The 2018 Public Sector HR SymposiumAchieving Breakthrough Results Through Strategic HRThe 2018 HR Symposium is the sixth time the Civil Service Commission, with the support of the Australian Government, is gathering thousands of HR practitioners from all over the country for a learning-filled, three-day meet.

Building on the past symposia which focused on creating change and transformation in the gains of civil service, this year’s event will highlight concepts, perspectives, and insights in achieving breakthrough results that impact agency operations and delivery of excellent public service. It will also showcase and benchmark best practices and experiences of progressive organizations in achieving and pursuing continuous improvements. The sessions will emphasize the need to effectively measure desired results and monitor and evaluate accomplishments at various levels.

Promising to be another memorable event for HR experts, managers, and practitioners, this year’s HR Symposium boasts of an international lineup of speakers bringing in lessons on HR trends, valuable lessons from the field, and wisdom for future endeavors.

About the LogoThe 2018 HR Symposium was created with the concept of “breaking free” in mind. Inside the circle, individuals are linked together to form a unified, tight-knit whole. With the image of people being the focal point, the logo underscores the impor-tance of investing in the development of human resources.

On behalf of the Civil Service Commission, I warmly greet each and every participant in this year’s 2018 Public Sector Human Resource Symposium. Held for the first time in Davao City, this year’s symposium brings together HR experts and practitioners for a one-of-a-kind gathering of minds. It is time for a quick step back from our daily routine to sharpen the

saw. This involves interacting with like-minded individuals, learning from mentors and experts, creating space for intuitive discourse, and opening up avenues for new partnerships and opportunities.

For the past years, the HR Symposium has served as a venue to enhance the competencies and exposure of our HR managers and practitioners during a challenging transition period from transactional to strategic HR. We emphasized adeptness to change, openness of mind, and proficiency in HR trends, theories, and practices to equip us in the pursuit of higher HR maturity levels. Now, we are ready to see the results and reap the rewards.

Themed Achieving Breakthrough Results Through Strategic HR, this year’s symposium highlights the effects of shifting to strategic HR and celebrates the gains we have achieved in the public sector. Our panelists will talk about HR lessons and breakthroughs experienced in Australia, Singapore, and the Philippines, while our concurrent session speakers will present their studies and share their expertise in the dynamic field of HR. We will also recognize the awardees under the CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) who have blazed the trail in achieving the Bronze level in four core HR functions. Truly, there is a lot in store for our participants this year.

Dr. LISA GRACE S. BERSALES National Statistician and Civil Registrar GeneralPhilippine Statistics Authority

Dr. Lisa Grace S. Bersales, as head of the Philippine Statistics Authority (PSA), is an Undersecretary and the National Statistician and Civil Registrar General of the Philippines. She brings to the position more than 30 years of experience as a researcher and professor in the academe, as well as a statistics development partner of the public and private sectors.

She has been involved in a number of international engagements related to statistics and data. She was Co-Chair of the UN Interagency Expert Group on Sustainable Development Goal (IAEG-SDG) Indicators in 2015-2017, Vice-Chair of the Regional Steering Group for Civil Registration and Vital Statistics (RSG-CRVS) in Asia and the Pacific, and Chairperson of the Executive Committee of the Partnership in Statistics for Development in the 21st Century (PARIS21) Board in 2016-2017.

Dr. Jaclyn Lee is currently the Chief Human Resource Officer of the Singapore University of Technology and Design (SUTD). She has over 25 years of HR experience and is viewed by the community as a thought leader in the areas of HR Technology and Analytics. She has previous roles as Senior Vice President and Regional HR Director in both local and international companies including Certis CISCO and NEC Corporation, where she has successfully driven organizational-wide HR transformation projects. Jaclyn has a Ph.D. in Business Information Systems and Master's Degrees in both HR and Business Management.

Phil Smithson is the Managing Director of On-Off Group, a strategic design company based in the Philippines, with the mission to create meaningful change through the application of design thinking principles. He has over six years training experience with senior leadership teams, managers, government, educators, startups, and students from a diverse client list including Sun Life, KMC, Unilab, Trend Micro, AusTrade, European Chamber of Commerce, the Department of Trade and Industry, and the Department of Labor and Employment, among others.

