DearCircleLakeAssociationMembers,TheCircleLakeAssociationhashadanotherbusyyearandthankstoallofourmembers,volunteersandcorporatesupporterswehadtheresourcestocontinuecleaningupCircleLake.Inthis2018annualreport,youwillhearfromourprojectmanagersregardingeachoftheprojectsthatwehavebeenworkingonduringtheyear.Iwillalsogiveyousomedetailsregardingourmajorfundraiser,theCircletheLakeHalfMarathon,10K,and5K.ThemostsignificanteventthathappenedforCircleLakeistheapprovaloftheCircleLakeImprovementDistrict(CLID).Theestablishmentofthisdistrictwillprovideareliablestreamofincomethatwillcomedirectlybacktothelakeforlakeimprovementprojectsonthelakeandinit’swatershed.TheCLAboardworkedonthisforoverthreeyears,andwearepleasedthatwithyoursupportwewereabletogetthedistrictestablished.The(CLID)assessmentwillnotappearonyourpropertytaxbilluntil2020.Untiltheassessmentisinplace,projectsyouwillreadaboutinthisannualreportwillstillneedyoursupport.TheCircletheLakeRace/Fundraiserwillrequireyourparticipationandhelpaswell.Ifyouhaven'talready,pleasetakethisopportunitytorenewyourCLAmembershipfor2019andifyoucan,givealittleextratoourlakeimprovementfund.IwanttotakethisopportunitytothankthemembersoftheCircleLakeAssociationBoardKeithKluzak,BrianPanettiere,MandiMorrissey,JimVogel,JasonWood,andKristenFelegyforalltheirworkforourAssociationandourlake.No,Ididn'tforgetDalePetelinsek.IsavedhimforlasttonotonlythankhimforhisworkforourAssociationandourlakebutalsotothankhimfortheyearsheservedasourPresident.AlotofpositivethingshappenedunderDale'swatch,andIwanthimtoknowhowmuchweappreciatehisleadership.Ihopeyouenjoygettingcaughtuponwhatwehavebeenworkingonin2018.Thankyouagainforyoursupport.IhopetoseeyouattheCLAAnnualMeetingApril8th,2019.ItwillbeattheForestTownshipHall.Doorsopenat6:30PM.Sincerely,DeanSunderlinCircleLakeAssociationPresident

WatershedTheCircleLakeAssociationsuccessfullyobtainedtherequiredpermitstodredgeWolfCreekonJune26,2018.

Aboutthesametime,alocallandownerapproachedamemberofthewatershedcommitteeexpressingadesiretoreceivethespoilsfromtheexcavationofWolfCreek.ThenewproposedlocationisclosertoWolfCreek.Duetotheshorterdistancerequiredtomovethematerial,asmallerdredgeandlesspumpsandhosesareneeded.Thisnewlocationcreatedacostsavingsofapproximately$30,000.

Therefore,eventhoughapermitwasalreadyinhand,thedecisionwasmadetoholdofffromexecutingontheoriginalpermitandworktowardsobtaininganewpermitforthenewproposedlocation.

AtthetimeofthiswritingmeetingshavebeenheldwithRiceCounty,DNR,MPCA,ArmyCorpofEngineersandSWCD.Anunderstandingofwhatinformationtheywillrequireforthenewlocationhasbeenreached.Theexpectationis,bythetimeoftheCircleLakeAssociationannualmeetinginApril,theupdatedinformationwillbedeliveredtoRiceCounty.

OncetheinformationissubmittedtoRiceCounty,CLAwillbeaddedtothecounty’smonthlyagendaduringapublichearing.ThedesireistobeonthepublichearingagendainMayandhaveanewpermitinhandbyJune.

ThetenantfarmingthelandexpectstohaveacropofoatsharvestedinearlyAugust.Shortlyafterharvest,erosioncontrolstructures/sedimentcatchbasinwillbebuiltanddredgingwillcommence.IdeallytheentireprojectwillbecompletebeforetheendofSeptember.

Whywouldthelakeassociationwanttotakeonsuchaprojectinthefirstplace?

WolfCreekwaslastdredgedin1977.From1977untilrecently,theexcavatedportionofWolfCreekhasactedasasedimenttrap.OvertheyearsthissedimenttraphascapturedtheupstreamerosionandallowedittosettleoutbeforeenteringCircleLake.Thissedimenttrapisnowfull.Anestimated117dumptruckloadsofdirtsettledoutinthisarea.However,becausethesedimenttrapisnowfullthesedimentisenteringCircleLake.

HomeownersonbothsidesofthemouthofWolfCreekreporttheycannolongerwadeinfrontoftheirpropertiesasthehardsandbottomtheyoncehadisnowankletokneedeepmuck.Thismuckwillcontinuetoflowfurtherintothelakeunlessstepsaretakentoreversethistrend.

TheCircletheLakeHalfMarathon,10Kand5Kwasasuccessagainthisyearinlargepartduetoallofyouthatcameouttosupporttheeventbyparticipatinginaraceorvolunteeringtoworkthecourseormakingadonation.Weregistered194runnersandranatotalof173.81folksranthe5K,43ranthe10K,and49toughindividualsfinishedthe1/2marathon.Itwasahotandmuggyday,andourvolunteersdidagreatjobmakingsureourrunnerswerewelltakencareof.Extracoldwaterandsportsdrinkatourwaterstationandoutwiththosepatrollingthecourseswasamust.Everyonereallysteppedupthatday,anditmadeallthedifference.Thanks!IalsowanttothankourexcellentraceorganizingteamofJulieDornbusch,KathyandDalePetelinsek,KelliandJimVogel,andKristenFelegy.Manythankstothemforalltheydidtomakeoureventasuccess.Also,wehadgreatsupportfromtheRiceCountySherriff.SheriffTroyDunnandanotherofhisofficerspatrolledthecoursesenhancingthesafetyfornotonlyourparticipantsbutthedriverswesharetheroadwith.ThankyoutoNealeeforbeingourraceannouncerandthankyoutoDaveBuschofExperienceEntertainmentforprovidingthemusic.

InvasiveWeedsAquaticplantsareimportanttoCircleLake.Fishrelyonnativeplantsforfoodandhabitat.Theweedsimprovewaterquality,andprotecttheshoreline.Plantsthatarenotnative,alsocalled

“invasive”,cancauserecreational,economic,andecologicaldamage.TheinvasiveweedmostprevalentinCircleLakeisthecurly-leafpondweed.Thisweedcanbeidentifiedbyitswavy,lasagna-likeleavesandserratededgeswithblunttips.

Curly-leafpondweedproducesdensematsatthesurfaceofthewater.Thisplantisanunstablesourceoffoodandhabitatforfish.Asitovertakesthelake,itcanreducenativeplants.

In2018,theDNRapproved15acresforweedharvesting.TheCircleLakeAssociationcontributed$5,000towardweedharvesting,inadditiontothepropertyownersapprovedfortheirshoreline.TheharvestingwascompletebyJ&NWeedHarvestingattheendofJune.

Ournativeplantprojectwasazerocost,lowmaintenanceitemfortheCLAin2018.ItislocatednexttothefishingpieronCircleLakeTrail.GrantmoneyfromthecountywasusedtobuytheplantsandvolunteersfromtheCircleLakeAssociationhelpedpreparethesiteandinstalltheplants.Theareahasenduredseveralfloodsovertheyears,buttheplantsthathadtimetogetthemselvesestablishedsurvivedthosefloodsandarestilldoingwell.Asalwaysweencourageyoutousenativeplantsforyourlakeshorelandscaping.Theirdeeprootsystemstabilizesthelakeshoreandreducessoilerosion.Theyrequirelittlemaintenance.Wehaveresourceswecandirectyoutoifyouareinterestedinpurchasingplants.

LakeImprovementDistrictUpdate2018andearly2019wasanexcitingtimefortheformationoftheLakeImprovementDistrict(LID).Aftermuchwork,andcoordinationwiththeRiceCountyGovernmentOffices,wearehappytoreportthattheLIDwasunanimouslyapprovedbytheRiceCountyCommissionerinJanuaryof2019!

Throughthistimeframe,theCircleLakeAssociationBoardhasbuilttheframeworkofestablishingtheLIDbylaws,workedandcoordinatedwithRiceCountyAdministration,theMinnesotaDNRandtheCannonRiverWatershedPartnership,andalsoaddressedLIDquestionswithconcernedlakeresidents.Numerousinformationsessionswereconductedinconjunctionofquestion/answerdiscussions.Thishasbeenalengthyprocess,butultimatelywehavetheconfidencethatwehavebuiltagoodfoundationtobeginthenextstepsofexecutingthedutiesandresponsibilitiesoftheLID.

Aswithanymajorprojectorundertaking,therearemanyofyourneighborsandfriendsthathaveworkeddiligentlytoassistingettingourLIDapproved.Therewillcontinuetobemuchworkahead.Manythingswerelearnedasweendeavoredthroughthisprocess,butthebiggestthingwelearnedwashowmucheveryonewemetwithtrulycaresaboutCircleLakeandthewatershedthatfeedsit.Weareproudofwhatwehaveaccomplished,andaregratefulforthehelpinghandssomanyofyouhavelent.

CarpControl2018wasanothersuccessfulyearfortheCircleLakeAssociationcarpcontrolproject.WepreviouslyremovedthecarpbarrierinstalledontheWolfCreekdamastheyhadbecomebadlydamagedovertheiryearsofservice.Wethenspenttheyearevaluatingseveralnewself-cleaningdesignsbesideoneoftheremainingfloatinggratesthatwerepreviouslyusedyearsagotoevaluatetheirperformance.Weendedupfocusingonthedesignshowntotherightandfoundthatitperformedverywellanddidnotgetpluggedwithdebrislikethefloatingdesign.

Ourplanfor2019istorebuildandreinstallaheavierversionofthepreviousfixeddesignandstartworkingwiththecountyongettingapprovaltoinstallamoresophisticatedself-cleaningbarrier,asshowninthepicturebelow.

Lastyearwesurgicallyimplantedourremainingfourradiotagsthathadbeenstoredforthepastthreeyears.AllfourofthosefishsurvivedtheprocedureandwerestillbroadcastingtheirlocationdatainFeb2019.

Seiningstatisticsforcarpandotherroughfishremovalisshownbelow.Thewinterof2018/2019startedoutwithveryfavorableiceconditions,butlargesnowfallforcedthecommercialfishermantoremovetheirgearearly.
