERATION, DISTRIBUTION, STORAGE CAPACITY, AND CLEAN ENERGY JOBS, AND REDUCE COMMUNITY AND BUSINESS COSTS THROUGH ENERGY EFFICIENCY IMPROVEMENTS.

The North Country continues to be a leader in the renewable energy sector with 44 percent of existing state-wide renewable energy being produced here. The industry is responsible for 2,000 direct and indirect jobs, a figure that continues to grow.

This growth has been sparked by Governor Andrew M. Cuomo’s awards for 21 large-scale solar, wind and energy storage projects across upstate New York, totaling 1,278 megawatts of new renewable capacity. North Country projects include:

• ELP Ticonderoga Solar: East Light Partners will build a 19.99-megawatt solar facility in the town of Ticonderoga.

• North Side Energy Center: NextEra Energy Resources will build a 180-megawatt solar facility in the towns of Brasher, Massena and Norfolk.

• Sandy Creek Solar: Boralex will build a 19.99-mega-watt solar facility in the towns of Adams and Ellisburg.

• Greens Corners Solar: Boralex will build a 120-megawatt solar facility in the towns of Hounsfield and Watertown.

• SunEast Fairway Solar: SunEast Development will build a 19.99-megawatt solar facility in the town of Oswegatchie.

In addition, the NYPA’s Smart Path and Smart Path Connect projects will grow transmission capacity in the


state with upgrades to 186 miles of transmission lines, switchyards and substations.

The state’s first fast-charging hub for electric vehicles (EV) was unveiled last October in Jefferson County and a second is planned for Watertown as part of a state-wide Evolve NY charging network being installed along key travel corridors and in urban areas.

And construction began in Franklin County on a large-scale, 20-megawatt energy battery storage project, one of the largest in the nation. The innovative facility will support New York’s ambitious goal to deploy 3,000 megawatts of energy storage by 2030—an amount equivalent to powering 40 percent of New York’s homes. The $23.8 million project’s location in Northern New York will encourage efficient, reliable growth of renewable energy. More than 80 percent of the region’s electricity supply comes from renewable resources, including NYPA’s St. Lawrence hydropower project and more than 650 MW of local wind genera-tion. Having the capability to store renewable energy for later delivery also will help eliminate current trans-mission constraints that can prevent energy from being delivered to consumers.

Together, these projects will establish the North Country as one of the state’s leading places to build and grow a renewable energy business.

WORKFORCEWithout a sustainable workforce that’s properly pre-pared to meet employer’s needs today, and in the future, North Country business growth will stagnate. To meet those needs, we’ve identified the following strategies.

Strategies

1. Reduce barriers to enable the region to train, retain and recruit its needed workforce.

2. Develop incumbent worker training opportunities in the region to meet current and future employer requirements.

3. Train and retain the North Country workforce to in-crease the capacity and capability of the workforce.

4. Refine programs that begin workforce develop-ment in our K-12 educational systems

5. Expand quality affordable childcare options to meet the demands of a workforce in small towns and rural communities.

STRATEGY 1 – REDUCE BARRIERS TO ENABLE THE REGION TO TRAIN, RETAIN AND RECRUIT ITS NEEDED WORKFORCE

This strategy is particularly important in healthcare, where we must maintain a pipeline for future health-care workers and augment training by providing virtual training services. To do so, it’s essential to identify gaps in employment pipelines across the healthcare system and encourage partnerships to share resources for education and training needs.

Other opportunities for workforce growth include telemedicine, which requires workers to be adept in conducting virtual appointments. Similarly, critical posi-tions such as lab and surgical technicians, public health advocates, certified nursing assistants and medical office assistants remain in high demand.

In addition to healthcare, there are significant shortfalls in both the lodging and hospitality workforce. The short

tourism season makes year-round employment diffi-cult by creating inherent staffing limitations. Another ongoing issue is related to geography. Tourism con-tinues to be concentrated in a few communities rather than distributed throughout the region. This is further complicated by the cost of living in the communities where the jobs reside relative to availability of afford-able housing and people needing to then commute far distances to work with no public transit options.

Local workforce shortages, especially in healthcare and hospitality, compounded by availability of childcare, are making it very difficult for employers to maintain stable labor pools currently.

STRATEGY 2 – REFINE PROGRAMS THAT BEGIN WORKFORCE DEVELOPMENT IN OUR K-12 EDUCTIONAL SYSTEMS.

A major obstacle to ensuring continued development of work-based classroom learning is the on-going retirement of the baby boomer generation, especially in STEM fields. This loss creates a heightened need for school districts to ramp up recruitment efforts in already difficult to fill math and science educator roles.

STRATEGY 3 – TRAIN AND RETAIN THE NORTH COUNTRY WORKFORCE TO INCREASE CAPACITY AND CAPABILITY

This is specifically important in skilled trades as it becomes increasingly important to recruit students into Career Technical Education programs and apprentice-ship programs.

Some of the hurdles, apart from lack of interest among younger people, include the retirement of baby boom-ers who traditionally occupied jobs in skilled trades. While some older adults are interested in entering a trade, lack of access to financial aid continues to be a problem.

STRATEGY 4 – DEVELOP INCUMBENT WORKER TRAINING OPPORTUNITIES IN THE REGION TO MEET CURRENT AND FUTURE EMPLOYER REQUIREMENTS

To successfully move this strategy, it’s important to provide support for certifications and training careers that involve the production of new products. Especially as it relates to developing training programs that attract young students to employment opportunities in modern manufacturing.

Several factors limit this possibility, including gaps in the supply chain and lack of capital for expansion. In

addition, small manufacturing businesses need remote training programs to help recruit employees—a pros-pect that has become more challenging as manufactur-ing wages continue to decrease at a time when wages in other industries, such as fast food, are increasing.

STRATEGY 5* – EXPAND QUALITY AFFORDABLE CHILD CARE OPTIONS TO MEET THE DEMANDS OF A WORKFORCE IN SMALL TOWNS AND RURAL COMMUNITIES

The lack of affordable childcare in the North Country impacts employment opportunity and economic growth across all sectors. Even prior to the COVID-19 pandem-ic, 86 percent of the 105 census tracts that comprise the region were considered childcare deserts. On average, there were 5.8 children for every available childcare slot. State and national experts estimate that 40-50 percent of existing childcare programs have closed or will close operations because of the pandemic.

Necessary social distancing and other health and safety regulations required during the pandemic reduced an already thin margin. The pay scale makes it difficult to attract employees to the childcare profession. At the same time, school models requiring students to learn from home, whether full-time or part-time, further increases the need for childcare for parents that must work, but the lack of childcare options leaves many parents with no choice but to stay home when their children are home. This requires flexibility on the part of their employers, and where broadband infrastructure is limited, eliminates the option of working from home for many. The situation also affects recruitment of new employees who may be impeded by the need to stay home with their children. The impact on the workforce reduces business productivity and profitability, imped-ing an enhanced economic climate.

INNOVATIONIn 2019, the NCREDC established its Innovation workgroup with the goal of expanding the region’s existing culture of entrepreneurship and innovation and become a landing spot for people and companies seeking to commercialize new technologies and innovative solutions. The result of which is the following strategies.

2. Attract new innovative companies to the North Country.

3. Support entrepreneurship within the region by assisting in the commercialization of new products and ideas.

4. Explore how the region can attract ‘gig,’ ‘digital nomad,’ and teleworkers in innovation-related fields.

5. Implement critical infrastructure to improve connectivity.

STRATEGY 1 – MAINTAIN THE REGION’S INNOVATION ECONOMY BY RETAINING BUSINESSES BUILT AROUND TECHNOLOGY AND INNOVATION

The North Country Center for Businesses in Transition hosted a digital conference focused on attracting new owners for existing North Country businesses. The conference, marketed to select metropolitan areas across the Northeast, attracted over 180 people.

In addition, Governor Cuomo’s commitment to universal broadband has expanded access to this critical infra-structure throughout the North Country, which opens more avenues for existing businesses while making the area more marketable to new business.

STRATEGY 2 – ATTRACT NEW INNOVATIVE COMPANIES TO THE NORTH COUNTRY

The North Country’s innovation economy is inextricably linked to the region’s higher education facilities as well as national trends. Commercializing and scaling technological innovations requires market research, and labor conditions that are conducive to easily adapt to new ways of doing business.

STRATEGY 3 – SUPPORT ENTREPRENEURSHIP WITHIN THE REGION BY ASSISTING IN THE COMMERCIALIZATION OF NEW PRODUCTS AND IDEAS

COVID-19 presented an opportunity for the North Country to showcase its entrepreneurial strengths. For example, Clarkson University installed epidemiology infrastructure in the university’s wastewater treatment systems to detect COVID-19 at the community level. And Adirondack Health partnered with Trudeau Institute to establish an infectious disease testing lab to quickly screen for COVID-19 and other pathogens, which allowed Adirondack Health to continue to offer elective surgeries.

Further growth is possible by helping companies gain access to funding. For example, Point Positive, Inc., an angel investment group focused on commercializing and expanding North Country businesses, grew its number of active investors by 19 percent in the past year.

Additionally, as part of the North Country Innovation Hotspot Program, Point Positive and the Shipley Center at Clarkson University organized a Point Positive 101 Virtual Workshop series that attracted over 50 registrants from around the region. The session taught entrepreneurs how to prepare scalable businesses for investment.

STRATEGY 4 – EXPLORE HOW THE REGION CAN ATTRACT GIG, DIGITAL NOMAD, AND TELEWORKERS IN INNOVATION-RELATED FIELDS

While the global pandemic provided an opportunity for the North Country’s innovative companies and institutions to grow, several of the region’s implementation items grew more challenging to implement, leading to the reprioritization of efforts. For example, the work-from-home environment stimulated the development of a distributed workforce, increasing the challenge of recruiting companies headquarters and facilities to move to the region, but increasing the opportunity to recruit teleworkers in innovative industries.

STRATEGY 5 - IMPLEMENT CRITICAL INFRASTRUCTURE TO IMPROVE CONNECTIVITY

While the North Country is an attractive place to live, critical infrastructure investment necessary to accom-modate telework must continue across the region. Access to cell-phone networks and high-speed broad-band is critical to potential telecommuters operating in high-paying innovation jobs in fields such as finance, technology, bio-technology, marketing, design and business development. This is particularly important to recruiting people away from metro areas, where this infrastructure is commonplace, is a continued challenge.

BROADBAND

The COVID-19 pandemic exacerbated the disparities between those communities with high-speed broadband and those without. Cellular access and high-speed broadband are critical to the relocation of telecommuters and throughout the past year, attractive communities with adequate broadband service have drawn new remote workers and their families while those without have struggled to grow their economies.


Efforts to bring universal broadband has expanded access to this critical infrastructure throughout the North Country; however, some areas will not receive high-speed fiber broadband, and limited competition between providers prevents the level of service anticipated by former urban and suburban residents as well as those local businesses that need to compete at a global level. Continued efforts to ensure high-speed fiber across the region are imperative to geographic equity and opportunity.

CELLULAR

Similar to broadband, communities with adequate telecommunications service have attracted new remote workers over the past year. The main impediments to extended coverage throughout the region include low population densities that limit the economic viability of cellular infrastructure; large tracts of undevelopable State land; rights-of-way and land ownership challenges; and topography. While COVID-19 did not change these obstacles, it did emphasize the need to overcome them.

PLACEMAKINGAttractive communities draw new people to the region. Not only to visit, but to possibly even consider relocat-ing to the area for a career or opening a new business. In order to create communities where people want to live, work and play, the NCREDC is working towards these strategies:

Vibrant community downtowns that host a diverse mix of business, residential housing and public space can serve as a catalyst for increased and sustained eco-nomic development. Well designed, planned and revi-talized downtowns increase the quality of life for those living in the community, but also increase the commu-nity attraction, particularly to new residents and visitors of varying ages, incomes and interests. strategic downtown development and revitalization is also fiscally responsible by reducing the cost of new infrastructure spread over a wider geographic area.

In the past year, downtown businesses made the best of a very challenging situation. Some shifted their time to learning more about e-commerce, online payment platforms, social media and marketing or other modern tools. Often, this involved participating in free training offered by various economic development agencies.

Retailers, particularly restaurants, pivoted to take-out, curbside pickup and delivery. Many establishments that had never considered providing these services adopted them out of necessity—and, as a result, are now better prepared for modern commerce and a shifting market.

STRATEGY 2 – ACTIVATE TOURISM AS A DRIVER TO DIVERSIFY OUR ECONOMIES BY CREATING DEMAND TO ACCELERATE INVESTMENT

The North Country region enjoys a worldwide reputation as a tourist haven for our mountains, lakes, ample lodging amenities and global sports. The global pandemic hit the area hard, with international travel reduced to almost nothing. However, the region fared remarkably well, especially given the closure of the Canadian border. Historically, Canadian tourism to all parts of our region has been a four-season staple, bolstering the lodging, attractions and dining sectors. Thanks in part to the efforts of the REDC and the emphasis on outdoor tourism, our region ended the pandemic year with strong tourism numbers.

This would not have been possible without encour-aging travel from downstate, and other parts of the Northeast, to Upstate New York. New and younger tourists visited, and learned a new appreciation for our natural wonders, historical sites, world class sports facilities and unique amenities.

Our region is steeped in history, and many of our attractions offer a truly authentic experience that is favored by younger people and their families, many of whom enjoyed time engaging in new and different activities while here. And while there wasn’t a plethora

of sports activities to watch, visitors were able to check out the iconic sports facilities they had previously only seen on TV or in the movies, further solidifying the region as iconic. This will continue to pay off as we emerge from the pandemic if our region continues to shift to be more intimate and authentic while fostering a rural sophistication. Communities interested in growing their economies through tourism, need to develop destination management and destination development plans.

STRATEGY 3 – DEVELOP A VARIETY OF HOUSING OPTIONS NECESSARY TO ATTRACT AND RETAIN RESIDENTS AND A QUALITY WORKFORCE

Like many regions of the country, the North Country is experiencing a shortage of affordable housing for residents of all ages and income levels. The solutions may vary slightly from community to community, but the issues are the same: lack of options, affordability, not ADA Compliant, proximity to work, and maintenance costs. Our region poses some specific hurdles, including building standards for wind, snow load and cold weather.

The pandemic societal reset, in which people are rethinking their commitment to corporate life, cities and urban living, creates an opportunity for the North Country to market itself as a prime residential area. Remote work opportunities for many professionals have escalated rapidly, and if the trends continue, more people are going to demand they have the ability to work remotely.

With our excellent school systems, available land, recreational opportunities and close proximity to mid-sized and very large cities, our area is uniquely positioned to take advantage of this dramatic shift toward a new work/life balance. The NCREDC is examining ways to comfortably and affordably house the remote workforce of the future.

TRADABLE SECTORS

Manufacturing Workforce Skills Gap

The manufacturing workforce skills gap that already existed prior to 2020 was only further highlighted by the pandemic. The need for a skilled workforce is now compounded by trends in smart manufacturing and the growing utilization of artificial intelligence and robotics, especially as onshoring improves supply chain security and reliability.

The NCREDC efforts must reinforce and include:

• Providing support for tech skill training and certification programs to train unskilled workers.

• Providing support for incumbent workforce training to meet industry- and employer-specific needs. The region must assist New York manufacturers to compete at the highest levels, nationally and internationally.

On-Going Border Closure - Foreign Direct Investment Opportunities from Canada

The North Country’s shared border with Canada remains a key opportunity and strategic asset. Although border restrictions have severely impacted our tourism and retail sectors, commercial traffic still flows, main-taining cross-border supply chains and the ability to distribute finished goods to customers.

While exports bring money into the region, the pan-demic’s interruption of supply chains has stimulated interest by some manufacturers in bringing production of certain components closer to home. This creates an opportunity to stem “leakage” and keep money within New York and the regional economy. To advance these opportunities, the region’s economic developers will need to partner closely with the state to offer incentive packages.


• Increasing marketing to Canadian businesses to promote northern New York as an accessible point from which to reach the U.S. marketplace.

• Developing and promoting a virtual cross-border networking event to promote B2B activity between New York and Canadian businesses. Develop and promote webinars for Canadian businesses on information and resources to assist them in doing business in the U.S.

• Developing and promoting webinars for New York businesses on information and resources to assist them in doing business in Canada.

Agri-Business

COVID brought the food supply chain’s true weakness to light – from farm to table. Prices skyrocketed. Items sold out. Some could not access the food they needed to feed their families. From farm, to processors, to manufacturer, to distributor, to table – the weaknesses became evident, but so did the strengths. We therefore continue to focus on three key strategies to promote agriculture in the region: advancing high-tech, year-round food production; expanding value-added food production; and fostering a new generation of farms.


• Working to relax and streamline requirements in certifying local food as suitable for use in public institutions such as schools.

• Encouraging greater utilization of New York State food products.

• Expanding access for small local producers to sell to schools and similar markets.

• Establishing or expanding local meat processing facilities to reduce bottlenecks, meet consumer demand, and increase income to small producers.

• Promoting funding mechanisms to help establish and expand storage, processing, and distribution


systems in the region to promote the sale of value-added agricultural products that are sold locally, regionally, and globally.

WORKFORCE

Childcare*

Regional support of quality childcare options was never more evident than during this past year, as work from home and hybrid school models became the norm. Having affordable and available childcare not only im-proves long-term workforce recruitment and retention, it also helps with near-term employee work attendance. This was one of the most universal issues identified across all sectors and the NCREDC will continues its advocacy efforts.


• Working to increase the supply of in-home group childcare businesses. The lack of population density and heavy regulatory requirements make it difficult to establish larger, institutional childcare facilities that can be financially successful.

INNOVATIONThe Innovation Work Group re-prioritized itself based on the new remote work environment. The acceleration of telework presents opportunities for the NREDC to focus on attracting individuals rather than companies.


• Updating the strategic objective to “attract tele-workers in innovation-related fields to the region

and retain those workers who relocated to the region during the COVID-19 pandemic.”

• Proposing a new strategic objective: “educate local residents of the opportunities to work remotely in innovation-related fields and upskill our workforce to participate in the global innovation economy.”

• Work with the Workforce Work Group and the re-gion’s educational partners to market remote work in innovation related fields.

• Redoubling efforts to commercialize the technolo-gies emanating from our universities and institutes and work to foster new businesses scaling these breakthroughs.

• Working to recruit teleworkers in life sciences-relat-ed fields.

Broadband

Throughout the past year, regional efforts to map existing broadband gaps have detailed persistent areas of need. The Council will continue to work with local providers to submit the grant applications necessary to make rural broadband economically feasible and address these gap areas.

Cellular

The NCREDC will continue to advocate for a statewide effort to plan for the provision of universal cellular access. This plan should include diverse stakeholders including carriers, landowners, and regulators to map and pre-permit sites for telecommunications infra-structure, and then provide the financial incentives

necessary to make such projects economically viable. The plan should recognize the economic value of the North Country’s scenic and aesthetic resources and operate within local and State regulations that protect these assets.

PLACEMAKINGIn 2019, the North Country Regional Council’s Placemaking Work Group established this goal: “To create attractive communities where people want to live, work, visit and stay.” The group identified several strategies, including destination development (hospitality and tourism), downtown revitalization, housing, and infrastructure improvement. Each of these areas has experienced its own unique set of challenges created by the pandemic and they are not necessarily uniform around the region. To move each strategy forward, the following pivots are necessary.


Downtown Revitalization*

• Working to develop inclusive, grass roots ways to engage downtown business owners, residents, economic development agencies and citizens, paying particular attention to economic justice issues and cross-region engagement.

• Supporting communication strategies to keep communities abreast of activities and initiatives, with strategic social media usage and special attention paid to underrepresented groups and communities.

• Being mindful of the entry points into downtowns and address neglected areas.

• Encouraging communities to consider continuing pandemic initiatives such as closing downtown streets and permitting restaurants to have extra outdoor seating, creating art installations, pop up shops/events and other ways to draw people downtown and creating a sense of place, community and civic engagement.

Tourism and Global Sports

• Assessing the region’s amenities and attractions with an eye toward determining what will attract Millennial, Generation Z and Generation X families and individuals to our area year after year.

• Focusing on a more diverse tourist base by supporting investment in more welcoming communities and marketing to a diverse audience.

• Encouraging training small and micro businesses to use Facebook, Instagram, Tik Tok, etc., to promote their businesses and region.

• Promoting investment in quality, full-service glamping upgrades to primitive campgrounds.

• Promoting agritourism and day-on-a-farm experiences, producing and fruit-picking experiences, corn mazes, mushroom foraging, wildflower and bird identification.

• Promoting activity suggestions and trails that can be accessed via mobile phone or online to find attrac-tions, amusements, dining, lodging, state parks and historical societies.

• Providing programs for communities to plan for Destination Development.

Housing

• Encouraging housing development and financing for critically needed affordable workforce and market-rate housing.

• Supporting assistance to homeowners enabling them to affordably age in place in their current homes.

• Advocating for more affordable housing in smaller towns and hamlets.

• Recognizing that homeownership is not for everyone and supporting rental projects that include yards, grilling areas, space for pets and private outdoor spaces

• Reviewing housing trends to ensure new projects incorporate energy efficiency and heating options desired by renters and purchasers.

• Promoting the creation of market-rate units in downtown areas. In addition to fostering a healthy mix of incomes, as stated in the above goal, it also introduces purchasing power within walking distance of downtown businesses.


Significant Progress Advancing Regional

StrategiesTRADABLE SECTORS

EZ Stak

In March 2020, EZ Stak—a leading manufacturer of vehicle storage systems for trailers, trucks, vans and service bodies—completed the purchase and renovation of a new facility in Watertown boosted by a $1.2 million Round 9 Capital Grant. The $6.2 million investment allowed the company to relocate much of its aluminum manufacturing from Canada to New York. In doing so, the company was able to best position itself within the pandemic by developing a series of COVID-19 Response Trailer Packages designed specifi-cally to provide support to first responders. In total, the

project helped retain 21 existing jobs and will create 15 additional jobs.

Agri-Mark

On June 22, 2021, Governor Andrew M. Cuomo announced that construction began on a $16 million expansion at Agri-Mark’s Chateaugay plant. This Round 4 priority project is incentivized by a $2,000,000 ESD Capital Grant as well as $4 million in Economic Transformation Program funds. This project allows Agri-Mark to retain 106 full-time jobs at the plant and support over 500 agriculture jobs throughout the region.

WAC Lighting

In April 2021, W. Schonbek LLC, a new wholly owned subsidiary of WAC Lighting, signed a purchase agree-ment with Swarovski Lighting to acquire all operating assets related to the Schonbek brand. In doing so, the company plans to invest in updates and capital improvements at its Plattsburgh operating facility. To help make this happen, ESD provided $1.3 million in performance-based Excelsior Tax Credits. As a result, the company will add 52 new jobs over a five-year period while retaining 130 existing jobs.

Arconic Corp.

Arconic Corp. is working with the St. Lawrence County IDA-Local Development Corporation to complete a strategic planning and feasibility study for a potential business park on approximately 1,300 non-contiguous acres in Massena. The $180,000 study is funded by a $90,000 Round 9 ESD SPFS grant

Norsk Titanium

Norsk, the first FAA-approved supplier of aero-space-grade, additive manufactured, structural titanium components, opened its new R&D facility on the grounds of the former Clinton County Airport in early 2020. This is the company’s second facility located in Plattsburgh, NY. Norsk will bring $1B private investment over the next 10 years, creating nearly 231 direct new advanced manufacturing jobs. New York State has invested $125 million in this project.

New York Air Brake

This Watertown based company is commercializing its EE-26™ brake system, an electropneumatic technology with the capability to handle both true pneumatic and electropneumatic control. This technology provides increased safety, improved train-level brake perfor-mance, and better diagnostics.

Black River Valley Natural

Black River Valley Natural, a new start-up by a Lewis County couple, began operation in February 2019 producing high-end, flavored butter. The company rehabilitated a building on a former Lyons Falls mill property and added its first employee in August 2019. Along with butter, the company is actively working with other producers in the county. A small bottling opera-tion is now producing cream line milk, and maple syrup is now being sourced, with maple milk being sold this year at the New York State Fair.

North Country Creamery

This small dairy farm in Keeseville produces yogurt, milk and cheese, as well as some meat. It was one of almost 30 farms around New York to be awarded money from New York State’s New Farmers Grant Fund to help purchase processing equipment to make value-added products.

Losurdo Foods

The company, which received a $74,000 ESD Capital Grant, committed to creating five new jobs and retaining 55 existing employees. It used the grant to replace its old equalization tank with a new 260,000-gallon, glass-fused steel one, to allow the facility to maintain current production as well as meet future demand at its Heuvelton plant.

Thousand Islands International Agribusiness Park

After receiving a Round 9 $500,000 ESD Capital Grant, this new Watertown business park will welcome Cazenovia Equipment Company, a farm equipment dealer that will consolidate its regional service center. In addition, the region’s largest beverage distributor, Eagle Beverage, is constructing a distribution hub.

North Country Dairy LLC

Located in North Lawrence, North Country Dairy produces yogurt that can be shipped in 10 different types of packaging. With the support of a $300,000 ESD Capital Grant, the facility recently completed an expansion that includes the acquisition and installation of processing equipment and machinery to produce a new specialty yogurt. The expansion will add 17 full-time jobs at the facility, bringing total employment to 102.

Curran Renewable Energy

In July 2019, this Massena company began ship-ping industrial grade wood pellets from the Port of Ogdensburg to Denmark after signing a test agreement with a Swedish trading company. Since signing the agreement, the Curran plant doubled its production and is now running at 100 percent capacity.

North American Forest Group

An affiliate of Curran Renewable Energy, North American Forest Group recently acquired the 144,000 square-foot former ACCO office products manufactur-ing facility that had been vacant for the last five years.


With the support of a $350,000 ESD Capital Grant, the group plans to convert the facility into a sawmill and wood products distribution operation, creating 20 jobs over the next three years.

Benson Mines Inc.

In April 2021, NYSERDA executed a land-lease agree-ment with Benson Mines, with support from the Town of Clifton, the Clifton-Fine Economic Development Corporation, St. Lawrence County and the St. Lawrence County Industrial Development Agency (IDA). Located on the northwest edge of the Adirondack Park, the approximately 20-megawatt build-ready Benson Mines Solar project will be built on the remnants of Benson’s former iron ore mining operation, spanning approx-imately 130 acres. Once completed, the project will provide enough renewable energy to power more than 4,500 homes.

WORKFORCENorth Country Regulated Home Day Care Training Bootcamvp

Jefferson Community College is partnering with several community organizations to address a shortage of qualified childcare in Jefferson and Lewis Counties. Working together with Community Action Planning Council (CAPC) and the Watertown Small Business Development Center (SBDC), an accelerated program to educate, train and enable individuals to start their own in-home childcare business has been developed. The North Country Regulated Home Day Care Training Bootcamp was initiated by Lewis County Economic Development and Lewis County Planning Department as they worked to come up with a solution for the urgent childcare need in Lewis County.

Ward Lumber

In May 2021, Ward Lumber Worker Cooperative, Inc successful purchased the assets of Ward Lumber, Inc, including real estate, machinery, equipment, furniture and fixtures, to preserve operations in Jay and Malone. This investment established a worker-owned cooper-ative business through succession, thereby avoiding liquidation and closure of the 130-year old establishment. This $1,500,000 Round 9 priority project was incentiv-ized by a $250,000 ESD Capital Grant, which helped retain 46 jobs.

INNOVATION

LC Drives

In recent years, Potsdam based LC Drives, has invested $4 million in its work to develop and manufacture electric motors and generators that are more efficient than (and half the size of) conventional motors. In 2017, the company completed a $1.5 million project to outfit its facility and purchase and install a 1-megawatt dyna-mometer to test the capability of its prototype electric motors. The project, assisted by a $200,000 ESD Capital Grant, created six net new jobs. A year later, LC Drives completed a $2.5 million project to expand manufacturing readiness by upgrading key pieces of equipment used for testing prototype motors. This project retained six positions and created 10 net new jobs. ESD provided a $500,000 capital grant towards Phase II.

Omniafiltra

This specialty paper manufacturer based in Beaver Falls will invest $570,000 in production equipment that will result in improved energy efficiency and expand

the range of products the plant can produce. The company has now grown to 38 employees. ESD provided a $114,000 Round 8 Capital Grant.

Agbotic Inc.,

A foodtech startup, Agbotic grew its employment by 30 percent over the past year. In 2021, the company plans to employ 50 workers, more than doubling its head count. Agbotic received a $700,000 ESD award in Round 5.

Bionique Testing Laboratories

A mycoplasma testing company, Bionique opened a second facility in downtown Saranac Lake in March. The new facility will allow Bionique to expand its service offerings to include gene therapy research. Bionique received a $300,000 ESD Capital Grant in Round 7.

Ichor Therapeutics, Inc.

The company has expanded to the North Country Incubator at Clarkson University, where it is an anchor tenant. It is a linchpin in the effort to establish a bio-technology cluster in Potsdam, St. Lawrence County. Ichor is expanding its protein science division and will occupy office and laboratory space in Peyton Hall. As part of the expansion, Ichor has brought more than $2 million in state-of-the-art equipment and eight full-time staff, offering regional universities and start-up com-panies access to industrial scale drug development capabilities, including world class protein engineering.

Adaptable Ortho Innovations

A medical device designed and tested at Clarkson has received FDA 510(k) pre-market clearance. This new device, an adjustable-length intramedullary nail (IM nail), allows hospitals to reduce medical waste and save money: By adjusting nails’ sizes instead of discarding an improperly sized IM nail, hospitals need only carry a handful of different sizes, reducing inventory costs. Local startup company Adaptable Ortho Innovations will license the technology and build partnerships to begin manufacturing and distribution of the device.

Point Positive, Inc.

In September, Point Positive partnered with the Upstate Capital Association and the Adirondack Park Agency to digitally introduce 48 investors and entrepreneurs to the North Country economy and its vibrant startup

sector. At the event, investors from New York, New Jersey, Connecticut and Massachusetts heard from six North Country startups.

Metalcraft Marine

A Jefferson County boat manufacturer, Metalcraft Marine, launched its autonomous security boat. The Watcher, as the model is called, has 30 days of autonomy, anti-tampering sensors, a full perception suite for detecting intruders and can interdict intruders while recording them to DVD, demanding boat registration and operator information. Metalcraft Marine was the recipient of a Round 9 award.

Precise Biometrics

An anchor technology company housed in the North Country Incubator, Precise Biometrics has commercialized its new digital identity product, YOUNiQ. The product identifies individuals through their unique facial features, providing seamless entry to access-controlled facilities. YOUNiQ’s very first US-based installation will be at the North Country Incubator this summer.

TelosAir

Located in the North Country Incubator, TelosAir has commercialized its cutting-edge indoor air quality sensor technology. The company has nearly doubled its space in the North Country Incubator and has secured contracts to install devices in two hospitals.

Common Ground Alliance, Northern Forest Center and St. Lawrence University

Throughout the year, these groups hosted a combined eight seminars related to new resident recruitment with a focus on teleworkers.

BROADBAND

Development Authority of the North Country (DANC)

The Authority partnered with Lewis, Jefferson and St. Lawrence counties individually to evaluate broadband access in those geographies. DANC worked with the counties to collect data through both a survey of residents as well as an on-the-ground inventory of existing infrastructure. This data now exists in a GIS database articulating service gaps and existing infrastructure that will serve as the base for future grant applications and projects.


Adirondack Internet

During summer 2020, Adirondack Internet installed wireless technologies to connect unserved houses and camps on three Adirondack lakes. Nearly 180 previously-unserved housing units now have access to internet connectivity at broadband speeds.

AdkAction

The nonprofit is partnering with local governments across the North Country to evaluate Spectrum’s service extensions as part of its 2019 Settlement Agreement with New York State. Through rigorous mapping, the partnerships are ensuring that Spectrum is accurately listing ‘Eligible Passings’ and extending their coverage as required.

Town of Tupper Lake and DANC

Jointly they received a $200,000 Northern Border Regional Commission grant to install new fiber lines in downtown Tupper Lake and to provide wireless services to remote, underserved homes. This grant builds upon studies Tupper Lake and DANC undertook to identify areas of need.

Adirondack Techs

The company connected approximately 300 hard-to-serve homes in the Adirondack Park to broad-band-speed internet.

CELLULAR

Adirondack Park Agency (APA)

In 2020, the APA issued 39 telecommunication permits authorizing 10 new cell towers and 29 antenna replace-ments/upgrades and new antenna infrastructure on existing structures such as buildings and water tanks.

PLACEMAKING

Downtown Revitalization

Progress on downtown revitalization continues in the North Country’s four DRI communities – Plattsburgh, Watertown, Saranac Lake and Potsdam. The large scale Durkee Street project in downtown Plattsburgh cleared some necessary permitting hurdles. The City of Watertown has seen the use of the business rent assistance program and façade improvement program result in new downtown tenants and updates to historic landmarks like the Crystal Restaurant, as plans continue on their streetscape enhancement project. In Saranac Lake, facade and commercial space improvements are underway as well, and businesses like Bitters and Bones continue their capital projects. And the projects for the Village of Potsdam have been announced and are beginning the contracting process with the state agencies.

Saranac Waterfront Resort

The Saranac Waterfront Resort, a new resort grade hotel with restaurants, a spa facility, banquet facilities, meetings rooms and other amenities completed construction and opened to the public in May 2021.

The new resort replaces three outdated structures in downtown Saranac Lake on the shore of Lake Flower. The project will create 71 new jobs and will be the first LEED certified hotel in the Adirondack Park. This $17,500,000 project was supported with a $2M Round 3 CFA Award.

Micro-Tourism Outreach

A number of communities launched local tourism initia-tives including Franklin County, Massena, and Tupper Lake. Massena launched https://exploremassena.com, a new tourist-friendly website that helps users easily plan a trip to the region. Franklin County is offering grants to tourism focused businesses, and Tupper Lake is working in partnership with the Wild Center and the Northern Forest Center to identify winter recreation assets and develop a strategic plan to expand the community offerings.

Housing Initiatives

Large scale housing projects are being planned for Lake Placid and Tupper Lake. The Peaks at Lake Placid project proposes construction of 355 units at

the former cell science center to be used as athlete housing for the 2023 World University Games, then as mid-level workforce housing. The McKenzie Outlook, is expected to be a 60 unit affordable housing project in Placid. And new owners of the former Oval Wood Dish factory in Tupper Lake are proposing mixed-income housing for the 110,00 square foot building.

GoCo Ventures LLC

GoCo Ventures is restoring a dilapidated building in the heart of Massena to house a specialty dairy products manufacturing facility. Another nearing completion is a historic mill property that includes a brewery, banquet facilities and restaurant, with apartments overlooking the Grasse River on the top floor. To help, the company was awarded a Round 9 $97,000 ESD Capital Grant.

The Carry

This Saranac Lake co-working facility outgrew its initial space and has moved to a new location. Even with this expanded footprint, The Carry expects to be oversub-scribed this summer.

Addressing New Challenges

ASSESSMENT OF NEW CHALLENGES FACING THE REGIONThe COVID-19 pandemic has demonstrated that the North Country economy is indeed resilient and our strategies positioned the region for success even in the face of economic stress. However, the pandemic also highlighted challenges that still exist and brought new challenges to light. In previous plans, the North Country sought to localize agriculture and energy, expand ex-ports in diverse sectors that are critical and resilient in economic downturns, create attractive downtowns and enduring places, and energize the region’s innovation economy. Events over the past year have demonstrat-ed the success of these strategies but also stressed the need to adapt to the new economic reality.

Macro challenges magnified by the pandemic include a shortage of available workforce, workforce skills gap, limited childcare services, inadequate access to high-speed broadband or cellular service in some communities, hamlets that lack the water and waste-water infrastructure to develop dense downtowns and main streets, and distance to markets that prevents

small-to-mid scale manufacturing in highly rural com-munities. The region continues to address these and other challenges in order to ensure resiliency in the face of obstacles like a pandemic.

The goals of the North Country region’s workgroups remain as relevant as before but the economic founda-tion from which the region is building has shifted as we move into post-pandemic life.

ENVIRONMENTAL & TRANSFORMATIONAL JUSTICE*The NCREDC will continue to explore ways to ensure that social justice is at the core of its plans. As the North Country region continues to grow and more people of color are represented in its population, more focused, deliberate work and accountability measures should be assessed to make diversity, equity, and inclusion a priority. This year the Council will leverage the efforts of the Adirondack Diversity Initiative as part of it overall placemaking goals.

Bitters & Bones, Saranac Lake


ADI exists at the intersection of environmental and transformational justice. Working with regional stake-holders, ADI creates interventions that attend to the legacies of systemic racism and structural oppression where they exist in the Adirondack region. The group’s interventions ensure the longevity and sustainability of the Park, thus guaranteeing a vital and sustainable Adirondack Park for future generations.

ADI has designed and directed many outreach pro-grams, including, but not limited to:

• Establishing formal alliances with nearly two dozen leading organizations in the Adirondack region.

• Building a strong advisory network from outside the Park, including recognized experts on diversity.

• Consulting on marketing and outreach to minorities and the LGBTQ community.

• Holding multiple diversity workshops and education sessions.

• Creating a bi-directional youth exchange program.

• Establishing an annual symposium

If successful, the Adirondack Park region becomes a more welcoming and inclusive space for all New Yorkers and its visitors. Ultimately, this success enhanc-es the other four Placemaking strategies.

Examples of ADI’s Progress:

Community Policing Initiative

The Adirondack Diversity Initiative is committed to working with state and local police agencies in the Adirondacks to help them fulfill their commitment to equity and inclusion, by building stronger relation-ships. ADI has secured $135,000 in private donations to fund the Community Policing Initiative’s first year. Fundraising efforts will continue to seek full funding of the five-year initiative. More than 49 officers began training in May.

Cultural Consciousness Program

ADI’s Cultural Consciousness program uses a cognitive behavioral approach to deepen understandings of culture, socialization, race and racism so participants can become aware of why and how they think and act in certain ways, and then effect positive behavioral changes. Cultural Consciousness Training is currently being engaged by five institutions/organizations in

the Adirondacks: Eagle Island Camp in Saranac Lake, Northern Lights School in Saranac Lake, North Country School in Lake Placid, Saranac Lake Chamber of Commerce and ANCA.

ADIRONDACK HIGH PEAKS

The NCREDC has always promoted activating tourism as a driver to diversify our economies by creating demand to accelerate private investment. Tourism is a leading industry across the North Country. The region’s abundant natural land and water resources make it attractive for boating, fishing, skiing, snowmobiling, hiking, farm tours and more. During the pandemic, vis-itors who traditionally might have vacationed in Europe or out-west, flocked to the Adirondacks; especially the High Peaks. While it was welcomed news for business that had be shuttered for months, it highlighted the need to balance usage at some of the more popular trails.

The Adirondack High Peaks trails, specifically along the Rt. 73 corridor, have experienced unprecedented increase in popularity and use over the past 10 years. Some of this has resulted in unsafe pedestrian, traffic and parking conditions, and crowding of existing trail systems.

Example of Progress:

To help mitigate the issue, New York State Department of Environmental Conservation (NYSDEC) has worked with regional and local organizations and governments to complete a planning effort (High Peaks Advisory Group) in order to implement a management plan to address these issues.

TRADABLE SECTORSFocus on increasing export-based employment as well as foreign direct-investment opportunities in the region. Special emphasis will be placed on industry sectors that are part of a global market, such as manufactur-ing, agricultural products and energy. Overall goal: Concentrate on the major industries within the North Country and exploit our international border with Canada.

WORKFORCEFocus on targeted job training and education opportu-nities to ensure that quality, in-demand jobs are avail-able to the region’s workforce and eliminating barriers to employment. Overall goal: The North Country will train its workforce to meet our employers’ needs today and for the future.

INNOVATIONFocus on creating synergies between research and de-velopment and commercialization to drive the economy forward. Overall goal: Expand the region’s culture of entrepreneurship and innovation and become a land-ing spot for people and companies seeking to commer-cialize new technologies and innovative solutions.

PLACEMAKINGFocus on built environments, emphasizing the need to create accessible job centers, sustainable infrastructure and livable communities to attract a talented workforce. Overall goal: Create attractive communities where people want to live, work, visit and stay.

TRADABLE SECTORS

Manufacturing

We will be reaching out directly to the economic development agencies for each of the seven counties to seek their input on strategies for growing manu-facturing in the region, with a particular focus on the aerospace and transportation equipment cluster*.

Leveraging our Gateway with Canada

Pre-COVID events in Ogdensburg, Watertown and Plattsburgh during 2019 brought businesses and economic developers together from both sides of the border to leverage these connections for the

economic good of the region. While the Plattsburgh event focused on the region’s aerospace/transportation equipment cluster, all three sought to facilitate foreign direct investment by Canadian companies looking to expand into the US market by offering information and technical assistance on topics such as immigration law, taxation and business formation. At the same time, these events provided information and networking opportunities for North Country businesses seeking to increase their export of goods and services into Canada.

As soon as feasible, we will again bring together stake-holders from both sides of the border to brainstorm a bi-national approach to strengthening cross-border commerce for our mutual benefit.

Agriculture

The group will bring together economic development and agriculture service agencies to share perspectives on the challenges facing the agribusiness sector. This will also be an opportunity for economic developers to inform ag-focused agencies on available programs they offer to support the growth and development of agri-business. Likewise, agriculture agencies can provide information on the programs they bring to the table.

Renewable Energy

The Work Group will organize workshops for business-es and economic development agencies about the various renewable energy opportunities and state ini-tiatives offered through the New York Power Authority and the New York State Energy Research Development Authority.

WORKFORCEThe group will continue to work with childcare project groups along with training facilities to address the need for in-home daycare.

INNOVATION

The Innovation workgroup will continue partnerships with St. Lawrence University, the Common Ground Alliance, and the Northern Forest Center to provide updates and gather feedback on innovation and remote work topics. Additionally, it will work with the Upstate Capital Association and North Country Center for Businesses in Transition to spread the word about the great work happening in the region beyond our borders.

PLACEMAKING

Virtual Placemaking Summit

The Placemaking workgroup will host a summit in Saranac Lake to share ideas and generate excitement and interest in development projects that enhance our communities.

Downtown Business Associations

Encourage the creation of downtown business associations in communities across the region. Assign a municipal employee in each jurisdiction as the liaison between the local unit of government and the downtown business association.

Over one hundred North Country Priority Projects have received Empire State Development Grant awards through the Consolidated Funding Application since the inception of the Regional Council process in 2011. Of those, nearly seventy projects are complete or on schedule, investing dollars and growing jobs in the

North Country. Others have reimagined, stalled or withdrawn projects as business models changed and circumstances dictated. The NCREDC will continue to

prioritize projects that meet the region’s strategic goals for economic growth.