Dr. Murli Viswanathan has been with Carnegie Mellon University since 2007. As Associate Professor, he lectures and manages projects in Business Intelligence/Analytics, Data Mining, Enterprise Architecture, JAVA, and IS for Managers.

Murli’s primary research interests include machine learning for AI, ubiquitous healthcare, enterprise architecture, and philosophy of mind. He is a Senior Member of the ACS and Accenture Subject Matter Expert for Analytics. Prior to this, he was part of the computer science faculty at the University of Melbourne.

A graduate of Bachelor of Science in Psychology at Saint Louis University, Baguio City and a Master’s Degree holder in Development Management, she is presently the Human Resource Management & Development Officer of the Provincial Government of Pangasinan, a Local Government Unit in Region 1 with almost 6,000 employees assigned in the 26 offices and 14 hospitals under her personnel supervision.

As a Civil Service Commission 2012 Outstanding Human Resource Management Practitioner awardee, she made her way to becoming one of the highly accomplished Human Resource Management & Development Officers in Region I because of her passion for work, determination to exceed expectations, and openness to adopt and implement new management concepts and ideas.

Dr. MARILYN D. CARDOSOPresident Samar State University

Dr. Marilyn D. Cardoso, the first female president of Samar State University (SSU), is a transformative leader and lives by the University mantra, “We Innovate. We Build. We Serve.” Advocating organizational excellence and transparency, she created many “firsts” in the University. She motivated and engaged the SSU community for its ISO Certification and Level II PRIME-HRM Accreditation by the Civil Service Commission. She intensified SSU’s Research and Development programs and funding, pursued partnerships with international institutions to expose faculty and students to international collaborations, and advocates the “green University” concept in building new campus infrastructures. She is a mother of four young professionals, Stacey, Karen, Alexandra, and Justin, and wife to a co-educator and leader, Dr. Alex Cardoso.

Mr. Iñigo Lopez Regalado III is an HR professional and OD practitioner who has over 35 years of experience spanning the areas of Legislative Process, Human Resource Management, Organizational Development, Talent Development,Strategic Management, Corporate Planning, Disaster Preparedness and Business Continuity Planning, Risk Management, CSR, Alternative Dispute Resolution, and Public Management.

A CES-eligible, Mr. Regalado has been serving the government for the past 26 years, 19 years of which is with the Bankgo Sentral ng Pilipinas. At present, he is the Director of the Bangko Sentral ng Pilipinas Institute, and is in charge of the capacity building requirements of over 5,000 employees in the BSP covering training, scholarships, global professional certifications, and workplace development interventions.

Ireneo V. Vizmonte is Undersecretary and Deputy Chief-of-Staff of the Department of Trade and Industry. He heads the DTI’s Management Services Group (MSG). Prior to his appointment, Usec. Vizmonte was Assistant Secretary from 2015 to 2018, and Director of the Financial Management Service Group from 2003 to 2015. Other government agencies he has worked for include the Cagayan Economic Zone Authority, the International Coffee Organization Certifying Agency, and the Ministry of Human Settlements Region IV. Usec. Vizmonte holds a Bachelor of Science degree in Agricultural Engineering from the University of the Philippines Los Baños (1981) and a Diploma in General and Strategic Management from the Maastricht School of Management (2005) in the Netherlands.

Dr. SHAWKAT ALAM ProfessorMacquarie University Australia

Dr. Shawkat Alam is an Associate Professor and Director of the Centre for International and Environmental Law and Acting Dean of Macquarie Law School, Macquarie University. He has previously been an academic in the Law School at Dhaka University, and also taught at Rajshahi University, Bangladesh. He holds an LLB (Honours) from Rajshahi University, an LLM from Dhaka University and a PhD from Macquarie University. His teaching and research expertise are in the areas of international law, international environmental law, international trade, and sustainable development. He has published extensively in his areas of expertise. Dr. Alam is the Editor of the Macquarie Journal of International and Comparative Environmental Law. He has served as an International Expert for United Nations Industrial Development Organization’s Quality Support Programme in Bangladesh and engaged in consultancy and community work in Bangladesh.

Sandra Seno-Alday is a Lecturer in International Business, teaching units in international risk management. Prior to embarking on an academic career, Sandra was a consultant to a wide range of medium- to large-scale companies, specializing in international business development and organization development. In the area of international business development, her consulting engagements were mainly aimed at informing clients’ strategic business expansion efforts in Southeast Asia, and included risk assessments, market attractiveness studies, competitive analyses, and business feasibility analyses. In the area of organization development, Sandra’s consulting engagements focused on helping companies design their organization structure and processes, and put in place human resource management systems aimed at supporting the delivery of overall corporate strategies.

