Q&A
Q1: Does the C&I program have any plans to offer incentives for LED lamps?
➢ No, the C&I program offers incentives for fixtures and retrofit kits. Incentives for LED lamps are available through the Instant Lighting
Program. See their website here.
Q2: How rigid is the November bonus rebate cutoff date?
➢ To qualify for any bonus incentive your project must be completed by November 15th. Con Edison has no plan to extend the deadline.
Q3: Do the new categories for the LED 1x4, 2x2, and 2x4 replacements include the bonus incentives throughout the rest of the year?
➢ Yes, the new categories that we added to the Program Manual (v1.2) are part of the Bonus Incentives for this year. To qualify, you must
provide Con Edison with a completed application by Sept 30, 2020. The approved scope of work must be installed and operational by
November 15, 2020.Our post inspection must be performed and passed by November 30, 2020.
Q4: Do steam trap and pipe insulation incentives apply to Con Edison steam customers or only gas customers?
➢ Con Edison steam customers are not eligible for the energy efficiency program. You must be a Con Edison gas customer to access gas incentives. To participate, you must have a firm or interruptible gas account.
Q5: How does the 85% project cost cap work for steam trap measures?
➢ Projects replacing failed steam traps will receive incentives at a rate of $750 per failed steam trap replaced, capped at 85% of the
material and labor costs associated with the installation.
50
Q6: What will Con Edison accept as proof of a failed steam trap?
➢ Steam traps should be tested by ultrasonic device or forward-looking infrared (FLIR) camera while in operation to verify that they have
failed open.
➢ Our steam trap verification process relies on being able to see that a steam trap is failed open. We typically use a FLIR camera. The
steam system must be running during our pre-inspection so we can verify that the steam traps submitted to the program are failed open.
Q7: Are you doing any on-site pre/post inspections?
➢ Yes, when applicable but we are also offering an option of a virtual inspection to maintain safety. We will work with you when scheduling
the site visit.
Q8: Why are customers or contractors asked to provide 100% sample verification during a virtual inspection?
➢ Some projects may require verification of 100% of the scope depending on the type of measure installed and the size of the project Our
inspectors employ a sampling approach whenever possible, but this may not be possible in all projects.
Q9: Can we use ultrasonic trap testing for steam trap verification?
➢ This is the best approach. We do encourage contractors to use this method. When the survey is done, it will tell us which were surveyed,
and which were failed. Some contractors tag the failed traps. This will help with the inspection process.
Q&A
51
Q10: When will 2021 program year incentives be published?
➢ The 2021 program year goals and budgets have not been established. Currently there is no timetable to publish those incentives.
Q11: Are all accounts in NWS areas eligible within a specific neighborhood?
➢ To be eligible, customer’s account must receive electric service from one of the targeted networks in the Non-Wires Solutions territory. The
new program manual contains a map of the NWS territory, but you can send an email to [email protected] to check your specific account
eligibility.
Q12: Will be there any incentive for thermal or battery storage?
➢ Thermal or Battery Energy Storage projects are not eligible for the C&I energy efficiency program. Such technologies may be eligible for
incentives from time to time through the Non-Wires Solutions program. You can find out more about the Non-Wires Solution offerings on
their site here.
Q13: Are the bonus incentives available for multifamily buildings?
➢ The incentives covered in this webinar only apply to commercial and industrial customers
➢ For information on incentives for multifamily buildings, please contact the Multifamily Program team at [email protected].
Q14: Do parking garages serving multi-family buildings qualify for the LED incentives?
➢ A garage attached to a multifamily building would qualify for the Multifamily Program.
Q&A
52
Q&AQ15: Does Con Edison’s Incentive Navigator work with MacBook’s?
➢ Yes. The Incentive Navigator is a web application and works with your internet browser. Incentive Navigator works best with Google
chrome browser.
Q16: Is it a requirement that all projects MUST start as an estimate?
➢ Yes, Participating Contractors are required to submit their projects in Incentive Navigator. All projects must start as an estimate in
Incentive Navigator.
Q17: Does the program require all customers to submit a signed application as a pdf?
➢ Customers submitting their own projects to the program must fill out and sign the C&I program application and submit the application by
email, along with all other required documents.
➢ Participating Contractors submitting a project to the program must do so via Incentive Navigator. Projects submitted through Incentive
Navigator must be e-signed by the customer.
Q18: How can Con Edison make its C&I program simpler?
➢ Con Edison always looks for opportunities to improve and simplify its energy efficiency program. Our Incentive Navigator was designed to
streamline the process for our Participating Contractors. The Incentive Navigator has the following features:
• Easily check account eligibility instead of relying on utility staff to verify
• Create branded estimates that can be shared with Con Edison customers, including estimated savings and incentives calculated by
Con Edison
• Convert an estimate into a project application and include supporting documentations
• Send a digital application to the customer for e-signature and schedule pre-inspection once signed
• Monitor and track your project’s progress via your personal dashboard
53
Q19: When an electric project is submitted through Incentive Navigator, does Con Edison also generate an electric or gas measure
tool?
➢ No. The Incentive Navigator does not generate excel base Electric or Gas Measure Tools. However, Incentive Navigator provides
Participating Contractors direct access to Estimates Calculator, which eliminates the need to fill out the Electric Measure Tool or the Gas
Measure Tool for most of the program's prescriptive measures. The Estimates Calculator also allows the Participating Contractor to
download a summary of project's measures, savings, estimated incentives, costs, and payback for the project.
Q20: What online resources are available to participating contractors?
➢ Access helpful tools on our Participating Contractor Portal: https://conedee.force.com/CIPCPortal/s/.
➢ Submit projects via the Incentive Navigator: IncentiveNavigator.coned.com
Q21: Is there a specific amount of time required between submitting an estimate and submitting the project application?
➢ There is no required timeframe between estimate creation and project creation. However, once a Participating Contractor submits a
project via Project Portal, the application is sent to the customer for e-Signature. The customer must provide their e-signature within 14
calendar days or the application will be cancelled.
Q22: Can Participating Contractors submit project applications via email to the C&I program team?
➢ No. Participating Contractors are required to submit projects via Incentive Navigator.
Q23: What is required to become a Participating Contractor?
➢ All requirements to become a Participating Contractor can be found on our Participating Contractor portal HERE