Director MARIA LUISA SALONGA-AGAMATADirector IV, Public Assistance and Information OfficeCivil Service Commission

Liza is the head of PAIO, which handles the government’s Honor Awards Program, implements anti-red tape measures under the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and spearheads the Contact Center ng Bayan, which formerly serviced the National Citizens’ Complaints Hotline 8888.

She is a coach and mentor who guides government officials and employees by sharing her expertise in public service ethics and accountability, good governance and public policy, and service delivery excellence, among other fields. A certified Executive Coach under the Center for Executive Coaching in the USA, Liza holds a Master in Public Administration, a Ph.D in Business Management, and a Post-Graduate Diploma in Governance, Democratisation, and Public Policy from the International Institute of Social Studies in Erasmus University Rotterdam in The Hague, The Netherlands.

Mayor Trina Fabic graduated from the University of the Philippines Diliman as Magna Cum Laude with a Bachelor of Arts in Sociology. She was a Singapore International Foundation ASEAN Student Fellow at the National University of Singapore and a full scholar at Princeton University, where she obtained her Master’s Degree in Public Affairs and International Development. She has had work and research experience for private and public organizations in New York, Vietnam, Sudan, and the Philippines. She is currently Municipal Mayor of Odiongan, Romblon, and, with her local government unit, she is in the process of putting into place programs and innovations for the development of her beloved town. Milalin is involved in transforming organizations, particularly the public sector agencies. From 2011 to 2017, she was the Facility Director of the Philippine Australia Human Resource and Organisational Development Facility (PAHRODF) and at the same time the OD Adviser of the Civil Service Commission (CSC). She advocated the development of a Strategic Competency-based HRM in the bureaucracy by initiating it at the CSC, the HR of the Philippine government. She developed with CSC top management and process owners its five-year organization transformation journey to shift its paradigm from regulatory to strategic and developmental.

Emmanuel R. Jaldon is the Chief Operating Officer of the Davao City Central 911. Under his leadership and tutelage, the Davao City Central 911 and the City Disaster Risk Reduction and Management Office are holistically at par with the global standards in DRRM and Emergency Response. Cadre of Incident Command System and to further his skills he went to Malaysia for a Humanitarian Logistics Training and to Japan for the Promotion of Mainstreaming Disaster Risk Reduction. As the designated head of the two offices, he manages the fusion of state-of-the-art technology in risk reduction and a culturally sensitive approach in pre-hospital emergency care response. About the PRIME-HRM Awards

As one of the priority programs of the Civil Service Commission (CSC), the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM supports the institution’s goal to be globally recognized as a center of excellence in HR and OD. PRIME-HRM is CSC’s strategy to develop and empower agencies in the Philippine government. It is a program that assesses the HRM practices, systems, and capabilities of government agencies as well as entails greater engagement not just of the HR officer but also of the officials and the rank-and-file employees of the agency. PRIME-HRM aims to elevate public sector HR management to a level of excellence through the process of assessment, assistance, and recognition—summarized as assess, assist, award.

PRIME-HRM focuses on agencies’ HR maturity levels in the areas of Recruitment, Selection, and Placement (RSP); Performance Management System (PMS), Learning and Development (L&D); and Rewards and Recognition (R&R).

The PRIME-HRM Award Structure has two levels: recognition and award. Recognition is given to agencies meeting certain maturity level in at least one (1) core HRM. The basis for recognition is the self-assessment results. Award, on the other hand, is given to agencies which meet certain maturity level in all the four core HRM systems and pass the on-site assessment.

In 2017, a total of 79 agencies were given recognition, mostly under RSP and PM with 44 agencies each, and in R&R with 43 agencies. Under L&D, only 29 agencies were given recognition.

As of December 31, 2017, a total of 49 agencies were found to be compliant with the Level 2 Maturity Indicators of the four core HRM systems. Forty three agencies

will be conferred the PRIME-HRM Bronze Award in the 2018 HR Symposium. Four agencies, represented by the following officials, will be showcasing their experiences in complying with maturity indicators:
